NSA chief: 1,000 new jobs coming to San Antonio

SAN ANTONIO (MCT) The director of the National Security Agency said Thursday that San Antonio could expect as many as 1,000 additional personnel working on the Defense Department's ongoing cybersecurity mission over the next three years.

San Antonio is very important to the future of cyber within the Department of Defense, Adm. Michael Rogers, who's also commander of the U.S. Cyber Command, said during a Cybersecurity Summit hosted by the San Antonio Chamber of Commerce. You are going to see a larger footprint coming to San Antonio.

The military has quietly grown its cybersecurity mission in San Antonio.

The 24th Air Force at Port San Antonio, which is responsible for safeguarding key components of the Defense Department's information networks, now employs more than 1,300 people here.

Electronic warfare and other operations now are the charge of the 25th Air Force at Joint Base San Antonio-Lackland.

The NSA has stealthily transformed a former Sony chip fabrication plant on the Northwest Side into an intelligence hub with a 94,000-square-foot data center.

It's not clear where the new employees will be working.

Rogers said the military was growing a dedicated cyber mission force of about 6,200 people, and that San Antonio would get a good segment.

We have made the decision that San Antonio both the Air Force side ... (and) the investments we've made at NSA Texas these are foundational to the future and we're going to keep working.

Rogers said the military recognized that staying ahead of global threats would involve partnerships with private-sector contractors, which San Antonio officials are hoping to grow.

NSA Grooming Cyber Talent through Academics

The recent data breach outbreak in the retail and financial sectors drives home the fact the United States faces a massive cybersecurity conundrum but this should not come as a surprise to anyone.

While the issue of keeping cyber criminals at bay is a monumental task all on its own, there is another perhaps more vexing cyber-related concern plaguing the nation: Both industry and government are struggling to find enough bodies to deal with the digital pandemic.

A report from Cisco (CSCO) found demand for cybersecurity experts has grown at three and a half times the pace of the overall I.T. job market, with an estimated 1 million unfilled cybersecurity jobs across the globe in 2014.

At the heart of the matter is a lack of younger Americans in the cybersecurity talent pool.

In its recent survey on millennials and cybersecurity, Raytheon (RTN) and the National Cyber Security Alliance found nearly two-thirds of millennial respondents are not sure what the cybersecurity profession is. Additionally, in that same study, only 26% strongly agree their high school education prepared them to use technology safely, securely, ethically and productively in the workplace.

The National Security Agency is looking to change that.

In an effort to groom talent and stress the importance of cybersecurity education, the agency introduced its National Centers for Academic Excellence, Cyber Operations Program in 2012. That program has since expanded to include a total of 13 undergraduate and graduate programs in the United States with the U.S. Military Academy, New York University, the University of New Orleans, Towson University, and the University of Cincinnati being added to the list in 2014.

The agency is trying to increase the future pipeline of cyber professionals of the nation -- not just for NSA, but for academia, industry and the rest of government, Steven LaFountain, Dean of NSAs College of Cyber, said in an interview with Firewall. We're doing that by trying to influence the security curriculum that's being taught at the university level.

In doing so, the agency has mapped out specific standards that colleges and universities must fulfill in order to gain designation as a Cyber Operations Center of Academic Excellence.

NSA benefits by utilizing the program to identify top talent for its ranks, and students benefit by becoming more attractive to prospective employers once they enter the job market.

Newly disclosed National Security Agency documents suggest a closer relationship between American companies and the spy agency than have been previously disclosed.

The documents, published last week by The Intercept, describe "contractual relationships" between the NSA and U.S. companies, as well as the fact that the NSA has "under cover" spies working at or with some U.S. companies.

While not conclusive, the material includes some clear suggestions that at least some American companies are quite willing to help the agency conduct its massive surveillance programs.

The precise role of U.S. companies in the NSA's global surveillance operations remains unclear. Documents obtained by Edward Snowden and published by various news organizations show that companies have turned over their customers' email, phone calling records and other data under court orders. But the level of cooperation beyond those court orders has been an open question, with several leading companies, such as Apple, Google, Microsoft and Facebook, asserting that they only turn over customer information that is "targeted and specific" in response to legal demands.
