Is economic growth accelerating or slowing in the developed world?

On one extreme we have economist Robin Hanson, who has carefully quantified what the path to Ray Kurzweils predicted 2045 technological singularity would look like economically. As the domination of biotech, nanotech and artificial general intelligence rise over the next few decades, Hansons detailed analyses suggest the annual economic growth rate will reach 45% or more.

In another camp, we have economist Robert Gordon, who argues that electrification and the internal combustion engine provided a one-time boost to the world economy and that the various inventions rolled out since have been small potatoes. This skeptical view seems bolstered by the fairly lackluster effect of the internet and mobile telephony on conventional economic indicators up until today.

But the truth is that, in the information era, growth is decreasingly in the numbers.

Look at arXiv.org, where scientists in various disciplines routinely post their freshly written research papers. Sometimes this is a prelude to publishing the paper in a conventional journal or conference, but increasingly, its an alternative.

If a scientists goal is to disseminate their work to their colleagues in an orderly way, and to ensure their work persists in the memory of the scientific literature, then posting on arXiv.org is arguably better than publishing in a commercially run scientific journal. Anyone with an internet connection can read arXiv, whereas many journals and conference proceedings are available only to those with a developed-world university connection or a lot of money to spare (who really wants to pay $30 to download a PDF of a research paper they havent even read beyond the abstract, which may or may not actually be of interest?).

As one among a huge number of examples, the recent progress in deep learning technology for image, video, voice and language processing has been largely driven by the rapid posting of new algorithmic ideas and results to arXiv and the corresponding rapid posting of new open-source software code to Github.

How is the rise of arXiv and Github reflected in economic indicators? ArXiv has allowed the level of activity in the scientific community to increase without any commensurate increase in the revenue of the scientific publishing sector. The open-source software movement has allowed the level of activity in certain parts of the software world (operating systems and AI, as two major examples) to increase without commensurate increase in the revenue of software publishers.

Something similar has happened in the journalistic world with the rise of blogging. Activity has increased in some very real senses the amount of prose widely disseminated, the diversity of points of view widely shared, etc. but without commensurate increase in the revenue of journalistic publishers.

And the same sort of thing can be seen in the music world.

Whats happening here?

First, were seeing a shift from an economy of physical goods toward an economy of more abstract, informational goods. This is well known; it represents the movement of human society upward in some sort of economic Maslows Hierarchy.

Electrification and the internal combustion engine may well have been bigger leaps in the physical aspects of peoples lives than anything to happen since. But its because our physical lives have gotten so comfortable that we have shifted to pursuing improvement in more abstract informational domains.

Secondly, and less well understood at this point, were seeing a shift from a quantified to an unquantified exchange of value. This is where the economic analyses of both Hanson and Gordon fall short.

With arXiv, scientists are exchanging knowledge and ideas with each other directly without anyone needing to quantify the value of whats being shared or received. With Github, coders are exchanging software with each other directly (also without the need for quantification). And on Facebook, users are exchanging information with each other without need for quantification of value.

These modes of nonquantified value exchange interoperate with more traditional systems of quantified value exchange.

Papers on arXiv often are associated with software or hardware inventions, which are then conventionally monetized. Open-source AI code on Github is used to train models on proprietary datasets, which are then used to fuel commercial products that are licensed to end users for money (or commercial products like Facebook or Google that are offered as parts of more complex, partly nonquantified value exchanges). Data provided to Facebook is used to drive customization of Facebook ads, whose value to advertisers, based on user attention, is quantified and monetized.

But when such a significant percentage of the fundamental value exchange is nonquantified, just tracking the money flows doesnt meaningfully measure growth. And the situation will only exacerbate.

Professor Dirk Helbing has suggested that multidimensional qualified money (e.g., money that keeps track of various components, including social value, environmental value and so forth) may come to play a role in the economy of the future, allowing a richer sort of value accounting. Carbon credits and Fair Trade certifications are a step in this direction.

More radically, five years ago I introduced the notion of the offer network a community of parties that carry out economic exchange via the intersection of requests/offers of the form If someone does X for me, then I will do Y for someone (maybe a different someone). An offer-network economy is basically a giant matching engine that connects various parties with each other based on the compatibility of their request/offer pairs.

In an offer network, one gets scalable and systematic exchange of value without the need for quantification.

What the cases of arXiv, Github, Facebook and so many others show is that the information economy is becoming an offer network rather than a quantified economy.

This means we could well get to the singularity without ever seeing the 45% financial growth rates Hanson forecasts. What we might see instead is the quantified portion of the economy becoming exponentially smaller and economists becoming exponentially less relevant unless they develop radically new tools.Source: Forbes

Massive tender scam sucks in top officials – Zimbabwe Independent

LOCAL Government minister July Moyo and Harare Metropolitan Provincial Affairs minister Oliver Chidawu have been implicated in a massive tender scandal at Harare City Council (HCC) after they allegedly directed the local authority to award a multi-million dollar water treatment contract to two separate companies without following laid down procedure, it has emerged.

The contract is for the supply of water treatment technology solutions to Harare, which is struggling to supply the city of three million residents with safe drinking water.

Currently, council is using nine chemicals to treat water which is heavily polluted with domestic and industrial effluent at a monthly cost of US$3 million.The local authority has had to frequently shut down its main treatment plant, Morton Jaffray Water Works, due to a shortage of foreign currency to import the required chemicals.

Official documents, corroborated by information obtained from both council and government sources, indicate that the two ministers are separately exerting intense pressure on City of Harare management to disregard an ongoing tender process and have the contract awarded to their preferred companies.The issue has since become the subject of a corruption investigation by the Zimbabwe Anti-Corruption Commission (Zacc) after one of the companies reported the case to the anti-graft body on Tuesday.

Moyo is pushing for Boltgas, a Zimbabwean-owned company founded in South Africa in 2005, to be awarded the contract.This is despite the fact that the company was not among 10 firms which responded to a tender invitation for the project in June this year. Chidawu is rooting for South African firm Nanotech Water Africa Private Limited (Nanotech).

However, Nanotech like all the other bidders initially failed to make the grade, but is now poised to clinch the tender following Chidawus intervention.Documents indicate that after the bidding closed on June 20, Harare City Councils evaluation committee deliberated on all submissions and found out that none of them were suitable.

This was revealed in a letter by town clerk Hosiah Chisango to Procurement Regulation Authority of Zimbabwe (Praz) chief executive officer Nyasha Chizu.Chisango, in the letter, particularly stated that Nanotechs bid had been thrown out because it was not competitive.

For instance, Nanotechs proposed technology reduced the cost of water treatment by just US$780 000. This implies that the monthly cost of treating Harare water would be pegged at US$2,2 million, which the evaluation committee still found to be too high.

Nanotech also fell short in terms of references as it had only one project it undertook in Botswana, raising competence concerns. The evaluation committee recommended that Praz approves the cancellation of the expression of interest for lack of competition and for technical irregularities, reads Chisangos letter to Chizu, dated August 5.

Chisango, in his letter, also raised the red flag over the possibility that Nanotech was accorded preferential treatment. Nanotech had been engaged by the citys water department to conduct a pre-test three months ahead of the invitation to tender.

The committee was convinced the specifications were not neutral and the playing field was not level as other players went into the race with an advantage after having been afforded the opportunity to pre-test their solutions before being made to compete with others who did not get the same opportunity. Their specifications, thus, were tailored towards the solutions provided by those that presided over the solutions, he wrote.

There is however no record of Prazs response to Chisangos correspondence. Upon learning of the development, Chidawu summoned Harare mayor Herbert Gomba, Chisango and City of Harare supply chain manager Never Murerwa and other senior managers from the local authority to a meeting at his offices at Charter House in Harares central business district where he piled pressure on them to bypass the legally permitted procurement procedures and award the tender to Nanotech, claiming the issue was coming from higher office.

However, Chisango failed to turn up for the meeting. Gomba attended, but abstained from the ensuing deliberations, leaving everything to city officials, arguing that since he was only a ceremonial mayor, he did not want to interfere in the day-to-day activities of Town House.

City officials reportedly asked Chidawu to put his demands in writing, but the minister strongly objected to this and said if they were not keen on following his instructions, he would not hesitate to directly engage Chizu and ask for a waiver of the formal tendering process in terms of Section 54 of the Public Procurement and Disposal of Public Assets Act, which provides for that waiver in case of emergency. At that time, Harare City Council had approached the government, seeking a declaratory order classifying its water situation as a state of emergency.

Curiously, 30 days later, on September 5, Chisango wrote again to Chizu, this time requesting permission to withdraw his earlier correspondence.The Procurement Regulatory Authority of Zimbabwe received a report from City of Harare on the 14th of August on the cancellation of the request for expression of interest. This letter therefore serves to withdraw that report so that pertinent additional information is included and will be resubmitted thereafter, Chisango wrote.

He followed that up with another letter six days later, in which he was now asking Praz to consider proposals from four of the 10 bidders despite having clearly stated that they had failed to satisfy tender adjudicators. He claimed the new position arose because the evaluation committee had subsequently reconvened and resolved to shortlist four bidders, namely Nanotech, Water Dimensions International, Aqua Global and Microlab Scientific.

Documents also show the emergence at this stage of a special procurement oversight committee (SPOC) set up by Praz to take the place of Harare City Councils conventional tender evaluation committee. In the particular correspondence, Chisango dramatically somersaulted and claimed the four companies had offered a water treatment solution and had adequate manpower to carry the required work.

This time, Chizu, in a letter dated September 24, 2019, approved the new position. The authority is hereby directing the accounting officer to re-evaluate the tender and make recommendations in line with the observations and requirements of the standard bidding document and submit the revised evaluation report and bids for review by the SPOC, Chizu wrote.

Oddly, it also appears from the documents that there is lack of consensus among city officials, with acting Harare water director Mabhena Moyo writing to Chidawu, instead of Chisango, in which he apparently canvassed for Nanotech.

A report was written to Praz seeking approval for the city to go ahead with the project with the four companies. A report to Praz recommending that it approves four companies to carry out a pilot project at Morton Jaffray after re-evaluation of the companies is to be prepared. However, it would be prudent and faster to commence with the pilot project with Nanotech who are ready to start, reads Moyos letter, dated October 7, 2019.

Chisango, on November 13, then wrote to some of the companies involved, informing them that their bids had been unsuccessful, without specifying who had won the tender.

Microlab objected to the move, alleging the process was biased and claimed the tender had been awarded to Nanotech.Your handling of this tender process was biased towards Nanotech from the onset as Nanotech went into the competition with an unfair advantage, rendering the specifications to be not neutral.

The specifications were tailored to suit Nanotech and this smacks of corruption at its worst. We are also aware that the initial evaluation committee strongly advised against awarding the tender to Nanotech only for the report to be withdrawn from Praz after submission.

It is not only unfair but flagrant corruption to proceed with this process in the current form. Nanotech has connections with those in high offices and this is now standing as their only qualification, Microlab wrote through its managing director Walter Jera on November 19.

This time, it was Murerwa who responded to Microlab, writing: Please take note that the matter was considered by the SPOC. This letter also serves to advise you that the bid from Nanotech Water Solutions P/L was accepted to proceed to the next level. Be guided accordingly.Jera on Tuesday filed a corruption report to Zacc. The case was filed under RRB number 369602/05/08/14.

Chidawu confirmed he called city officials to a meeting, but claimed he did so on request by the provincial Joint Operations Command (Joc) which he chairs.

The meeting was called by the provincial Joint Operations Command, worried by the deteriorating water situation in the country which had become a security threat, he said in an interview.

On allegations he pressured council officials to accept the Nanotech bid, Chidawu, himself a former Harare mayor, said: I only recommended Nanotech on the basis that its proposal seemed to offer the right solutions and, in so doing, I was communicating a security resolution of the provincial Joc. So I did not pressure them, he said.

Gomba also confirmed he went to the ministers office in September along with city officials, but denied playing any role.Councillors are not involved in tenders, we are legislated out of it. Tenders are done by the supply chain manager under the town clerk and then sent to Praz for approval. Council only receives reports to note. Yes, I attended (the meeting) but played no part, he said.

Chisangos mobile phone was not being answered when the Zimbabwe Independent sought his comment yesterday while WhatsApp messages sent to him were not responded to despite evidence that he read them. Council sources also said that on Tuesday this week July Moyo called a meeting at his offices over the issue and indicated that he wanted Boltgas to be part of the deal despite the fact that it had not participated in the tendering process. Moyo could not be reached for comment as he was unreachable on mobile phone.

UTRGV professor Karen Lozano keeps her calendar full.

Shes often found in the lab, where she and her students have pioneered production methods in nanotechnology. Other times, youll catch her mentoring prospective engineers in her office, or out in the community, proselytizing to high schoolers about careers in science and technology.

If students need to talk to her, they usually try to catch her in her office. She gets so many emails that its hard for her to reply to all of them.

Last month, Lozanos research took her all the way to the White House, where she received the Presidential Excellence Award in Science, Mathematics, and Engineering Mentoring she was one of just 15 educators chosen for the award. This week, shell speak about her work at TEDxMcAllen.

Arguably, shes one of the busiest professors on campus, but it definitely wasnt easy getting there.

Twenty-five years ago Lozano graduated from the Universidad de Monterrey at the age of 21, with a degree in mechanical engineering. Shed always been passionate about solving problems and the hard sciences, and mechanical engineering seemed like a natural path to take.

Lozano had her doubts, however: It was almost unheard of for a woman to become a mechanical engineer in Monterrey, but her mother pushed her to stick to her passion, telling her that it would open up doors in the future.

If were going to keep on supporting you and sacrificing for you, why are you going to study something that will not give you opportunities? Lozano remembers her mother saying. Study something that will give you opportunities. Follow the path less traveled.

Lozano did just that, but it was a lonely path. She was the only female mechanical engineering graduate in Monterrey in 1993. In fact, she was the only female in her program at UdeM.

The guys would all go together to a house to study and I was never allowed to go to somebodys house to study with 20 guys, so they would all study in teams and I would study alone, in my house, she recalled. Of course, once in a while, somebody would give me the comments like, Why are you here? Youre only gonna marry and have kids. Why are you here?

Lozano would blow off the comment with a tongue-in-cheek joke.

If Im gonna have kids, and Im doing all this advanced math and stuff, Im gonna be able to help them in their math when they were in high school. That was my answer all the time, she said. Which is something that I never did. I have a senior in high school and one that already graduated, and I dont think I ever sat to help them with math.

Monterrey is an industrial city, and theres no shortage of engineering jobs. Lozano remembers watching companies snap up her male peers before theyd even graduated. No calls came for her.

After college, she started applying to jobs she found in the newspaper. Days turned into weeks, and weeks turned into months.

Every morning I would wake up and the first thing I would do, I would go through the classifieds, Lozano said. I was just sitting in my house for three months.

There were plenty of listings, but none she was qualified for.

There were tons of openings, Lozano remembered, but all of them said, Were looking for a mechanical engineer. Sex: Male. You can google right now, and youll still find them, in 2019.

Finally, one morning Lozano opened the paper and saw a different ad, asking specifically for a female mechanical engineer. Lozano thought her classmates had bought the ad and were making fun of her.

Everyone that graduated me was already working, she said. It was totally weird.

Lozano applied anyway and got an interview.

I went, and it was legit, she said. There was this girl working there, this engineer, that graduated four years before I did from another university as a mechanical engineer, and she had faced the same situation that I was facing. So when they had a position, she asked the boss if it was OK for her to post this one as a social experiment, to see how many women would show up. I was the only one, so I was hired.

Lozano worked at the company for a few months before being accepted into a Masters/PHD program at Rice. After her post-doc she was hired on at UTRGV, where shes researched and taught for the past 20 years, making one of the most significant breakthroughs in her field in the late aughts.

Nanofibers are an interesting technology. A thousandth the diameter of a human hair, nanofibers can be worked into a variety of products that can be used in medicine as skin grafts and drug delivery, as an ultra-efficient filtration material and even as batteries.

There are some that are very, very small and have very high thermal conductivity and electrical conductivity, so if we combine them with plastics, then we can make plastics that can conduct electricity, Lozano said. Instead of copper or aluminum it can be a polymer, a plastic, that will have similar properties in terms of electrical and thermal properties, and we can lower the weight.

According to Lozano, theres a fair chance that because of advances in nanotech, your cellphone battery will weigh little more than a Post-it Note in the near future.

As exciting as the field was, Lozano had a problem: nanofibers took forever to make. They were traditionally made through a process that involved using heat or electricity, and only produced a miniscule fiber or two an hour. Instead of making groundbreaking discoveries in the fields of medicine or technology, Lozanos undergrads were spending all of their lab time laboriously teasing out solitary strands of nanofibers.

At the undergrad level, you need to hold something in your hand, to see it, to be able to bring that interest, she said. If I just give you one little hair, you cant do very much. Theres no way I could excite them or ignite that spark to fall in love with research.

Lozano was at a loss. She considered directing her students to research something else. Then, one day, inspiration struck her in one of the most likely forms: a cotton candy machine.

My mind just went crazy, she said. You have tons of fibers, very simple to produce. Theyre not nanofibers, but were engineers, we can make changes to make it nano. A group of students started working on it, and long story short, we developed those machines, we even created a company.

With the new machines, Lozano and her students could make nanofiber material by the bolt. They created an actual business that operated in McAllen for several years, producing material at an industrial scale and showing off their new process to others in the field.

At one point there were so many people coming by, Lozano says, the FBI dropped in to see what was going on.

It was very good, Lozano said. We hired lots of people and we had people from all over the world coming by.

The business was bought by a larger company in Tennessee in 2017, but Lozano and her students have continued to work with nanofiber. Their research has led to dozens of patents and scholarly articles.

A lot of our undergraduate students are co-authors in scientific publications, and thats amazing, Lozano said. Its not that common that undergraduate students graduate with journal publications from top journals. Even our high school students that work in the lab get the opportunity to be co-authors.

For Lozano, exposing students to science in such a direct way is just as, or more, important than her research breakthroughs and academic recognitions.

If you walk into her office, you wont see the White House commendation from October; it resides in a drawer at her home. It was gratifying, she says, but not as gratifying as seeing her students working in the lab.

You will, however, see a full-sized carnival cotton candy machine in Lozanos office, a reminder of the inspiration that helped her students succeed.

I see my students getting like five offer letters, and they come to me and their problem is which one to select, she said. So Ive seen what can come after, and I tell people that theres opportunities and theres jobs and you can contribute to society.

In many ways, the woman whose own path toward a career in science was unlikely has devoted herself to paving the way for others. Lozano frequently works with local high schools and even made a YouTube channel geared at inspiring and instructing children.

Its important to plant that seed in boys and girls, she said. To me, its the fuel that keeps me going.
