Estonia 'Spy' Dispute Could Be Russia Making Anti-NATO Mischief

Russia and its tiny neighbor, Estonia, are embroiled in a spy controversy worthy of a John le Carr novel.
Estonia says Russian agents kidnapped one of its intelligence officials in a cross-border raid. Russia says the man was caught spying on its territory.
The affair could have wider implications for the NATO alliance, because it began just days after President Obama gave a speech in Estonia promising to protect the NATO member against foreign aggression.
Russia's state-run news media ran the story with video supplied by the FSB, Russia's federal security service. It showed an Estonian citizen, Eston Kohver, being hustled into a police station in handcuffs, and said that he had been arrested in Russia's western Pskov region as he tried to carry out an intelligence operation.
Then the video panned over a table showing items that Kohver was allegedly carrying when he was caught: a snub-nosed Taurus automatic, a stack of 50-euro notes worth about $6,500, and some miniature recording equipment. The video zoomed in on the gun to show the trademark and the fact that it was made in Miami.
The implication was that Kohver was packing classic spy gear, and that he was somehow linked to the United States.
Estonia acknowledges that Kohver is one of its intelligence officers, but the resemblance to Russia's version of the story ends there.
In the first place, Estonia says, Kohver was on the Estonian side of the border when he was captured in a surprise raid.

NSA, British spy agency have secret access to Deutsche Telekom: Report

BERLIN: The US National Security Agency and British intelligence services are able to secretly access data from telecoms giant Deutsche Telekom and several other German operators, according to Der Spiegel weekly.
An NSA programme called "Treasure Map" gives the US agency and Britain's electronic eavesdropping GCHQ near real-time information about the operators' networks, right through to end users on computers, smartphones or tablets, Der Spiegel said in a report to appear in its Sunday edition.
It is the latest in a string of revelations based on documents leaked by former NSA contractor Edward Snowden.
Spiegel said the tracking programme, which it dubbed "the Google Earth of the Internet", can be used to plan cyber attacks.
The magazine said it did not receive any immediate comment from the NSA or GCHQ in response to the claims.
Satellite ground station operator Stellar, which according to Spiegel was among the German firms targeted, responded angrily to the revelation.
"A cyber attack of this kind clearly violates German law," said Stellar boss Christian Steffen, after Spiegel presented it with a GCHQ document said to contain the passwords of some of its clients.
In response to the Spiegel report, Deutsche Telekom and regional operator Netcologne said they had not identified any data breaches.
But Deutsche Telekom's IT security head Thomas Tschersich said: "The access of foreign secret services to our network would be totally unacceptable."
"We are looking into any indication of a possible manipulation. We have also alerted the authorities," he told the weekly.

While NSA 'maps' the Internet landscape, German tech companies want Cloud cover

In the latest efforts toward warding off foreign hackers, the head of Microsoft Germany is planning to develop Cloud technology that would be offered only within Germany.
Microsoft's current computing centers in the Netherlands and Ireland are becoming more popular with the company's biggest clients, Microsoft Germany head Christian Illek told the German daily Tagesspiegel on Sunday.
"But this is obviously not enough for medium-sized German companies," Illek said.
Cloud computing refers to a storage system, which allows computing devices to share their data within a defined network online. This includes software, firewalls and platforms, as well as memory and technical services.
Considering that the expansion of computer networks has increased security risks for companies, Microsoft Germany wants data to be kept within Germany's own borders and hosted by a data center, which would be subject to German or European law, Illek emphasized.
"The data managementwould be [hosted] by a German partner," he said.
The head of Hewlett-Packard (HP) Germany, Heiko Meyer, had a similar message on Sunday, in which he called for a common Cloud space for Europe, similar to the concept of the EU's economic area.
Meyer told news agency DPA that HP had already submitted plans for "Cloud 28+" to the EU research program Horizon 2020, which is aimed at streamlining European research and innovation to make the 28-member bloc more competitive globally.
The ex-head of German telecommunications Telekom, Ren Obermann, made a similar proposal last year.

Public be damned Litchfield latest example

A school official, this one the superintendent in Litchfield, is not having his contract renewed by the school board. Why? The school board, officially, won't say.
"I can't disclose or discuss the contents of the board's discussion, or the rationale behind the vote," said school board chairman Dennis Miller, sounding very much like someone pleading the Fifth Amendment before Congress
Chairman Miller and a majority of the board have decided this is a "personnel matter" and therefore not for the public's ears.
Well, of course it is a personnel matter. But it involves a public employee, paid for with taxpayer dollars and not only responsible to the citizens of the school district, but in charge of the district.
Yet again, we have a case where elected officials, acting on the public's behalf, refuse to tell the public the reason for their actions. Such cases are happening too frequently.
The public has limited, but powerful, recourse. It can decide not to renew the employment "contracts" of school board members.
Some argue that they are elected to represent the public, which needs to just trust their judgment. But without knowing their reasoning for such important decisions as the hiring or firing of key personnel, how is that judgment to be assessed?
To his credit, board member John York, one of the two board members who opposed not renewing the contract, said it was more personality than anything else.
Supt. Brian Cochrane also spoke out to the Union Leader. And the world, surprise, didn't end.
The public doesn't need great specificity or gory details in such cases. But officials like Miller who won't explain their actions either don't care to take the time to do so or they really don't have a strong case in the first place.
