Dog named Freedom recovering at Branford animal shelter – WTNH Connecticut News (press release)

BRANFORD, Conn. (WTNH) - A dog a named Freedom is recovering at the Dan Cosgrove Animal Shelter in Branford and is doing much better.
Freedom was brought to the shelter on Wednesday. His teeth were shaved down and he had marks on his legs indicating he may have been tied up. His ears were also badly damaged.
Officials believe Freedom was injured in an illegal dog fighting ring. Police are now investigating.
When we first initially saw him our thought was that he was used as a bait dog as part of a fighting ring, said Laura Burban, director of the Dan Cosgrove Animal Shelter.

Shelter staff are not sure exactly where the dog was found. He had surgery to fix his ears on Wednesday night and his injuries were cleaned. Though he was not feeling well on Thursday, he has been improving.
Over the weekend hes kind of taken a turn for the better, said Burban. Hes wagging his tail, happy boy, happy to meet people and give kisses and those types of things.
Burban walked Freedom outside the animal shelter on Monday. He was curious and friendly. The dogs ears are healing, though he still has visible wounds on his face and legs.
The vets think the dog is from five to seven years old, and that he is some sort of pit bull mix. They will be doing a DNA test to find out for sure.
For right now were just focused on getting him healed and having his true personality come out, Burban said.
Freedom has a long road ahead. Staff will be introducing him to more people as he gets better. The hope is after that he will go to his forever home.
Were thinking hell probably need a full month to fully heal, Burban said. Then were going to start really evaluating him to see what kind of home hes going to do best in.
Staff say some families have already expressed interest in adopting Freedom after he gets better.

Freedom Caucus backs three debt ceiling options – The Hill

The House Freedom Caucus is pushing for Republicans to adopt one of three possible approaches to the debt ceiling, calling for it to be addressed before Congress adjourns for the August recess.
Treasury Secretary Steven Mnuchin has urged Congress to increase the debt ceiling before the August recess, but the Congressional Budget Office has estimated that the country will not run out of borrowing options until mid-October.
Mnuchin has also urged a clean debt lift, which would keep any additional policy riders on the sidelines, but senior administration officials have continued voicing their support for attaching such riders.
That option was proposed in a bill introduced Thursday by Rep. David SchweikertDavid SchweikertFreedom Caucus backs three debt ceiling options Bipartisan lawmakers give blood in honor of Scalise GOP senators pleased with Ivanka Trump meeting on family leave, child tax credits MORE (R-Ariz.).
The second option would acquiesce to the debt ceiling being attached to the budget resolution, but demand that associated mandatory spending cuts increase to $250 billion.
The House Budget Committee had originally settled on $150 billion in cuts, mostly from welfare programs, but the Freedom Caucus had refused to support the plan unless cuts increased to $200 billion. Moderate Republicans have said that even the lowest of these figures would be difficult to pass.
The final option would be to link the debt ceiling to the ObamaCare repeal effort in the event that the bill was split into separate repeal and replace sectors.

Liberman: Israel will retain freedom of action in Syria – The Jerusalem Post

Israel is not bound by the US-Russian brokered ceasefire in Syria and will act when and where necessary to protect its security interests, Defense Minister Avigdor Liberman said on Sunday.
Liberman, on a tour of Ashkelon, said that Jerusalem is studying the understandings reached between US President Donald Trump and Russian President Vladimir Putin regarding the cease-fire.
Israel reserves its complete freedom of action, regardless of any understandings or developments, Liberman said. We retain exclusive responsibility for the security of Israeli citizens, and therefore our freedom of action is absolute. We will do everything that is needed.
On another matter, Liberman addressing reports in a Lebanese newspaper about a possible deal involving the release of the bodies of two slain IDF soldiers held by Hamas and two Israeli civilians being held by the group in Gaza said there were continuous efforts underway to gain their release.
However, he said, There is no significant breakthrough, the efforts are continuing all the time.
Prime Minister Benjamin Netanyahu addressed the Syrian issue at the start of the weekly cabinet meeting, saying Israel will welcome a genuine cease-fire in Syria, but that it must not enable the establishment of a military presence by Iran and its proxies in Syria in general and in southern Syria in particular.
Netanyahu has long told the Russians that in any order that will emerge in a post-civil war Syria, Israel will not countenance either an Iranian or Hezbollah presence on the Golan Heights. The premier said that he discussed matter last week with both Putin and US Secretary of State Rex Tillerson. Both told me that they understand Israels position and will take our demands into account, he said.
Netanyahu said Israel will carefully monitor the developments in Syria, while strongly upholding our red lines.
He defined those red lines as preventing the transfer of precision weapons from Iran to Hezbollah, via Syria; preventing Hezbollah or Iranian forces from establishing a ground presence along the border with Israel; and preventing the establishment of a permanent Iranian military presence in Syria.
Meanwhile, a monitor and two rebel officials said that the US-Russian brokered cease-fire in southwest Syria was holding, in the latest international attempt at peacemaking in the six-year war.
The United States, Russia and Jordan reached a cease-fire and de-escalation agreement this week with the aim of paving the way for a broader, more robust truce.
The announcement came after a meeting between Trump and Putin at the G20 meeting of major economies in Germany.
The Syrian Observatory for Human Rights, a Britain-based war monitoring group, said calm was prevailing with no air strikes or clashes in the southwest since the truce began at noon on Sunday.
The situation is relatively calm, said Suhaib al-Ruhail, a spokesman for the Alwiya al-Furqan rebel group in the Quneitra area.
In Deraa city, another rebel official said there had been no significant fighting. It was quiet on the main Manshiya front near the border with Jordan, which he said had been the site of some of the heaviest army bombing in recent weeks.
A Syrian official indicated that Damascus approved of the cease-fire deal, describing the governments silence over it as a sign of satisfaction.
We negotiated a cease-fire in parts of Syria which will save lives, Trump said on Twitter on Sunday. Now it is time to move forward in working constructively with Russia! The deal marks the first peace-making effort in the Syrian war by the US government under Trump, appearing to give him a diplomatic achievement at his first meeting with Putin.

Why Myanmar’s Suu Kyi Has Failed on Media Freedom – The Diplomat

The current governments approach looks eerily familiar.

The National League for Democracy (NLD)-led government in Myanmar has now been in office for more than a year, with Aung San Suu Kyi as de facto head of government. Suu Kyi certainly wields sizable influence. In fact, Suu Kyi has often been criticized, by commentators and members of her own party, for keeping too tight-fisted control of actions by the government, so much so that NLD members of parliament seemingly have little to do.
To be sure, on some policy areas, Suu Kyi does not have the level of control that leaders of other, more established democracies enjoy. The military remains an extraordinarily powerful actor in Myanmar, and one apparently capable of operating, in outlying areas at least, without even clearing policy through the Cabinet. The military retains its percentage of seats in parliament, essential control over its budget, and its strong resistance to any constitutional change. Proponents of constitutional change that might reduce the formal powers of the armed forces, like former NLD lawyer U Ko Ni, have been murdered.
Nonetheless, there are areas of policy over which Suu Kyi should enjoy significant influence, and freedom of the press is one of them. Suu Kyi was a longtime opposition leader, at a time (mostly) when Myanmars media was tightly controlled, the security forces regularly detained reporters, and state media outlets used their pages to mock and condemn her. She could use her bully pulpit to promote independent media, greater freedoms for journalists working throughout Myanmar, and an end to media monopolies. She could step in strongly if journalists were detained, and call for greater transparency in government transparency that might actually work in her favor, since a more vibrant Myanmar press could well expose abuses by the armed forces and, indirectly, apply pressure for constitutional change.
But Suu Kyi has not taken this approach. Instead, over the past year, press freedom in Myanmar seems to have regressed. In some respects, press freedom in Myanmar now seems more restrictive than it was in the final years of the former Thein Sein government. The Suu Kyi government has not tried to change existing laws that are major barriers to a free press. The Committee to Protect JournalistsShawn Crispin notes:
Chief among those laws is section 66(d) of the Telecommunications Law, a broad provision that carries potential three-year prison terms for cases of defamation over communications networks. While the law was used only occasionally against journalists under military rule, politicians, military officials, and even Buddhist monks are increasingly using it now to stifle online and social media criticism.
The Myanmar chapter of the PEN press freedom group has estimated that over 55 cases have been filed, under this law, just in the year since Suu Kyis government came into office. Meanwhile, late last month three journalists were arrested in Shan State, under a different Unlawful Association law. These reporters included one fromThe Irrawaddy; they had been covering one of the countrys ethnic insurgencies as well as allegations of abuses by the state security forces. The return of a climate of fear is very disturbing,wroteThe Irrawaddys editor-in-chief, Aung Zaw, after the publications reporter was arrested.
As with the rising toll of defamation cases, Suu Kyi has said nothing about the arrests in Shan State. A spokesperson for her partytold the New York Times, For media personnel, press freedom is a key need For us, peace, national development and economic development are the priority, and then democracy and human rights, including press freedom.
Meanwhile, Suu Kyis government has enacted other restrictions on press access. It has made it nearly impossible for journalists to cover parts of Rakhine State in the west. The Suu Kyi government also recentlyrefused to provide visasto UN investigators tasked with analyzing the situation in Rakhine State and allegations of abuse by Myanmar security forces in Rakhine State. In some ways, the Suu Kyi government is looking more and more like its predecessors.

Sleep technology explodes – News-Herald.com

NEW YORK >> Pillows that track your snoozing patterns? A bed that adjusts based on how much you twist and turn? Companies are adding more technology into their products, hoping to lure customers craving a better nights sleep.
Some specialized businesses are making gadgets that promise to measure and improve the quality of slumber, while mass-market retailers like Best Buy are offering simpler ideas like the effect different lighting can have on falling sleep. But with ever-growing options, people may find items that are getting more sophisticated but may still not be accurate.
The interest in sleep has intensified. The number of sleep centers accredited by the American Academy of Sleep Medicine nearly tripled from 2000 to 2015, the group says. People are more likely to brag about how much they spent for a mattress than on their clothes, says Marian Salzman, CEO of Havas PR North America.
Sleep is the new status symbol, she says.

Its a big business. One of the more expensive products is Sleep Numbers 360 Smart Bed, which runs from $3,449 to $4,999. It makes adjustments based on how restless people are while theyre sleeping. The Zeeq pillow, which sells for $299 and is from bedding brand REM-Fit, monitors snoring and can gently vibrate to nudge someone into a different sleep position.
Im willing to spend more on sleep technology because it will hopefully help me fall asleep quicker, stay asleep longer and be more rested when I wake up, says Frank Ribitch, a self-described gadget junkie from Martinez, California, who tracks his sleep with apps connected to a Sleep Number bed and the Zeeq pillow.
Insufficient sleep is a public health concern, federal officials say, with more than one-third of American adults not getting enough on a regular basis. That can contribute to problems like obesity and diabetes. And a study published by the Rand Corp. put the financial loss to U.S. companies at up to $411 billion a year.
Finding solutions could be a lucrative enterprise. Earlier this year Apple Inc. bought Finland-based Beddit, which was making an app and sleep monitoring device thats placed under the sheet on top of the mattress. The $150 sensor begins tracking when a person lies down, and analyzes data such as the portion of time someone is in bed asleep before waking up. It also monitors heart rate, temperature, movement and even snoring.
Previously, it was about the sleeping pill and people didnt want to talk about sleep apnea, Lasse Leppkorpi, co-founder and now former CEO of Beddit, said before Apple bought the company. Snoring is embarrassing. But this has been untapped opportunity.
Apple, whose own Apple Watch tracks activity and offers sleep-tracking experiences through third-party apps, declined to talk about the future of Beddit. Leppakorpi noted before the acquisition that Beddit had been working with sleep labs like the MIT Lab, which used the devices to collect data on patients.
At the Stanford Sleep Medicine Center, neurologist and medical director Clete A. Kushida tests new therapies and medications. Over the past two years, the analysis has expanded to wearable devices. The scientists assess how well the devices match the centers own overnight sleep studies, which use measures such as heart rate and brain wave activity to determine the length and the stages of sleep.
Kushidas conclusion? Consumer wearable devices are not there in accurately detecting the stages of sleep, he said. The problem: They focus on motion, which can be deceptive since a person could be lying in bed awake.
In fact, San Francisco-based startup Hello, the maker of a product aimed at tracking sleep via a clip attached to a persons bedsheet, recently announced it was shutting down amid reports the device didnt correctly track sleep patterns.
Still, Kushida believes the consumer products are getting better and will be able to accurately monitor and solve sleep issues in the next five to 10 years.
Separate from gadgets, some stores are highlighting sounds and smells they say can help people sleep better. Longtime insomniac favorite HSN Inc. offers a $299 Nightingale Sleep System that masks indoor and outdoor noises. Best Buy has a Philips Lightings system that works with devices like Nest and Amazon Alexa to let people choose the colors and brightness of lights and program them to turn off at certain times or respond to the sun.
And a company called Sensorwake is launching a product in the U.S. that releases smells like fresh linen it says can help you sleep better.
If nothing worked and youve had a fitful night, you can at least be woken up more gently. The same company makes a $99 olfactory alarm clock, with scent options that include a strong espresso. But if you let it go for three minutes without shutting it off or hitting snooze, itll start making noise good if you have a stuffy nose.

Wall Street starts week upbeat, boosted by tech shares – Reuters

NEW YORK U.S. stocks edged higher on Monday, led by gains in technology stocks as investors were optimistic ahead of earnings.
The S&P 500 technology index .SPLRCT was up 0.8 percent, followed by a 0.6 percent gain in the materials index .SPLRCM.
Technology is expected to have had among the strongest earnings growth for the second quarter, according to Thomson Reuters data.
"You had a little bit of a sell-off in the tech sector over the last couple of weeks," said Jeff Carbone, managing partner at Cornerstone Financial Partners. "This shows that investors may be seeing opportunities to get in ... as we head into earnings season."
U.S. companies have begun to release second-quarter earnings, with reports due this week from big U.S. banks including JPMorgan Chase (JPM.N), Wells Fargo (WFC.N) and Citigroup (C.N). S&P 500 earnings are forecast up 7.9 percent in the second quarter compared with a year ago.
In a significant victory for the banking industry, the Federal Reserve late last month approved plans from the 34 largest U.S. banks to use extra capital for stock buybacks, dividends and other purposes.
The healthcare sector .SPXHC was down 0.3 percent as investors waited for clarity on the healthcare legislation overhaul proposed in Washington.
The Dow Jones Industrial Average .DJI fell 5.82 points, or 0.03 percent, to end at 21,408.52, the S&P 500 .SPX gained 2.25 points, or 0.09 percent, to 2,427.43 and the Nasdaq Composite .IXIC added 23.31 points, or 0.38 percent, to 6,176.39.
Snap (SNAP.N) shares fell below their IPO price of $17 for the first time, to hit a low of $16.95. The stock closed at $16.99, down 1.1 percent. Snap was the hottest U.S. technology listing in years when it went public in March.
Fed Chair Janet Yellen's semi-annual testimony may be the highlight this week for investors looking for cues on further interest rate hikes. She will testify on Wednesday and Thursday.
Amazon.com Inc (AMZN.O) shares rose 1.8 percent to $996.47 ahead of its popular Prime Day shopping festival. Shares of Best Buy (BBY.N) fell 6.3 percent to $54.23 on news that Amazon was planning to roll out a Geek Squad competitor.
Advancing issues outnumbered declining ones on the NYSE by a 1.05-to-1 ratio; on Nasdaq, a 1.48-to-1 ratio favored decliners.
The S&P 500 posted 27 new 52-week highs and 11 new lows; the Nasdaq Composite recorded 81 new highs and 69 new lows.
Volume was light, with about 5.6 billion shares changing hands on U.S. exchanges. That compares with the 6.9 billion daily average for the past 20 trading days, according to Thomson Reuters data.

A bank replaced a fax machine with blockchain. Was it worth it? – Quartz

Few things are hotter in the financial services industry right now than blockchain. The technology is being tested in a variety of ways, going up against decades-old technology thats ripe for replacement. But now that there are live blockchain-based systems in place, advocates need to prove that theyre better than the alternatives.
Take Daimler, the maker of Mercedes-Benz cars, which borrowed 100 million ($114 million) via German bank LBBW using blockchain technology. The old way of taking out such a loan required drawing up contracts, communicating with investors, making payments, and extensive administration. The old way also apparently involved a fax machine for confirmations.
In short, traditional loan contracts are managed in analog format, whereas smart contracts that rely on blockchain automate the loans order book, the creation of agreements, and checks to ensure payments have been received. With a blockchain-based loan, all parties involved have instant access to an identical, distributed recordthat is, a private blockchainwith all the relevant details.
A spokesman for Daimler said that while the company is taking a serious look at blockchain, its not excluding other systems as it explores new ways of doing things. Not every modernization drive needs to feature blockchain, even if these days it sometimes seems that way.
Theres hype about blockchain because there is undoubtedly promise in it. The technology backs bitcoin, and provides a cryptographically secure way of storing and transferring value. Its also designed to eliminate the need for a single central authority, like a bank. Financial firms are looking to distributed ledgers to manage contracts more efficiently and otherwise streamline their operations.
Relatively mundane things like corporate lending and settlement suddenly become exciting if you think blockchain will completely upend the traditional way of doing things. As a result, many firms are developing blockchain projects or are hedging their bets by joining industry groups that are investigating the effects that the technology will have on their businesses. Santander InnoVentures thinks blockchain could reduce banking costs by as much as $20 billion annually by 2022.
What blockchain does better than any other system is eliminate the need for trust between counterparties. This could overhaul systems that are complex and at high risk of crime, like trade finance. Brad Garlinghouse, CEO of Ripple, says there is bona fide blockchain adoption in his companys field of cross-border payments. OROVILLE, Calif. Following a searing weekend, slightly cooler temperatures and diminishing winds were helping firefighters Monday as they battled several California wildfires that have forced thousands of residents to flee. Crews also made progress on wildfires in Colorado, Arizona and New Mexico.
Heres a closer look at the fires burning in the western United States and Canada.
CALIFORNIA
Crews made progress overnight on a blaze that swept through grassy foothills in the Sierra Nevada, about 60 miles (97 kilometers) north of Sacramento.
Containment was up to 35 percent, said Mary Ann Aldrich, spokeswoman for the state fire protection agency.
About 4,000 people remain under evacuation orders. But Aldrich said if winds continue to die down, authorities are hopeful some will be able to return to their homes Monday.
The fire has burned nearly 9 square miles (23 square kilometers) of grass, injured four firefighters and destroyed at least 17 structures.
The area burning was southeast of Oroville, where spillways in the nations tallest dam began crumbling from heavy rains this winter and led to temporary evacuation orders for 200,000 residents downstream.
It leaves you feeling like you cant catch a break, said Sharon Reitan, who sought shelter at an evacuation center with her boyfriend Sunday night.
They were in Oroville on Friday when the fire broke out and roads to their hillside home were blocked. They later saw photographs of their home burned to the ground.
The wildfire was one of more than a dozen across California that about 5,000 firefighters battled Monday.
In Southern California, at least 3,500 people remain evacuated as a pair of fires raged at separate ends of Santa Barbara County. The largest of the two has charred more than 45 square miles (116 square kilometers) of dry brush and is threatening more than 130 rural homes. Its 15 percent contained.
The fires broke out amid a blistering weekend heatwave that toppled temperature records and made conditions dangerous for firefighters. Slightly cooler weather was expected to give crews a break in the coming days.
About 50 miles (80 kilometers) to the south, a 17-square-mile (44-square-kilometer) blaze shut down State Route 154, which was expected to remain closed for days. Its just 5 percent contained.
At least 20 structures burned, but officials didnt say if they were homes.
The fire broke out near a campsite and sent hundreds of campers scrambling, including about 90 children and 50 staff members at the Circle V Ranch who had to take shelter until they could be safely evacuated.
Some of the firefighters working to contain the Santa Barbara County blazes were sent to nearby San Luis Obispo County when a fire broke out Sunday and threatened numerous structures near the town of Santa Margarita. Officials said the fire burned less than 1 square mile (about one-third square kilometer).

ELSEWHERE IN U.S. WEST
The fight against a wildfire that temporarily forced the evacuation of hundreds of people near the resort town of Breckenridge, Colorado, is winding down.
Firefighters had built containment lines around 85 percent of the blaze as of Monday, and residents of nearby homes were no longer on standby to evacuate. Crews and equipment were starting to be sent to other fires burning around the West.
The fire 2 miles (3 kilometers) north of the Breckenridge ski area hasnt spread significantly was burning on less than 1 square mile (about one-third square kilometer).
Elsewhere, residents who fled a rural Arizona community over the weekend because of a wildfire that destroyed three homes have returned.
Pinal County authorities said residents of Dudleyville, about 100 miles (160 kilometers) southeast of Phoenix, were allowed home Sunday evening after crews stopped the fires growth.
The blaze burned half a square mile (1.4-square-kilometers) of salt cedar primarily along the San Pedro River and was 60 percent contained as of late Sunday.
In New Mexico, firefighters were mopping up a wildfire that sent a tall plume of smoke from mountains overlooking Albuquerque late last week.

BRITISH COLUMBIA
Firefighters were contending with more than 200 wildfires burning in British Columbia that had destroyed dozens of buildings, including several homes and two airport hangars.
The three biggest fires, which have grown in size to range from 9 to 19 square miles (23 to 49 square kilometers), had forced thousands to flee.
We are just, in many ways, at the beginning of the worst part of the fire season and we watch the weather, we watch the wind, and we pray for rain, outgoing Premier Christy Clark told reporters in Kamloops.
Rob Schweizer, manager of the Kamloops Fire Centre, said it had been an unprecedented 24 hours.
We probably havent seen this sort of activity that involves so many residences and people in the history of the province of B.C., he said.

Tillerson Says Syria Progress Could Be Replicated With Turkey – Bloomberg

The U.S. and Turkey are beginning to rebuild trust and could come to an agreement about northern Syria, where the U.S. backs a Kurdish militia that Turkey considers a terrorist organization, U.S. Secretary of State Rex Tillerson told staff at the U.S. consulate-general in Istanbul.
I think were beginning to rebuild some of that trust that we lost in one another: they lost our trust to a certain extent, we lost theirs, Tillerson said on Monday while in Istanbul to attend an oil conference. Were making some progress down in Syria, were hopeful that we can replicate that with Turkey on some areas in the north part of Syria.
Tillersons remarks come after a meeting in Hamburg between President Donald Trump and Russias Vladimir Putin delivered a cease-fire in southwest Syria. Putin, the most significant backer of Syrian President Bashar al-Assad, called the deal a breakthrough on July 9. In a tweet the following day, Trump said the cease-fire seemed to be holding and many lives can be saved.
The U.S.-Turkey relationship has been strained by the U.S. partnership with the Syrian Democratic Forces, an umbrella opposition group whose main fighting force is the Kurdish YPG. The U.S. chose to partner with and arm the YPG for an assault on the Islamic States stronghold of Raqqa despite Turkish protests and offers that it could provide an alternative military option. The YPG is affiliated with the PKK, a Kurdish group that has been fighting for autonomy inside Turkey since 1984, and which both Turkey and the U.S. consider a terrorist organization.
Tillerson said he hoped for an improvement in ties between the two allies after some six hours of meetings with Turkish President Recep Tayyip Erdogan on three different occasions.
Our relationship here in Turkey, which has been under some stress for some time, I hope we are beginning to put it on the mend, he told the consular staff. This is an extraordinarily important relationship to the United States for many, many reasons that you would well understand, from a security standpoint to the future economic opportunities as well, and the important geography just by luck of mother nature that the citizens of Turkey occupy at this crossroads of the world.

Turkey, the only Muslim-majority member of NATO, borders Iran, Iraq and Syria to its east and Greece to the west, making it the main land buffer between the Middle East and Europe. The nation hosts some 3 million refugees from the Syrian and Iraqi conflicts and has suffered dozens of terrorist attacks since the Syrian war began, prompting the U.S. to draw down consular staff in the country and order families home.
