More and more states have legalized online sports betting, with the most recent being New York, which launched FanDuel Sportsbook, among mobile apps for wagering.

Other states have set the wheels in motion to legalize online sports betting in the near future.

And in one particular state, many have been wondering:

When will online sports betting be legal in Ohio?

Per the Ohio Casino Control Commission, sports betting in Ohio has a launch date set for January, 1, 2023, after Gov. Mike DeWine signed House Bill 29, which legalized sports betting throughout the state whether it be online or at a brick and mortar casino. The bill was signed on December 22, 2021.

The Ohio Senate passed HB 29 in June 2021, but like most of the sportsbooks that have been legalized in various states around the country, Ohios delay in passing of the bill centered around issues with the online betting aspect.

That now, of course, has been resolved.

So what are the next steps to getting a live launch for Ohio sports betting?

With the signing of the House Bill 29, sports betting is technically legal in the state of Ohio.

However, online sports betting is not as no app operators have been approved just yet.

Also, while there are 11 operating casinos in Ohio, none of them have sportsbooks. That is likely to change, however, as its expected most of these casinos will apply for sportsbook licenses.

The state will be allowed to start issuing sports betting licenses on April 1.

While January 1, 2023, is the target date, some Ohio lawmakers are hoping to launch sports betting earlier.

We want to get this up and running as soon as possible, but were building a whole new industry, Sen. Kirk Schuring said at the time of the HB 29 signing to The Cincinnati Enquirer. Were hoping it can be done sooner (than January 1, 2023).

There is some work to be done first. Paperwork, choosing which operators will get sportsbooks, and server testing, to name just a few.

The HB 29 calls for as many as 25 online sportsbooks initially. Casinos, sports teams, stadiums, bars, and restaurants can all apply for licenses. And, of course, online apps can apply to be online betting operators, too.

Casinos and sports teams that have initial licenses can apply for a second if they can prove to the Ohio Casino Control Commission (OCCC) that it will benefit the state economically.

It is unknown at this time what sportsbooks will be coming to Ohio, although the FanDuel Sportsbook, an affiliate partner of Heavy, has been operating Daily Fantasy Sports (DFS) in the state for sometime.

It is assumed FanDuel, among other online apps, will make a strong push for an online sports betting license in Ohio as soon as they possibly can.

FanDuel, which has a sportsbook at Valley Forge Casino in King of Prussia, entered the PA online betting scene in July of 2019.

Ohio is one of the most populated states at roughly 11.7 million, 7th-most in the U.S., according to 2021 numbers.

The state also has professional sports teams in the NFL (Cincinnati Bengals, Cleveland Browns), NBA (Cleveland Cavaliers), MLB (Cincinnati Reds, Cleveland Guardians), NHL (Columbus Blue Jackets), and MLS (Columbus Crew, FC Cincinnati). There are also over a dozen major colleges and universities with Division I athletics.

The Ohio Legislative Service Commission estimates sports betting can eventually produce upwards of $3.35 billion in revenue in the state.

For comparison sake, two bordering states with similar populations Pennsylvania (12.8 million) and Illinois (12.6 million) are seeing record-setting numbers.

According to Legal Sports Report, Pennsylvania posted a record $84.9 million in revenue in November 2021, while Illinois set a revenue record of $78.2 million over the same month.

A 10 percent tax on net revenue will be implemented, with roughly 98 percent of that going toward funding public and private K-12 education and the remaining 2 percent will go toward problem gambling assistance.

As for some geographical tax rate comparisons, Pennsylvania taxes 36 percent for online sports betting, West Virginia, like Ohio will be, is 10 percent, Michigan is 9.65 percent, and Indiana 9.5%.

Newly legalized New York has a 51.5 percent tax rate.

Mobile sports betting has been off to a hot start in New York two weeks after it launched.

New York sportsbooks took in $150 million in bets during the first weekend alone of legalized mobile sports betting, according to the state Gaming Commission.

Ricky Saldana is a lifelong sports bettor and wasted no time placing bets the day New York legalized mobile sports gaming.

"I'm just happy that I can be in my living room and just doing it from my phone," says Saldana.

He's one of the nearly 900,000 New Yorkers to place a bet in the first two weeks since it was legalized, according to the state.

"I love sports but the regular season is kind of boring, so this brings excitement to the regular season," says Saldana.

Michigan online sports betting launched on January 22, 2021. Now that weve gone once around the sun since it became legal to bet on sports online in Michigan, lets take a look at what its meant for the state and what the future holds.

By all measures, Michigan has been a success for an industry thats rapidly expanding and also finding its legs. When it launched, Michigan was the third-most populous state to offer mobile sports betting (based on citizens 21 years or older).

After a year that saw more than three billion in sports betting handle, Michigan moves into year two with a full steam of momentum. An even better 2022 is likely, but there are ways to improve online sports betting for Michigan citizens.

As state Representative in Michigan from 2015 to 2020, Brandt Iden worked on sports betting legislation that eventually became the bill signed by Gov. Gretchen Whitmer in December of 2019. Hes proud of the efforts to launch online sports betting in Michigan, and he sees legalization primarily as a consumer safety issue.

The biggest reason we wanted an online sports betting bill to be passed in Michigan was to safeguard citizens, Iden told Gaming Today in an interview. The revenue is nice, but most importantly, with unregulated offshore betting options out there, we wanted to protect consumers in Michigan.

This is a low-margin industry, Iden says, so primarily for Michigan our concerns were with regulation.

Thanks to the careful manner in which Michigan legislators and state officials handled their rollout of sports betting, Michigan has become a template for others.

Other states have adopted what has become known as The Michigan Model for their sports betting, Iden says. Both Arizona and Connecticutadopted many of the facets of sports betting law that Michigan pioneered, especially in regards to working with tribal governments.

The Michigan Model can be classified as careful legislation, consumer protection, and a fair tax rate and low license fee (just $150,000 for commercial operators). The approach allows sportsbooks to make a profit, while still guaranteeing a healthy market and tax revenue for the state and cities (Detroit taxes its three casinos involved in sports betting). Michigan also laid out the welcome mat to online casinos and online poker operators, an olive branch to those niche industries that have been popular with Michiganders. The state also allows betting on in-state collegiate athletics, something not every jurisdiction has been willing to do.

In his current position as Head of Government Affairs for Sportradar (a licensed supplier of sports betting data that operates in several states across the country), Iden sees Michigan as a success story, but theres still room for improvement.

Theres more that the state could do for problem gambling, Iden explained. Id like to see Michigan implement a Gambling Addiction Court, similar to what we see in Nevada.

Michigan has drug courts, so why not a court to assist people who have an addiction to gambling or encounter financial problems due to a gambling problem?

Michigans decision to keep the tax rate on online sports betting relatively modest has led to smaller tax revenue than some states that have taken an axe to sportsbook operators. Operators in Michigan pay a 9.65% tax rate on adjusted gross sports betting receipts.

The Michigan Gaming Control Board was authorized to license 15 operators for online sports betting. As of January 2022, there are 14 active, including industry leaders BetMGM, Caesars, DraftKings, FanDuel, BetRivers, and PointsBet.

Heres a month-by-month look at sports betting handle, hold (the amount the sportsbooks won), and tax revenue generated by the industry.

While more than $3.6 billion in sports bets were placed in the state in 2021, only $7.2 million was paid to the State Treasury in taxes from online sports betting last year. Thats a small amount compared to taxes brought in from other activities.

In contrast to online sports betting, online casino games like poker and slots paid $201.7 million in taxes to the State of Michigan Treasury last year, and an additional $55.4 million to the City of Detroit.

Also, more than $40 million in taxes were generated from hunting licenses in Michigan.

The bulk of tax revenue from online sports betting in Michigan is earmarked for K-12 education programs and problem gambling resources. As the states sports betting market matures and sportsbooks temper bonuses designed to lure new customers, that revenue should swell.

But the economic benefits are more than just tax revenue. Jobs have been created, and while its difficult to nail down how many new jobs are in Michigan since January of 2021 from sports betting, those new payroll taxes must be added to taxes on sports betting winnings to get closer to the industrys economic impact on the state.

The process phase in Michigan, in which state regulators debated and implemented the rules for governing online sports betting, coincided with the unwelcome arrival of COVID-19. As a result, many tribal casinos in Michigan that partnered with sportsbooks faced a challenging economic period in 2020 and into 2021.

While the state determined the best way to launch and monitor sports betting, casinos closed for months across Michigan due to the rapid spread of COVID-19. Online sports betting (and the allowance for online registration) provided a path to revenue that didnt require folks to leave their homes.

As sovereign nations, licensed tribes are free to allow on-reservation retail and mobile/online sports betting. But in a wrinkle, Michigan tribes are permitted to provide statewide mobile sports betting beyond tribal lands. That type of betting, typically done in conjunction with a commercial sportsbook partner, is regulated under Michigan law.
