Ascension appeals board dumped; Planning Commission, Parish Council to see changes – The Advocate

GONZALES A controversial three-person panel appointed by the parish president that has served as the final arbiter of some of Ascension Parish's growth disputes is no more.

The Parish Council will be the final word if the parish Planning Commission rejects plans for new subdivisions and a developer appeals the decision.

Shortly before the Parish Council called for Parish President Kenny Matassa to resign Thursday night over bribery allegations, the council put an end to the appeals board in an unopposed vote with one member absent.

Once rarely used, the appeals board three times since early 2016 has overturned Planning Commission decisions to reject new subdivision plans over growth and infrastructure concerns.The decisions, and the subsequent criticism of the board for those decisions, have stirred hard feelings in recent months.

Dubbed a "kangaroo court" by Parish Councilman Daniel "Doc" Satterlee last month, the appeals board also has been used by Matassa's critics as a cudgel against administration development policies they see as stacked for developers.

But many, including several council members, questioned the basic development review structure. The three-member panel essentially appointed by the parish president was overturning a seven-member commission appointed by the council.

"The appeals board did need to go," Parish Councilman Travis Turner, a sometime ally of Matassa, said Friday. "I would agree with that 110 percent."

By the time of the council vote Thursday, all three appeals members had already resigned, although one of the members was appointed to the Planning Commission.

The council also refused to reappoint two commissioners who were key "no" votes on subdivision projects that had forced the appeals board into action, including one commissioner who charged the appeals board process "stinks with the stench of corruption."

Then-Planning Commissioner Douglas Foster's "stench of corruption" comments in January drew harsh criticism from appeals board members and helped roil a contentious Parish Council meeting in early February in Donaldsonville.Former appeals board member James Russo called the allegation "scandalous" and without proof and demanded an apology. Russo also took issue with the council's failure defend appeals board members, all volunteers.

"There are people on the planning and zoning board who are sitting right over here," Russo said pointing at the commissioners at the meeting, "who called us 'corrupt,' who called us 'in the tank for developers,' perceived as (stinking) 'with the stench of corruption.' I heard nobody speak up. Not one of yall. Nobody."

Foster has clarified that he was commenting on the perception of the appeals process, not individuals, and offered his apology to Russo and others at the February meeting.

Fast forward to March, though, and Foster and fellow Commissioner Edward Dudley, who had joined Foster in "no" votes on new projects, failed to get top rankings from a key council committee that vets candidates to the commission and other appointed boards.

Following the recommendations from the Personnel Committee, the council on Thursday reappointed Planning Commission Chairman Matthew Pryor and appointed former appeals board member Ken Firmin and newcomer Wade Schexnaydre, the son of a former councilman, to the Planning Commission.

Foster acknowledged Friday he may not have wanted to use words like "corruption," his point remains. He thinks the votes Thursday night telegraphed the council majority's view on development, which he says is for more growth and less infrastructure.

"I mean to me it just proves the council is who I thought they were," Foster said.

While Satterlee questioned whether the whole process was just a game of "musical chairs" Thursday night, other council members disputed the appointments were an indication of growth policy or pay back for Foster's comments.

Councilman Dempsey Lambert, who supported the appointments, said that for him, it boiled down to backing committees that do the leg work.

Turner, who sat on the Personnel Committee, said Pryor, Firmin and Schexnaydre gave the best interviews of the six candidates, beating Foster and Dudley.

Turner said neither Foster's "corruption" comments nor his and Dudley's votes were reasons he ranked them lower. Turner said he doesn't have a problem with commissioners' voting down projects based on traffic and drainage.

"At the end of the day, it's going to come to us, so I feel if it's not a good subdivision, I'm going to vote it down myself," he said.

Lutcher, Ascension Catholic girls extend powerlifting title streaks – The Advocate

MONROEThe saga continued for the Lutcher and Ascension Catholic girls powerlifting teams.

Lutcher claimed its 11th straight state title in dominant fashion by winning seven of the 11 weight classes in Division III to help open the Allstate Sugar Bowl/LHSAA Powerlifting Championships on Friday.

The girls didnt perform as well as we thought they could at the regional meet, Lutcher co-coach Kelly Magendie said. And to have them all come out perform this well today was amazing. We only missed less than 10 lifts for the entire meet."

Ascension Catholic won its third consecutive girls title in Division V. The ACHS boys placed third. Slidells Pope John Paul II swept the titles in Division IV.

It really couldnt have gone any better for the girls, ACHS coach Joe Ryan said. I think we were projected to score 67 points, and we scored 64. They came out and performed. And so did our boys. It is the first time the ACHS boys team placed in the top three since 1992.

The two-day meet at Louisiana-Monroes Fant-Ewing Coliseum featured competition for the LHSAAs smaller schools competing in Divisions III, IV and V. The meet concludes Saturday with sessions for Divisions I and II. Girls compete at 9 a.m. with the boys competition set for 3 p.m.

Shayanne Naquin (148 pounds) and Paige Bovina (165 pounds) swept the Outstanding Lifter honors for LHS. Lutcher had 59 points, while Port Allen was second with 28.

Naquin finished 150 pounds ahead of the second-place competitor with a three-lift total of 920 pounds. Bovina had an 855-pound total.

Lutchers other individual champions were Quamecca Stafford (105), Shay Naquin (132), Melanie Louque (198), Macy Lambert (220) and Jaydah Young (super heavyweight).

The top individual honors and point totals were just as impressive for Ascension Catholic. The girls tallied 64 points to finish well ahead of Delhi with 37 points.

Like Lutcher, the ACHS girls won seven weight classes and claimed the top two places in three weight classes. Delhi Charter won the Division V boys title with 44 points. Delhi was next with 31, just one point ahead of Ascension Catholic.

ACHS Michalyn Daigle (123 pounds) and Elizabeth Latino (165 pounds) received the top girls lifter awards in Division V. Daigle had a 685-pound total. Latino total lift was 750 pounds.

Hannah Settoon (105), Mallory Cavalier (114), Ceily Grisaffe (132), Camille Lemann (148) and Kenshell Davis (198) also were individual winners for ACHS.

Nick Milano at 132 pounds and Robert Lemann at 198 were individual champions for the Ascension Catholic boys. Milano broke his own meet record with a bench press of 230 pounds.

Technological singularity hypothesizes that if and when artificial superintelligence is invented, it will set off a swift chain reaction that will change human society forever, and not necessarily for the better. As itdevelops strategies for dealing with the possibility of apost-singularity world, the U.S. Navy thinks that gamers are ideal for problem-solving the future.

Dr. Eric Gulovsen, director of disruptive technology at the Office of Naval Research, claimed that technology has already reached the point where singularity is in the foreseeable future. What we cant see yet is what lies over that horizon. Thats where we need help from players. This is a complex, open-ended problem, so were looking for people from all walks of life Navy, non-Navy, technologist, non-technologist to help us design our Navy for a post-singularity world, he said.

If Maritime Singularity is set up like the Navys previous MMOWGLIs, such as the recent effort to foster a more prosperous and secure South China Sea, participants will come up with opportunities and challenges pertaining to singularity and play out various scenarios.

If the Navys interest in singularity doesnt sound enough like dystopian science fiction already, the games blurb certainly sounds like it was ripped from the back cover of a William Gibson novel:

NASA astronauts talk space exploration at The Citadel – Charleston Post Courier

The image flashed on the screen, a huge shadowed crater on the surface of the moon, and Charlie Duke put a hand to his jaw. He'd walked there. The next one showed a family photo lying in the moon dust, and he smiled. It was of his family.

Duke, a retired brigadier general and astronaut, became the 10th person to set foot on the moon as the lunar module pilot of Apollo 16 in 1972. He was one of three NASA veterans who talked about resilience, or overcoming adversity, at a Principled Leadership Symposium at The Citadel last week.

In a fuzzy screen grab eerily reminiscent of space transmissions, Citadel grad Col. Randy Bresnik joined them via a remote feed from Russia, where Bresnik is training to take over command of the International Space Station during a six-month deployment that lifts off in May.

Duke is genial but tough as nails, and his view is honed by his experience.

"Stay focused on your goal," he said in an interview before the symposium. His current goal is shared by the other panelists: put an astronaut on Mars. The deployment could take six months to a year or more, with the round trip covering tens of millions of miles.

If a crew stays focused, exercises mind and body diligently, "the human body seems to do OK in space and you'll be OK when you get back," Duke said. Simply the adrenaline of watching the red planet approach from the spacecraft windows ought to provide the motivation.

"I think that motivation is really important. You're really going to have to want to do that," Duke said.

The other NASA veterans taking part were planetary geologist Noah Petro and retired mission director Steve Odendahl.Among other subjects, they discussed the future of space exploration, agreeing that the emerging public-commercial partnerships might be the best way to achieve it.

"They can talk about space, what it means to us as a country, as a nation and as a culture, really," said Cadet Angelica McNerny, who recently reported on Bresnik's training and who is working to be commissioned into the space program.

Trump’s NASA budget supports deep space exploration – CBS News

The Trump administration is proposing $19.1 billion for NASA in its fiscal 2018 budget blueprint, a 0.8 percent decrease from 2017 funding levels, focusing on deep space exploration, both human and robotic, and increased public-private partnerships to lower costs and encourage private sector innovation.

But the budget blueprint terminates four Earth-science research missions, eliminates NASAs Office of Education, discards the agencys Asteroid Redirect Mission -- the centerpiece of the Obama administrations deep space exploration plan -- and makes no mention of human missions to Mars.

The National Aeronautics and Space Administration is responsible for increasing understanding of the universe and our place in it, advancing Americas world-leading aerospace technology, inspiring the nation, and opening the space frontier, the Office of Management and Budget said in the proposal.

The 2018 budget blueprint for NASA increases cooperation with industry through the use of public-private partnerships, focuses the nations efforts on deep space exploration rather than Earth-centric research, and develops technologies that would help achieve U.S. space goals and benefit the economy.

Robert Lightfoot, NASAs acting administrator, said in a statement to agency employees that the FY2018 proposal is a positive budget overall for NASA.

I know parts of the budget will create concerns for some, he said. As with any budget, we have greater aspirations than we have means, but this blueprint provides us with considerable resources to carry out our mission, and I know we will make this nation proud.

John Logsdon, a noted historian and space policy analyst, agreed, saying in an email to CBS News that the presidents budget proposal supports the agencys big-ticket human and robotic exploration programs.

Whats most noteworthy to me is that NASA received only a minuscule budget reduction when the budgets of many other government agencies were cut by double digits, he said. This validates what many have anticipated -- that NASA and its human and robotic exploratory missions will fare well in a Trump administration.

Marcia Smith, editor of SpacePolicyOnline.com, came to a similar conclusion, writing the blueprint is good news considering the draconian cuts proposed for many other agencies.

President Obamas Asteroid Redirect Mission would be cancelled and NASAs Office of Education would be eliminated under the proposal, but other NASA programs survived relatively unscathed, she wrote. The Earth science program is cut, but not as deeply as many feared.

Increased NASA cooperation with the private sector was the top item listed in the OMBs budget blueprint, calling expanded public-private partnerships the foundation of future U.S. civilian space efforts.

The budget creates new opportunities for collaboration with industry on space station operations, supports public-private partnerships for deep-space habitation and exploration systems, funds data buys from companies operating small satellite constellations, and supports work with industry to develop and commercialize new space technologies, the OMB said.

The proposal includes $3.7 billion to continue development of NASAs Orion crew capsule and the huge Space Launch System heavy-lift booster needed for deep space missions to the moon or beyond. But to accommodate increasing development costs, the Asteroid Redirect Mission, or ARM, will be cancelled.

Instead, NASA will investigate approaches for reducing the costs of exploration missions to enable a more expansive exploration program, the OMB said.

NASAs long-range goal for human exploration beyond low-Earth orbit has been Mars, following the Obama administrations goal of sending astronauts to the red planet in the mid 2030s using Orion, a yet-to-be-developed habitation module and the SLS booster.

More powerful than the legendary Saturn 5 booster that propelled Apollo astronauts to the moon, the SLS is scheduled for its first test flight in late 2018. The first piloted mission is targeted for the 2021 timeframe, although NASA is looking into the possibility of putting astronauts aboard the initial flight.

Following those initial SLS-Orion shakedown missions, NASA had been working on plans to robotically retrieve a large boulder from a nearby asteroid in the early 2020s. The asteroid fragment would be hauled back to the vicinity of the moon for hands-on study and sample collection by astronauts aboard an SLS-launched Orion spacecraft in the mid 2020s.

The ARM missions were seen as a precursor to piloted missions to Mars in the 2030s. But the project never won wide support in the science community or among Republicans and President Trumps budget blueprint would end the debate once and for all.

The 2018 budget proposal includes $1.9 billion for robotic space exploration, including continued support for a probe that will repeatedly fly by Jupiters moon Europa, which may harbor a sub-surface ocean habitat, and a mission in 2020 to send another nuclear-powered rover to Mars. Work to develop a multi-billion-dollar mission to land on Europa would be terminated.

The budget also would provide $1.8 billion for NASAs Earth science directorate, cutting $102 million by eliminating four Earth science missions and reducing funding for Earth science research grants.

And the proposal would eliminate NASAs Office of Education, saving another $110 million.

The result will be a more focused education effort through NASAs Science Mission Directorate, the OMB said. The Office of Education has experienced significant challenges in implementing a NASA-wide education strategy and is performing functions that are duplicative of other parts of the agency.

Logsdon said it was not surprising that ARM was cancelled because the mission has never been a favorite of Republicans in Congress.

Also not surprising, but unfortunate, are the cancelled Earth science missions, he said. Basically, NASA has been given a go to continue on its current path, with changes at the margins. Most of those changes will meet with Congressional resistance, so the final outcome with respect to Earth science and the NASA Office of Education is still TBD. I doubt if ARM will survive.

While the second group has been assigned on a project called "Toolbox for Research and Exploration", responsible for developing tools and methods for the manned exploration of celestial bodies.

"The third group from Georgia Institute of Technology will explore how radiation affects human-made composite materials. They'll also look into how real-time detectors can help minimise astronauts' exposure to harmful radiation," the report added.

With the better knowledge of hazardous events in space, disasters can be predicted and managed.

Nanotech Security is undervalued, says Haywood – Cantech Letter

Haywood analyst Pardeep Sangha says next-generation anti-counterfeiting firm Nanotech Security (TSXV:NTS) is undervalued.

In a research report to clients Monday, Sangha initiated coverage of Nanotech with a Buy rating and a one-year price target of $2.00, implying a return of 62.6 per cent at the time of publication, though the analyst categorizes the overall risk rating on the stock as very high.

Sangha says the opportunity for Nanotech, whose KolourOptik technology produces rich hologram-like images that are extremely difficult to copy, is immense.

Nanotech develops next-generation anti-counterfeiting products, initially targeting the banknote industry, explains the analyst. Counterfeiting is a US$650B per year problem across numerous industries including banknotes, secure documents, ticketing, commercial branding, and pharmaceuticals. We believe Nanotech is at a growth inflection point as it transitions from research to commercialization stage with several large growth initiatives.

Sangha notes that Nanotech recently announced a five-year $30-million development contract and expects to ship its Optical Thin Film to a large Asian banknote issuing authority later this year. He thinks this points to one conclusion.

We believe KolourOptik has the potential to disrupt the banknote industry, he says.

Sangha thinks Nanotech Security will generate EBITDA of zero on revenue of $10.5-million in fiscal 2017. He expects these numbers will improve to EBITDA of $4.6-million on a topline of $21.5-million the following year and then to EBITDA of $14.9-million on revenue of $41.0-million in fiscal 2018.

SAN ANSELMO (KRON) Psychedelic drugs are being researched in the Bay Area for their potential to help people suffering from depression, anxiety, and PTSD.

KRON4s GabeSlate met with a woman taking psychedelics through an FDA-approved clinical trial and another who experimented by self-medicating.

Ayelet Waldman is a 52-year-old author and mother of four living in Berkeley. She recently turned to psychedelic drugs, seeking relief from her depression.

I was having all sorts of suicidal ideation, Waldman said. I was a nightmare to be around. I was sinking lower and lower and nothing else was working, none of the medications I have relied on all my life were working, and I needed to do something desperate and this is what I chose.

For one month, she took one-10th of a normal dose of LSD, also known as acid, every three days.

She said that microdosing saved her life and her marriage.

It catalyzed the end of my depression, Waldman said. I was nice to be around. I was fun to be around. My kids liked having me around.

Using psychedelic drugs for medical purposes is now getting attention from the federal government.

An FDA-approved clinical trial is going on right now in the Bay Area. Not for LSD, but for a different psychedelic, MDMA, also known as ecstasy or molly.

This is probably the most intense psychotherapy study ever performed, Psychiatrist Dr. Phil Wolfson said.

Dr. Wolfson, based in San Anselmo, is helping to conduct a clinical trial studying whether MDMA-assisted psychotherapy can help heal those affected by traumatic experiences.

We do I think a total of 20 sessions of psychotherapy per person, Dr. Wolfson said.

This trial is organized and privately funded by MAPS, the Multidisciplinary Association for Psychedelic Studies, based in Santa Cruz.

Veva Edelson is a breast cancer survivor who has suffered from debilitating anxiety and depression ever since the cancer went into remission.

I would wake up in the morning and just feel like a sense of dread, and I would think, How am I going to make it through this day? Edelson said.

To control the fear of the cancer returning, she tried different prescription drugs and natural remedies.

JulaneAndries is co-therapist of this clinical trial. She said the MDMA helps people open up who otherwise might not.

Your depression, your anxiety, you can talk about that, you can talk about what happened to you in childhood, without feeling fear and shame, Andries said.

Andries and Dr. Wolfson said all 18 of the subjects taking part in the study have benefited by the MDMA-assisted therapy without any side effects.

However, they dont want people who are suffering and have not found relief with prescription drugs to hear that and then seek out illegal street ecstasy, or molly, or any other psychedelic drug and self-medicate because you dont know what youre getting.

Researchers admit these drugs can be dangerous, but they believe the data will show if MDMA is taken safely under a doctors care, it has the potential to change the way mental disorders are treated.

This phase of the clinical trial is wrapping up next month and will begin the final phase in the summer.

The researchers say that will be the last hurdle before MDMA could become legal for medical use.

And they hope that will happen in 2021.
