WASHINGTON, Sept 9 (Reuters) - SpaceX on Friday challenged the U.S. Federal Communications Commission's (FCC) decision to deny the space company's satellite internet unit $885.5 million in rural broadband subsidies, calling the move "flawed" and "grossly unfair," in a regulatory filing.
The FCC last month turned down applications from billionaire Elon Musk's SpaceX and LTD Broadband for funds that had been tentatively awarded in 2020 under the commission's Rural Digital Opportunity Fund, a multibillion dollar program in which SpaceX was poised to receive $885.5 million to beam satellite internet to U.S. regions with little to no internet connections.
"The decision appears to have been rendered in service to a clear bias towards fiber, rather than a merits-based decision to actually connect unserved Americans," SpaceX's senior director of satellite policy, David Goldman, wrote in a scathing appeal filed Friday evening.

The FCC declined to comment.
SpaceX's Starlink, a fast-growing network of more than 3,000 satellites in low-Earth orbit, has tens of thousands of users in the U.S. so far, with consumers paying at least $599 for a user terminal and $110 a month for service.
Announcing the rejection in August, FCC Chairwoman Jessica Rosenworcel said Starlink's technology "has real promise" but that it could not meet the program's requirements, citing data that showed a steady decline in speeds over the past year and casting the service's price as too steep for consumers.
SpaceX under the program had sought to provide 100/20 Mbps service to 642,925 locations in 35 states. The company in its appeal said the FCC erroneously evaluated Starlink's performance.
FCC commissioner Brendan Carr in a statement last month opposed the FCC's decision and slammed the agency for rejecting the funds without a full commission vote.
"To be clear, this is a decision that tells families in states across the country that they should just keep waiting on the wrong side of the digital divide even though we have the technology to improve their lives now," Carr said.

SpaceX, Blue Origin part of space firm coalition announced by Harris – Business Insider

US Vice President Kamala Harris announced on Friday the US is creating a coalition of major space firms in order to broaden the country's aerospace sector, according to a White House statement.
Reuters first reported the news.
Jeff Bezos' Blue Origin, Boeing, Lockheed Martin, and Northrop Grumman are set to anchor the coalition, the statement said, per Reuters.
Other companies including Elon Musk's SpaceX, Bezos' Amazon, and Richard Branson's Virgin Orbit will partner in the coalition, the White House said in the statement, per Reuters.
The aim of the coalition is to widen the pool of job opportunities in the space industry for people who come from underrepresented backgrounds, per the statement, cited by Reuters. The White House is expected to launch the coalition in October and have three pilot programs, Reuters reported.
The White House and the companies mentioned in this report didn't immediately respond to Insider's request for comment.

The Bluewalker 3 Falcon 9 payload sits in the canopy. The top of the Falcon 9 will fire two engines before launching the approximately 3,300-pound (1.5 metric-ton) Bluewalker 3 satellite to an altitude of about 318 miles (513 mi). kilometer). Essentially, we compress the satellite into a cube and make it appear in two dimensions using the energy stored in the hinges holding it together. The concept vehicle provides an answer to the question of what would happen if Elon Musk's idea of rocket boosters were actually implemented, using the knowledge and brand recognition of SpaceX to produce an extravagant rocket-supported electric car with distinctive features and abilities.
The Model R produces 2,600 horsepower in total and reaches a top speed of 290 mph (467 kph) under short burst loads (2,950 horsepower and 326 mph (526 kph) for the more severe racing variant, respectively). It is propelled by ecologically friendly liquid hydrogen propellant.
The automobile has a high degree of changeable downforce due to its unique boosters above each axis that separately press down each wheel, allowing it to turn at up to 4G.
The street and race versions reach 62 mph in 1.9 seconds (100 kph).
Due to the car's extremely advanced packaging, its total weight, when filled with fluids, is approximately 4,784 pounds (2,170 kg). This is due to the interaction between the batteries, thrusters, and rocket propellant. The Model R's projected range is 317 miles with a maximum capacity of 115 kWh (510 kilometers). However, it is just a tenth of that distance in rocket mode.

I thought that it was a logical connection. Elon Musk owns both companies, and Im sure there are technological synergies. Also, it is common for many car brands to have performance subbrands, and I thought it would be a lovely metamorphosis to add SpaceX's influence into the mix. It definitely helps that Im a huge space fan and am always watching the live streams of the falcon rockets going up and down again.

Royal Caribbean Group is adding SpaceXs Starlink Maritime to all of its cruise ships starting next year a major win for the nascent internet service.
The challenge: While most cruise passengers arent likely to be glued to their screens while at sea, having reliable internet access is still important passengers might need to check in with work or be reachable by the babysitter in places without cell service.
While internet access is available on all major cruise ships, its usually delivered via satellites. This service can be slow, and if the cruise ship doesnt have a direct line of sight to a satellite, the internet might not be available at all.
Starlink Maritime: SpaceXs Starlink is a relative newcomer to the satellite internet industry, but its already outperforming competitors, and the addition of more satellites to its mega constellation in 2023 is expected to expand its coverage to the entire globe.
[Starlink Maritime terminals are] ruggedized for relentless salt spray & extreme winds & storms in deep ocean.
In June 2022, the FCC approved SpaceXs request to provide its Starlink internet to moving vehicles, such as trucks, airplanes, and ships. Within days, the company announced Starlink Maritime, a low-latency, high-speed internet service for vessels at sea.
The service costs $5,000 a month, plus a one-time fee of $10,000 for the installation of two high performance Starlink Maritime terminals that CEO Elon Musk tweeted are ruggedized for relentless salt spray & extreme winds & storms in deep ocean.
Currently, the service is only available near coastlines mostly of North American, European, and Australian nations but SpaceX plans to expand its Starlink Maritime coverage into the mid-ocean later in 2022 and in early 2023.
Whats new? Soon after the FCC ruling, Royal Caribbean Group launched a trial of Starlink Maritime on its Freedom of the Seas cruise ship.
Based on the tremendous amount of positive feedback from guests and crew, it is now adding the service to its entire fleet of 64 ships installation of terminals has already begun and is expected to wrap before the second quarter of 2023.
This technology will provide game-changing internet connectivity onboard our ships, enhancing the cruise experience for guests and crew alike, said Jason Liberty, Royal Caribbean Groups president and CEO.
Why it matters: Royal Caribbean Group is one of the biggest cruise line operators in the world in just the second quarter of 2022, its fleet carried 1.3 million passengers, and those numbers are still slightly below pre-pandemic levels.
The availability of Starlink Maritime on its ships is going to change what a lot of cruise passengers expect of satellite internet at sea potentially spurring other major cruise line operators to switch from their current providers to Starlink.

The 1,000 Chinese SpaceX engineers who never existed – MIT Technology Review

They all graduated from Tsinghua and went on to the University of Southern California or similar well-known universities, Li says. Besides that, they all worked at a certain company in Shanghai. Obviously, I suspect these are fake, generated data.

This wasnt the first time Li had noticed what he thought were fake LinkedIn accounts. Starting in late 2021, he says, he started seeing profiles with less than a few dozen connectionsrare for real LinkedIn usersand with profile photos that were always good-looking men and women, likely stolen from other websites. Most appeared to be of Chinese ethnicity and to live in the United States or Canada.
Around the same time, the phenomenon caught the attention of Grace Yuen, the spokesperson for the Global Anti-Scam Org (GASO), a volunteer group that tracks pig-butchering scams. Scammers involved in this practice, which started as early as 2017 in China, create fake profiles on social media sites or dating sites, connect with victims, build virtual and often romantic relationships, and eventually persuade the victims to transfer over their assets. The scammers themselves came up with the name pig butchering, comparing the intensive and long-term process of gaining victims trust to raising a pig for slaughter.
In recent years, as China has cracked down on fraudulent online activities, these operations have pivoted to targeting people outside China who are of Chinese descent or speak Mandarin. GASO was established in July 2021 by one such victim, and the organization now has nearly 70 volunteers on several continents.
While these fake accounts are relatively new to LinkedIn, they have permeated other platforms for a long time. Scammers started moving to LinkedIn maybe after dating sites tried to crack down on them, [like] Coffee Meets Bagel, Tinder, Yuen says.
In certain ways, LinkedIn is a great way for fraudsters to expand their reach. You might be already married and you are not on the dating sites, but you probably have a LinkedIn account that you check occasionally, says Yuen.
A scammer on LinkedIn may try to connect with someone through common work experience, a shared hometown, or the feeling of living in a foreign country. Over 60% of the victims who have reached out to GASO are Chinese immigrants or have Chinese ancestry, which these actors lean on to evoke nostalgia or a desire for companionship. The fake claims to have graduated from Chinas top universities, which are notoriously difficult to get into, also help scammers earn respect.

This "Can Crusher" Might Be the Weirdest SpaceX Flex We’ve Ever Seen – Futurism

OK, this is pretty badass. Crushed
For a company whose whole job is badass rocketry, SpaceX sure does flex as new footage of one of its ground-based monstrosities, known as the "Can Crusher," demonstrates yet again.
In a video posted to Twitter, NASASpaceFlight managing editor Chris Bergin showed SpaceX's "Can Crusher" testing apparatus, a brutally colossal gadget designed to test rockets by squeezing them with incredible force.
The Can Crusher in this video was seen rolling down the Boca Chica, TX base as it heads to test components for Starship B7.1, which SpaceX is currently working on assembling.
Bergin's video is the latest glimpse we've gotten of this arachnid-esque Can Crusher, but it's not the first time we've seen it either at SpaceX or elsewhere.
As the name suggests, the spaceflight industry's can crushers are giant compactors that, in essence, do the same thing that aluminum can compactors do to empty soda cans except these operate on a much larger, and much more dangerous, level.
"Place a soda can on the floor in an upright position and then stand on it -- gradually applying weight -- until the can ripples and collapses," a NASA post from 2011, when the agency undertook the world's largest can crusher test at the time, reads. "It's similar to what a team of NASA engineers will do to an immense aluminum-lithium rocket fuel tank in late March; their hope is to use data from the test to generate new 'shell-buckling design factors' that will enable light-weight, safe and sturdy 'skins' for future launch vehicles."
In essence, can crushers like those used by NASA and SpaceX are meant to simulate the force of takeoff and test to make sure rocket components are ready for the stress of the entire ordeal.
While NASA's original can crushers look a lot like their smaller, consumer-grade counterparts, the one employed by SpaceX is as next-generation as the company's rockets. Those "tentacle"-looking things are actually spread out like bungees during testing to secure whichever part is being stress-tested, as previous renders show.
Though can crushers have been a big part of pre-launch rocket testing for more than a decade, we don't often get to see that part of the action which is why this video of the deflated equipment being rolled around on the launchpad looks all the weirder.

A VPN Isn’t the Only Way to Change Your IP Address – CNET

Even without a user-friendly virtual private network, it's still easy to change your IP address. Whether you're a MacOS and iPhone user or a Windows 11 user with an Android device, any first-timer can safely change their IP address in a few quick steps. And -- as long as you're not using it to break other laws -- it's perfectly legal. Your computer and phone have several types of IP addresses (short for Internet Protocol, a unique series of numbers that identify your specific device with your online browsing), but we'll focus on the type normally changed to protect your privacy as you browse and those that make you appear like you're in a different country.
There are four simple ways to change your IP address in under five minutes. Jumping behind a proxy server or a VPN is the best way to not only temporarily change your IP address, but also protect your privacy. If you just want to change your IP address without the additional privacy boost, you can either enter your preferred IP manually, or you can just force your device to retrieve a new one automatically.
Keep in mind, changing your IP address will temporarily disrupt whatever internet-connected services or programs you're using on your device. There's no harm done, but it's going to have the same effect as if you'd momentarily lost your Wi-Fi. Your Spotify might hiccup. Media streaming services will have a momentary brain freeze. If you're sending or receiving files, you may need to start over. And you might have to log back in to whatever secure site you're currently using.
Here are the quickest and easiest ways to change your IP address.
You can use a VPN to change your IP address.
When you use any of the virtual private networks we've reviewed in our directory, the service will automatically make you appear as though you have a different IP address originating from whatever country you select. Literally just open your VPN app and connect to any city other than your current one -- in less than 30 seconds, you've changed your IP so it appears to be from wherever you chose.
Browser-based VPNs and proxies are much more lightweight than standalone VPN apps. There are some key privacy differences that I've detailed elsewhere, but when you use a proxy, it also changes your visible IP address. Chrome, Firefox and Brave Browser all have their own versions of proxies and browser-based VPNs that you can try for yourself.
Setting up a VPN on your iPhone or Android device is as easy as installing any other app on your phone, and I've got a step-by-step guide in case you'd like to see how to do it. If you're gaming from a console, I've also got a quick walkthrough for you on setting up a VPN on an Xbox along with a list of the ones that performed best in my tests.
If you've never toyed with VPNs but are considering one, I've got the Cliff's Notes version of how to pick the right one, which you might find helpful. Whatever you do, just avoid free VPNs. Seriously not worth the malware risk. Instead, pivot to the cheapest ones that I've test-driven for you.
Changing your IP address is as easy as unplugging your router.
The easiest and quickest way to get a new IP address is to see what your IP address is via an IP-checking site, then walk over to your router and unplug it for at least five minutes. It may take several minutes longer, depending on how long your ISP normally takes to renew IP addresses in general. Once you plug it back in, refresh the website to make sure your IP address has changed.
Essentially, what you're trying to do is make the IP-assigning part of your router "forget" your device so that it treats your device like a newcomer and gives it a new address. This isn't foolproof, however. Sometimes it takes multiple tries, and in some cases you may have to leave the router off overnight. If you have a router that's separate from your modem (most are a combination device these days) you may need to unplug the modem and router, leave them off for 5 minutes or so, then first power the modem on, followed by the router.
But getting off the couch is overrated.
Changing your IP address will better protect your browsing.
Here's how to do this on Mac, iOS, Windows and Android:
MacOS: Click your Apple icon in the top left corner of your screen, and click System Preferences then Network then Advanced. At the top of the next screen, click TCP/IP, then click the Renew DHCP Lease button on the right side of the window.
iOS: Go to Settings, tap Network and choose the wireless network you're currently on. Under the IPv4 address section, tap Configure IP then Automatic.
Windows 10: Press the Win+R keys at the same time. This opens the Run box dialog. Type cmd, then hit Enter on your keyboard. This opens the command prompt.
For those who've never seen a Windows command prompt before: This is the part where you will either be immediately terrified something is about to get broken, or you will suddenly feel like you're about to do something extremely cool. Do not panic; neither of those things is going to happen. The magic black box has that effect on everyone their first time.
Type ipconfig /release (including the space) into the command prompt and hit Enter. Some text will zoom by. When it stops, type ipconfig /renew and hit Enter again. Then close your command prompt. You're done.
Android: Go to Settings, tap Connections then tap Wi-Fi. From here, tap on the network you're currently connected to. Tap the gear-shaped icon to the right of the network. Your IP address will be displayed here, but go to the bottom of the screen and -- after making sure you've got your Wi-Fi password handy -- tap Forget (it's the trash icon in the bottom-right corner). Your phone will forget the Wi-Fi network and be disconnected. Just reconnect to your network, and you should be issued a new IP address.

MacOS: Go to System Preferences and click Network. Click Network Connection, then click Configure IPv4. Select Manually and type in whatever IP you've chosen.
iOS: Go to Settings, tap Wi-Fi, then Network. Under the IPv4 address section, tap Configure IP. Manually type in whatever IP address you're trying to use.
Windows: Make sure you're working from your Administrator account and click Start, then go to Control Panel. From here, click Network Connection, and then click on your local area connection. Next, click Properties, then click TCP/IP. From here, you can type your new IP address in manually.
Android: Go to Settings, tap Connections then tap Wi-Fi. From here, tap on the network you're currently connected to. Tap the gear-shaped icon to the right of the network. Your IP address will be displayed here, but go to the bottom of the screen and tap Advanced, then tap IP Settings. Select Static. The next screen will let you manually type in whatever IP address you've chosen.

WINTER HAVEN, Fla. Two human trafficking victims were identified during an undercover investigation that focused on sex crimes in Polk County, according to the agency.
Sheriff Grady Judd held a news conference Friday discussing the arrests of 160 people, including school teachers, a Disney employee, a state corrections officer, and a deputy police chief from Georgia at theSheriff's Operation Center in Winter Haven.
Along with those who have admitted to being victims, deputies suspect there are five other possible trafficked victims, however, those individuals have not admitted to being victims.
"What's really really important to us, is not just that we have a police operation because we had a successful police operation. But we are trying to identify the victims of human trafficking," Judd said during the news conference.
He said the goal of the operation is to put potential victims in contact with social services.
Judd later went on to give details about specific individuals who stuck out during the investigation, such as 49-year-old Jason DiPrima of Kingston, Georgia. DiPrima was deputy chief of police administration for the Cartersville Police Department in Georgia. He recently resigned from the department, Judd said.
Only 16 of the people arrested were from Polk County, everyone else was from out of town.
"The online prostitution industry enables traffickers and allows for the continued victimization of those who are being trafficked," Judd said in an earlier statement.
He continued, "Our goal is to identify victims, offer them help, and arrest those who are fueling the exploitation of human beings (Johns) and those profiting from the exploitation of human beings. Prostitution is not a victimless crime it results in exploitation, disease, dysfunction, drug and alcohol addiction, violence, and broken families."
Representatives from other social services organizations were in attendance. One More Child, Heartland for Children, My Name My Voice and the Children's Home Society of Florida participated in the operation to help identify potential victims.

Remarks by President Biden on Rebuilding American Manufacturing Through the CHIPS and Science Act – The White House

THE PRESIDENT: Thank you, Pat, for that introduction. And pretty amazing pretty amazing. It was just back in January when we were together at the White House with Senator Brown and Senator Portman announcing this historic investment.
In March, I shared the story in my State of the Union Address the story of the field of dreams in the middle of Ohio where Americas future will be built.
In August, we were back at the White House as I signed the CHIPS and Science Act, one of the most significant science and technology investments in our history.
And now, in September, Gov, were here breaking ground. And thanks for the passport to get to the state, Gov. Appreciate it. (Laughter and applause.)
All in nine months in America.
I want to thank Sherrod Brown for his relentless work, especially making sure that labor is in on this deal. And Pat just mentioned what Sherrod makes clear: Its time to bury the label Rust Belt and call it, as Pat says, the Silicon Heartland. Thats whats happening on these 1,000 acres.
I want to thank Rob Portman for being the gentleman and decent man that he is and for showing that Democrats and Republicans can work together to get big things done for our country. (Applause.) I really mean it. Trying to find where hes sitting, but hes a good man. Thank you. Youre leaving a hell of a legacy as you lead. What youre doing is a consequence of you, in large part.
And thanks to the bipartisan group of Ohios congressional delegation here today.
Tim Ryan, thank you for your leadership always representing the interests of working people.
Thank you, Congresswoman Joyce Beatty. And, you know, I dont think we couldve gotten the infrastructure bill done without Joyce. She was the final capstone. We all thought it was hanging in the balance there. I dont know what you did that last four hours, but whatever you did, you got it done. (Applause.)
And, Dave Joyce, Anthony Gonzales, Mike Carey, Tony [Troy] Balderson for the work in the House.
Were also joined by congressional leaders from around the country who fought so hard for this bill. Eddie Bernice Johnson, Chair of the House Science Committee. Eddie, this whole bill would have gotten wouldnt have gotten done without you. It really wouldnt have.
And were also joined by Congressman Ro Khanna. Ro is a tireless champion for American innovation and seeing that workers workers are part of the deal.
While she couldnt be here, Maria Cantwell also deserves a lot of credit. Shes Chair of the Senate Commerce Committee from the state of Washington. Maria was tireless in getting this bill through the Senate.
And again, Mike, I want to thank you for your work on this project as well.
And I especially want to thank the labor leaders here: My deep friend dear friend Lonnie Stephenson of the IBEW; Tim Burga, the President of the [Ohio] AFL-CIO; Brent Booker, Treasurer of the national building trades; and Mike Kinsley, President of Ohios building trades.
You know, its fitting to break ground for Americas future here in Ohio. Think about it. Theres kind of a tradition here. The Wright Brothers, Neil Armstrong, John Glenn. They defined Americas spirit a spirit of daring and innovation.
Pat just laid out Intels vision that builds on that legacy. A brand new $20 billion campus; 7,000 construction jobs union construction jobs; 3,000 fulltime jobs that will pay an average of $135,000 a year, and not all of them require college degrees once these facilities are built.
And heres a critical piece: Intel is using a project labor agreement for this investment. (Applause.) For the folks at home, these are agreements that contractors, subcontractors, and unions put in place before construction begins. They ensure major projects are handled by well-trained, well-prepared, highly skilled workers. They resolve disputes ahead of time, ensuring safer work sites, avoiding disruptions and work stoppages that can cause expensive delays down the line.
These agreements make sure construction is top-notch and projects are on time, on task, and on budget.
Back in February, I signed an executive order to make sure federal construction projects use these project labor agreements. Its a big deal that Intel is using one here, and I thank them for that.
And Intel is going to build a workforce of the future right here in Ohio. As you already heard, Intel committed $50 million to partner with community colleges and universities like Ohio State University, including Central State University the only [public] historically Black university in Ohio (applause) to build a pipeline for students in the semiconductor industry.
The Director of National Science Foundation is here, Dr. Ponch. Hes here. And NSF and Intel are going to invest $50 million each to support these kinds of partnerships.
Folks at home at home, you might be wondering why is this such a big deal for manufacturing, something so small in size as a fingerprint, as a you know, an a semiconductor.
Well, semiconductors are small computers that power everyday lives smartphones, cars, washing machines, hospital equipment, the Internet, electric grid, and so much more, including our national security.
And heres the deal: America invented this chip. America invented it. It powered NASAs Moon mission. Federal investment helped bring down the cost of making these chips, creating a market and an entire industry.
As a result, over 30 years ago, America had more than 30 percent of the global chip production.
Then something happened. America ba- America manufacturing, the backbone the backbone of our economy got hollowed out. Companies moved jobs overseas, especially from the industrial Midwest. And as a result, today were down to producing barely 10 percent of the worlds chips, despite leading in chip research and design.
And as we saw during the pandemic, when factories that make these ships [sic] shut down chips shut down, the global economy comes to a halt, driving up costs for families and everyone not just here, but around the world.
In fact, one third of the core inflation last year was due to higher prices of automobiles because of the shortage of the semiconductors needed to build those automobiles. Folks, we need to make these chips right here in America to bring down everyday costs and create good jobs. (Applause.) Dont take my word for it. You heard Pat. (Applause.) Listen to the business leaders across this country. Theyre making decisions right now about where to invest and produce these chips.
China, Japan, South Korea, European Union all these places are investing tens of billions of dollars to attract chip manufacturers to their countries. But industry leaders are choosing us, the United States, because they see America is back and America is leading the way. (Applause.)
Folks, since I took office, our economy has created nearly 10 million new jobs, more than 668,000 manufacturing jobs proof of point that Made in Ohio and Made in America is no longer just a slogan. Its happening. (Applause.) Its a reality today. And its just beginning.
Because I signed into law the CHIPS and Science Act, were accelerating the progress. This new law makes historic investments for companies to build advanced manufacturing facilities here in America. Since I signed the CHIPS and Science Act, its already started happening.
The American company Micron announced its going to invest $40 billion in the next 10 years to build factories, special chips called memory chips that store information on your smartphones. Thats going to create 40,000 good-paying jobs and increase the share Americas share of the memory chip market 500 percent.
Two other companies, GlobalFoundries and Qualcomm, announced a $4 billion partnership to produce chips in America that would otherwise have been made overseas. Qualcomm is one of the worlds largest designers of chips, and planning to boost production by up to 50 percent over the next five years.
Today in North Carolina, Wolfspeed is investing $5 billion to make chip devices for electric vehicles that are going to create 1,800 good-paying jobs over five years.
Folks, the future of the chip industry is going to be made in America. (Applause.) Made in America. Folks at home should know the manufacturing of these semiconductors connects countless small businesses and manufacturers into a supply chain thats going to thrive all because of this law.
Imagine if we had more of these kinds of factories across the country. This law makes that a reality. It matters. All of this is in our economic interest, and its in our national security interest as well.
Earlier this year, I went to Lockheeds factory in Alabama. Theyre making the Javelin missile that were supplying to Ukraine to defend itself against Putins unprovoked war. We need semiconductors not only for those Javelin missiles, but also for the weapons systems of the future that are only going to be more reliant on computer chips. This goes well beyond commercial need.
Unfortunately, we produce zero zero of these advanced chips in America. Zero. And China is trying to move way ahead of us in manufacturing them. Its no wonder which (inaudible) somewhat unusual that the Chinese Communist Party actively lobbied U.S. business against this law. Basically, You want to do business in our country, dont do it there.
The United States has to lead the world in producing these advanced chips, and this law makes sure that we will. (Applause.)
And to be clear, the CHIPS and Science Act is not handing out blank checks to companies. Ive directed my administration to be laser-focused on the guardrails that will protect taxpayers dollars. And well make sure that companies partner with unions, community colleges, technical schools to offer training and apprenticeships and to work with small and minority-owned businesses as well.
Were going to make sure that companies that take taxpayers dollars dont turn around and make investments in China to undermine our supply chain and national security. You know, we have the power we have the power to take back any federal funding if companies dont meet these requirements.
The law also requires that companies build these semiconductor facilities by Davis-Bacon prevailing wage so people can live with a little bit of breathing room. (Applause.) And this will ensure tens of thousands of new construction jobs and high-paying jobs and, more often, high-paying union jobs. And will not only will companies use these funds to buy ba- they cannot use these funds for stock buybacks and issue dividends. They have to manufacture.
And finally, the law is about more than chips. Its about science as well. You know, decades ago, the United States of America invested 2 percent of its gross domestic product 2 percent in research and development. We led in everything. We created everything from the Internet to the GP- to GPS. Today, we invest somewhere between seven tenths but less than 1 percent in research and development.
The United States of America, we used to rank number one in the world in research and development; now we rank number nine. China was number eight a decade [decades] ago; now China is number two. And other countries are closing in fast.
The CHIPS and Science Act moves us up once again. It authorizes funding to boost our research and development investment back closer to 1 percent of our GDP. Thats the fastest single-year growth in 70 years, but its still not enough.
Were going to make sure we lead the world in industries of the future from quantum computing, to artificial intelligence, to advanced biotechnology. Think of the things and the kinds of investment we deliver: vaccines for cancer, cures for HIV, inventing the next be- best thing that hasnt even been imagined yet. Thats who America has always been.
Its something thats really important: Were going to make sure that any company that uses federal funding for research and development to invent new technologies will have to make that technology here in America. (Applause.)
And that means we will invent it in America and make it in America. And were going to make sure we include all of America.
Were going to support entrepreneurs and technology hubs all across the country, including historically Black colleges and universities, minority-serving institutions, Tribal colleges. Were going to going to tap into the greatest competitive advantage we have: our diverse and talented workforce thats urban, rural, and suburban.
Folks, Ive asked Pat and many other leading businessmen leaders this question: When the United States decides to invest in considerable resources in a new industry that we need to build, does that encourage business to invest as well? And the answer is yes, overwhelmingly. Ask any major businessperson, because they say if we think its worth investing in and were putting tax dollars into it, it has an increased possibility of being usable and workable.
Federal investments attract private investment. It creates jobs. It creates industries. It demonstrates were all in this together.
And I believe theres another reason why companies are choosing the United States. Its because were better positioned globally than we have been in a long, long time. Weve seen a faster, stronger economic recovery than any other advanced nation on Earth.
I met with one of the leading companies research companies in South Korea. I asked why theyre going to invest billions of dollars in the United States. He said, Because youre the most secure nation in the world. We know if we invest, it will be secure. And secondly this surprised me you have the best workforce in the world. (Applause.)
Folks, and we have the best universities in the world, dynamic venture capitalist system, a rule of law that protects intellectual property.
And thanks to the infrastructure law that I signed with the help of many of the members who are here today, that means better roads, bridges, ports, airports, clean water, high-speed Internet for every American. And its going to create millions of jobs all by itself. This is a gamechanger.
Let me close with this: This is about our economic security. Its about our national security. Its about good-paying, union jobs that you can raise a family on as my dad would say and have a little bit of breathing room. Jobs now. Jobs for the future. Jobs in every part of the country. Were not going to leave a part behind. Theres no need to not develop the whole country. Jobs that show the industrial Midwest is back the industrial Midwest is back. (Applause.)
And thats what youll see in this field of dreams: PhD engineers and scientists alongside community college graduates, skilled craftsmen men and women; people of all ages, races, backgrounds with advanced degrees or no degrees, working side by side doing the most sophisticated manufacturing thats ever done.
Pat was explaining to me what these are going to look like. Correct me if Im wrong, Pat, but I was I was impressed. Youre going to dig down 60 feet, 10 football fields long. Youre going to have make that all cement. Youre going to use that as a basis to build on. Because you need security, you need stability for what you have on top. And youre going to build up stories beyond I mean, this is incredible.
Making a tiny computer chip the size of a fingertip.
Theyre showing what weve always believed and I want to emphasize this, and then Ill get out of your hair. And I mean this. Youve heard me say this for a long time. There is nothing - I mean this from the bottom of my heart there is nothing not a single thing beyond our capacity as a nation if we do it together as the United States of America. And thats what were going to do. This is an inflection point on everything. (Applause.) Were going to look back on this period 20 years from now and say, Thats when it began to change.
