An Elusive Immigration Compromise – New York Times

But of course there are counterarguments. Immigration may hurt the wages of high school dropouts, but it offers modest economic benefits to most natives, and obvious benefits to the immigrants themselves. And some of the trends that worry immigration skeptics have improved over the last decade. Illegal immigration from Mexico and points south has slowed substantially since the mid-2000s. The future of immigration looks more Asian than Latin American. Conservative fears of a disappearing southern border or an ever-expanding Spanish-speaking underclass should be tempered somewhat by these shifts.

Moreover, as writers like Robert VerBruggen of National Review and Lyman Stone at The Federalist have pointed out, you can address many of the costs of mass immigration by embracing the new bills points system without also making its steep cuts.

Thats because a system that focused more on skills and education and job prospects would automatically put less pressure on wages at the bottom. It would increase immigrations economic benefits, and reduce its fiscal costs. And it would presumably bring in a more diverse pool of migrants, making balkanization and self-segregation less likely.

So thats probably the immigration compromise were waiting for: a version of the Cotton-Perdue points system, the shift to high-skilled recruitment, that keeps the overall immigration rate close to where it is today.

But there are two obvious impediments.

The first problem is that the Cotton-Perdue proposal is associated with a president whose ascent was darkened by race-baiting, and whose ability to broker any deal is seriously in doubt. By making immigration central to his campaign, Trump helped make this bill possible. But his campaign rhetoric also makes it more polarizing than its substance deserves, and his incompetence makes its legislative prospects dim.

The second problem is that mainstream liberalism has gone a little bit insane on immigration, digging into a position that any restrictions are ipso facto racist, and any policy that doesnt take us closer to open borders is illegitimate and un-American.

Thats how we got the strange spectacle of CNNs Jim Acosta, ostensibly a nonpartisan reporter, hectoring the White Houses Stephen Miller last week with the claim that Emma Lazaruss poem about the huddled masses means that the U.S. cannot be self-interested in screening new arrivals.

It was a telling moment, as was Acostas self-righteousness afterward. Liberalism used to recognize the complexities of immigration; now it sees only a borderless utopia waiting, and miscreants and racists standing in the way.

As long as these problems persist a right marred by bigotry, a liberalism maddened by utopianism it is hard to imagine a reasonable deal.

But as long as a deal eludes us, the chaotic system we have is well designed to make both derangements that much more powerful, both problems that much worse.

A longstanding principle of the Utah Taxpayers Association is if a service can be found in the yellow pages, then government shouldnt be providing it. We have seen far too many times where government attempts to compete with the private sector and ends up wasting taxpayer money. One prime example of this is the failed UTOPIA boondoggle that continues to plague the 11 cities that created the entity.

On Aug. 14, the Utah Infrastructure Agency, which was created in 2011 to give UTOPIA more borrowing capacity, will vote on taking out a $13 million bond to further build out the UTOPIA network in hopes of making the whole effort profitable. The vote will likely pass but the effort to make UTOPIA and UIA a success for taxpayers will never be realized.

This attempt to continue to send money after a bad idea has to stop. The private sector is already providing the same service that can be obtained through UTOPIA and it is past time that the local governments that created this mess find a way out.

Recently, the University of Pennsylvania released a study that examined 20 municipally owned fiber networks from across the nation; UTOPIA was included in the study. The report found that a majority of these networks struggle to recover the costs that were incurred to build them. It went on to show that of the 20 projects, only nine have had a positive revenue stream but that of those nine, five are generating returns so small that it would take more than 100 years for the project costs to be recovered. Only two of the 20 networks are expected to earn enough to cover their project costs during the useful life of the networks.

The Penn report went on to state that these government-owned ventures struggle to ever make a profit and put taxpayers in danger of seeing their local government increase debt, lose bond rating status and elected officials becoming distracted from other important issues because they are solely focused on the governments fiber business. The report found that if UTOPIA continues in its current state, that the project will likely never turn a profit. It observed in a five-year span from 2010-2014 that the network only obtained 11,000 subscribers and that with a low subscription take the network was realizing less than $30 in revenue per household in the cities that make up UTOPIA. That is well below the $446 per household benchmark achieved by other projects that the report looked at.

I am often asked why the Utah Taxpayers Association cares so deeply about the UTOPIA issue. One statement from the Penn report sums up why we have taken the position we have as the report states, Many cities managing these projects have faced defaults, reductions in bond ratings, and ongoing liability, not to mention the toll that troubled municipal broadband ventures can take on city leaders in terms of personal turmoil and distraction from other matters important to citizens. City leaders should carefully assess all of these costs and risks before permitting a municipal fiber program to go forward.

The risks and consequences are too much for taxpayers to shoulder. UTOPIA and UIA officials should vote against the upcoming $13 million bond and start looking for new directions to take the network that will be beneficial for taxpayers instead of continually investing money into a sinking ship that will never be sea-worthy.

8 P.M. UPDATE: The showers and thunderstorms associated with a strong tropical wave over the central Caribbean is showing signs of organization, according to the National Hurricane Center in Miami.

Additional development is possible while it moves west-northwest at 10-15 mph, and a tropical depression or tropical storm could form over the northwestern Caribbean before it reaches the Yucatan peninsula late Monday or Tuesday, according to the Hurricane Centers outlook issued at 8 p.m. Theres now a 70 percent chance of formation in the next five days.

Its also possible for a tropical depression or tropical storm to form over the Bay of Campeche during the middle of next week after the system passes over the Yucatan peninsula. An Air Force Hurricane Hunter aircraft is scheduled to investigate the system tomorrow afternoon, if necessary.

Meanwhile, shower activity associated with an elongated area of low pressure about 1,000 miles west-southwest of the Cabo Verde Islands is becoming slightly more organized. Some additional slow development is possible during the next two to three days before the system encounters less favorable environmental conditions during the middle part of next week.

Forecasters put the chance of development over the next five days at 50 percent as the system moves generally west-northwestward across the tropical Atlantic Ocean at about 15 mph.

The National Hurricane Center dropped the chance of development for a system in the central Atlantic Ocean, but forecasters say they expect some development as it heads toward the Antilles.

The National Hurricane Center is watching two areas for tropical development.

A large area of disturbed weather more than 1,000 miles southwest of the Cabo Verde Islands, and still more than 2,000 miles from Florida, has been given a 30 percent chance of developing into a tropical cyclone by Monday afternoon and a 50 percent chance by Thursday afternoon, the NHC said in its 2 p.m. advisory. The system is moving west-northwest at about 15 mph.

Forecasters are also closely watching a system in the central Caribbean Sea that they say is starting to show some signs of organization, with data showing a small area of winds just below tropical-storm force. The system is moving west-northwest at 10-15 mph, and forecasters say a tropical depression or storm could form over the Yucatan peninsula Monday or Tuesday.

A hurricane hunter aircraft is scheduled to fly into the system Sunday afternoon at this time.

Whats a little rain compared to the high spirits of thousands of colourfully-clad masqueraders?

Not much, as Toronto discovered Saturday at the annual Caribbean Carnival Grande Parade.

Thousands took part in Saturdays parade, from Toronto locals to travellers coming from as far away as Alabama, Montreal, and everywhere in between.

They all shared ample enthusiasm for celebrating Caribbean culture.

The great thing about Carnival is that theres no judgment, Kimberly King said, pointing out that the purpose of coming to the Grande Parade, for many, is to simply dance and celebrate.

King and her friends drove from Washington, DC on Friday. They had to sort out a couple of costume mishaps, but neither that, nor the prospect of rain dampened their spirits.

She said they made the decision to come to the event because Washington no longer hosts its own version of Caribbean Carnival.

Some took the opportunity to advocate for equity. The Canadian Union of Public Employees (CUPE) members, passed out small Black Lives Matter signs to participants.

Its an opportunity for the community to come together, Kayla Beckford, a participant from Toronto who carried one of the signs, said.

Vilma Caceres, who walked with the CUPE group, held a large Equity sign while walking in the parade, noting that she did it because she believes in equality for all.

For some, the Caribbean carnival experience is all about tradition. Siobhan Eli, who is from Barbados, said that she attends many such carnivals every year.

This years Toronto parade was the very first that she has participated in, rather than watching from the sidelines.

This year is a different experience because Im actually involved in the parade, she said. I feel more connected, you can enjoy yourself a bit more. You get to shake up and dance!

Part of what makes Caribbean carnivals so special is that it brings people from different countries and cultures together in celebration, Eli said.

When each band puts their perspective on what each section is going to be its pretty awesome, she said.

She chose an elaborate costume with yellow, orange and green feathers.

I figured as a Black woman that yellow would look spectacular, she said.

Toldis Spence has an even longer relationship with the Grande Parade in Toronto. She moved to Canada from Jamaica 46 years ago, and has been going to the parade every year for the past 30 years.

This year, she brought along some special guests: her four- and five-year-old granddaughters Raven and Blair.

Its a good time for family, Spence said, noting that the young girls had a blast gathering feathers that had fallen from costumes.

Royal Caribbeans Majesty of the Seas will be adding Havana, Cuba as a port of call beginning in March, 2019. The ship homeports in Port Canaveral and accommodates more than 2,700 passengers.

Majesty of the Seas homeports in Port Canaveral and accommodates more than 2,700 passengers.

The Havana stop will be part of a four-night cruise, including a day at sea, 12 hour stay in Havana, from 8 a.m. to 8 p.m., and then another day and night sailing back to Port Canaveral.

Empress of the Seas is currently the only Royal Caribbean vessel to offer cruises to Cuba. Those cruises began in April of this year.

Empress of the Seas currently operates a 7-day cycle with four night cruises sailing every Monday through Friday, stopping at Nassau, Coco Cay (a private island owned by Royal Caribbean), and one day at sea.

A three-night cruise follows to Nassau and Coco Cay only each weekend.

Aug. 5, 2017 - There remain two areas of interest/concern:

(1) SW Gulf of Mexico & Bay of Campeche - gradual tropical development possible through the weekend/early next week. This can be a "hot bed' this time of year & any development would primarily impact Mexico &/or far South Texas. The tropical wave - 90L - currently over the Caribbean is moving steadily west/northwest showing some signs at attempted organization as the shear gradually lessen the more west the wave goes. The European model continues to be the strongest taking a hurricane into Mexico well south of Brownsville, Texas while the GFS model holds off development a little longer longer resulting in a somewhat weaker system but hitting about the same area. The UKMET model shows little or no development keeping the low pressure farther south & therefore more over the land mass of Mexico & Central America. It would appear the window for greatest concern for a full fledged tropical cyclone hit south of Texas would be Tue./Wed. (if the storm develops).

(2) Eastern & Central Atlantic where an active tropical wave ('99-L') has a good chance to develop into a tropical cyclone but is showing no signs of organization for the moment. The GFS model has been the most emphatic on this wave becoming a powerful hurricane & making a beeline west/northwest underneath the strong Bermuda high over the Central/Eastern Atlantic though has backed off on recent model runs (that's why one should never get too wrapped up in individual model cycles). The European model eventually dissipates a weak tropical cyclone... the UKMET model is generally somewhere inbetween. It's most likely the a faster/stronger developing system would end up farther north (poleward) while a weaker system would go farther west largely steered by the low level trade winds. For the moment.... I favor a weaker system that ends up farther west - at least initially. The problem could be in the longer term when conditions might become more favoarable for stronger development (late next week/next weekend - ish).

'90L':

Another midsummer cold front is diving deep into the South, but this one will stall earlier than last week's front.

URI basketball heads to Bahamas on working vacation – The Providence Journal

SOUTH KINGSTOWN They were celebrated as Atlantic 10 Tournament champions and NCAA Tournament qualifiers the last time the University of Rhode Islands players and coaches appeared in front of their fans at the Ryan Center in March.

Saturday marked what could be the last time those milestones are publicly discussed by the Rams, who held an open practice prior to their six-day trip to the Bahamas this week. URI is actively attempting to turn the page on the season.

E.C. Matthews will be sidelined for precautionary reasons after having his right knee scoped in April. Jared Terrell will return from Adidas Nations camp in Houston and play limited minutes.

It was such a fun year with so many great memories, but weve got a new season upon us shortly, URI coach Dan Hurley said. This is a good reminder.

The fact that they came out early in the morning to see us practice and see what we look like, it was a blessing, Matthews said of the fans. Were going to need them to make a good run this year.

URI officials generously estimated a crowd of about 1,000 on a rainy Saturday morning, a gathering that witnessed the Rams go through their usual offseason drills. Defensive closeouts, transition offense and halfcourt sets were the areas of emphasis, with reserve big man Andre Berry and junior college forward Ryan Preston among the standouts. Both players will be vying for minutes with sophomore forward Mike Layssard and redshirt freshman center Michael Tertsea in a frontcourt that graduated key pieces in Hassan Martin and Kuran Iverson.

These guys are a huge part of whether we can get back to where we were, Hurley said, also singling out returnees Cyril Langevine and Nicola Akele. So much of our focus on the trip and practice has been just bringing these guys along as much as we can this summer.

Matthews and Terrell will be replaced by a deep group of guards that still includes breakout NCAA star Jeff Dowtin, veteran point man Jarvis Garrett, Stanford Robinson and talented freshman Daron Russell. Christion Thompson (right knee surgery) will be sidelined.

Were really going to work on getting guys a lot of minutes who didnt get a lot last year, Hurley said. Well really focus on our frontcourt.

URIs traveling party leaves early Monday for the Atlantis Paradise Island Resort. The Rams are expected to play at least two games, practice at least twice and perform community service at a local school. URI will also enjoy the resorts many amenities, including a formal team dinner and a boat ride before scattering for the final couple of weeks of summer break.

Itll be a nice six-day trip for us, Hurley said. Some sightseeing, some community service, some competition, the chance to practice a couple of times just great team bonding.

We want to do bigger and better things, Matthews said. Obviously what we did last year was good, but we want to set the bar even higher.

Penn State basketball departed ontheir week-longforeign tour in the Bahamas yesterday. The team will get to play three games against professional teams local tothe islands,butthey'll also spend plenty of time soaking in the sun. These tours aren't intended to be any more ofabusiness tripthanavacation for the coaches and players.

However, the program announced during football's media day that one vital player was left behind. Redshirt sophomore Mike Watkins did not travel with the team this week. Ashort statement releasedby head coach Pat Chambers seems to describeWatkins' exclusion asa disciplinary action.

With Watkins already expected to rejoin the team next week upon their return, it's likely this remains an internal matter.But missing out on a once-in-a-lifetime experience at aBahamas resort with your teammates is a strong message to send by the head coach.
