Senate Democrats pledge to reform marijuana laws and repair the damage done by the war on drugs – The Independent

After his state legalised recreational marijuana, expunged criminal convictions and opened a pathway to a billion-dollar cannabis industry in an effort to reverse the damage from the ongoing war on drugs, Senate Majority Leader Chuck Schumer is reviving his push to legalise it at the federal level with or without support from the White House.

Now leading a Congress with a razor-thin Democratic majority, the New York senator who first introduced legislation to do so in 2018 is preparing another round with senator Cory Booker and Ron Wyden, Politico reports.

The war on drugs has been a war on people, and particularly people of colour, Senator Schumer announced on Saturday. Im working in the Senate to end the federal prohibition on marijuana and to repair the damage done by the war on drugs.

President Joe Biden has not supported arguments to expand legalisation at the federal level.

I certainly will have an ongoing conversation with him, and tell him how my views evolved. And hope that his will to, Mr Schumer told Politico.

But at some point were going to move forward, period, he added.

New York is now among 15 states and Washington DC that have legalised marijuana for recreational use.

Governor Andrew Cuomo signed legislation into law on Wednesday that provides justice for long-marginalised communities, embraces a new industry that will grow the economy, and establishes substantial safety guards for the public, he said in a statement.

New Yorkers aged 21 and older are now allowed to possess up to three ounces of cannabis for recreational use, or 24 grams of concentrated forms. The state will implement a regulatory framework for future use in the coming months.

The law also creates automatic expungement of previous marijuana convictions for possession that is no longer criminalised a reversal that will impact thousands of New Yorkers.

It also aims to help people with previous convictions as well as people involved with selling marijuana illegally to participate in the states burgeoning legal market.

After the White House announced that five staffers were fired for past marijuana use, a group of congressional Democrats has urged the president to clarify your employment suitability policies, remove past cannabis use as a potential disqualifier, and apply these policies with consistency and fairness.

Repercussions for cannabis use have always been unequal and those with the most power have always faced the fewest consequences, they added. We ask that you dont allow that pattern to continue within your administration.

Indiecast: Looking Back To 2011 With The War On Drugs, And More – UPROXX

In last weeks episode of Indiecast, Steven Hyden and Ian Cohen reflected on the year-end lists they made in 2011. They spent time discussing albums like Real Estates Days and M83s Hurry Up, Were Dreaming, albums that were very highly regarded at the time.

This week, they are using the benefit of hindsight to revise those lists and name the albums that might have flown under the critical radar in 2011, but we can acknowledge today to have been very influential. For Hyden, these are albums like The War On Drugs Slave Ambient and Wye Oaks Civilian, while Cold Caves Cherish The Light Years and Drakes Take Care still reign supreme in Cohens mind.

Manipur: Drug peddler arrested with 84 kg of opium worth over Rs 4 crore – The Indian Express

Manipur police Friday arrested a drug peddler along with 84.45 kg of opium worth over Rs 4 crore in the international market.

The arrest was made by a team of Imphal West district police commandos on Friday at Shantipur area in Imphal West district. The police team also recovered Rs 19.85 lakhs in cash from the drug peddler.

The arrested individual identified himself as one Sandeep Limbu, 31, presently staying at Shantipur, Kanglatongbi.

K Meghachandra, Superintendent of police, Imphal West said, The drug peddler was detained while a team of police was conducting patrolling and checking at Shantipur areas. We received information about the presence of anti-social elements in the area.

On checking the premises of the mans house, the police team found a bag containing 22 black packets hidden inside his van. When the packets were examined it turned out to be opium altogether weighing 84.45 kg worth Rs 4,22,25,000 in international market, said the SP.

On preliminary questioning, the man reportedly confessed that the opium consignment was to be delivered to a man named Karan, who is based in Guwahati. It is learnt that Sandeep had earlier transported consignments of opium to Guwahati using his van.

The arrested person along with the drugs have been handed over to Sekmai police station for further action.

The Imphal West SP appealed to people of the state to extend their support to the war on drugs initiative taken up by the government in order to root out the drug menace confronting the state.

Opinion: Treat Drug Use Like the Public Health Risk That It Is Maryland Matters – Josh Kurtz

Too many people who use drugs end up in jail instead of getting the help they need. Heres one way to fix that.

If there is one thing we have learned over the past 145-plus years, its that interaction with the criminal justice system for drug-related charges does not increase health or safety. Criminal justice system involvement does, however, come with a host of other negative consequences for people who use drugs, including the increased likelihood of contracting HIV and/or hepatitis C. Not to mention the consequences of any interaction with the criminal justice system on a persons ability to find stable employment and housing.

Our current approach is ineffective and expensive for the state, and it does more harm than good for individuals and communities. Drug use is ultimately a public health issue, and it requires public health solutions. The more we embrace this idea, the sooner we can make Maryland communities safer and healthier for every resident.

Thats why its such an important step that the Maryland House of Delegates passed House Bill 372 (91-39), the Maryland Senate passed Senate Bill 420 with amendments (31-16). Heres hoping the bill will become law.

The goal of proposed HB 372 and SB 420 is to decriminalize the possession of drug-related paraphernalia. Baltimore Harm Reduction Coalition, for which I oversee policy advocacy efforts, and our community is proud of the work toward decriminalization thus far, especially the efforts of bill champions Sen. Jill Carter and Del. David Moon.

If passed as written, HB372 would: 1) redefine controlled paraphernalia to support public health and reduce drug war tactics that target drug users; 2) repeal existing portions of law that criminalize possession of paraphernalia for personal use; and 3) reduce or eliminate penalty for possession of paraphernalia for delivery or sale. If passed as amended, SB420 would not include No. 3 above, and so it would continue to criminalize possession of paraphernalia.

Without this important provision of the law, we wont achieve the clarity and fairness that is needed. The current amendments to SB420 would allow for police involvement and prosecution of people carrying paraphernalia if said officers determine the supplies are for delivery, distribution or sale. These amendments would continue to put the health and safety of loved ones, our community health workers and our communities at risk.

Just last week, a participant of an authorized syringe service program (which is already legal) in Baltimore City was arrested and jailed for attempting to bring items considered paraphernalia to a loved one in another county who needed these life-saving supplies. They had easier access to sterile supplies and were just trying to help their loved one.

At the mercy of current laws and under the version of SB420 as amended, this person was, and would continue to be, punished for trying to help someone achieve greater safety and serve public health goals. Regardless of whether or not the charges will be dropped, this person has had their life turned upside down, spent time in jail risking exposure to COVID and has not been able to attend to their loved ones.

This story is all too common in Maryland, and this is why we need to decriminalize possession of paraphernalia under any circumstance right now. If distribution, delivery and sales of paraphernalia are not protected, our states public health remains under threat.

Moreover, if we dont fully decriminalize the possession of paraphernalia, we leave too much to the discretion of individual police officers and prosecutors. The law will be inconsistently and often unfairly applied, and harms will continue to accrue.

The Senate Judicial Proceedings Committee should support HB 372 as written to ensure that the logic of the law is sound and that there are no major loopholes to criminalize people for carrying life-saving supplies. There is no need for these bills to move to conference the solution we need already exists in HB 372.

The war on drugs has ruined far too many lives, and we need a new approach one that puts people, communities and public health first. The state must decriminalize paraphernalia now and ensure that, as Del. Moon says, the syringe does not come with jail and instead treats drug use as the public health issue that it is.

Clear Signs of Recent Erosion on Mars – Universe Today

Erosion can take many forms. Most commonly known is water wearing away the sides of creeks or lakes. But wind can erode just as effectively, especially if it carries dust particles that can eat away at otherwise solid objects. While this wind-driven process is most commonly observed on Earth, it plays a role in the history of most other rocky bodies that have an atmosphere. Recently, a team lead scientists from the Planetary Science Institute found evidence for some erosion from between 50,000 and a few million years ago in Marss polar ice cap. That is a blink of the eye by geological standards.

No matter how old they are, the patterns the eroding winds create are breathtaking, spiraling into what looks like a fractal pattern when viewed through the eyes of some digital mapping software. The area affected by the winds is also absolutely enormous, coming in at 10 times the total volume of the Grand Canyon.

The spiral patterns are actually troughs in the ice that form as a byproduct of the erosion processes. Those erosion processes actually carve chunks out of the polar ice cap, exposing long buried ice that is otherwise inaccessible. Models of the ice cap hint that that newly accessible ice might hold some interesting further discoveries if human or robotic explorers are able to access them.

One potential discovery is to see if the water stored in the polar ice cap is fresh water or not. Much of the easily available water on Mars has dissolved hazardous chemicals, such as perchlorates, that make it unsuitable for human use. Purifying this water to make it useable would be both energy and time intensive, neither of which will be in abundance in any early Martian colony.

Alternatively, models suggest that the ice exposed as part of the polar cap erosion process was never held in liquid form, and therefore might be free of the impurities that plague other water sources on the red planet. If that is the case, the polar cap itself might serve as a reservoir for humanitys water needs when human explorers finally set foot on Mars.

Another discovery is more scientific than practical, but interesting nonetheless. Models also suggest that the new exposed ice is ancient, dating back hundreds of millions of years. On Earth, scientists regularly drill ice cores to collect data on the paleoclimate the climate of the planet that happened before humans started keeping records. Unfortunately, these techniques are useful only back a few million years due to Earths ever changing climate.

Alternatively, the ice cores exposed through erosion on Mars might date back hundreds of millions of years, as they have not melted and reformed repeatedly over that time, as the cores on Earth have. This would be the equivalent of looking back to the climate during the time of the dinosaurs on Earth. It would provide an insight into the climate of the red planet farther back than almost any tool available currently on Earth.

That additional information is only accessible if we are able to get to the exposed ice though. For now, there are no missions planned specifically to search out these pockets of exposed ice. But if the erosion process continues, there might be some even newer pockets of it to explore when humans finally do visit.

Dogecoin Surges 10 Per Cent After Elon Musk Tweets That SpaceX Is Going To Put Memecoin On Moon – Swarajya

The surge took Dogecoin on top of the market cap of over $8 billion with a circulating supply of 129 billion. According to CryptoSlate, this is a surge of more than 3,434 per cent over the past year. However, within the past week, Dogecoin managed to grow by as much as 23 per cent.

This tweet was one of the many Dogecoin-related comments Musk has made in recent times. He once said that it would be the future currency of Earth. This particular cryptocurrency started as a meme in its initial days while carrying the famous Shiba Inu dog image.

But now, like other competitors, Dogecoin has also gained popularity and even Musk has accumulated a stack for his nine-month-old son.

But that is not the end of the Musk and cryptocurrency tale. In December 2020, while responding to a Twitter thread, started by Artificial Intelligence researcher Lex Fridman, Musk said that the future Mars economy will run on cryptocurrency.

The billionaire, who is one of the co-founders of online payments giant PayPal, also suggested that it could be Marscoin or Dogecoin.

Marscoin And Dogecoin

According to the website of Marscoin, this cryptocurrency is dedicated to supporting the Mars human colony and other space-related programmes intended to get humans living and thriving off of Earth.

Marscoin is a testbed for experimentation with technologies that might help early colonists on Mars build governance, voting, inventory tracking, trading and capital allocation, the website explained.

But it looks like Dogecoin could be a more likely candidate for a future economy beyond Earth as it is more popular than Marscoin and shares many decentralised attributes as Bitcoin.

Last year, Musk also changed his Twitter bio to "Former CEO of Dogecoin". He wrote on the social media platform, "One word: Doge".

On Christmas 2020, he tweeted, "Merry Christmas & happy holidays!" attaching an image that included the Dogecoin logo.

How NASA Is Using AI to Develop the Next Generation of Self-Driving Planetary Rovers – EnterpriseAI

With each new generation of NASAs Mars rovers, improvements in AI, machine learning and other advanced technologies continue to make them more autonomous as they traverse the Martian soil looking for clues about the history of Earth and our solar system.

But there is still more work to be done to give future planetary rovers even more powerful autonomous self-driving capabilities, according to Shreyansh Daftry, a robotics technologist with NASAs Jet Propulsion Laboratory in Pasadena, California. Daftry presented a talk on the topic March 31 (Wednesday) at the virtual AI Systems Summit put on by Kisaco Research.

The latest Mars rover, Perseverance, landed safely on the red planet on Feb. 18, filled with new innovations and grandiose plans for exploring the Martian surface for the next two years. Perseverance already uses early forms of AI to find its way around Mars, but like the Curiosity rover before it, its autonomous systems work at speeds far slower than if humans were on board to drive them over the surface, said Daftry.

Thats where future AI, ML and other advancements are aimed at making even broader improvements as researchers and engineers look to developing better, faster rovers to work with humans as they explore planetary destinations beyond Earth's moon, he said.

My team has been working on developing autonomy and guidance that could help our rovers drive just like a human driver would, Daftry said. While we understand that it would probably take hundreds of years for AI to match human intelligence, even if it could just model some of those behaviors it would help improve the driving capabilities of our rovers so they would be able to drive significantly safer, faster and further than we do today.

To do that, much more data is required including the processing of huge numbers of images from the rover itself as it traverses the terrain, he said.

NASAs earlier Curiosity rover, which landed in August of 2012, is guided on Mars each day by a team of human researchers. The researchers upload commands to the rover to direct it where to go and what to do to accomplish its mission the next day. Those procedures are necessary due to the time it takes for data and commands to be sent or received from Earth over the 293 million miles between the planets.

This has been the typical way NASA has operated and developed missions in the past, and this has worked so far, said Daftry.

With the new Perseverance rover, however, its algorithm has been improved to allow the latest rover to be operated continuously, without having to stop to crunch numbers.

Daftry wants to build upon that progress on future rovers using AI.

Overall, our long term vision is to create something like Google Maps on Mars for our rovers so the human operator can specify the destination where they need to go, and the rover uses the software to find that spot, he said.

Making Mars Rovers Faster

While autonomous rovers today cant move as quickly as scientists would like, past space vehicles have shown it is possible, including NASAs lunar roving vehicles, which accompanied three crewed Apollo missions in 1971 and 1972.

Those lunar rovers were driven by U.S. astronauts across the moons surface at comparatively high speeds, almost 100 times faster than todays rovers can move across Mars, said Daftry.

The key difference between how Perseverance moves today on Mars and how the lunar rovers moved across the moon in the 1970s is that the lunar vehicles were powered by humans, without the need for AI, he said.

And even though NASA has built many advanced exploratory vehicles and machines in the past, they're not really what I as a trained roboticist would yet call intelligent, said Daftry.

The current operating procedures for Perseverance and Curiosity are not scalable for future missions, especially if they also involve humans traveling to planetary destinations which are even farther from Earth or setting up colonies on Mars, he said.

There's a growing need for future spacecraft to be autonomous, self-aware and have the ability to make critical decisions on their own, despite the challenges of distance, said Daftry. Imagine having a team of 100-plus engineers and scientists sitting here on Earth, controlling each of those assets. Sounds crazy, right? The only way that we can scale up the space economy is if we can make our space assets self-sustainable. And artificial intelligence is going to be a key ingredient in making that happen.

An extension of that could be the possibilities of sending human astronauts on future missions along with robots, which would create human-robot teams that could work together, said Daftry.

A lot of the work right now is under technology development and our hope is to infuse them into our future Mars rovers in the next three to five years, he told EnterpriseAI. Some may be easier to integrate already but others may need more maturity to ensure it doesnt compromise safety. We are still far from solving the problem of trustworthy AI systems.

First versions of these coming systems may include offering suggestions to the next-gen systems to aid in decision making, and maybe eventually using black box decision-making once verification and validation steps can be incorporated, he said.

In some ways we have been already using AI on Mars for decades since it runs computer vision algorithms for autonomous localization on rovers, he said. The Mars Exploration Rover and the Curiosity rover have been doing fully-autonomous navigation drives on Mars for more than 10 years. We even have a computer vision-based detection system (AEGIS) that runs onboard the Perseverance rover and finds interesting rocks to sample.

These past projects have pretty much all used classical AI and robotics model-based techniques, though, said Daftry. If we define AI in the context of data-driven approaches, we are only getting started, and this is where my team and I are pushing to infuse ML/DL and data-driven approaches in general. Some technologies are easier to infuse like semantic segmentation because you can easily put safety checks on top of it. But other aspects like onboard adaptation, where you let your AI system learn in-situ, is a totally different regime because it breaks the very fundamentals of how we do system verification, and needs us to rethink how to build trustworthy systems.

Progress is being made on these projects and Daftry says his dream is to deploy the first deep learning algorithm on a Mars rover in the next three years, with extensive AI-based, on-board autonomy as a central piece for all rovers in the next 10 years.

I see this as one of the greatest grand challenges of AI and robotics in this century, said Daftry. One of the things that's very close to my heart is human exploration. I would love to work towards how these robots can become even more intelligent so that they can really work with human teams in a very seamless fashion. It has a huge potential to revolutionize space exploration in the future, but there are a lot of key challenges that still remain.

In a surprising revelation, Space Exploration Technologies Corp.'s (SpaceX) chief executive officer and chief engineer Mr. Elon Musk has decided to put his company's plans for the Starship interplanetary transport system on hold. Musk, who founded SpaceX in 2002 with the sole purpose of making humanity an interplanetary species, takes the decision with a heavy heart as he cites safety concerns from extraterrestrial life to potential settlers on the red planet in a fresh filing with the United States Agency for Interplanetary Safety (USAIS).

His comments, made in a filing seen byWccftech, reveal that while SpaceX has been busy developing the technology to transport humans to Mars, the company has been unable to make any progress to enable future settlers to claim the red planet for themselves.

Musk's original plan for Mars envisioned terraforming the planet to meet human needs. Since then, his vision has evolved to developing a transport system capable of thousands of flights to Mars for delivering cargo and crew.

Yet, both of these plans failed to account for extraterrestrial life on the planet, laments the executive. "Our decision to send my Tesla Roadster on top of the Falcon Heavy was influenced by the need to offer potential life on the planet a gift. However, as the Roadster overshot Mars orbit, we have likely angered the potential inhabitants of the planet, as they now might think that we were mocking them all along," highlighted Musk.

"This opens up the potential for some very hostile Martians waiting for us when we land on Mars. Given SpaceX's focus on developing transport systems, we believe that we will not have the capability to engage the Martians in combat should we encounter them on our missions," said the executive to the USAIS.

Musk had confirmed in 2018 that his Tesla Roadster would end up missing the Mars orbit, and SpaceX's later filings with NASA outlined that while the vehicle had indeed exceeded its destination, it would not make it to the asteroid belt.

What does this mean for SpaceX? Well, the company hasn't canceled all plans for Mars exploration. "Starting today, all SpaceX employees will be required to undergo combat training to prepare them for any eventuality in the future. Space exploration is a risky business and you never know what you might encounter," outlined the company's chief combat officer Mr. Duck Boris. SpaceX has set up a new department called Operational Combat Readiness, and Mr. Boris will be responsible for preparing future settlers for any alien encounters.

And while Starship might not be used for taking humans to Mars, it will still be important for setting up SpaceX's Starlink internet constellation and for providing point-to-point travel on Earth. "We are also considering options for dumping packages full of smartphones, tablets and laptops on the Martian surface in a bid to provide its potential inhabitants with internet connectivity after Starlink is operational in the Mars orbit. This will open up a communication channel that will enable the aliens to understand that we come in peace and are not interested in taking over their planet" said Musk.

Today's revelations come after SpaceX tested its Starship SN11 prototype in the midst of a dense fog in Boca Chica, Texas earlier this week. "We chose to test Starship in a fog so that our plans could not be observed by the Martians. Rapid testing is likely to make them uneasy, and they might take preemptive actions," stated Musk.

In this Pandemic one of the industries that came to a screeching halt was the entertainment industry. Sure, theres a lot of entertainment value in grand set piece battles, personal duels, or even two wizards engaging in a magical combat to the death. But there are those of us who enjoy a more arcane pleasure: edge of the seat thrills as protagonists struggle to build vast infrastructure projects. I would argue that providing London with a functional sewer system was more exciting than defeating the French at Trafalgar. Why read Riders of the Purple Sage when the same author wrote what is, to my mind at least, a much more engaging book: Boulder Dam, a thrilling historical account of the building of the dam!

A few other SFF authors have embraced the romance of large-scale engineering projects. Here are five inspirational examples.

The traitor George Washington is almost two centuries dead. The once rebellious colonies are now content within the British Empire. The Atlantic still divides the imperial children from their doting British mother. It falls to Washingtons descendant Captain Augustine Washington, to tether Britain to America with nothing less than a transatlantic tunnel! Hurrah!

Many might (and many have) expected Augustine to be a bad seed, carrying as he does within his veins the blood of one of historys greatest villains. Nevertheless, Augustine is a dutiful subject and a superlative engineer. He is highly motivated. Not just by patriotism, but by passion of a more personal variety. Completing the tunnel will not merely unify an empire; it may win him the hand of the woman he loves.

Located sixty degrees ahead of Venus, the Venus Equilateral Relay Station and the three thousand people working within the converted asteroid are a critical element in interplanetary communications. Without Venus Equilateral, contact between Earth and Venus would be disrupted whenever orbital dynamics placed the Sun too close to line of sight between the worlds. With Venus Equilateral, messages can flow back and forth without interruption. The stations services are indispensable.

One might expect therefore that Venus Equilateral would be sacrosanct, spared the machinations of the ambitious. Not so! The hard-working engineers and the women to whom they explain things at great length are forever defending Venus Equilateral from officious bureaucrats, would-be space pirates, and not least, the hard-working engineers themselves, none of whom ever pause for consideration before unleashing their latest paradigm-breaking inventions on a poorly prepared world.

At first glance, Steerswoman Rowan lives in a fantasy world, one in which the common folk depend on lore gathered and disseminated by a guild of Steerswomen. They are also subject to the whims of powerful, aloof wizards. Wizards and Steerswomen do not mix.

Readers eventually learn that this is no fantasy world. The Steerswomen are busy creating pure science from scratch. The wizards in contrast might be called engineers, shaping their world with applied sciences whose basis they do not completely understand and which they will not share with others.

Although Rowan is not aware of the fact, her world is the stage for a centuries-long project, an epic struggle to reshape a world. A few hints have fallen into Rowans hands, enough to lure her out into the Outskirts where human-compatible organisms rub shoulders with biochemically incompatible plants and animals. The quest should be straightforward. After all, how dangerous could the innocuously named Routine Bioform Clearance be?

The Ring Collapsiter exploits certain useful properties of hyperdense matter to provide humanity with superluminal, high-bandwidth communication across the inner Solar System. There is but one small flaw in the system, the very one that compels Her Majesty Tamra-Tamatra Lutui, the Virgin Queen of All Things, to visit a scientists isolated Kuiper Belt retreat.

As long as the Ring Collapsiter functions properly, all is well. Should something a natural mishap like a flare, perhaps, or deliberate sabotage disrupt the systems holding the ring in place above the Sun, all is somewhat less well. If the hyperdense collapsium in the ring fell into the Sun, the side-effects could well exterminate life across the Solar System. This would be bad. Accident and malice are inevitable. It falls to scientist Bruno to prevent doomsday.

Bridging the wide river that divides the Empires Nearside from Farside would be challenge enough were it to span a conventional river. In this case, the river is concealed within a caustic mist. If that were not enough, creatures, some quite massive, lurk within the mists. Each trip across the river is a calculated risk.

Kit Meinem of Atyar has been tasked to build a bridge over the river. The project will take years, long enough for Kit to get to know and become fond of the people on either side of the river. It was one thing to plan the bridge without knowing those it would affect; its quite another when you know the people who will lose their livelihood. Especially when some of those people are friends and lovers.
