VIVEK MURTHY, U.S SURGEON GENERAL: I'm deeply concerned as a parent, and as a doctor, that the obstacles of this generation of young people face are unprecedented and uniquely hard to navigate. And the impact that's having on their mental health is devastating.

PERINO (on camera): The Biden administration admitting mandates are hurting America's school kids, but it is still refusing a full return to normal. That dire warning from the surgeon general about children's mental health not swaying the White House and some Democrats to unmask kids.
New York the latest state to end an indoor mask mandate for businesses but not for schools. And while Dr. Fauci says we are almost passed the, quote, "full-blown" stage of the pandemic, the CDC director is not ready to move on from masks.

ROCHELLE WALENSKY, DIRECTOR, CENTERS FOR DISEASE CONTROL: We've always said that these decisions are going to have to be made at the local level, and that policies at the local level will look at local cases.
At this time we continue to recommend masking in areas of high and substantial transmission. That's much of the country right now in public indoor things.

PERINO (on camera): And even though blue states are ditching mask mandates and the media is getting on board, the White House is not ready to budge either.

JEN PSAKI, WHITE HOUSE PRESS SECRETARY: People are tired of masks. I would say not even if you look at the polling, though. There's also a huge chunk of people who still want masks. When you are in a high transmission area which is everywhere in the country, you should wear a mask in indoor settings, including schools.
There are states who have rolled back their mask guidelines, that have given more flexibility to communities. They're different. It's not uniform whatever state has done. And certainly, we continue to advise and recommend abiding by public health guidelines.

PERINO (on camera): They are not giving her a lot to work with, Jesse.
JESSE WATTERS, FOX NEWS HOST: Dana, I've never been this confused about what's going on. I had to write this all down because even I couldn't remember it. So, Democrat governors have full statewide mask mandates, and other Democrat governors just have mandates in schools, and other Democrat governors are lifting mask mandates in schools. And the White House agrees with all of that, but if a Republican governor does not, then that they don't agree with. All right. So, we have that.
Now this is where it gets really complicated. So, what specifically does the White House support? Well, the White House says they are listening to the CDC. Well, what does the CDC say? The CDC says they still support masks, yet masks hurt children.
And then they ask well, who should the American people listen to, the CDC or the governors? And the CDC says listen to the governors. OK? It gets better. And then you ask the White House well, White House, what if the governor says no mask but the CDC recommends mask, what should the people do? And the White House says listen to the CDC and also listen to the governor.
They can't understand what they are doing themselves. They say they are following the science and the science is changing so the Democrats are changing with the science, but Republicans didn't follow the science but got to the science before the Democrats?
PERINO: Yes.
WATTERS: So, it looks like the Republicans were right the whole time.
PERINO: I can see why you are confused.
WATTERS: Yes. It's very complicated.
JEANINE PIRRO, FOX NEWS HOST: Yes.
PERINO: I want to ask Greg about this. Because Sean Patrick Maloney is a Democrat in charge of trying to reelect House Democrats. And he basically had this tweet here. Democrats' plan to fight COVID is working. Cases are down and vaccines are widely available. Now it's time to give people their lives back. With science as our guide, we are ready to start getting back to normal.
GREG GUTFELD, FOX NEWS CO-HOST: You know, I said this yesterday that they're trying to look like they are leading the parade rather than chasing it. Because it's the people that are chase -- when he says we're going to - - it's time to give people back their lives, no. The people actually are taking it back.
WATTERS: Right.
GUTFELD: You can't give it to them. I mean, this is a bona fide public moment where the American public knew that the government wasn't going to give up -- give up anything because they're too scared. So, the public had to exert their will, and it's all over the world.
Now you are seeing it in every country. And it's amazing. This is true democracy. People are voting with their feet and with their faces, because they knew that -- they saw how the government work. The Democrats always love to ask in any kind of issue what about the children? What about the children? When it's climate change, what about the children? Nutrition, what about the children. But not here. And the reason is it's guilt by association.
Who's with the children? The rubes, the domestic terrorists, the white supremacists, the other people. Right? So, you can't be on the same side as them even if they are correct. So, this is what happens when you smear entire groups, with like one bad apple you see a confederate flag, you go, they're all racist.
So, right now, they are being stubborn, they would rather just look like idiots and be triple vaxxed, you know, double masked, wear a plastic face guard -- which I call the Pelosi, rather than just actually live a free life the way everyone else is.
GERALDO RIVERA, FOX NEWS CORRESPONDENT-AT-LARGE: I like it.
GUTFELD: However, I want to make a point. It's absolutely necessary and helpful to change your mind based on data. Right? There's nothing wrong with that, there's nothing wrong with being late, but you should think of the possibility for that before you mock the dude who got there before you. When you make --

WATTERS: When you call them Neanderthals.
GUTFELD: Yes. When you call them Neanderthals or just idiots or whatever, and then you change your mind. If you think there's a possibility, you're going to change your mind, maybe hold off on mocking the guy who was brave enough to go first, because he was. He was brave enough to go enough and you're all now following him.
PERINO: And you know what else the Democrats are following, Geraldo? It's the changing political signs. They got information that said that the American people were way passed it, that they understood what Omicron -- it was not as deadly, but that it's better to be vaccinated, so you don't go to the hospital. Now cases are dropping and people are moving on and all of a sudden, the Democrats are like, yes, me too.
RIVERA: Well, I think that Greg, for all his eloquence, which way too political a spin on it. I understand the politics, but your point, Dana, is the working point, that's the active point. Omicron killed COVID. Everybody got COVID.
PERINO: Yes.
RIVERA: Everybody who was vaccinated, it was like this, is that all there is?
PERINO: Yes.
RIVERA: And then now, suddenly, with people with the herd immunity spreading, and everybody now having tasted the poison and lived. Now, they want out. Everybody wanted out from the get-go.
(CROSSTALK)
GUTFELD: They had to be forced, Geraldo. That's not a political point. That's a real point. The government had to be forced to do this, or else they'd still be clinging to this like some of the -- the White House is still clinging.
RIVERA: But I think why make that political? Why not say Omicron --
(CROSSTALK)
GUTFELD: I'm not making it political. I'm telling you what I think.
RIVERA: Omicron happened. Omicron changed the field?
GUTFELD: Yes.
RIVERA: Omicron changed the whole reality.
(CROSSTALK)
PIRRO: Well then why is the CDC saying you still need to wear a mask if Omicron --
RIVERA: Because everybody is trying to spin --
PIRRO: No, because it is political, Geraldo. It is absolutely political. When Youngkin was elected, it was ground zero for parents and children. Everyone said this guy is the villain. So, when New Jersey Governor Murphy says no masks for kids, he is a hero, but Youngkin was a villain. OK?
This is the left recognizing that this is an election year. It's 2022. They are going to lose like crazy in November. John Hopkins came out and they said look, the closures, the lockdowns, the masks made virtually no difference in our society. So, let's get this over with.
And when the CDC comes out and they said, well, Rochelle Walensky says, quote, "we've always said the decision should be made at the local level."
WATTERS: She does.
PIRRO: This woman doesn't have the backbone to say what she thinks!
(CROSSTALK)
RIVERA: It's about Omicron --
PERINO: Can I ask you something, judge? Given that the surgeon general testified today about the very dangers for children and mental health, would parents have some sort of a collective action --
PIRRO: No.
PERINO: -- against them for not taking the masks off?
PIRRO: No, the only collective action they have is at the voting booth. You know, the damage, --
RIVERA: I agree.
PIRRO: -- and I have said this before, history will not look kindly upon us for what we have done to our children. For these teachers to not be masked and for the kids to have to be masked when the kids are the least vulnerable and the most susceptible to the psychological/emotional damage is a crime. It should be actionable, but realistically it's not.
RIVERA: I have to make one last statistical point. If you had Omicron and you -- and got well, because everyone got well but just about who -- if you are vaccinated, double vaccinated and boosted and you got Omicron that was a nonevent in your life, other than an inconvenience, and maybe you couldn't compete in the Olympics. That's what changed. A year ago --
(CROSSTALK)
GUTFELD: In your life!
RIVERA: A year ago -- a year ago, no one knew where this was going.
GUTFELD: I did.
RIVERA: They were just trying. Give them the benefit of the doubt. They were just trying to make the best of a horrible situation.
PERINO: Well, and we have vaccines.
PIRRO: The benefit of the doubt when they wouldn't even tell us where it came from or that they were funding --

RIVERA: They didn't know!
PIRRO: -- gain of function. They were funding gain of function when we were trying to figure it out when China wouldn't help us out. Look, this has been political --

RIVERA: We'll see what history says about that, I don't know.

PIRRO: I know.
GUTFELD: Dana?
PERINO: Yes.
GUTFELD: Which one of you is going to nominate me for the Nobel Prize? Because who said on this show, February 1st was going to start.

GUTFELD: And look at this. It is -- it has unfolded like a glorious production, a giant dream!
PIRRO: Like who knows?
GUTFELD: I don't even think I belong on television anymore.
RIVERA: We're already given you the MVP over Tom Brady from your high school.
PERINO: All right.
RIVERA: Enough.
PERINO: Up next, a squad member claims defunding the police is not the problem, even during a crime wave.

WATTERS (on camera): It's defund forever for the radical left as President Biden and other Democrats desperately try to get away from the movement that is political kryptonite. Squad member Cori Bush, whose own car got riddled with bullets during the crime wave is refusing to stop using the slogan ahead of the midterms, saying quote. "Defund the police is not the problem. We dangled the carrot in front of people's faces and said we could get it done, and that Democrats deliver, when we haven't totally delivered."
Meantime, the liberal crime free for all continues. Who needs to worry about Biden inflation, when you can just steal to your heart's content? The New York Post capturing this guy nabbing 10 steaks from the Trader Joe's.
I don't know, judge, if my ride got riddled with bullets, I might think twice about defunding the police.

The backlash from social media users has prompted some brands to pull out ad campaigns. Let's take a look at some of them

Social media platforms, including Facebook and Twitter, are today a powerful tool either to construct a brand image or destroy the market competition. Sometimes political comments or advertising messages based on religion, caste, creed or region do not land well on social media and end up stoking a controversy. Many times, the backlash from social media users has prompted brands to pull out their advertisement campaigns.
Currently, Pakistan-based outlets of KFC and Pizza Hut and a Hyundai Motors dealership have irked Indians over their social media endorsement of Pakistani propaganda related to Kashmir. Let us take a look at some of the other brands that have faced the ire of online users.

Tanishq Jewellers
In October 2020, a Tanishq ad that showed a pregnant Hindu woman escorted by her Muslim mother-in-law to her bridal shower ceremony was not well received by the netizens. It faced so much online backlash that the company had to withdraw its commercial.
The online users had accused that the ad was meant to promote love jihad. For days, the hashtag #BoycottTanishq was trending.
The idea behind the Ekatvam campaign is to celebrate the coming together of people from different walks of life, local communities and families during these challenging times and celebrate the beauty of oneness, Tanishq, a Tata product in its statement had said.

In October 2021, ethnic wear brand Fabindia had to pull down its promotional ad after it faced flak on social media. Users accused the brand of 'demeaning' the Hindu festival of Diwali. In the ad, an Urdu word was featured 'Jashn-e-Riwaaz' (celebration of tradition).
The company was branded as anti-Hindu and accused of hurting Hindu sentiments by linking its festivals with the Muslim views. The company had to come up with a clarification, which said that its current range of products -- under the name Jashn-e-Riwaaz -- were a celebration of Indian traditions. The company further said that the advertisement was not for the Deepavali collection of products which was separately named as 'Jhilmil si Diwali'. The hashtag, boycottFabIndia, was also trending on social media then.

Surf Excel
In 2019, the detergent making company, Surf Excel ad that displayed Hindu-Muslim unity during the Holi festival, also drew the ire of the public on social platforms. The combined tagline of the ad Daag Acche Hai and Rang Laaye Sang did not go well with the right-wing groups. The company said it was meant to show the love between two communities.

In March 2021, Amazon.com Incs Prime Video streaming service apologised to its audience after some of the scenes in its 'Tandav' series were found to be objectionable for Hindu religious beliefs.
FIRs were filled at different police stations in states like Uttar Pradesh. It was alleged that Hindu gods and goddesses were depicted in a derogatory manner in the drama series.

Dabur
In October 2021, the company was forced to apologise for hurting Hindu sentiments after the Dabur-owned beauty brand Fem launched an advertisement, featuring a same sex couple for Karwa Chauth festival. The festival is about married Hindu women who fast for the long and healthy lives of their husbands.
Dabur had to pull down its ad.

Mankind Pharma
In 2018, condom maker Mankind Pharmaceuticals landed in controversy after its hoardings campaign to mark Navratri festivities showing former porn star Sunny Leone with the phrase 'This Navratri, play but with love' drew online criticism from the public.
The hoardings campaign had come up in parts of Gujarat. The company had to withdraw the campaign and apologise.

Badhaai Do director says they did not just want acceptance from the audience: We want to be allies – The Indian Express

Badhaai Ho, the film that was one of the biggest surprise hits of 2018, made the audience and the Hindi filmmakers sit back and notice that mainstream films could be out of the box, and still work wonders. The film was a big hit at the box office, and even picked a National Film award. Four years later, the producers of Badhaai Ho are back with a spiritual sequel titled Badhaai Do. Starring Bhumi Pednekar and Rajkummar Rao, Badhaai Do is directed by Harshvardhan Kulkarni.The film is based on the subject of lavender marriage (where a man and a woman, who are queer, pretend to be straight and get married to each other to avoid social/parental pressure), and like many other films in a similar space, this one too is a comedy.
Harshvardhan shared with us that his way of looking at the subject was slightly tongue in cheek and not a requirement that was thrust upon him. This is how I like cinema to be. It is middle of the road, it is funny, quirky and full of life and obviously, there are a lot of emotions too, he said. That being said, Harshvardhan added that humour in a film like this does not necessarily need to be slapstick or juvenile; it can be a parody, irony or just go dark. You are laughing but you are feeling the pain inside, it is very delicately woven into this film. I wouldnt say it is a funny film or a comedy film. Its the way you might be moved by it despite you laughing all the way, he said.
In the recent past, films like Shubh Mangal Zyada Saavdhanand Ek Ladki Ko Dekha Toh Aisa Laga have dealt with queer subjects, and gained audiences acceptance. But in the case of Badhaai Do, Harshvardhan said, they wanted to do more. He shared that other films expected tolerance from the audience because it is about the queer community. With Badhaai Do, he said, We went one step beyond and we said, we are going to be allies. We are not going to be just accepting, tolerant, empathetic, and all of that. We are actually going to be allies. This idea of being an ally was woven into the script as Harshvardhan explained that none of the family members of the characters know about their sexual orientation but the audience is privy to that information right from the start. The audience knows and are a part of their journey. They are going through it all, which need not necessarily be serious all the time, he said.
But humour, as we know, is subjective. The queer community is still miles away from getting wholly accepted in mainstream cinema but the audience today is quite vocal about calling out insensitive jokes or tearing apart politically incorrect statements. Despite the filmmakers being careful, there have been gaffes in the past. Does this lead to a lot of second-guessing? He shared that to take care of something like this, it is necessary for them to be not be so adamant about their decisions and create an inclusive workspace, which includes hiring consultants from the community. We had a script consultant who is from the queer community and so there was enough give and take. I love to work like that, he said. Harshvardhan added that not just one person, they shared the script with a group of people. He added, So many things were told to us. Certain things we felt were yaar, its okay, we are ready to take that flak. Because it is never going to be 100 per cent politically correct. Your politics could be very different from mine but there is still a larger view, which one should be sticking to. We have taken utmost care in doing that and not just second-guessing.
While the films two primary protagonists are from the queer community, Harshvardhan shared that there is more to their characters. He shared, There is a line in the film where Bhumis character is explaining to someone that our sexuality is not the only thing about us. He spoke about the many other facets of her life her parents, her job as a PT teacher, her friends and so many other idiosyncrasies that have nothing to do with her sexual orientation. I am interested in exploring those facets as well.
The two-and-a-half-minute trailer of Badhaai Do introduces the audience to the setup of the film, lavender marriage, and Harshvardhan shared with us that the film does not celebrate lavender marriage but they definitely wanted to explore the reason for its existence. He shared, The queer community was scared of the discrimination from the family and the society because, for the society and the family, homosexuality was wrong. Thats why people were in the closet. He explained it in the context of Badhaai Do, These characters decide that this is a good way to live, like roommates. Like just get married and not have the pressure from our parents. You will realise that nobody is going to be celebrating this, this is just the set up.
Harshvardhan added that a film just cant be about liberated people, and it is necessary for the audience to understand the root of the problem. For people to understand, they need to understand it from the grassroot level. It will probably get a wider reach and I feel that that might convert people into becoming allies in the future, he concluded on a hopeful note.

Conservative Bill Sizemore Enters the Republican Primary for Governor – Willamette Week

Bill Sizemore, a former Republican nominee for governor who for decades successfully ran anti-tax ballot initiatives, entered the 2022 race for governor on Feb. 7.
He says his decision was spurred in part by last weeks report by WW that Sandy Mayor Stan Pulliam had in the past been part of a Portland swingers group. I did not want to run unless I saw a path to victory, Sizemore says, and there have been several events that led me to believe that this is the time when we are going to end the 30-year drought of elected Republicans for governor.
Sizemore lost to Gov. John Kitzhaber in 1998 by 34 percentage points, but he had an outsized impact on this state as a founder of Oregon Taxpayers United and in his successful effort to restrict tax increases, specifically Measure 47, which passed in 1996, limiting property tax increases to 3% a year.
He also once declared bankruptcy over $1 million in debts he incurred related to a civil lawsuit won by the states teachers union challenging Sizemores campaign finances and signature-gathering operations. I have the scars to prove I fought all of those fights, and many more, he says in a statement. Whether I won or lost, those battles have built into me the will and strength of character the next governor of Oregon will need to turn our state around.
Sizemore estimates he cut property taxes by well over $10 billion, he also says. Average homeowners across the state have saved as much as $35,000 and more due to my tax measures.
Sizemore, 70, who lives in Redmond, said there were two key factors that made him jump into the primary: First, he doesnt support Dr. Bud Pierce, who currently leads in Republican polling. He says a lot of the right things, Sizemore says, but Im not persuaded that hes truly the kind of strong conservative we need to turn the state around.
And he said Pulliams acknowledgement last week that he and his wife explored mutual relationships with other couples as WW reported last week. Stan Pulliam was making a run at it, but I think his problem, that you guys broke the news on, is going to make it very difficult for him to continue.
Sizemore says he likes his chances, not just in the primary but in the general election as well.
Theres a lot of voters in Oregon right now, reevaluating their commitment to straight line party voting, he says. Theyve seen what leftist Democrats have done to the state and to the city of Portland, all of the lockdowns and mandates and failure to deal with antifa and the homeless crisis in Portland. Thats turning Portland into another Detroit or Baltimore.

Olympics are just around the corner
Last years Olympics were hosted by Japan, and even if you dont know much about Japan, youll probably still know that they love their games. They have a rich history in the games industry. In that way, it wouldve made sense for Tokyo to be the first Olympics that featured esports.
Alas, that didnt happen, but it doesnt mean the jig was up. While esports didnt officially feature at the Olympics, the Intel World Open ran ahead of the opening ceremony, featuring esports. The IOC (International Olympic Committee) does sometimes honour activities in this way sports that dont always fit their idea of an Olympic sport.
Some have bemoaned esports lack of physicality as to why it shouldnt be included in the Olympics, but regardless, its a competitive activity thats here to stay. Esports players have fast reflexes, matches are intense and its exciting to watch, much like traditional sports. Plus, some games in the Olympics arent that physical or heart-pounding, like archery, when compared to other activities.
Its still possible we could see esports included in the Olympics in the future of course. And just this week, it was announced that esports will be a part of the Commonwealth Games in Birmingham.
Esports can be useful for practicing
Some athletes in mainstream sports, like footballers, use gaming as a means to switch off and take some downtime. Others use simulations to play out potential strategies and think about how they should react in any given situation, like F1 drivers using a simulation. Like anything else, a part of it is practice, which esports and iGaming (or online gambling) offers.

The whole esports versus sports debate has been going on for years now but does it matter? There are football fans, there are golf fans, there are esports fans. And they are all very dedicated to their sport. Fans follow their favourite players in sports and esports and are happy to pay to support them, whether its buying a jersey or making a stream donation for example.
When youre doing what you love and youre making a living from it, the validation from a board of Olympic directors wont matter. As the Financial Times said in its article: The Olympics need esports more than esports need the Olympics.

Following recent withdrawals of a number of exhibitors from ICE London 2022, Stuart Hunter, Managing Director of Clarion Gaming, the company organizing the event that will be held April 12-14 at ExCeL, spoke with Yogonet and expressed his respect and support to the "predominantly" land-based clients that have postponed their attendance until February 2023, given their current trading conditions and the new dateline not being ideal for their business. He said Clarion is currently focused on working with a selection of brands that wish to retain a presence at ICE London via sponsored experiences.
Hunter also noted that the Omicron variant spread situation in the UK continues to improve, government regulations on international travel effective February 11 have normalized travel into England, and ICE London has "significant support from major gaming industry brands." He cited feedback showing that the events are already running safely and effectively in venues across the UK and have generated a "hugely positive" response from buyers and sellers alike. April will see "the biggest and most dynamic gathering of the industry ironically since the previous edition of ICE," he told Yogonet.
Could you outline the process leading to April 12-14 as the chosen dates for ICE London? Which have been the main challenges Clarion Gaming had to overcome in order to have those dates confirmed at ExCeL London?
I would like to open by confirming that moving ICE London to April is very much a one-off and a last resort due to the absence of any alternative dates for an exhibition of this size and scale. When it became clear that the original February dates did not give the industry sufficient confidence in terms of concern regarding the Omicron variant we set in motion a reach-out programme to connect with our community of exhibitors, sponsors and attendee groups. Migrating events that are the size and scale of ICE and the co-located iGB Affiliate London represents an enormous challenge and we worked tirelessly through the Christmas period with our colleagues at ExCeL to identify and secure an alternative date. We only really had two potential solutions both sitting either side of the Easter break in April. Neither of them perfect solutions, but our only chance to ensure ICE would be able to run in 2022. ExCeLs support was essential and involved the migration of six other events to enable ICE to have the entirety of ExCeL which is the space required to operate at full capacity. To illustrate the level of demand that exists for space at ExCeL the venue has confirmed that it will host a total of 350 live events during 2022. We appreciate that the new dates do not suit everyone and we will continue to work through any remaining challenges with our clients and support them with their preparations and planning for what is the worlds biggest and most influential gaming industry gathering.
You recently announced that a large number of industry decision-makers will be at ICE London can you expand on that?
The news piece you are referring to which puts the importance of ICE London into sharp focus is based on a large-scale research initiative that we commissioned from independent market research agency Explori covering 1,211 industry professionals, 77% of whom were final decision makers or part of the final decision-making group. The results showed that close to three out of four industry professionals (74%) pre-registering for ICE confirmed that they intend to be part of the London experience when the exhibition returns to ExCeL London (April 12 - 14). It also underlined the importance attributed to the worlds largest business-to-business gambling exhibition. 81% of respondents saw ICE London as being either fairly or very important to attend with the main purpose being to acquire new suppliers and partners (67% of respondents), gain an overview of the market (56%) and to be inspired by new ideas (53%). The fact this research chimes with the responses to a survey undertaken by the European Casino Association of its members confirms the huge importance the international industry places on attending ICE London.
We have seen support from key industry stakeholders and associations. What role are trade bodies and ICE Ambassadors playing in this new situation?
Weve received and continue to receive widespread support from influential organisations including the European Casino Association, the Gambling Business Group, EUROMAT and of course from our ICE Ambassadors, a collection of thought leaders who represent the interests and thinking of the industry. Organisations and bodies such as these serve as a great source of inspiration for the Clarion team and provide an invaluable sounding board.
Can you provide an update on Omicron and what visitors to London can expect?
Whilst the situation with regards to Covid has improved significantly in the UK we remain totally committed to delivering safe and secure editions of ICE London and iGB Affiliate London. In terms of specific changes, at the end of January the UK Government moved to a new more relaxed response level which has involved a significant easing of Covid restrictions including the end of mandatory face masks and a relaxation of the rules applying to Covid Certification Passports and social distancing. In addition, from February 11th vaccinated international travellers will not have to test for Covid on arrival in England: this is a major development that will encourage more visitors to make the journey to London and be part of the ICE experience. I support the view of lead bodies such as UKHospitality and UKinbound that the lifting of restrictions represents a pragmatic step towards normality, they also show that the UK and ICE London are very much open for business. Clarion took a proactive and collaborative approach to Covid, contributing to the drafting and refinement of the widely adopted All Secure Risk Assessment Framework a best-practice guide for events professionals delivering bio-secure events. Our protocols, which have been fully-tested, have the ability to deliver an ICE experience that will be both safe and business-friendly.
Land-based exhibitors including Novomatic, Merkur Gaming, Zitro and TCS John Huxley have announced that they will not be part of ICE London 2022 how do you respond to this?
Our utmost respect, care and support goes out to our predominantly land-based clients that have postponed their attendance at ICE this year until February 2023, due to the current trading conditions and the new dateline not being ideal for their business. We respect their decision and are currently focussed on working with a selection of brands that wish to retain a presence at ICE London via some exciting sponsored experiences that we are working on. I would like to stress that they are postponing their attendance until next year for reasons surrounding the date, the market conditions post-pandemic and remaining concerns that they have surrounding Omicron. We view our customers as representing lifetime relationships this is something thats non-negotiable from our perspective. However, we have a responsibility and a duty of care to the entire gaming industry to deliver ICE London this year. Combined with our IGB Affiliate London event which co-locates with ICE, we will see over 600 gaming companies in attendance by far the biggest business gaming event in the world. The road to ICE was always going to be a challenging one, made even more so due to the arrival of the Omicron variant. However, the conditions in the UK are much improved and we are excited to welcome the industry to London in April, which represents the only opportunity we have to deliver ICE this year. So we are grateful for the support of the wider industry and are focussed on ensuring their experience at ICE in just over two months is truly valuable and acts as a landmark opportunity to see colleagues, customers, regulators and for the global industry to reunite for the first time since February 2020. While the at show experience will be slightly different from 2020, ICE London 2022 remains the largest and most influential exhibition in world gaming. It is going to be something special!
How are other events in the UK faring?
Our trade body, the Association of Event Organisers (AEO), represents companies responsible for running 1,700 events a year, the majority (1,000) of which are held outside the UK so they have a comprehensive view of the global industry. The message coming from the AEO is that UK exhibitions are safe, secure, open for business and providing a Covid secure welcome to visitors and exhibitors from throughout the world. Thanks to the success of the vaccination programme the UK is leading the world in terms of re-opening, and is very much open for business. UK event organisers continue to use the All Secure Guidelines, previously approved by government officials, which is a dynamic risk assessed approach to create safe environments for customers. Venue research conducted by the AEO indicates that customers feel safe and secure, and whilst not a mandatory requirement many initiatives such as improved ventilation, and enhanced cleaning regimes are now standard practice. Those planning to attend ICE London/iGB Affiliate London, should be encouraged and re-assured that shows are already running safely and effectively in venues across the UK and have generated a hugely positive response from buyers and sellers alike. The feedback from companies that have staged events this year is that whilst they are smaller than they were pre-pandemic there is huge pent-up demand from buyers and that exhibitors are doing fantastic business and re-booking for next year. The satisfaction scores and re-booking rates are in many cases higher than they were prior to March 2020.
How important are Events to the industry does in-person still have a role?
The answer to this is absolutely yes. Our experience running iGB Live! and iGB Affiliate Amsterdam five months ago demonstrated quite how much the industry has missed the opportunity to meet face-to-face and the huge commercial value of being able to do so. All of the research weve undertaken, all of the anecdotal comments, all of the conversations that we are having confirm the power of in-person. Official events industry data confirm that nearly seven out of ten buyers (69%) will recommend brands that they have engaged with at events. Theres no doubt that the return of in-person represents a major opportunity for businesses and industries to bounce-back after a torrid two-years.
Some final words for those weighing up a visit to ICE London?
For a major international show such as ICE London, the return to in-person after a two-year absence was never going to be simple. However, whilst the dynamic of what visitors will experience at ICE London 2022 will be different, we will still have 450 world leading brands on the show floor plus the 160 at the co-located iGB Affiliate making April the biggest and most dynamic gathering of the industry ironically since the previous edition of ICE. The Omicron situation in the UK continues to improve, government regulations on international travel, effective 11th February, have normalised travel into England and ICE London has significant support from major gaming industry brands and large swathes of the international industry. Add to this the access visitors will have to initiatives and features such as Pitch ICE, the International Casino Conference, World Regulatory Briefing, the ICE VOX conference programme, Consumer Protection Zone, our brand-new Hosted Meetings Programme and the most comprehensive demonstration and analysis of the Esports phenomenon, all of which contribute to the overall ICE London experience. Its been too long since the industry has been able to meet face-to-face and we are looking forward to bringing everyone together to celebrate the return of the industry in a safe and a secure environment. In these respects, the UK and ICE London are very much open for business and we will do whatever it takes to deliver an unforgettable celebration when the industry meets in London in April.

The country must not be transformed into an arena of regional conflict, and a model of coexistence must be found.
Beirut (AsiaNews) - Parliamentary and presidential elections to be held according to the dates provided for by the Constitution; bringing to light the truth about the double explosion at the port of Beirut in August 2020; accelerating the process of reforms and agreeing with the International Monetary Fund (IMF) on a rescue plan for Lebanon; completing the implementation of the Taif Agreement, closing its gaps and ensuring full sovereignty on Lebanese territory; adopting the system of so-called "positive neutrality" as the basis for foreign relations.
These are the five points outlined by the Maronite Patriarch, Card. Beshara Ra, during the homily of the Mass celebrated yesterday for the feast of St Maron, a religious and civil feast, to save the country of the cedars from a political, economic and institutional crisis that has dragged it to the brink of the abyss.
The cardinal addressed a supplication to the holy founder of the Maronite order, asking him to protect "our country, our Church and our people" so that they may remain "faithful to the mission" in this East troubled by wars and violence. At the same time, he appealed to the highest institutional offices to ensure that the elections are held in accordance with the law.
The function was attended by the head of state Michel Aoun, the president of parliament Nabih Berri and the prime minister Nagib Mikati. The words of Card. Ra's words are linked to fears of a postponement of the vote scheduled for 15 May and feared by some of the government parties and within Parliament, while the country continues its drift towards socio-economic collapse.
The legislative elections are perceived by many Lebanese as an opportunity to change the political and ruling class, accused of being responsible for the unprecedented crisis that has hit the nation. However, rumours are also pointing to a postponement of the vote as the traditional parties see their popularity dwindling and fear the response and the wrath of an increasingly dissatisfied electorate, with three quarters of the population living in increasing poverty.
Addressing institutional officials and the faithful from the altar of St Maron's Church in Gemmayzeh, a district of Beirut, the cardinal recalled that "Lebanese Maronites have made freedom their spirituality" as well as a "social and political project". They have followed the saint's example because of his faith and his values of benevolence, love, gift, dignity and strength. For this reason, he continued, "rancour, envy, hatred, revenge and the spirit of surrender" must be strongly opposed, because history teaches: "The political and military fall of all empires - he warned - is preceded by the collapse of the scale of values".
Card. Cardinal Ra extolled the cultural and religious pluralism that animates the nation, the democratic parliamentary system, public freedoms, the commitment to neutrality and peace, the separation of religion from the State "in a single formula based on coexistence". Lebanon, he continued, should have become "a pioneering project" for East and West and "a meeting place for civilisations", but the "weakness" of the nation "has distorted its message".
Finally, he called for the Land of the Cedars not to be transformed "into an arena for conflicts in the region, a missile platform [referring to Hezbollah] and a battle front". Recognising Lebanon as a homeland, he concluded, means recognising three constants: "the purpose of the coexistence pact, the purpose of the role of Christians and the purpose of loyalty to Lebanon itself. By respecting this historical triangle, we will save the unity of Lebanon and demonstrate its neutrality'.

David Miliband’s Testimony to the Senate Foreign Relations Committee Subcommittee on Afghanistan – International Rescue Committee

New York, NY, February 9, 2022 Chairman Murphy, Ranking Member Young, and Members of the Subcommittee: Thank you for convening this hearing on the humanitarian crisis in Afghanistan and the US response.
The severity of the situation in Afghanistan, reinforced to me by a meeting this week with IRC staff in the country, requires me to speak in blunt terms today. The humanitarian situation is rapidly deteriorating by nearly every measure as we near six months since the change in power and subsequent halt in all non-emergency aid for Afghans. Business as usual will mean that a starvation crisis kills more Afghans than the past 20 years of war. I am here today to appeal to members of this subcommittee to lead the charge for an urgent change in US and international policy, especially economic policy, to avert a catastrophe-of-choice imposed on the Afghan people and a catastrophe-of-reputation left for the US and its allies.
Humanitarian responses have historically received welcome bipartisan support from members of this Subcommittee, the wider Senate Foreign Relations Committee and the US Congress writ large, spanning across Republican and Democratic Administrations. We appreciate the US efforts to support the humanitarian response in Afghanistan - from quick and continuing action to ensure humanitarian exemptions in sanctions to humanitarian aid funding itself.
But this crisis will not be solved by more humanitarian aid. Aid cannot make up for an economy deprived of oxygen. Economic collapse makes the humanitarian challenge like running up an escalator that is going down faster and faster. It becomes impossible. That is why the need today is not just for more aid; it is for different policy.
There is a narrative around Afghanistan that the US must choose between helping the people of Afghanistan or helping the Taliban. The suffering of the Afghan people is seen as an unfortunate byproduct of an impossible situation. My message is that this is wrong. The humanitarian community did not choose the government, but that is no excuse to punish the people, and there is a middle course - to help the Afghan people without embracing the new government.
IRC: A Unique Resource in Afghanistan and in the US
I am speaking today on behalf of the International Rescue Committee (IRC), a humanitarian organization that has provided lifesaving aid and services to Afghans since 1980. The IRC has a unique vantage point from which to offer perspective on the crisis. We are on the ground providing aid in Afghanistan, responding to refugees across the border in Pakistan, supporting those seeking asylum in Europe, and working closely with the US authorities in this country, across two dozen cities, to resettle Afghans and other refugees who have been given the opportunity to start their lives anew. We have resettled Afghans through the Special Immigrant Visa (SIV) program since it was established more than a decade ago. After the evacuation from Kabul last fall, the IRC worked with the US government to support Afghans at all the government reception facilities in Virginia, Texas, Wisconsin and New Jersey and we are continuing to support them as they are resettled around the country with immediate needs such as housing, food and medical care, as well as long-term support.
On the ground in Afghanistan, the IRC has maintained aid operations during the past three decades as power and territory changed hands. Our work began as relief programs for people displaced by the invasion of the Soviet Union, continued during the civil war, and then transitioned to providing aid under Taliban rule in the 1990s, then under the new government and in pockets of Taliban control after 2002, and continue today. During each period, we have adhered to the humanitarian principles of neutrality, independence, impartiality, and humanity.
Since August, our nearly 3,000 staff have resumed operations, providing lifesaving assistance and expanding our programs to reach ten provinces. Afghans make up more than 99% of IRC staff in the country and women make up half of our staff. Last year, we reached one million Afghans with vital services spanning health, emergency cash, education, water and sanitation, and economic recovery programs.
The IRC is responding to the ongoing deterioration by providing emergency winterization assistance and scaling up support for 64 health facilities. We are also launching mobile health teams to travel to treat malnourished children in rural communities with no other access to healthcare. We support those displaced with cash, tents, clean water, sanitation, and other basic necessities. The IRC has expanded our womens protection and empowerment activities in recent years and has become a leading actor in the protection field. Our teams also help Afghans gain self-sufficiency, including by helping local communities plan and manage their own development projects and by providing livelihoods support like climate-smart agriculture programming.
Generous US government funding has helped support our work, including ongoing programs focused on protection and economic (cash) support for women, protection services for at-risk children, and gender-based violence case management and psychosocial support.
The IRCs mandate is to help Afghans survive, recover and rebuild their lives. This means we have a stake in not only seeing humanitarian assistance reach everyone who needs it, but ensuring the causes of humanitarian distress are addressed. The IRC does not take a position on the issue of diplomatic recognition or the wider interests of the US government in Afghanistan. All of our asks of the US government are rooted in what the IRCs experience on the ground shows is required to address the humanitarian crisis and avert a larger catastrophe.
Catastrophe-of-Choice
Afghanistan is moving towards economic catastrophe at breakneck speed. In just the last six months, the country has emerged as the worlds fastest-growing humanitarian crisis. The IRC completed a global analysis exercise in December to identify the top countries at risk of humanitarian deterioration this year. Afghanistan topped our list, surpassing even active conflict zones like Yemen and Ethiopia.
Afghanistan has been uniquely dependent on western support for twenty years. This goes well beyond the military effort. Less than six months ago, over 40% of the economy, and 75% of the governments public spending, came from international donors.[1] Now, the international house of cards that was Afghanistan's economy has come falling down. The international community, overnight, halted its support while freezing Afghan assets overseas. Sanctions, which are meant to be on the Taliban, have in fact chilled almost all economic activity. While those in power in Afghanistan have much to answer for, it is these policy choices of the international community that are the proximate cause of the crisis we face today.
It is one thing to say that Afghanistan needs economic adjustment at the end of a major war. It certainly does. But while a planned and phased shift in foreign aid could be defended, there has instead been a guillotine cutting off desperately needed support. If state collapse was the object of policy, it could hardly be better designed. That is the effective consequence of current US-led policies.
The impact of the current policy mix has been as fast and brutal as it was predictable and preventable.
The economy is disintegrating and the banking system has been crippled. Organizations like IRC, and Afghan families, cannot take more than token sums out of the bank. Some branches have run out of cash entirely and shut down. Businesses cannot do business. And since the humanitarian response does not happen in a vacuum, we are not spared. And at the end of the day, the cost is footed by the poverty-stricken population.
The banking system needs capital to function. But the international assets that underpinned the economy have been frozen, estimated at over $9 billion.[2] A portion of these frozen assets - estimated at at least $500 million belonged to Afghan individuals and businesses. In Afghanistan, a trade deficit has left the country with almost no other sources of funds to fall back on to deal with economic shock or maintain the value of local currency. Without access to foreign reserves, essential currency auctions used to support the value of the Afghani have ceased, while traders have lost access to US dollars needed to pay for imports. The value of the countrys currency is estimated to have plummeted by at least a quarter. To cap it all, as confidence is lost in the banking system, most suppliers now demand payment in cash, perpetuating a vicious cycle where shortages of cash are making access to cash more important than ever. Yet the import of $8.5 million worth of Afghani banknotes from the Polish printing press that has the contract has been blocked by fears of falling foul of the sanctions regime.[3]
Humanitarian actors like the IRC also depend on banks and access to cash to pay our staff, procure items locally, and run operations. Yet a humanitarian response which the UN says needs $4.4 billion this year is now forced to move to informal channels.[4] Just last week, UN staff reported that the UN has $135 million sitting in a bank that they cannot use because the bank cannot convert it to local currency.[5] Humanitarians are dependent on local money brokers (Hawalas), which are providing a vital stop gap, but they cannot act as a substitute for the banking system. Meanwhile, many local Afghan NGOs without international bank accounts do not have these options and are even more constrained.
Livelihoods are evaporating across the board, in both the public and private sector. The largest employer in the country was the government. Now, the government does not have the funds to pay salaries for doctors, teachers, sanitation workers, or other civil servants. In the private sector, businesses cannot withdraw enough funds to pay employee and day laborers salaries, many of whom lack bank accounts or savings and depend on daily cash wages to feed their families. Farmers are increasingly unable to afford food for livestock or agricultural inputs, threatening their income and ability to provide for local communities. At least 500,000 Afghans have lost their jobs since August, while many more have seen their salaries reduced or unpaid for months.[6] UNDP has projected unemployment could rise by over 40%,[7] while 97% of Afghans could be living below the poverty line by mid-2022.[8]
As a result, ordinary Afghans do not have enough cash in their pockets to buy food, pay for medicine, or afford transportation to health clinics. As the Afghani depreciates, the cash available is worth less and less each day. As people can neither access savings in the bank nor receive daily wages, the demand for goods has plummeted.
Foreign businesses and commercial actors are disengaging from Afghanistan for fear of running afoul of sanctions. Sanctions on the Taliban were imposed two decades ago, but have taken on new implications since the shift in power that the US has yet to fully clarify. Many foreign banks, including those that act as correspondence banks for international wire transfers, are unwilling to facilitate transactions into Afghanistan. Some of the commercial banks deposits are caught up in frozen assets, while other funds were held abroad but are now stuck in limbo as international correspondent banks are hesitant to engage with the central bank. The reason seems to be fear of being caught up in the sanctions regime. The US Treasury Department has been helpful in clarifying the range of humanitarian activities that are not subject to sanctions. But at the time of writing there is little clarity about commercial activities, including whether commercial fuel imports or machine parts imports are a sanctions risk. Yet Afghanistan depends on imports for 80% of its electricity and nearly all fuel.[9] The chilling effect, on suppliers and their financial backers, is obvious.
State services are crumbling, from health care to education. Many civil servants havent been paid in six months or more, creating a risk that they leave their jobs or even the country with a ripple effect across service delivery. Some workers have already quit. The government cannot afford to procure items or pay for basic operations. Warnings of state service collapse are not hyperbolic. By September - just weeks after funding for the health system was halted - a mere 17% of previously supported health facilities could fully function.[10] By early November, IRC assessments found 60% of health clinics we assessed did not have the capacity to deliver nutrition programming as malnutrition rates spiked. Afghanistan is now confronting its fourth wave of COVID-19 with this collapsing health system, with ripple effects across disease surveillance, COVID-19 vaccination campaigns, and treatment. While the UN has provided stop gap measures at facilities run by NGOs, support for government-managed facilities is nearly non-existent. All COVID-19 hospitals, 1,000 health clinics, and over 60 hospitals at provincial levels all excluded from current funding plans. By September, a quarter of COVID-19 hospitals had already shut down.[11] Despite stop gap measures via UN agencies, even funded health facilities are struggling to afford fuel for ambulances and power generators, water, and even food for patients. One hospital has resorted to cutting down trees around the hospital for heating.
Last fall, our staff spoke to Farida[12], a midwife at an IRC-supported health clinic. She is also the sole earner for her family. She reported she and the rest of the staff at the clinic had not received salaries in six months, faced shortages of medicines and lacked running water. She warned, if no one helps health clinics or provides their salaries then we cannot help those women who come here and need our help. The IRC had previously been providing Covid-19 infection prevention and control at the clinic, but we scaled up efforts after World Bank funding was suspended, including by paying salaries, bringing running water and solar power to the clinic. Farida described the challenges she sees in her patients: the majority of the pregnant women who visit us have financial problems... When I tell them to eat good food because you are pregnant, they say we can't. They cannot afford fruits or other necessary nutrition. Despite these challenges, Farida is determined to continue her work, I feel very happy that I can help women in need... I am able to serve my people.
The crisis is affecting every aspect of life for virtually all 40 million Afghans and sending humanitarian needs spiraling. The entire population faces the prospect of poverty, while half face hunger. Even Afghans that were spared previous periods of conflict and crisis - those in urban areas, the upper middle class and the well-educated - are now affected. Only 2% of Afghans have enough food to eat today.[13] Almost 9 million people are one step before famine conditions.[14] This is the highest figure ever recorded in Afghanistan and the largest in the world today. Food is still available in markets, yet the threat of famine looms as people have no access to cash to buy the food. In places like Herat, our staff even hear reports of people resorting to selling organs. Others are leaving for Iran through informal and illegal routes because they cannot meet their most basic needs inside Afghanistan.
In one of the worlds youngest populations, the welfare of a generation of Afghan children is at risk. Nearly half of the population is under 15 years old.[15] Many of these children have missed two years of school due to COVID-19. Girls should be allowed to go to school, and we welcome recent announcements from Taliban leaders to this effect, but no child will learn if schools remain closed without funds to pay teachers. Some of these children may never return to school if the economic crisis means they need to support their families. IRC staff are already seeing rises in child labor. Families are being forced to make decisions no one should have to make, including selling off young daughters so they can buy food for the rest of their children. One woman was about to resort to selling her daughter for $200 until she received cash assistance from the IRC that allowed her to help support her family.
Our staff on the ground spoke to a woman named Hajeera[16] who recounted how she had lost her job as a house cleaner and her family could no longer even bring in cash from begging. Nowadays, the problems have multiplied there is no money or sight of money." Two of her children, both under the age of five, had died within the past two weeks. She said both were malnourished and her infant daughter is now sick because she cannot afford food. When I take my baby to the doctor, he says there is no medicine left. If I take it somewhere else, I cannot afford it. We are facing a lot of problems. Right this moment, we do not have flour to make bread. She explained how her family did not have enough food, clothes, or even wood to keep warm. The family had resorted to burning plastic to try to survive the winter. She said, My message to the world is that please help us please send us food or other supplies so I can rescue my children.
Across the country, Afghan women like Hajeera, whose rights are held up to justify Western policy choices, are in fact the people bearing the brunt of this crisis. Our staff say uncertainty defines every aspect of life for Afghans - uncertainty over the next time they will have an income or their children will return to school. Afghans tell us they feel completely in the dark about their own futures.
Charting a way forward
The wealthiest and most powerful countries have spent nearly six months deliberating the way forward, but Afghans lives are worsening every day that goes by without action. We understand that some of the choices in front of the US and its allies may be unpalatable, but the choices facing too many Afghan families are unimaginable: to sell a body part or a child to survive. These stories are sensational, but sadly not sensationalist.
The severity of the crisis requires the US and its partners to radically and urgently shift their approach and to move quickly across the following five areas. The US has a unique role to play in each given its direct control of the majority of Afghan financial assets, the wide-ranging impact of the US sanctions regime, and its position as the largest contributor to key international financial institutions.
First, support the urgent reprogramming of the full World Bank-managed Afghanistan Reconstruction Trust Fund (ARTF) for basic services like health and education. There is $1.2 billion remaining in the fund, which provides a proven, trusted method for service delivery. The US should press for the scope of the fund to broaden given the severity and scale of unmet needs, for instance funds should ensure that health clinics have not only medicine and other health supplies, but also fuel, electricity, and clean water. These funds should also be used to pay essential civil servants who are the lifeblood of these services. We welcome the new guidance last week from the US Treasury that salary payments for public employees are permissible in Afghanistan today. Afghanistan is not the first place where the world has grappled with this challenge. The World Bank has adopted similar programs in Yemen and Somalia, including funding for civil servant salaries. These funds could be directed through UN agencies and NGOs to bypass the government. With new legal guidance and past experience to draw on, we now need political will to move it forward.
Second, clarify the limits of US sanctions to catalyze private sector engagement in Afghanistan. US sanctions on the Taliban have existed for twenty years, but the change in power in August has sparked new uncertainty about the reach of these sanctions. It remains unclear whether the US government considers the entire Afghan government to fall under sanctions on the Taliban. General licenses for humanitarian actors have been vital for our aid operations, but private actors have received little clarity on commercial and financial transactions beyond those for humanitarian activities - but upon which the humanitarian response and 40 million Afghans depend. When there are gray areas, private actors will take the most risk averse stance. Commercial actors and international banks are effectively treating the Central Bank and line ministries as sanctioned entities. The US government should engage in more public, proactive, forward leaning guidance on allowable commercial activities, including essential imports, to address the chilling effect on private actors and catalyze immediate engagement.
Third, inject liquidity to help the economy to start functioning again. A phased release of funds is the foundation to allow Afghans to access their deposits, to enable banks to provide loans and allow traders to pay for essential imports. The clearest way to do so at the scale required is to start to release frozen Afghan assets. We appreciate legal questions that require the attention of the US government. However, the US should prioritize efforts to separate out private assets from government assets and release private reserves. The US should also encourage European capitals to release assets under their control, estimated at around $2 billion. The US should work to support the UNs proposed Humanitarian Exchange Facility that could help provide some liquidity by facilitating dollar-for-afghanis swaps between humanitarian organizations and Afghan companies, even if it is not a scalable or long-term solution.
Fourth, support technical efforts with the central bank and finance ministry to stabilize the economy. The central bank is the linchpin to ensuring the steps I have outlined have their desired effect. Microeconomic steps should be accompanied by a macroeconomic approach. If frozen funds are released or Afghani banknotes are shipped in, then the central bank has an irreplaceable role to play in currency auctions to stabilize the currency and avoid further depreciation or inflation. It can help rebuild confidence in the banking system so that greater functionality of banks and eased financial transactions leads to deposits in the banks once more, rather than capital flight. There are no sustainable workarounds that try to bypass the Central Bank and create parallel, shadow systems. No private bank could effectively take on this role.
Foreign technical assistance, including from the World Bank and IMF, will be critical to restore the core functions of the central bank and ensure sufficient monitoring and oversight of funds to rebuild the confidence of donors and Afghans alike. The US should seek to ensure institutions like the World Bank and IMF have sufficient legal guidance from the US and mandates from their executive boards to allow them to engage with the central bank. The US should help convene a meeting on the Afghan economy, bringing together the World Bank, IMF, and major donors to determine a pathway forward.
And finally, rally international support for the humanitarian response. More than half of the population needs life-saving humanitarian aid this year. Meeting their needs requires $4.4 billion - a more than tripling compared to last year. The UN pledging conference planned for mid-March is an important opportunity to galvanize pledges to fully fund the response. The US announcement of $308 million last month is a welcome step. But humanitarian aid is not a silver bullet. If the other measures I outlined are not taken, then requirements for humanitarian aid will only rise. As the head of UN OCHA, Martin Griffiths, warned, without action, next year well be asking for $10 billion.[17]
Afghan staff on our team say to me: nation building is our job, not yours, but you can either help or hinder, and we want Western help. The steps I have outlined can halt the slide towards the worst case scenarios like famine and buy time for the international community to chart a path forward for its engagement with Afghanistan so we are not back here in a years time facing the same dilemmas.
There is no shortage of technical ways forward - but there is a shortage of political will to act on them. The options in front of the US will get worse the longer it waits to act. If the state is allowed to collapse, with civil servants leaving the country en masse and the financial system left in ruins, the investments of the past twenty years will be lost and it will take a generation to rebuild this capacity and expertise.

IOM Comprehensive Action Plan Calls for USD 589 Million to Support Afghanistan and Neighbouring Countries – International Organization for Migration

Geneva The International Organization for Migration (IOM) is today appealing for more than USD 589 million to respond to the urgent humanitarian and protection needs of over 3.6 million crisis-affected persons and to strengthen the resilience and recovery of communities both in Afghanistan and in six neighbouring countries.
IOMs revisedComprehensive Action Plan (CAP) for Afghanistan and Neighbouring Countriesbuilds on its expertise in responding to migration and displacement crises and strengthening integrated approaches to migration management, governance and sustainable development, as well as on its operational presence in Afghanistan and in all neighbouring countries.
The ongoing crisis in Afghanistan is intensifying humanitarian needs and increasing displacement risks both inside the country, as well as across borders to countries in the region, said Ugochi Daniels, IOM Deputy Director General for Operations.
Nearly six months after the August 2021 political upheaval and resulting political transition, more than half of the Afghan population are now in need of humanitarian assistance, which is 30 per cent more than last year. This means Afghanistan faces a real risk of systemic collapse and humanitarian catastrophe, as nearly all Afghans have now plunged into poverty.
As projected when IOMs CAP for Afghanistan and neighbouring countries was initially launched in September 2021, the political, social and economic shocks in Afghanistan have reverberated across the country and the region.
As a result, more than 700,000 Afghans were driven into displacement in 2021, adding to around 5.5 million people already in protracted displacement by mid-August 2021. Afghans, and in particular women and girls, are facing increasing vulnerabilities and protection risks.In addition, a trend of increased cross-border mobility dynamics has been observed in the past year. Given the risk of further deterioration of the socio-economic and security situation in Afghanistan, internal displacement and cross-border movements, mainly to Iran and Pakistan, are likely to continue in the coming months.
The sheer level of internal displacement, coupled with increasing population movements across the region, as well as the higher than usual rates of cross-border returns observed in the past few months, have required IOM to further strengthen its regional approach to the crisis and, alongside international partners, to review the scope of the response and related funding requirements for the coming years.
In fact, as needs are growing, a failure to sustain and improve access to essential services and restore livelihoods, alongside the need to effectively address the vulnerabilities of populations affected by the crisis, will only increase displacement trends and population outflows within and across borders.
Without this latest comprehensive regional* response which applies a mobility lens to combine rapid humanitarian action with mid-to longer-term development planning, DDG Daniels said economic and social conditions in Afghanistan will continue to spiral downwards and risk further wiping out development gains made over the past 20 years.
In the months following events in August 2021, IOM has continued to deliver life-saving humanitarian and protection assistance to Afghan populations in need and provided early recovery and livelihood support to communities through area-based programming.
In addition, IOM has also scaled up its operational capacities both in-country and in the region to enhance the regional understanding and response to the crisis. A total of approximately 600,000 individuals were reached with IOM assistance in Afghanistan and neighbouring countries between August and December 2021. Among these, more than 260,000 vulnerable Afghan returnees were provided with multi-sectoral assistance at key border crossings and IOM reception and transit centres.
As the second-largest provider of emergency shelter and non-food items in Afghanistan, IOM has been able to distribute more than 196,000 winterization assistance to help displaced Afghan populations withstand the harsh weather conditions.
IOMs health operations, active in 12 out of 34 provinces in Afghanistan, continue to provide healthcare including COVID-19 vaccination efforts to some of the hardest-to-reach populations, who in some cases had received no assistance in the decades before the arrival of IOMs teams.
Through our flagship Displacement Tracking Matrix, we are operational in all 34 provinces of the country and can now systematically monitor internal as well as cross-border population movements, said Stuart Simpson, IOM Chief of Mission in Afghanistan.
Simpson said that IOM has adapted its data collection methods to ensure that information can be collected safely and has expanded its capacity throughout the region. Additionally, IOM has been working on developing a comprehensive analysis of movements throughout the region and has now started disseminating its information products with pertinent stakeholders to contribute to a better understanding of regional mobility dynamics and a more informed response.Regional mobility dynamics will continue to guide IOMs work in Afghanistan and the neighbouring countries and will enable strengthened collaboration with government institutions in the region and local communities to address drivers of migration and displacement, mitigate the mid-term impact of the crisis on societies, and support recovery and resilience for longer-term sustainable development.
