There's no doubt you've seen the many casinos that line the streets here in Billings, and it's highlighted a very serious problem issue of gambling addiction. I personally have seen people go through it and it never comes out good, but I wanted to know where Montana in general ranks in terms of the severity of gambling addiction. Bad news everyone, we rank as one of the top five worst states for it.

When someone is addicted to gambling, they aren't necessarily addicted to the games themselves, they're addicted to the rush of dopamine one gets when they win. So, if they lose, they'll usually keep going just to find that feeling once again.

This can absolutely ruin someone's life, however, because gambling costs money and soon the addict will find themselves out of money or in large amounts of debt. They may even resort to theft to get the money they need to keep going.

According to data from Wallethub.com, Montana ranks number 4 in the nation in gambling addiction, with only South Dakota, Mississippi, and Nevada above it. Information for their research was found using two statistics they call "gambling friendliness" and "gambling problem and treatment."

Gambling friendliness looks to be the accessibility and legality of gambling within that particular state, and gambling problem and treatment relate to the number of people with gambling disorders and the number of ways to treat those particular disorders. Montana's scores were #3 in gambling friendliness and #3 in gambling treatment, so it seems we have a lot of ways to access gambling, but we also have lots of ways to treat that issue.

AFL survey: 37% of fans list gambling ads as key concern – iGaming Business

A survey by the Australian Football League Fans Association (AFLFA) has revealed that a large number of AFL fans are unhappy with the prominence of gambling advertising during matches, with 37% of respondents listing it as a key concern.

The survey took place in late 2021. A total of 860 responses were recorded, with most participants being in the 55-64 years old age bracket.

Participants were asked a variety of questions regarding their experiences as AFL fans.

When asked what their key concerns were, 37% of participants chose gambling advertising. This was second only to umpiring and rule changes at 40.5%.

In choosing their top concern 11.6% chose gambling advertising, the third-most common concern behind game access being impacted by Covid-19 at 11.7% and umpiring and rule changes at 25.6%.

A number of participants called for the removal of gambling advertising altogether during games, suggesting that all gambling-related features and sponsorships be banned.

Others suggested that gambling advertising be reduced.

One comment under the kids and family portion of the survey suggested that gambling should no longer be normalised by the AFL for the sake of children.

Elsewhere, the blaring ads at the ground and the non-stop betting messaging was named as a common complaint in the the fan experience section of the survey. The noise of advertisements and music was named as a disruptive factor several times.

More than one in three fans worry about gambling ads, which was more than we expected, said Cheryl Critchley, president of the AFLFA. Many have told us that they dont like them and are concerned that they are normalising gambling for children.

Researchers aredemonstrating this,and the AFLFA supports the work of various state government initiatives and campaigns focused on countering the normalisation of gambling and sport.

Nairobi to restrict gambling to five-star hotel casinos – The East African

Nairobi has launched a fresh assault on the multi-billion betting industry with legislative proposals that restrict gambling to five-star hotels with casinos and impose a four-year jail term or a Ksh10 million ($87,519) fine for opening outside of operating hours.

The Nairobi City County Betting, Lotteries and Gaming (Amendment) Bill, 2021, currently before the Nairobi County Assembly seeks to restrict the betting and gambling establishmentsin the city to operating between 8pmand 6am.

If passed, it will mark a departure from the current situation where gamblers can place bets any time of the day.

South B ward representative Waithera Chege, the sponsor of the amendments, said the Bill is meant to have the youth engage in productive work and prevent gambling addiction.

All licensed betting, lotteries and gaming premises and online gaming shall only operate within the hours of 8pm and 6am. A person who contravenes this provision will be liable, upon conviction, to a fine of Ksh10 million or four years imprisonment, or both, said Ms Chege.

The Bill also seeks to push telecoms operators to cancel all the USSD codes used by radio stations in their gaming activities.

Ms Chege has raised concern about how Kenyans are spending a lot of their productive time on gambling.

A 2017 Geopoll survey ranked Kenya as the country with the highest number of youths engaging in gambling in sub-Saharan Africa.

The report estimated that 76 percent of Kenyans were taking part in betting, with a majority of them being youth aged between 17 and 35.

ANJ: Over a Third of French Teens Exposed to Gambling in 2021 – European Gaming Industry News

ANJ, Frances unified gambling regulator, has revealed that over a third of teenagers aged 15-17 have played at least one form of gambling in the last 12 months.

Publishing its Minors and gambling: risky practices on the rise report, the regulator detailed that, from a survey of 5000 15-17-year-olds, 34.8% had gambled at least once during 2021.

Whilst the majority of those who admitted to gambling were male, the spread was across all socio-economic and cultural groups, indicating a widespread issue with regards to underage gambling in France.

Strikingly, the average age the teenagers admitted to first beginning to gamble was 13 years and three months, despite the legal gambling age being limited to 18.

Breaking down respondents by gambling vertical, 78.4% played scratch cards, which ANJ noted that minors begin gambling with. Meanwhile, 48.4% had played lottery draw games and 28.3% placed sports bets during 2021, with males most likely to do so.

With the regulator noting that around one in two participants (50.1%) gambling online, it was cited that minors did not view a sales ban in physical locations as a barrier.

ANJ detailed: Young people know very widely (73.4%) that the sale of gambling is prohibited to them, (but) they do not feel this prohibition of sale as an obstacle. In fact, more than half say that it is very or fairly easy for them to play scratch cards.

Respondents admitted that their gambling behaviour was facilitated by their parents, with 45.7% playing with their mother and 35.7% with their father. Furthermore, 23.6% of participants detailed that they gamble using their parents online account with their consent, despite 68.5% of participants stating that their parents do not remind them of the risks associated with gambling.

Advertising was also earmarked as a key contributing factor to young peoples gambling habits. Nearly 90% of participants recalled consuming any form of gambling advertising in the last 12 months. For a third of the participants (32.3%), advertising was a motivator for them to begin gambling.

Isabelle Falque-Pierrotin, President of the ANJ, commented: Gambling is infiltrating more and more into the daily life of minors, relayed by advertising and by certain complicity of parents.

Whether online or in the physical world, combating underage gambling is now a major public policy issue because, as we know, the earlier gambling begins, the greater the risk of addiction.

The ANJ is determined to mobilise all its tools to vigorously fight against these practices, including through sanctions. It is also necessary that all the actors concerned are mobilised, parents, operators, social networks and public authorities.

The Michigan Decriminalization of Psilocybin Mushrooms and Other Plants and Fungi Initiative Has Been Approved For Circulation As A Ballot Initiative…

This month, the Michigan Board of Canvassers approved a ballot initiative that asks the people of Michigan to decriminalize certain psychedelic plants and fungi. Titled the Michigan Decriminalization of Psilocybin Mushrooms and Other Plants and Fungi Initiative, (the Initiative) the proposal seeks to have Michigan join the ranks of states that have opened up their laws to allow for the use of naturally occurring psychedelics, sometimes called entheogens, and also proposes some interesting changes to the states drug laws that are not necessarily limited to psychedelic plants and fungi. The full text of the Initiative can be found here.

At the core of the Initiative is the addition of a section to Michigans Public Health Code that explicitly decriminalizes the possession, use, cultivation, production, creation, analysis, giving away, and delivery by or between natural persons eighteen (18) years of age or older of psilocybin, psilocyn, ibogaine, mescaline, Peyote, and dimethyltryptamine which the Initiative refers to as natural plants and mushrooms. The proposed new section MCL 333.7462 sets forth provisions applicable both to individuals over the age of 18 and to hospitals and psychiatric hospitals.

In addition to permitting individual use, the Initiative would also allow the provision of supervision, guidance, therapeutic, harm reduction, spiritual, counseling, and related supportive services with or without remuneration by natural persons eighteen (18) years of age and older to natural persons eighteen (18) years of age or older who are engaging in the intentional and consenting use of natural plants and mushrooms. This provision may harbinger the arrival of a new psychedelic-focused business model in Michigan. Specifically, the inclusion within Michigans statutory framework of an acknowledgment that natural plants and mushrooms may be part of the provision of therapeutic, spiritual or, for lack of a better term, wellness servicesfor paywould provide a sound legal foundation upon which businesses centered around the psychedelic experience could be built. A major caveat found in the Initiative, however, is that in order to comply with the law, a business intending to provide such services would have to be designated by a qualifying hospital or psychiatric hospital for that purpose.

The Initiative does not flesh out how businesses would operate, or hospitals make allowance for them. This is a symptom of a wider issue with the Initiative, which is that the proposed new statutory language is relatively brief and thus does not provide the level of clarity or guidance that would-be participants may hope to see. Contrast the Initiatives handful of pages with Oregons Psylocibin Services Act, which clocks in at more than 70 pages and sets forth detailed instructions for the establishment of a regulatory framework within Oregons Health Authority. Note, however, that Michigan law requires the entire text of an initiative to be included on a petition. It should also be noted that two Michigan State Senators co-sponsored a bill in September 2021 that, should it progress through the legislature, would provide a different path towards a legalized entheogen industry. The text of that bill, SB 0631, can be found here.

While the addition of MCL 333.7462 and the related definitional changes throughout the Public Health law are clearly the centerpiece of the Initiative, this ballot proposal also includes changes to the Public Health Law that, if adopted, would signal a significant policy shift by the State of Michigan with respect to the war on drugs. Numerous sections would be amended to dramatically reduce controlled substance-related penalties, lowering fines by orders of magnitude and changing minimum prison sentences from decades to months or less. Relatedly, the Initiative includes a change to the definition of the term drug paraphernalia to specifically exclude testing equipment, products, or materials used, intended for use, or designed for use in identifying or in analyzing the strength, effectiveness, or purity of controlled substances. This is a potentially life-saving change because it would make it easier for opioid users to have and use testing equipment that would allow them to identify whether the substance that they are about to use is tainted with fentanyl, and adjust their use accordingly. While there is some debate over the issue, the availability of such test kits is thought by many in the public health space to reduce unintentional fentanyl overdoses and deaths.

When all is said and done, the Initiative is a first step towards establishing the lawful use of certain psychedelics in Michigan. As more and more studies show that psychedelics can provide dramatic mental health benefits, particularly against major depression and PTSD, the Initiative would provide Michiganders with access to a simultaneously ancient and cutting edge addition to the mental health toolkit. To make the November 2022 ballot, proponents of the Initiative will need to file 340,047 valid signatures by June 1, 2022.
