Creative Minister Provides an Expensive Preakness Wild… – Online Gambling

There wasnt a lot of creativity involved in putting Creative Minister in the 147th Preakness Stakes. Not unless you consider cutting a check for $150,000 to supplement his entry to be a creative act.
It cost 150 large to put Creative Minister into the Pimlico Race Course starting gate because the colt didnt make his debut until March 5, five weeks after the initial January 29 deadline to nominate 3-year-olds for the Triple Crown.
Nominating a colt then costs $600. Waiting until March 29 the deadline for late nominations would have cost Creative Ministers connections $6,000. But at that time, he only had that debut race on the CV: a neck loss in a Gulfstream Park maiden special weight.
Since then, Creative Minister raced two more times. And, since then, Creative Minister is undefeated. He won an April 9 Keeneland maiden special weight by 1 1/2 lengths on the Blue Grass Stakes undercard, which opened some eyes.
But what opened more not to mention the pocketbooks of majority owners Greg Back and Paul Fireman was what Creative Minister did in his third outing. In an allowance race on the Kentucky Derby undercard, Creative Minister rolled to a nearly three-length victory.
That was impressive, especially the way he came from way off the pace after hopping at the start. Also impressive was the 108 Equibase Speed Figure Creative Minister registered over the 1 1/16 mile trek.
When Back saw the 108 Equibase, he talked to trainer Kenny McPeek who owns 10% of Creative Minister, who had another conversation about the horses future just an hour earlier.
I dont remember who the guy was, but he said, Well, put him in the Preakness,' Back told the Maryland Jockey Club. I turned to Kenny and said Preakness! He hemmed and hawed just a little bit and said, You know what? if youre willing to pay the fee, I think he could have a chance. Then, we researched everything and found out how much the fee was, and we made the decision.
Back said that 108 Equibase was the deciding factor. Not only is it the top Equibase among the nine horses in the Preakness, but it surpassed Rich Strikes 106 from his Kentucky Derby victory.
He ran that incredible race in the allowance, and Kenny said, This horse has as much talent as my other stakes horses. If you guys want to go, we can go,' Back said. I mean, the speed figure did everything for me. I knew he was a talented horse. But when you start running a 108, you can compete with anybody.
Horseplayers seem to agree. Creative Minister is gaining a reputation as the wise-guy horse, the sleeper who could wake up tickets. He opened at +1,495 on Circa Sports Preakness board earlier this week. As of Wednesday, Creative Minister dropped to 9/1 at Circa, the same as his morning-line odds at Pimlico.
Back, who sold a trucking company five years ago, owns 45% of the colt. So does Fireman, the founder and former owner of athletic apparel giant Reebok before selling that company to Adidas for $3.8 billion in 2005.
That means the pair are kicking in $67,500 each to supplement Creative Minister into the Preakness field. McPeeks in for the remaining $15,000. That fee only $30,000 less than they paid for the horse goes into the Preakness purse, meaning the nine horses are racing for their share of $1.65 million.
For Back, Fireman, and McPeek to make their investment back, Creative Minister will have to hit the board.
How many times do you get to go to the Preakness with a horse that is actually gaining respect, Back said. Im a gambler at heart I think we have a very good chance to hit the board, and I actually think he can pull it off. It just depends if some of these other horses get tired and he can make the run he likes to make.

The online gaming industry has witnessed significant growth since its emergence way back in the year 2000, showcasing immense growth potential. Within a couple of decades, it grew to become more than a billion-dollar industry and continues to grow exponentially. The trajectory of the growth has been eventful.
Online gaming can be broadly classified as games of chance where the outcome is predominantly driven by luck and games of skill where the success depends principally upon the knowledge, training, expertise and experience of the player. Gambling is traditionally considered an act of risking something of value with a chance to win prizes. One would engage in a game of chance by putting a stake (usually money) on something with an intent to win a bigger sum, which can be considered gambling.
Gambling has been a topic of moral policing since ancient times and has been facing backlash from many states in India. The states have either banned it completely or regulated it (or are in process of regulating it). With easy and cheaper access to the internet, gambling has moved from land-based to online-based gambling, leading to mass penetration. States such as Telangana, Andhra Pradesh, Assam and Odisha, have banned online gaming (whether games of chance or games of skill) in an attempt to prohibit gambling. Since games of chance are likely to be construed as gambling, these are expected to face legal hurdles in these States. Further, states such as Sikkim, Nagaland and Meghalaya have legislations to permit and/or regulate online gaming, including licensing.
In the international arena, the UK has regulated gambling by way of specific laws governing gambling to regulate various aspects like defining gambling or betting, protecting vulnerable sections from being exploited by gambling, regulating age limits, imposing limits on stakes, fees, winnings, prizes, etc. In the USA, gaming laws are comparatively liberal and gambling activities are governed by Local, State and Federal level laws.
While a few Indian states may want to prohibit gambling, with changing times and the increase in the reach of online gambling, this may not be easy to achieve. There is a need to revisit the current approach, from a complete ban to regulating these activities. Also, States need to be mindful of the fact that in their attempt to ban/regulate gambling, the games that are primarily based on the skills and expertise of players should not suffer the axe.
While the online gaming industry faces legal and constitutional battles as indicated, they also have a long-drawn battleline with GST authorities over GST rate and valuation. On the issue of the applicable GST rate, the tax authorities argue that the highest rate of 28% is applicable on the entire amount collected by the online gaming companies, treating all online games as gambling. This issue circles back to the moot question, as to what constitutes a game of chance Vs. game of skill. There have been judicial pronouncements debating the matter in the case of games such as Rummy, Poker, Fantasy games and Horse-racing, which have been viewed as games of skill. However, the principle contained in these judicial pronouncements have to be evaluated and relied upon on a case-to-case basis and a straight-jacket application would be fraught with inherent risks.
On money pooled for distribution as prize money, tax authorities contend to levy GST, whereas, various High Courts have observed that, they are in the nature of actionable claim and therefore, no GST is applicable on it. Another matter which needs attention, especially from foreign companies providing gaming services to Indian end-users, is evaluation of whether their services would fall within the ambit of Online Information Database Access and Retrieval Services. This gains significance from a perspective of whether a foreign company is required to obtain a GST registration and follow GST compliances in India.
To address some of these GST issues relating to the online gaming industry, the Finance Ministry constituted a Group of Ministers (GoM) who conducted their meeting on 2 May 2022. In this meeting, the GoM arrived at a broad consensus on most of the issues, however, the conclusive view and the likely outcome of the same are expected very soon.

For a few years now, market predictors have listed artificial intelligence, or AI for short, as a large opportunity for the gambling market. The post-pandemic environment might be the optimum moment for the AI casinos to get their breakthrough, as it will fill the potential advertising holes discussed earlier in this text. Furthermore, upcoming digital cooperation strategies such as the metaverse cater to similar concepts, thus creating a seamless connection.

Report on Pre-Legislative Scrutiny of the General Scheme of the Gambling Regulation Bill – Lexology

On 19 October 2021 the Irish Government approved the publication of the General Scheme of the Gambling Regulation Bill1 (the General Scheme) which sets out the framework and legislative basis for the establishment of a new Gambling Regulatory Authority of Ireland (the Authority). On 17 May 2022 the Joint Committee on Justice (the Committee) published its Report on Pre-Legislative Scrutiny of the General Scheme of the Gambling Regulation Bill2 (the Report) in which it sought to scrutinise the proposed legislation and provide recommendations on areas where it believes change or amendments are warranted.
The Committee heard evidence and submissions from key stakeholders, identified several issues and made recommendations on these as set out in detail in the Report. The Report summarises the engagements with stakeholders as well as the key points considered by the Committee when drafting the recommendations set out in the Report.

The Joint Committee made the following recommendations:
Conclusion
The Government has committed to establishing a gambling regulator focused on public safety and well-being covering online and in-person gambling which is focused on public safety and well-being, with the powers to regulate advertising, gambling websites and apps. The recommendations of the Committee are largely focused on protecting players and the vunerable from the harms that can arise from gambling.. These recommendations and the measures contained in the General Scheme will fundamentally alter the landscape for gambling in Ireland once the long awaited Gambling Regulation Bill is enacted.
The Government has approved the Gambling Regulation Bill for priority drafting and publication. There is now a clear pathway mapped for this legislation progressing, which will facilitate the Authority being established and operational in 2023. In addition, applications have now closed for the post of the CEO Designate of the Gambling Regulatory Authority of Ireland. The Public Appointments Service is currently interviewing candidates and it is expected that the start date and on boarding process for the new CEO Designate will be announced in Q3 2022.
After numerous false dawns in the past it would appear that Ireland is now well on the road to reforming the regime which exists in Ireland for gambling.

Secretary Haaland Provides Updates on Offshore Leasing Program During Senate Testimony – US Department of the Interior

WASHINGTON During testimony before the U.S Senate Committee on Energy and Natural Resources today, Secretary of the Interior Deb Haaland confirmed that, despite delays in implementation from the previous Administration, the Interior Department will release the Proposed Program - the next step in the five-year offshore energy planning process - by June 30, 2022, which is the expiration of the current program. A Proposed Program is not a decision to issue specific leases or to authorize any drilling or development.
The previous Administration stopped work on the new five-year plan in 2018, so there has been a lot to do to catch up. Varying, conflicting litigation has also been a factor. As we take this next step, we will follow the science and the law, as we always do. This requires a robust and transparent review process that includes input from states, the public and Tribes to inform our decision-making. We take this responsibility seriously without any pre-judgment of the outcome, saidSecretary Haaland.
The National Outer Continental Shelf (OCS) Oil and Gas Leasing Program, developed by the Bureau of Ocean Energy Management, establishes a five-year schedule for its oil and gas leasing program as required by the Outer Continental Shelf Lands Act. Four EU countries Belgium, Denmark, Germany, and the Netherlands jointly announced yesterday that they have set an offshore wind target of at least 65 gigawatts (GW) by 2030 and then intend to more than double that combined total to 150 GW by 2050.
For perspective, according to the Global Wind Energy Council, as of September 2021, there were 35.3 GW of global offshore wind capacity.
That giant offshore wind push by Belgium, Denmark, Germany, and the Netherlands will deliver at least half the capacity needed for the EU to reach net zero by 2050.
The EU has set an overall target of generating 300 GW of offshore wind by 2050, which is up from the current 16 GW installed.
Danish prime minister Mette Frederiksen said that the four EU countries that will build the offshore wind farms off their North Sea coasts want to increase our total offshore wind capacity fourfold by 2030 and tenfold by 2050.
The goal is to provide clean energy from offshore wind to 230 million EU homes and also provide clean energy to makegreen hydrogenand green fuels for heavy industries and transportation.
German Chancellor Olaf Scholz said:
The North Sea is the place where, with the offshore wind parks, we can produce electricity on a large scale, in the large quantities we need and can already do [that] today in a way that it is economical.
The announcement from Belgium, Denmark, Germany, and the Netherlands followed the unveiling earlier in the day yesterday of the RePowerEU Plan, the European Commissions response to the hardships and global energy market disruption caused by Russias invasion of Ukraine.
The EU imported around 40% of its natural gas and 25% of its oil from Russia last year, and its working to end the EUs dependence on Russian fossil fuels well in advance of 2030 and fight climate change. AnEU ban on Russian coalis expected to start in August.
The RePowerEU Plan is a three-pronged plan: faster adoption of clean energy, a boost in energy-saving efforts, and more non-Russian natural gas imports.
Reuters notes of the natural gas imports:
The Commission said some investments in fossil fuel infrastructure would be required 10 billion for a dozen gas and liquefied natural gas projects, and up to 2 billion for oil, targeting land-locked Central and Eastern European countries that lack access to non-Russian supply.
The European Commission said new gas infrastructure would be able to carry green hydrogen in the future.
The plan will cost cost up to 300 billion ($316 billion) and will require an additional investment of 210 billion between now and 2027 by the public and private sectorsat national, cross-border, and EU levels. It asserts that cutting Russian fossil fuel imports can alsosave us almost 100 billion per year.
The European Commission also proposed a higher legally binding target of sourcing 45% of EU energy from cleaning energy sources by 2030 a jump up from its current 40% proposal.

Massachusetts to Invest USD 100 Million in Offshore Wind Ports | Offshore Wind – Offshore WIND

Massachusettss Baker-Polito Administration has announced its plans to invest USD 100 million to support offshore wind ports in Salem, New Bedford, and Somerset.
Governor Charlie Baker made this announcement on 18 May in Salem at the site of what will be Massachusetts second offshore wind port.
The investment is part of the government fiscal year supplemental budget for 2022 and follows the announcement from September 2021, when the Administration unveiled plans to allocate USD 100 million from federal COVID relief funding to critical port infrastructure to support offshore wind development.
The Baker-Polito Administration continues to take a forward thinking approach to achieve the Commonwealths clean energy and environmental goals. The filing of this FY22 Supplement Budget will deliver important funds to several ports, which serve critical roles in advancing and supporting the Commonwealths offshore wind projects, said Energy and Environmental Affairs Secretary Beth Card.
Last year, Vineyard Wind entered into an agreement with the City of Salem and Crowley Maritime Corporation to establish Salem Harbor as the states second major offshore wind port.
As part of the Commonwealth Wind project, the site is said to be used for turbine assembly and staging activities, utilizing the site to store and assemble components such as blades, nacelles, and tower sections, as theyre prepared for offshore installation.
Investment in port infrastructure is critically important to not just the success of the offshore wind industry but also to reaching our carbon pollution reduction targetsand advancing the goals of vital port communities, said Rachel Pachter, CDO of Vineyard Offshore.
With todays announcement, Governor Baker is making it clear that Massachusetts will continue to play a leading role in the build out of this industry.
The Port of New Bedford is home to the New Bedford Marine Commerce Terminal which is a 29-acre heavy lift facility designed to support the construction, assembly, and deployment of offshore wind projects.
A couple of months ago, Foss Maritime announced the development of the New Bedford Foss Marine Terminal at the Port of New Bedford.
In Somerset, there are currently concrete plans made by Prysmian, which include the transformation of a now-closed coal-fired power plant into a USD 200 million offshore wind cable factory.

The Capt. Patrick Price and DayMaker reefs were deployed Sunday and Monday, respectively. The two reefs were deployed out by the Fort Pierce Sportfishing Club permitted area. GPS numbers will be published when they become avilable.
Offshore:Mark Godwin caught a 105-pound yellowfin tuna 25 miles east of Sebastian Inlet. With calm seas in the forecast the next several days, anglers will be able to fish the Gulf Stream for dolphin, wahoo and tuna.
Inshore:Sebastian Inlet will be a hot spot the next two weeks as people try to catch that last slot snook. June 1 through Aug. 31 there will be a seasonal spawning closure for snook. Live croakers and large jigs will be the best choice.
Freshwater:Former Indian River County sheriff Deryl Loar said Headwaters Lake fishing has been on fire. He had a day with 23 bass including five over five pounds. The big fish are going deeper, and shiner fishing is getting worse, but there are plenty of fish being caught.
Offshore:Grouper fishing is getting good in 100 to 150 feet of water, if the current allows. Dead sardines, cut grunts or large jigs will get bites from large gag grouper, or greater amberjacks.
Inshore:There have been a few tarpon around. In the inlet and just off Hutchinson Island, tarpon up to 125 pounds have been biting on live greenies and pilchards. There have been a few snook around structure like bridges and the rocks of the inlet. For trout, fish the northern part of county waters early in the morning.
Surf:Paul Sperco of Capt. Paul's Fishing Charters really murdered the whiting on a day this week. Fishing Hutchinson Island with Fishbites was key. Sperco found a spot where the seaweed was not a problem, and that is the key.
Offshore:Snapper fishing is best in 70-80 feet of water. Mutton snapper to 14 pounds have been caught by anglers fishing the headboats. There has also been some mangrove snapper to 6 pounds caught. Lane snapper to 2 pounds are being caught, too. Run and gun anglers are finding dolphin in 100-300 feet of water.
Inshore: Snook fishing is pretty good in the the St. Lucie River around docks and the bridges. Use D.O.A. Terror Eyz for best results. The snook think they are small crabs. There are tripletail around the channel markers and tarpon at the Crossroads taking live bait. Use live shrimp for the tripletail.
Bass are in deeper spots avoiding the higher heat. Fish with lipless crank baits to catch them. Observation Shoal, the Point of the Reef and Pearce Canal have been good spots to find fish

WoodMac: Offshore Wind is a $1 Trillion Business Opportunity – The Maritime Executive

Wood Mackenzie expects that offshore wind is going to be a trillion-dollar business opportunity for the offshore sector by 2030. As installation costs fall and political commitment rises in nations around the world, the sector is taking flight, and it is drawing attention from oil majors and new market entrants alike.
"By 2030, as much money will be invested in offshore wind as in onshore wind," wrote WoodMac in an advisory. "We project that almost $1 trillion will flow into the offshore wind industry over the next decade."
By the end of the decade, the consultancy expects that 24 countries will have large-scale offshore wind farms installed. Total capacity will increase ten-fold, from 34 GW in 2020 to 330 GW in 2030. And as Europe makes a push to free itself from dependence on Russian gas, there is "further upside potential" for more development, too.
This growing opportunity is attracting more bidders, and the project development landscape is becoming more competitive. WoodMac noted that the giant ScotWind lease auction round held earlier this year attracted more than 60 bidders - 60 times as many as the world's first commercial lease tender in 2010. As auctions become more competitive, lease payments for development rights have skyrocketed into the billions - the kind of territory reserved for large, well-capitalized corporations.
Competitive bids require more than just money, though. Governments are looking for more local content to secure approval, including commitments to workforce development and local manufacturing. In addition, regulators are sensitive to the environmental and social impact of wind farm installations, both during construction and throughout the operating lifespan.
"Addressing environmental impact and coexistence with fishing and aquaculture will be critical to quelling stakeholder opposition to projects," noted WoodMac.
Lifecycle sustainability is also of growing interest, including recyclability. The vast majority of each wind turbine structure is recyclable at end of life, but until recently, the composite turbine blades have not been. That is changing with recent technology, and recyclability is going to be part of the bid evaluation in some future offshore wind tenders in Europe.
All of these factors require tradeoffs, and as government regulators get to set policy on which elements matter the most when conducting lease auctions, the winning combination for any one project depends on national priorities. "Crucially, policymakers also need to consider the impact that introducing new parameters may have on the number of competitors who show up for auctions or tenders and the overall cost impact on customers," WoodMac cautioned.

First tropical wave of the season tracking into the Western Caribbean – WDSU New Orleans

The first tropical wave of the season emerged off the coast of Africa the weekend before last ago, and some long-range forecasts had some very interesting solutions. But now, we're starting to get a little finer detail on what this energy could eventually do and where it's more likely to go. There has been one particular forecast that has been, what we say, the outlier to most others and that's the forecast data produced by our best forecast produced here in the U.S. 4 times a day: The Global Forecast System or the GFS. About 10 days ago, this showed potential for Gulf development, but lately, it's started to back off this possible explosive development. First things first. This is where the tropical wave is right now, which is over the Central to Western Caribbean. As you can see, this is still a very long way from New Orleans. And according to the data right now, it's expected to get absorbed into what's called a Central American Gyre. That's essentially a big rotating area of energy in the atmosphere that can produce an expansive area of storm activity over Central American Countries. In the last couple of days, the National Hurricane Center (NHC) pointed out another tropical wave. This one is located off the Coast of Africa and more almost in between Africa and South America. This wave of energy is thousands of miles away from New Orleans. Here's the thing. The NHC doesn't expect ANY formation over the next 5 days, and a big reason for that is a big plume of dust that got swept up from the Sahara Desert and is now all the way through the Atlantic and almost into the Caribbean Basin. As the dust continues to spread west, it's forecast to draw into the Gulf of Mexico by the end of the week and could even be seen in the atmosphere over Southeast Louisiana by Saturday evening. That could actually make for some very picturesque sunsets and sunrises. Here's the takeaway: There are minimal to 0 chances foreseen for any tropical development that could affect Southeast Louisiana over the next week and a half. With that being said, we'll keep you informed of the latest tropical information online and on air with WDSU.
