What is often referred to here in Southwest Louisiana as the old Isle of Capri will soon offer a completely new gaming, entertainment, dining and hotel experience.

The transformation is already underway, according to Jeff Favre Sr., VP, General Manager Caesars Entertainment.

State Sen. Jeremy Stine and Louisiana State Gaming Control Board Chairman Ronnie Johns toured the construction site last week. The new Horseshoe brand is a Caesars Entertainment company, and the property is located in Westlake on the old Isle of Capri site.

I was very impressed, said Johns. Its a first-class casino operation, much nicer, bigger and safer compared to the riverboat.

Favre said the new building will be about 110,000 square feet with about 63,000 of that being gaming space.

The 253-room Tower Hotel will be completely remodeled and will be connected to the new land casino, Favre said.

Johns said that was the purpose of the 2018 landbased casino legislation, not to just build a casino on land, but to also offer entertainment, restaurants and most importantly, a safer venue.

The concern with the legacy riverboats was that it might be hit by an out-of-control ship or barge.

This is one of the most exciting property developments here in Southwest Louisiana, with stunning views of our lakefront. Its another example of our commitment to bringing back jobs and securing economic vitality for our community.

Stine said the economic impact of this project is already being realized.

Over $150 million dollars is being spent in our region on construction costs, Stine said. Once completed, those costs will exceed over $200 million. Currently, there are over 250 jobs already filled for the construction of the casino. That number of jobs will grow to over 600 permanent jobs once its complete.

Construction is a joint effort with two Louisiana contractors, Ryan Gootee and The Lemoine Company.

Favre said he expects the casino to open by the end of the year.

For more than a decade, State Sen. Carol Alvarado (D-Houston) has been pushing for casino gambling in Texas.

She has filed legislation since 2009 which would put the issue on the ballot for voters to consider -- expanding gambling would require a constitutional amendment, which must be approved by a majority of Texas voters.

I have filed that bill because Texans love to gamble and I am very confident if we were to put this before the voters it would pass overwhelmingly, said Alvarado.

Alvarado said it means jobs and would generate money for the state.

State Rep. John Kuempel (R-Seguin) agrees. He filed identical legislation in the Texas House and believes Texans are leaving the state to gamble when they should be placing their bets here.

I think wed keep that money at home and put it towards, my views would be putting it towards property tax relief, infrastructure, public education, things like that, said Kuempel.

Proposals call for four casinos to be built. One in Dallas/Fort Worth, one in San Antonio, one in Houston and one in Austin.

Opponents of the legislation arent surprised.

I have been on this issue for probably 20 years and I don't see the landscape changing, said Rob Kohler, a consultant and lobbyist for the Christian Life Commission, the policy arm of the Texas Baptists.

Kohler is against both casino and online gambling.

It is not economic development. It is not something you can build off of and grow a community around. It destroys communities, Kohler added.

Lawmakers vow to keep pushing. Las Vegas Sands Chairman and CEO Rob Goldstein recently told investors during a quarterly call, "Although Texas is a few years away from it, we have been down there. We have spent time in the market. We have people trying to find our place in that market if it does happen."

Las Vegas Sands Spokesperson Ron Reese told NBC 5, "Sands is committed to talking with stakeholders in Texas about the possibilities of casino gaming."

Legislation concerning online betting didn't move far in the last legislature. The Sports Betting Alliance, which said it has partnered with major professional sports franchises across Texas and online betting sites, said they too will keep pushing.

We are going to use this interim to have these conversations with lawmakers. We believe that the voting threshold is there to pass this law in 2023, said Cara Gustafson, spokesperson for the Sports Betting Alliance.

NBC 5 asked the offices of Gov. Greg Abbott (R), Lt. Gov. Dan Patrick (R), and House Speaker Dade Phelan (R) for a statement on the gambling issue. We didnt receive one from any of them.

RICHMOND, Va. (WRIC) The Virginia Senate Finance Committee voted to kill a bill today that wouldve required five years between casino referendum attempts.

The bill, patroned by Sen. Joe Morrissey (D-Petersburg), sought to prevent Richmond from putting a casino referendum on the ballot and give Petersburg a try instead. There is still a matching bill in the house that Morrissey said hes hopeful continues.

The defeat in the Senate was a win for the majority of Richmonds City Council who has joined fellow councilmember Reva Trammell in her push for a second chance at bringing the Urban ONE casino to her district. The citys first attempt was narrowly shot down by voters in 2021.

Trammell testified against the bill today saying please let us have a second chance in Richmond, Virginia.

Both bills in the General Assembly, including the bill still alive in the House, add Petersburg to the list of eligible host cities for a casino, in addition to the five years between referendum rule.

The subcommittee in the House recommended that the casino bill be amended.

A former casino executive was sentenced on Wednesday to a year and a day in prison for participating in a conspiracy to secure his daughters admission to the University of Southern California as a Division I basketball recruit even though she did not make the varsity team in high school, prosecutors said.

The sentence for the former executive, Gamal Abdelaziz, 64, of Las Vegas, was the longest yet in the continuing federal prosecution of parents, coaches and others involved in a college admissions bribery scheme.

More than 50 people have been charged in the sprawling case, which was orchestrated, prosecutors said, by William Singer, a Newport Beach, Calif., businessman who has been cooperating with federal investigators since September 2018.

In addition to the prison term, Mr. Abdelaziz must also serve two years of supervised release, complete 400 hours of community service and pay a $250,000 fine, prosecutors said. Other parents convicted in the case have received far shorter sentences.

The actress Lori Loughlin was released from federal prison in December 2020 after she completed a two-month sentence for conspiring to pass her daughters off as rowers so they could be admitted to U.S.C. Another actress, Felicity Huffman, who pleaded guilty to paying $15,000 to inflate her daughters SAT score, served 11 days in prison.

But prosecutors wrote in a sentencing memorandum that, unlike many parents who participated in the scheme, Mr. Abdelaziz had been intimately involved in the lies at every step of his daughters fraudulent admission to U.S.C.

He and John Wilson, a private equity financier, were also the first defendants to stand trial in the federal investigation known as Operation Varsity Blues. Others such as Ms. Huffman and Ms. Loughlin chose to plead guilty rather than take their chances before a jury.

After a four-week trial, Mr. Abdelaziz and Mr. Wilson were both found guilty in October of charges of conspiracy to commit bribery and fraud.

Mr. Wilson was also found guilty of additional fraud and bribery charges, and of filing a false tax return for taking a deduction for a payment that the government called a bribe. His sentencing is scheduled for next Wednesday.

In 2017, prosecutors said, Mr. Abdelaziz agreed to pay Mr. Singer $300,000 to ensure his daughters admission to U.S.C. as a basketball recruit, even though she had not played basketball for more than a year and, when she had, was a member of her high schools junior varsity team.

As part of the scheme, prosecutors said, Mr. Abdelaziz sent Mr. Singer a photograph of another girl playing basketball for a fake athletic profile.

He also lied to another college counselor to hide his daughters admission to U.S.C. as a basketball recruit, prosecutors said. And he oversaw the editing of his daughters U.S.C. application and essay, which began, prosecutors said, with the line: The basketball court is like my art studio.

In September 2018, Mr. Abdelazizs daughter enrolled at U.S.C., but she did not join the basketball team, prosecutors said.

Prosecutors had recommended a sentence of 14 months in prison, writing in the memorandum that Mr. Abdelaziz has not only failed to accept responsibility for his conduct but continues, even now, to minimize his culpability with deflections and excuses.

More than 50 people charged. In 2019, a federal investigation known as Operation Varsity Bluessnared dozens of parents, coaches and exam administrators in a vast college admissions schemethat implicated athletic programs at the University of Southern California, Yale, Stanford and other schools.

The linchpin. William Singer is an admissions counselor at the center of the scheme. Heled an elaborate effortto bribe coaches and test monitors, falsify exam scores and fabricate student biographies. He has pleaded guilty and is cooperating with the government. He has not been sentenced.

Mr. Abdelazizs lawyers had asked for a sentence of four months, saying he should be treated similarly to other parents in the case, whose sentences have ranged from home confinement to nine months in prison.

Nineteen of the 30 parents sentenced so far received terms of three months or less, Mr. Abdelazizs lawyers wrote.

They wrote that public confidence in the criminal justice system would be undermined if the court sentenced the only defendant to go to trial to substantially more imprisonment than any of his 30 co-defendants, almost all of whom engaged in conduct more culpable than Mr. Abdelaziz.

Mr. Abdelaziz has spent the majority of his 65 years working hard and helping others, the lawyers wrote, describing Mr. Abdelazizs rise from poverty in Cairo, Egypt, where he was born, to top positions at MGM Grand, MGM Hospitality and Wynn Resorts.

But he made one terrible mistake a mistake that has already cost him his business, tarnished his reputation and placed a great strain on his family, the lawyers wrote.

On Wednesday, Brian T. Kelly, one of Mr. Abdelazizs lawyers, said the sentence, while more than what he had hoped for, certainly could have been worse.

At this stage, we intend to appeal and vindicate Mr. Abdelaziz through the appellate process, he said.

Robert Taylor hit the jackpot at Treasure Island Hotel & Casino in Las Vegas last month but due to a slot machine glitch, he walked away unaware of his big win.

It took weeks of "good old-fashioned police work" to find himand award him his money, saysJames Taylor (no relation to the winner), chief of the enforcement division at the Nevada Gaming Control Board.

"We thought it was a long shot to be able to identify him," Taylortold As It Happens host Carol Off.

"But we really wanted to put a lot of effort into this. It was the right thing to do to find the owner of this money."

Arizona resident Robert Taylor had only been playing The Maskslot machine for a few minutes on Jan. 8 when it started glitching out. He was paid out his remaining credits and a few more dollars for his trouble, Chief Taylor said,"so he walked out of there with about $40."

When the machine was fixed two days later, the casino learned Taylor was owed a lot more than that: Hehit the $229,368.52 US ($290,644.32 Cdn) progressive jackpot.

Two days later, Treasure Island asked the Nevada Gaming Control Board to help identify the winner.

The search took 20 days and hundreds of hours of combing through surveillance footage. There were no clues about the winner's name or where he came from and since this wasn't a criminal case, Taylor said his team couldn't rely on legal methods like subpoenas.

"All we had to go on was the clothes he was wearing, the people he was with and the part of his face that wasn't covered with a mask," Taylor said.

Finally, after poring over surveillance footage around the casino and the hotel, investigators saw someone matching the winner's description get into a vehicle.

"That was our eureka moment," Taylor said. "We realized they had taken an Uber, and we were able to put a name to this group of people that we'd been watching on video."

Investigators got in touch with the ride-hailing company to help notify the winner and his family. Taylor says the winner was skeptical at first, but "he was very appreciative of the efforts that my agents had gone into to identify him."

As It Happens was not able to reach Robert Taylor for comment. A casino spokesperson said the winner has asked for his privacy at this time.

On Feb. 5, Robert Taylor and his family travelled back to Vegas, where they were presented with the ceremonial cheque at Treasure Island Hotel & Casino.

"We are thrilled that our jackpot winner was found by the Nevada Gaming Control Board and we are happy to have awarded him his winnings on Saturday," a Treasure Island spokesperson told As It Happens in an email.

James Taylor said he and his team at the Nevada Gaming Control Board were very excited to have found Robert.

"This is the first time that we've been called upon to find a winner, somebody who's owed money," he said. "[It] made it even more special that they were such good people."

Maryland casinos generated $153.8 million worth of gross gaming revenue in January, according to numbers released by state gaming regulators Monday.

Those figures represent a 19.4% year-over-year increase from the $128.8 million won in January 20221.

Slot machine revenue made up most of the states total revenue. Casinos racked up $95.6 million in slot machine earnings and added another $58.1 million from table games revenue.

These numbers mimic consumer behavior in other markets. As a result, slot machine revenue will be the driving force behind the monthly numbers.

Here is the full breakdown of MDs January 2022 casino revenue:

MGM National Harbor was Marylands highest-grossing casino yet again with $67.1 million in winnings. Since its opening in 2016, it consistently held that title, overtaking Live! Casino & Hotel.

Live! Casino & Hotel outperformed MGM National Harbor in slot revenue. However, the big difference in table game earnings put MGM at the top of the list. Similarly, the same pattern happened in December 2021 as well.

MGM, Live!, Horseshoe Casino Baltimore, and Rocky Gap Casino all experienced year-over-year increases. On the other hand, Hollywood Casino Perryville and Ocean Downs Casino reported year-over-declines.

However, Ocean Downs 12.3% decline was a bit overstated. The property didnt report any table games earnings to repair an accounting discrepancy from a previous period. With a goose egg in the table games column, its not an accurate depiction of the propertys performance.

While the January results are a sizable year-over-year increase. On a monthly basis, the numbers are down from Decembers revenue report.

Furthermore, it is below levels sustained throughout 2021.

January 2022s numbers only outperformed January and February of last year. Marylands six casinos won $169.2 million in March 2021 and only dipped below the $160 million mark once for the rest of the year.

These results come after a strong December when those properties had their third-best month ever with $172.9 million. In a vacuum, the nearly $20 million dip could cause concern. But it is a part of a larger trend in Maryland gaming.

Historically, January has been one of the slower months for the industry before trending upwards the rest of the year. The pandemic makes 2020 stats an outlier, but the trend dates back further than that.

In December 2018, casinos won $148.4 million before dipping to $137 million during the first month of 2019. However, just two months later, the state set a then-record when casinos reported $163.3 million in March 2019.

That record held for exactly two years before it was broken with a $169.2 million-month in March 2021. It was broken again in May and most recently in July when operators netted $180.1 million.

However, the pattern stays intact going back even further.

In December 2017, gross gaming revenue was $141 million. The number fell to $127.8 million in January 2018. The industry went on to set revenue records in March, May and October of 2018.

January marked the first full month of sports betting in Maryland with five of the states six casinos accepting sports bets. Regulators will release those numbers later this week and will likely serve as a catalyst for higher levels of casino revenue moving forward.

Rocky Gap Casino is the only Maryland operator without a retail sportsbook.
