WarHorse Lincoln hits one year anniversary – Lincoln Journal Star

WarHorse Lincoln is a work in progress, an endeavor that has only scratched the surface of its potential, its ownership group says.

"It's really going to be something," says Lance Morgan, CEO of Ho-Chunk Inc., the economic development arm of the Winnebago Tribe of Nebraska that operates the casino.

But for now,the casino is currently being housed in a smaller building, while beyond the parking lot is a construction zone that will someday house a larger, 48,000-square-foot permanent casino, hotel and horse racing track.

The dirt work has begun on phase two, which will double the size of the existing casino by October 2024. Meanwhile, work continues on Legacy Downs at WarHorse, a seven-eighths of a mile horse track that is set to be ready in the spring.

And phase three the addition of the hotel and more casino space, restaurants and lounges and an expanded sports book in the coming years, will make WarHorse Lincoln a destination, Morgan says.

All that said, Nebraska's first state-sanctioned casino has found its way in its first year of operation, but those intimately involved say it's nothing compared to where it will be in the coming years.

"I think that you have to think about this as a little bit of a process," Morgan said.

But everything suggests that the first year even with abbreviated service and amenities has been nothing short of successful.

"It has really exceeded our expectations in atmosphere and what we're able to provide," said Lynne McNally, CEO of the Nebraska Horsemen. "This is just the first phase of a multi-phase project. So we have a very small space to work with right now, but we're already looking towards the future."

Financially, WarHorse Lincoln has contributed more than $4.7 million to a property tax credit cash fund this year through August, while also providing more than $845,000 each to the city of Lincoln and Lancaster County coffers.

"I think everybody said, 'Wow, that's a lot of money,'" said Tom Sage,executive director of the Nebraska Racing and Gaming Commission, which regulates the state's casinos. "But, I don't know what the expectations were. ...I had no expectations, and I don't believe the commission had any expectations."

It's lived up to the projections, Morgan said, and done so without causing many of the problems opponents claimed it would.

"I think it's great, contributing to the property tax and the general funds for the county and city and the problem-gaming fund," Sage said. "I think it's very good, and it probably will only get better when the permanent facilities become operational."

And that's all part of the process.

McNally said she worried at the start that a smaller WarHorse might not suit the needs of Lincoln.

"I think that we've made up for it in customer-service experience," McNally said. "I've been really encouraged by the fact that our customers seem to understand that this is temporary."

In a perfect world, there wouldn't have been three phases to the WarHorse project. Originally, the entire casino resort, hotel and all, was supposed to be complete by the end of 2024. But rising costs in financing the project dictated that it be divided, McNally said.

"The interest rates were kind of out of control," she said."It made more sense to go in phases."

"I don't think it's going to be that big of a deal," Morgan said. "But when you're starting a new casino, the interest rates are really high already in a high interest-rate environment. So it just made sense to break it up into pieces."

The finished product which WarHorse officials did not give an estimated date forwill cause across-the-board revenue increases, said Morgan, who pointed to the addition of table games in the coming year.

"A sports bettor is more likely to play blackjack than to play the slot machines," he said.

Morgan said the bigger boon for the casino might come if the Nebraska Legislature eventually approves mobile betting, which would allow a sports wager to be made from anywhere in the state.

When Iowa went to mobile betting, its revenues increased "by tenfold," Morgan said.

But mobile betting does have its pitfalls, as the state of Iowa has learned this year with the arrest of 15 student athletes at Iowa and Iowa State universities, the majority of whom are accused of betting of games in which they played.

Morgan said that "everything we do is to protect the integrity of gaming," and that closer oversight of the process is needed to prevent scandals.

"It seems to me that if you open an account in Iowa you're going to have an address and you've got to have an ID," he said. "There are multiple verification steps involved in any system or you could have some abuse, I suspect."

He said that Nebraska would learn from the mishaps in Iowa.

"I think the online version is going to be a big deal," Morgan said. "Obviously, the state is concerned about making sure that everything is regulated.

"They're all about protecting the integrity of gaming and so are we."

WarHorse Lincoln opens to the public on Sept. 24, 2022.

Permiso, which tracks the threat actor through its P0 Labs team under the designation LUCR-3, has already supported several organisations that have been attacked by it.

Company co-founder and CEO Jason Martin, who previously worked at FireEye for a number of years, said Permiso was moved to offer free briefings because the group is renowned for being tricky to pin down precisely.

LUCR-3 (AKA Scattered Spider) is a threat actor group the P0 Labs team has been following closely in the past year. They are orchestrating campaigns across cloud environments that touch not only the cloud hosting providers like [Microsoft] Azure or AWS [Amazon Web Services], but span across identity providers and multiple SaaS environments like CRMs [customer relationship management tools], team collaboration tools, productivity suites and into CI/CD [continuous integration/continuous delivery] pipelines, explained Martin.

They cover their tracks meticulously and can be difficult to detect, but weve learned a great deal about their TTPs [tactics, techniques and procedures] and want to freely share that with the broader community to help organisations defend against this group.

A bit part of Scattered Spiders success to date has been something of a deficit in many organisations cloud security postures, particularly as they relate to runtime visibility. Martin explained that while point-in-time scanning and snapshot solutions are adept at focusing on the posture of a cloud environment to ensure resources are configured securely to protect against rudimentary attacks, detecting attacks against environments at runtime still presents a significant challenge.

This challenge is magnified by Scattered Spider as it easily and effectively moves across authentication boundaries over the entire attack surface within the cloud, and moreover, because much of its access and activity in the cloud is done through shared credentials like roles and access keys, tracking it to one individual is difficult, and telling a genuine user apart from a cyber criminal is much harder, meaning many of Scattered Spiders attacks have likely gone undetected until its too late.

The use of shared credentials in this way by threat actors is a clear trend at this point. As a recent Crowdstrike report revealed, there has been a significant ramp-up in attempts to steal secret keys and other credential materials via cloud instance metadata application programming interfaces (APIs).

Interested parties can schedule threat briefings with the P0 Labs team at their convenience. These will be led by P0 Labs senior vice-president Ian Ahl, who was formerly head of advanced practices at Google Cloud-backed Mandiant.

Among other things, it will cover the TTPs of the gang, its role in extortion through data theft, and its recent attacks against multiple cloud environments. Ahl will also cover how end-user security teams can develop detections in their own environments based on Scattered Spiders attack patterns, and other basic steps they can take to prevent breaches and reduce dwell times.

TERRE HAUTE, Ind. (WTHI) - Work continues on the Terre Haute Casino. On Friday, the casino posted a construction update on social media.

It shows progress for the "Crossroads Center Bar." When finished, it'll allow customers to catch all kinds of sporting events.

The work now is mainly focused on the amenities inside the building.

The casino is scheduled to open at the end of March or early April. You can apply for a job here.

To be prepared for opening day, the casino will need the right team.

That's why it's participating in a job fair on Saturday. The casino will be one of many companies there. The Vigo County Public Library is hosting the event.

It's happening from 10 a.m. until 2 p.m. at the library.

Goodwill, Elanco and Novelis are also a few of the other companies that will be in attendance.

It likely started with a phone call.

Well never know all of the details of the cyberattack that brought MGM Resorts International down for over a week. The details that are publicly available, however, are convincing enough to explain the size and scope of the outage: A hacker called its help desk and asked for multifactor authentication to be turned off on a highly privileged account. That, in turn, made it possible for the hackers to log into that account, either with a previously compromised password or with a password they successfully reset, without alerting the user of that account.

Once logged in, hackers used that account to seize control of the identity provider the system used to store the user names and passwords of everyone in the company thus compromising every other account used by the business. With that information, the hackers then proceeded to log into several systems and brought the company down.

Was the highly privileged account a dedicated administrative account or was it an account used routinely by a high-ranking member of MGM Resorts IT team? Did the highly privileged account have access to multiple systems or was it scoped to administer a single system? Why did the help desk, which normally doesnt have administrative access, have the ability to alter a highly privileged account an ability that a malicious help desk employee could just as effectively use to hack their employers system as the hackers who claimed responsibility for the attack?

The hackers and the MGM Resorts IT team know the answers to those questions but, for a variety of good reasons, well likely never learn them. MGM Resorts understandably doesnt want the rest of the world to know where its security vulnerabilities are lest another wave of hackers take advantage of the same weaknesses that compromised their business once already.

The hackers, meanwhile, have every incentive to appear invincible and inescapable or, at the very least, invincible and inescapable enough for a companys accountants to decide that it would be cheaper to pay a ransom than it would be to clean up after whatever damage the hackers might do.

The amount of damage and money lost by MGM Resorts, in fact, serves as excellent advertising, which is why the hackers are so territorial over claiming credit for the attack. They want future businesses to know that if they refuse to pay their ransom like MGM Resorts did, the same thing will happen to their business.

The damage, by the way, was and likely continues to be considerable. Even though MGM Resorts is now fully open for business, at least from the customers perspectives, that doesnt mean they have fully recovered from the attack. MGM Resorts was still struggling with paying employees days after the company fully reopened. Additionally, a public job post suggested that the company planned to perform recovery activities for the better part of a month following the conclusion of the attack.

Thats why Caesars Entertainment paid tens of millions to those who hacked its network and why MGMs losses are insured up to $200 million a successful cyberattack is an extremely expensive and disruptive experience. Paying hackers off so your business doesnt have to go through one is very tempting in the moment.

The logic behind not paying protection money, however, is every bit as seductive as when the mob shook casinos down after World War II. Sure, they did their work with a more personal touch than a phone call to a remote help desk but the principles remain the same.

What casinos used to understand what they were forced to understand, in many circumstances, with strong judicial encouragement from federal and state regulators was that paying ransom money supports the business of asking for future ransoms. If youre willing to pay multimillion dollar ransoms, whether thats because someone planted a bomb on your car or because someone undesirable has administrative access to your network and knows how to abuse it, more people are going to be interested in holding you ransom.

Reacting appropriately to that realization, however, requires appropriate incentives.

I dont say things like this very often but those incentives wont come from the free market. Caesars paid the ransom and was allowed to remain open for business, all while it quietly swept the leak of customer drivers license and Social Security numbers into a tartly bureaucratic SEC form. MGM Resorts, by contrast, refused to pay ransom and suffered visible disruptions, ironically enough, during a major information security conference. In the minds of customers who dont know any better, then, Caesars will seem the safer place to do business of the two.

The past months attacks against Caesars and MGM Resorts demonstrate that, in terms of pure market incentives, paying ransoms is a perfectly economically rational call. Break the numbers down far enough and it might even be cheaper to pay periodic ransoms and issue accompanying filings regarding the breach of customer data to federal regulators than it would be to have an acceptably robust information security posture.

Of course, in terms of pure market incentives, if youre a member of Caesars information technology team, you now know your employer pays ransoms. Given your knowledge of your employers network and systems knowledge that hackers usually have to guess at how much damage could you do with that information? How much might your employer pay to keep you from doing any of it? How much might a criminal be willing to pay you to use that information to your ah mutual benefit?

Would a criminal have to pay you to use that information if they credibly knew where you and your family lived?

This is why market incentives alone cannot solve this problem. Instead, the solution must come from the government. Just as Nevadas casinos arent legally allowed to pay off the mob anymore, Nevadas casinos should not be allowed to pay off cybercriminals. To ensure every casino does the right thing when faced with a cybersecurity attack, regulators must serve as barrier troops meaning they should be willing and capable of doing more damage to casino owners businesses when they retreat from their obligations to protect their customers data and pay ransoms than hackers can.

This approach has the added benefit of incentivizing stronger information security measures across the industry. When a casinos only choices are either facing hundreds of millions of dollars in lost business or losing its license if they pay a hacker off, a casino will be willing to put far more time, money and effort into protecting its customers data than it might if it can quietly pay a few million and sweep the problem under the rug.

I, for one, am not interested in living in a world where the loss of my personal data is viewed as a routine cost of doing business. I doubt you are, either. If customers conclude that losing their personal data is viewed as a routine cost of doing business with Nevadas casinos, doing business with Nevadas casinos will become far less routine.
