The Asian Racing Federation will later next month create one of the most powerful anti-illegal betting taskforcesin a bid to outlaw the haemorrhaging of billions of dollars of betting money to underground bookmakers.

The federation has signed a memorandum of understanding with the Australian Criminal Intelligence Commission and the Hong Kong Jockey Club is driving the campaign.

Members of Interpol will brief integrity officers from Hong Kong, Singapore, Australia and New Zealand on the impact of illegal betting and the size, scope and sophistication of operators.

The International Centre For Sports Security claims that 85 per centof the Chinese sports betting market, worth $US600 billion ($801 billion), is illegal. The majority of global illegal wagering is estimated at between $US750 billion and $US1 trillion.

"It will be a sophisticated and strong taskforce that will be put in place," said Racing Victoria executive general manger of integrityDayleBrown. "We are very keen to have an exchange of information with other countries across Asia."

Brown believes an audit trail of gambling dollars always ends when a punter turns to an illegal operator to bet with.

"We have made it a rule of racing that licensed people must bet with authorised bookmakers and it is against the rules to bet with these underground operators," he said.

"We've got to do it as a united front. In some parts of Asia, more than $1 billion is going out of the racing economy and that's got to stop."

Officials believe the taskforce will providea platform for co-operation and information sharing between 21 racing jurisdictions that make up the Asian Racing Federation.

One professional punter contacted by Fairfax Media said anyone in Australia thinking of betting with the likes of unregulated betting companies that are based in places such as the Philippines are simply crazy.

"OK, you have a bet with them and it wins and you never get paid," he said. "You're just encouraged to bet on until it's gone and, in contrast, if you owe them, they generally dangle you out of a high-rise building."

With gambling on racing flourishing throughout Asia, the need to have a strong taskforce that can travel to countries with problems is a must, according to integrity officers.

"First, we've got to see the size and scale of the operation and then make those governments in those countries aware of how much money is being siphoned out of their gambling economy.

"They will be the very best integrity operators you can find. All will have a strong law enforcement background."

Martin Purbrick, the Hong Kong Jockey Club's head of security and chairman of the taskforce, says the aim is to keep horse racing clean and help administrators understand how match-fixing works.

"Horse racing has had a long, historical relationship with betting which has left it better placed than some sports to deal with threats to integrity from betting," he said.

"However, illegal betting markets have grown hugely in the past decade, especially in Asia, and this has brought new threats from organised criminal groups who seek to profit from illegal betting markets and sports corruption.

"The ARF is resolute in combating this threat."

LONDON -- While betting companies have a massive presence in football these days, Arsene Wenger would like to see gambling banned completely from society.

The influence of betting companies has been a topic of debate this week after Burnley midfielder Joey Barton was banned for 18 months for breaking the Football Association's rules on gambling.

Barton admitted to having a gambling addiction after the verdict was made public, and criticised the FA for allowing betting adverts to be placed on TV, in stadiums and on team shirts.

Wenger did not argue against Barton's ban, but agreed with the player that there is a bigger problem to be addressed.

"Society is absolutely like that today. They encourage you to bet, but if you bet you're punished," Wenger told a news conference.

Wenger said that he would support a complete ban on gambling -- not just in football but in society as a whole.

Asked later to explain why, Wenger said: "Because I find it immoral that a guy who works like mad from morning to evening, and people who study and go to university, they work day and night. And after, somebody who does nothing and plays the right numbers, he wins 100 million. How can you defend that?"

Betting on sports is a massive business in Britain, with millions regularly placing wagers on football, horse racing, cricket, golf and other events.

Like most top clubs, Arsenal have a sponsorship deal with an official betting partner and regularly promote the company's offers on social media and the club website.

But Wenger argued that betting only rewards luck rather than merit.

"Yes, people enjoy it, but is it moral that a nurse in the hospital doesn't make any money and the guy who plays the right numbers makes 100m?" he said. "How can you defend that? If you want to encourage a society on merit, it's indefensible."

New rules for Philippine online gambling sites’ support services – CalvinAyre.com

The Philippine online gambling industry is facing further changes to the rules involving its business process outsourcing (BPO) partnerships.

Last week, an announcement was posted to the website of the Philippine Amusement and Gaming Corporation (PAGCOR) alerting the industry as to the new accreditation of Special Class of BPOs affected by the POGO [Philippine Offshore Gaming Operators] rules and Executive Order No. 13.

The announcement defines this new Special Class of BPOs as those servicing legitimately licensed gaming operators abroad and do not in anyway [sic] handle betting but purely product marketing and are not servicing any of PAGCOR POGO licensees.

The criteria for being designated as a Special Class of BPO requires firms to adhere to all the requirements of regular POGO Service Providers. In addition, these BPOs can supply services only to duly licensed gaming operators located abroad.

The local gaming licenses of these international operators must be duly authenticated and consularized by the BPO operator. PAGCOR also wants to see copies of the service agreements between the gambling operator and the BPO detailing the types of services to be rendered and these services cannot involve accepting bets, engaging in gambling or illegal activities.

Other requirements include holding a valid Philippine business license, employing a workforce that is 90% Filipino, and ensuring that the BPO handles only product marketing and customer relations without handling any of the betting activities of the gaming operator.

BPOs also have to hold the necessary permits and a Letter of No Objection issued by the Local Government Units (LGU) that exercise jurisdiction over the area in which the BPO resides.

Philippine President Rodrigo Dutertes EO #13, which was issued in February, redrew the map of the Philippine online industry, reducing the importance of online licensing jurisdictions such as the Cagayan Economic Zone Authority (CEZA), whose licensees are no longer able to operate BPO services outside the physical boundaries of their licensing jurisdiction.

EO #13 also sought to boost the national governments bottom line by taking a larger cut of the local online gambling industry. Similar motivations appear to be behind PAGCORs new BPO designation, which will deny BPOs a tax holiday while imposing new annual tariffs of US $100k.

PAGCORs announcement came shortly after the Philippine Economic Zone Authority (PEZA) announced plans to bar BPOs from leasing office space in PEZA-accredited buildings in tech-friendly areas, including metro Manila.

Most building managers reportedly dont intend to evict their online gambling BPO tenants, in part because a PEZA accreditations primary value was as a marketing draw, and that importance has diminished as these buildings have filled up.

One of the last substantial barriers to increasing the number of euthanasia cases for non-terminally-ill psychiatric patients in Belgium seems to have crumbled.

A religious order in the Catholic Church, the Brothers of Charity, is responsible for a large proportion of beds for psychiatric patients in Belgium about 5,000 of them. The international head of the order, Brother Ren Stockman, is a Belgian who has been one of the leading opponents of euthanasia in recent years.

Nonetheless, in a surprise move this week, the board controlling the institutions of the Brothers of Charity announced that from now on, it will allow euthanasia to take place in their psychiatric hospitals.

In a statement posted on their website the Brothers of Charity explain the policy shift. We take seriously unbearable and hopeless suffering and patients request for euthanasia. On the other hand, we do want to protect lives and ensure that euthanasia is performed only if there is no more possibility to provide a reasonable perspective to treat the patient.

Euthanasia for psychiatric patients has already happened dozens of times in Belgium. But from now on it will probably be easier for people suffering from schizophrenia, personality disorders, depression, autism, or loneliness to access it. In fact, it will be hard to find an institution in Belgium where euthanasia is not being offered as an option.

Brother Stockman was stunned. We deplore this new vision, he told the media.

Nursing homes and hospitals opposing euthanasia have been under even more pressure after a court fined a Catholic nursing home a total of 6,000 last year for blocking a resident from accessing euthanasia.

However, Stockman felt that this was not an open and shut case. I am confident that we have the right to refuse euthanasia, Stockman told De Morgen. We want to take seriously the needs of the patients, but the inviolability of life is for us an absolute. We cannot accept that euthanasia is carried out within the walls of our institutions.

The leading figure in Belgian euthanasia, Dr Wim Distelmans, was delighted. Fifteen years after legalisation, he wrote in a newspaper op-ed, the Brothers of Charity have finally admitted that they had excluded the democratically approved policy of euthanasia from their institutions and forbidden doctors to follow their conscience and professional judgement.

Rubbing it in further, a member of the Belgian Parliament, Jean-Jacques De Gucht, summed up the situation: the last relics of the paternalism of the shepherd have been replaced by individual self-determination.

The chairman of the board, Raf De Rycke, an economist who has worked with the Brothers of Charity for years, denied that the ethos of their hospitals had changed We have not made a 180 degree turn, he told De Morgen newspaper. It is not that we used to be against euthanasia and now suddenly are for it. This is consistent with our existing criteria. We are making both possible routes for our patients: both a pro-life perspective and euthanasia.

Although this seems odd for a Catholic group, especially when the Pope has been outspoken in denouncing euthanasia, De Rycke believes that the inspiration of the Belgian Brothers of Charity fundamentally remains the same. We start from the same basic values: the inviolability of life is an important foundation, but for us it is not absolute. This is where we are on a different wavelength from Rome.

DOLPHINS and whales may have to be euthanised if a spill occurred during ship-to-ship oil transfers.

Critics of the plan to move more than eight million tonnes of crude oil in the Cromarty and Moray firths have slammed the Cromarty Firth Port Authority (CFPA) for saying animals may have to be killed if an accident happened.

The authoritys contingency plan for an oil spill states that euthanasia may be the most humane action but campaigners have branded it appalling and are preparing to ask the Scottish Government for help in blocking the transfers.

Members of Cromarty Rising will make a trip to Edinburgh next week to attend a debate on the controversial plans, to be hosted by Highlands and Islands MSP John Finnie.

Duncan Bowers will be among the Cromarty Rising campaigners attending the Scottish Parliament on Tuesday.

He said: We are not opposed to development but they already have a licence for a jetty at Nigg. They should carry out ship to ship transfers there and the Scottish Government can use development funds to help them do what they need to do.

A CFPA spokeswoman said: Every power driven vessel entering the Cromarty Firth carries fuel or oil, which most use for propulsion. As a result, the ports regulators (MCA) demand that we have an oil spill contingency plan in place for managing any release of oil by vessels into the waters of the Cromarty Firth.

‘Streamlined’ operation helps Pooler tackle transient crimes, traffic issues – Savannah Morning News

Officials say crime is under control despite the rapid growth to Pooler and they intend to keep it that way.

Its been peacefully quiet in Pooler, said Pooler Police Chief Mark Revenew last week.

But there are still some concerns in the west Chatham city. Nestled between Interstate 95 and Interstate 16, the city has become a popular stop for commuters and transient guests. Some of those transient guests choose to make their stay in Pooler a permanent one, according to the U.S. Census Bureau.

And more people inside the city limits spurs an opportunity for criminal activity. The majority of crimes in Pooler have included prostitution and child victimization, speeding, driving under the influence and other traffic violations.

When you look at Pooler, we get 70,000 cars a day going down I-95, and we get 30,000 a day going down 16, Revenew said. We have 11,000 Gulfstream workers pass through for lunch. Our transient population is huge.

Growth and centralization

In 2010, about 19,000 people called Pooler home, according to the U.S Census Bureau. By 2015, the citys population increased 21.1 percent to 23,133 residents.

Its a wave of rapid growth that brought a slew of new hotels, restaurants, retail shops, automobile dealerships and medical facilities and spurred a new 51,500-square-foot city hall building and matching municipal complex.

Look at how the city of Pooler and how its grown we needed (the city hall) to grow, Mayor Mike Lamb said in a March 31 Savannah Morning News article. We needed to do something, not just for a quick fix but for the next 50, 100 years.

City officials and other west Chatham dignitaries broke ground on the facility in July 2015. And about two years later, the new three-story city hall and adjoining municipal courtroom was completed, outfitted with offices for city and a new location for the city police department staffed with about 50 officers.

The police departments headquarters had been located in shopping centers for three decades. But with the city rapidly growing, it was time for things to change, Revenew said.

A lot of people dont realize that it was strategically decided to put us central to the city (here at the new city hall), he said. We have new Pooler with the Parkway, semi-new Pooler with the Pine Barren area and Old Pooler. So this puts us in a central location. ... Plus it makes us more efficient. If I need something from, say, finance I just walk upstairs. It gives us secured parking and it looks professional. It makes our evidence room that more secure. And its easier for city leaders to come to the department if they need anything. The communication is so much more streamlined.

Pooler Crime

With a large transient population passing in and out of the city, its easy for crime to make its way to Pooler, according to Revenew.

People all flock into Savannah to work and come back home, he said. People come from Effingham and Richmond and even Hardeeville to frequent Pooler. Unfortunately, that means that they come here to commit crimes too. I presented a report a while back and about 70 percent of the arrests we make for shoplifting are people who arent from Pooler.

Among those coming to commit crimes are people engaging in illicit sexual activity. The police department said it made 15 arrests for prostitution between 2015 and 2017, and thats an issue Revenew says his department is tackling aggressively.

The two things we are super aggressive and proactive about is child pornography/victimization and these vice crimes, he said. Because what happens is being our locale on 95 is a lot of these prostitutes travel. Theyll come here for a week but we dont want them staying a day. People still look at it as a victim-less crime But we see the secondary crimes. They dont. They just think its harmless.

The police department often partners with Savannah-Chatham police and other municipality police departments to help combat crime, he said.

We want to hear that we make it uncomfortable for them to commit crimes here.

Previous prostitution busts in the city have also uncovered substances and other items associated with drug use and distribution, and those arrests have been helped by the Chatham-Savannah Counter Narcotics team. A 2015 bust at the Econo Lodge on U.S. 80 also resulted in human trafficking and weapon possession charges.

The Savannah Morning News made a request for a complete report of violent crime statistics from the Pooler Police Department, but that data was not yet available. The FBIs most recent report from 2014 showed 40 violent crimes and 620 property crimes including burglary, vehicle theft and larceny theft. After 2014, the FBI changed its reporting practices to focus on a metropolitan statistical area report, which is now put out by the Georgia Bureau of Investigation.

Subdivision speeding

But prostitution isnt the only growing crime in Pooler. Theres the issue of drivers going too fast through the city dubbed as one giant subdivision. Tanger Outlets has increased traffic flow, which will also soon be affected at the other end of Pooler Parkway with the building of a new micro-hospital that will serve communities in west Chatham.

We get more complaints that we dont do enough enforcement for speeding than we do too much, Revenew said. People get really aggravated when cars fly through their neighborhood, but we have 100 neighborhoods over 700 streets, so its really difficult to make everybody happy.

And with the recent fatalities on the Interstates in Pooler, slowing drivers down is a priority for Revenew and his officers.

With those 15 fatalities on 16, it is very important to us. We had the five nursing students killed, another five killed in a fiery crash and another five killed in a head-on collision along that three-mile stretch, he said.

... A lot of people think its a victimless crime, but its much more than that. Just a few weeks ago, we stopped a girl doing 107 with marijuana edibles in her car. She admitted she was going to sell them at Orange Crush. But you have to think, we dont know if they are safe, whether she used the right amount of THC, whether they were made in a sterile environment, plus someone going 107 on a highway colliding with grandma whos doing 60 its a disaster.

But Poolers bordering of multiple cities makes for a unique partnership to help address the growing issues, Revenew said.

The city shares limits with Bloomingdale, Garden City and Savannah and the Pooler Police Department frequently calls on its brothers in blue to help across jurisdiction lines.

Back after the crash in 2007, grants dried up and budgets dried up, he said. It pushed us to working together. We have to work together. We have to be more efficient. We dont have the resources we had 10 years ago and that made us come the table and say How can we help each other? and so by sharing our resources we complement each other.

16-year-old sex trafficking victim rescued, two men arrested in Ore … – KOMO News

PORTLAND, Ore. Portland Police and the FBI have reunited a 16-year-old sex trafficking victim with her family, and arrested two men for prostitution.

The investigation started several weeks ago, when officers found the victim inside a house in the 8500 block of SE Steele Street. Thursday, she was removed from the home and reunited with her family. Three other people were found at the house and they refused to come out for some time.

Eventually, 22-year-old Tre Quane Jenkins and 20-year-old Antonio Jaray Moore were arrested for compelling prostitution. The third person was released. Police found a firearm inside the house.

BELCHERTOWN A Belchertown man has been arrested and charged with possessing child pornography after he allegedly attempted to entice a boy via Facebook Messenger.

Douglas Wallace, 28, of 145 River St., pleaded not guilty in Eastern Hampshire District Court Friday to charges of possessionof child pornography and posinga child in the nude, according to Belchertown Police.

Bail was set at $2,500 with conditions that he have no unsupervised contact with people under 18 and no contact with the alleged victim or witnesses, according to theNorthwestern district attorney's office.

A lot of people think these are victimless crimes because its just a photo of a kid somewhere in the U.S., but all of these photographs are real children and they are somebodys children, said Belchertown Detective John Raymer Jr.

Police began investigating Wallace in March after he allegedly was attempting to entice a child over Facebook Messenger to send unclothed pictures of himself to Wallace, police said in a news release.

On March 29, police seized several electronic devices from Wallaces home and found numerous images of child pornography on his cellphone, police said.

Raymer said the case was brought to the attention of Belchertown Police by theNorth Brookfield Police Department after the childs father reported the incident.

A total of five items were seized by police, including three cellphones, a computer anda leather case with DVDs, Raymer said.

So far, all of the photographs weve located were on his iPhone6, Raymer said.

When the warrant was served in March, Raymer said Wallacecame in to give a voluntary statement to police. Upon his arrest Thursday, Raymer said Wallace did not speak with police.

Further charges may be filedbased on review of the51,000photos on the computer police seized, according to Raymer.

The photos would be submitted to the National Center for Missing & Exploited Children for identification purposes, Raymer said.

We investigate these kind of cases to the utmost professionalism and take it very seriously, Raymer said.

Belchertown Police was assisted by the Massachusetts State Police Detective Unit, the Northwestern District Anti-Crime Task Force and the Northwestern district attorneys office child abuse unit.

Wallace is due back in court on May 26.
