Kay Ivey ready to dig her heels in to give Alabama voters their say on gambling bill – AL.com

Two Alabama senators said they expect the Senate to consider a lottery bill on Wednesday, while Gov. Kay Ivey today reiterated her position that she wants Alabama voters to have their say on a lottery and other possible ways to expand and better regulate gambling.

It is clear that the people of Alabama want the opportunity to vote on the issue of gaming one way or the other, and Governor Ivey has committed to them that she is ready to dig her heels in and work with the Legislature to get that accomplished, Ivey Press Secretary Gina Maiola said in an email this morning.

Like we have shared often, Governor Ivey is actively having conversations with the Legislature and others to determine our next steps. There is gambling already happening in our state. In fact, it is rampant, and much of it is illegal. The governor feels strongly that we need to shine a bright light on these activities, control and regulate it and make sure the people of Alabama are the beneficiaries.

Maiola sent the statement in response to a question about whether the governor was developing her own gambling legislation. A bill by Sen. Del Marsh to allow voters to decide whether to allow a lottery, casinos, and sports betting fell two votes short in the Senate on March 9. Maiola mentioned that bill, SB 214, in her statement today.

Gambling is complex, and we have learned a lot, even since SB 214, Maiola said. She looks forward to engaging with the legislators on this issue. Governor Ivey ultimately supports getting solid, comprehensive gaming legislation, worthy of the voters.

Sen. Jim McClendon, R-Springville, said he expects the Senate to vote on his lottery bill on Wednesday. Marsh also said he expected McClendons bill to be on the Senate floor Wednesday.

McClendons bill would allow voters to decide whether to establish a lottery that would that would include the multi-state games like Mega Millions and Powerball, as well as an Alabama lottery. People would be able to play it on their phones.

Alabama voters last had their say on a lottery in 1999, when they rejected a plan by Gov. Don Siegelman.

I think the dollar signs popping up around the country, and the amount of money it brings a state, and goes into a state, he said the other day, I just think its too tough to ignore.

Uh, bingo. Like the casino business, theres just too much dough to be had, and its too painful to watch it bleed out to neighboring states such as New York, New Hampshire, and Rhode Island.

Sammy P., who came aboard at NESN at the start of the year, is the first person to be placed full time in a gaming/entertainment role by a local television/cable entity. He is the space holder for what portends to be a whopping industry and potentially humongous media play.

NESN jumped out front on this one, and Sammys its guy, though for now the Red Sox/Bruins-owned network has fashioned his role, be it on air or online, as free to play and predictive rather than gambling. Its a fine line, and one that promises to vanish quickly when the gambling talk at the State House moves from in committee to real-life betting.

A quick Sam Panayotovich primer: age 32, a Chicago South Sider of Serbian descent, attended Catholic high school (Mount Carmel), then the University of Illinois before getting his undergraduate degree from Columbia College Chicago. They had a radio department, which I didnt know was a thing, he said of his switch to Columbia. I started as a radio guy.

Panayotovich began as a WGN intern in 2012, worked his way up to producing and reporting and anchoring, a run that included a five-year stint producing the Blackhawks pregame show hosted by Judd Sirott, now the Bruins play-by-play voice on 98.5 The Sports Hub.

He gets it, said Sirott. Shrewd. Big personality. Bright. And fun to hang out with. Sammys good people.

Panayotovich waded full time in the gambling pool upon leaving WGN about three years ago when he moved to Las Vegas, enticed by an offer to host a sports betting radio show.

I thought, Well, I know what Im doing on the radio, and I think I can figure the gambling thing out, he recalled. And two and two equaled four, at least at that point.

It was Rick Jaffe, briefly NESNs vice president of programming and production, who hired Panayotovich here. They had worked together in Las Vegas and it was Jaffe, who left in March to join the Sinclair Broadcast Group, who positioned him essentially as the networks betting guru in waiting.

With the Red Sox season underway, NESN viewers will see more and more of Panayotovich, building on his weekly, engaging, informative appearances during Bruins broadcasts. How much of a household name he becomes, and ultimately his length of stay, will depend on the quality of his information and where he steers those viewers who are seeking real bets.

The betting universe is packed chip-to-jowl with carnival barkers promising sure winners and endless profits. In the end, its a wins-and-losses business. If hes to have a substantial run here, Sammy P. will have to win both on the strength of personality and whether his wins outrun his losses.

As of right now, theres only one person who has a full-time sports betting job at NESN, he noted. Its exciting, but its also terrifying. In this city, if you start losing out of the gate, youre in trouble, man.

The sports industry is ever-changing. In recent decades, the major entities of free agency, billions of dollars in TV rights fees, and the evolution of analytics have been driving, transformative forces. All of these leagues today barely resemble, other than in acronym, what some of us grew up loving about sports during the quarter-century that followed World War II.

Now its legalized gamblings turn to make a profound impact, one that, as a Baby Boomer, brings me no joy. Gambling opens the door to addiction among the fan base and the possibility of corruption within the playing, officiating, and management ranks. It is kicking its way through the gate as a means of enhanced fan engagement, a way to entice more people to watch, to spend, to bet, with endless betting action that can be placed right down to the final shot, out, or tick of the clock.

Its easy to understand the seduction, because even $5 worth of skin in the game can make even a blowout a thing of beauty. Your favorite pitcher who gives up three home runs in an 8-2 loss? Fine by you if your bet was hed yield three dingers. Hes still your guy even if he finishes 2-18, provided he got jacked for two or three homers every time out. Betting changes everything.

NESN wont be alone. Its only the first, and it looks like it made a smart, engaging choice in Sammy P. Other media outlets will follow, and quickly, to feed from the advertising trough.

To ignore the change at hand would be as dunderheaded as those who felt no one would pay to watch cable TV or that the Internet never could disrupt the newspaper business.

Nope, like it or not, Massachusetts one day soon will be all in, with Gillette Stadium, TD Garden, and Fenway Park the emerald gaming tables of our sports entertainment.

When I talked to Sammy P., he was motoring along Storrow Drive, making his way downtown in a city he says he likes more each day. Hes embraced the charm of the North End, the brick, the cobblestone, all an easy walk from his apartment.

Hold on, he said over the phone, Ive hit some traffic here at Cambridge Street . . . and, uh-oh, Im doing it without GPS.

New law to curb online gambling in the offing in Karnataka – The Hindu

The State government has decided to enact new legislation for curbing online gambling, Home Minister Basavaraj Bommai has said.

Speaking to media representatives at Kalaburagi Airport on Tuesday, he said that Home Department officials were studying laws in force for the purpose.

Online gambling is on the rise everywhere and people are increasingly falling prey to it. We need a stringent law to curb it. Some States have already taken steps to address the problem. Our officers in the Home Department are studying the laws in force there and the measures taken. They will visit a couple of more States shortly. Incorporating the best things in practice, we will prepare a draft bill and present it in the legislature, Mr. Bommai said.

To a question on the criticism that the Special Investigation Team (SIT) was trying to protect the former Minister Ramesh Jarkiholi in the CD scandal, the Home Minister said that there was no question of protecting anybody.

SIT is working impartially. It has been given a free hand to investigate the case. I have personally directed SIT to be impartial and legitimate in its task. Everything is going on as per law. There is no question of protecting anybody in the case. Investigation is moving in the right direction to unearth the truth. There is no need to be apprehensive. Those who have committed crime would go to jail. The High Court of Karnataka has also sought a report on the progress of investigation and the SIT would soon submit it, he said.

NCPG national and state report sheds new light on gambling habits – SBC Americas

The National Council on Problem Gambling (NCPG) has released a National Detailed Report and State Detailed Reports as a follow up to The National Survey of Gambling Attitudes and Gambling Experiences (NGAGE) 1.0, which provided an overview of trends at the national and state levels. The reports can be found at http://www.ncpgsurvey.org.

With nearly half of the states across the nation legalizing sports betting since the repeal of PASPA, the report indicates that sports bettors exhibit far more problematic play indicators than non-sports bettors, including lied to hide gambling and a reliance on others to pay debts or bills.

It also found that younger players (under age 35) appear to be at higher risk for gambling problems and that many people who gamble do not understand the way gambling works.

Executive Director Keith Whyte explained: We hope the new reports spur the public and private sectors to redouble their efforts to implement policies and allocate resources to create a safer gambling environment, as well as assist those who show signs of gambling addiction or are in recovery.

While organizations like the National Council on Problem Gambling will use this data to help make those goals a reality, any entity that interacts with the gambling industry will benefit from better understanding public sentiment about gambling as America undergoes an unprecedented amount of gambling expansion, especially sports betting.

The National Detailed and State Detailed Reports from NGAGE 1.0 are NCPGs largest research project to date, comprising more than 28,000 respondents. It is likely the largest public survey of gambling attitudes in US history and includes over 170 charts with detailed data points and summary segmentation analysis offering insight into how Americans think and act with regards to gambling.

The survey questions address a broad range of issues including gambling participation, rates of problematic behavior and positive play, and public beliefs and opinions about problem gambling. It also includes an in-depth look at trends and attitudes about the emerging fields of sports and fantasy sports betting. The survey was conducted independently by Ipsos and was sponsored by GVC Group/Entain Group.

NCPG is to be commended for undertaking this enormous research project, said Robert Jacobson, President of the NCPG Board of Directors and Executive Director of the California Council on Problem Gambling.

He added: There is no need to make assumptions or rely on much smaller studies anymore. The State Reports are especially important whether you are an operator, regulator or health provider since all decision-making for the gambling industry resides at the state level, and health providers address local needs.

NCPG will also hold a 60-minute webinar focused on the new National Detailed Report from NGAGE 1.0 with Don Feeney, author of the reports and co-founder of the Northstar Problem Gambling Alliance, and Keith Whyte to discuss the findings on April 6 at 1pm EDT. It is free for the public and media.

NCPG anticipates a NGAGE 2.0 follow-up survey in the next 12 months, which will be the first effort to measure national changes in gambling behaviors since the expansion of sports betting was greenlighted by the US Supreme Court. The new data will help inform changes to business operations in the gambling industry, as well as a broad spectrum of governmental policy and funding directives going forward.

Number of gamblers trying to block themselves online surges – The Guardian

A surge in internet betting during the coronavirus pandemic was followed by a rise in the number of gamblers trying to block themselves from using online casinos and bookmakers, it has emerged.

Gamstop, the national self-exclusion scheme for people wrestling with their gambling, recorded a 21% increase in new exclusions during February, according to figures seen by the Guardian.

The number of people who have signed up is on the verge of reaching 200,000, including 326 new registrations on 22 February, a record for a single day since the service was launched in 2018.

Gamstop said the increase in efforts to avoid gambling appeared to have followed a rise in online betting volumes during November and December.

It said this indicated that the trend towards more online gambling may be leading to more vulnerable individuals choosing to exclude themselves from all sites.

More people than ever may have signed up to the scheme, but Gamstops figures also demonstrate the difficulty that many people have in staying away from gambling.

In January 2021, 49,328 people out of a possible 177,038 attempted to gamble and were stopped from doing so by their registration with Gamstop, which allows people to shut themselves out of internet gambling for a defined period.

The organisation said this showed that blocking software was not a silver bullet.

With the rate of registrants continuing to rise, I would urge anybody putting self-exclusion from online gambling in place through Gamstop to also seek treatment, the organisations chief executive, Fiona Palmer, said.

Awareness around self-exclusion schemes and blocking software has been increasing throughout the last year, and its important that we continue to spread the message about what help is available to those who need it most.

Matt Blanks, a project manager at Peer Aid, a scheme that helps people who are addicted to gambling, began betting aged 11. He lost more than 700,000 and tried to take his own life.

He said being able to block himself from all online operators at once had been a lifesaver. It gives you that moments pause, that bit of breathing space, to ensure that when you have an urge or impulse, you cant place a bet in that moment, he said. That time to reflect can make all the difference.

People with a gambling disorder are disproportionately likely to be male, but Gamstop has recorded an increasing number of women registering during lockdown.

The number of women who have self-excluded reached 50,000 recently, and the gender split is 71% male, 29% female. People aged between 18 and 34 are the most likely to use the service, accounting for 59% of all registrants.

The figures come after evidence gathering for the governments gambling review ended last week. In its submission, Gamstopsaid there had been a rise in the number of websites publishing links to black market betting operations that are not signed up to the blocking service.

Membership of the scheme is a condition of being licensed to offer gambling legally in Great Britain.

The clinical trial, which as registered on the Federal Clinical Trials Database as Validation of Kaihani Score for Gambling Addiction1 showed a profound difference of a specific neuromodulatory protein between healthy controls (15.65.5 ng/ml), patients with moderate gambling addiction (34.811.2 ng/ml) and patients with severe gambling addiction (50.924.3 ng/ml). Severity of gambling addition was assessed using Pathological Gambling Adaptation of the Yale-Brown Obsessive Compulsive Scale (PG-YBOCS).

"This data demonstrates the ability to assess psychological abnormalities using quantitative blood-based approaches" said Kalina O'Connor, President and CEO of Campbell Neurosciences. "It is our aim at Campbell Neurosciences to address the root causes of mental illnesses, and using this knowledge to develop cures, not band-aid drugs."

Campbell Neurosciences, a spin-off of the biotherapeutics company Therapeutic Solutions International is named after Kathleen Campbell, mother of Kalina O'Connor, who was a victim of suicide.

"In contrast to the Campbell Score, which assesses inflammatory markers as a means of diagnosing suicidal ideations, the Kaihani Score assesses specific neuromodulatory peptides made by the brains of gambling addicts" said Dr. James Veltmeyer, Chief Medical Officer of the Company. "A completely different nature of the cytokines involved suggest the existence of complicated neuroimmune circuits. Our mission at Campbell is to decipher these circuits and develop practical interventions."

As loot boxes have continued to appear in more and more video games over the years, many have suggested (perhaps without any proof) that the randomized objects essentially promote gambling. Over time, some have started to do more research into these claims to see if troublesome gambling habits and loot boxes really can be tied to one another. As it turns out, the assertion seems to be spot on.

According to new research that has come about from UK-based schools University of Plymouth and University of Wolverhampton, it was discovered that loot boxes are "structurally and psychologically akin to gambling." The research was pushed for by the GambleAware charity and found that a large number of children are the exposed to the practices of loot boxes. The data specifically asserts that of the 93% of children that play video games, roughly 40% of them have been exposed to loot boxes and opened them at one time.

What's perhaps most staggering comes in regards to those who are spending the most on loot boxes. The research says that a mere 5% of video game players spending about half of all money that is generated by loot box sales. What's even worse is that those who are spending this money aren't necessarily quite wealthy, like one might think upon first hearing this information. "Our research therefore demonstrates that games developers, unwittingly or not, appear to be generating outsized loot box profits from at-risk individuals (these are likely to include both people with gambling problems or problematic patterns of video gaming) - but not from wealthy gamers," the report stated. Those who do fall into this 5% are also estimated to spend around $100 per month on loot boxes.

As for what will happen moving forward, this research is going to be presented to government officials in the UK. "It is now for politicians to review this research, as well as the evidence of other organisations, and decide what legislative and regulatory changes are needed to address these concerns," said GambleAware's had Zoe Osmond. Depending on what politicians may decide, loot boxes could then fall under gambling laws that are already in place within the region.

Within recent years, loot boxes have definitely stopped being as prominent in many popular video games, primarily because of the push back they have received at a high level such as this. It remains to be seen what will happen in this specific instance moving forward, but we'll share any new developments with you if they come about.
