Chief Secretary, B B Vyas Thursday underlined the importance of submitting utilization certificates (UCs) on time to pave way for speedy and effective implementation of various Centrally Sponsored Schemes. Chairing the meeting of the Committee of Secretaries (CoS), here, Chief Secretary urged Administrative Secretaries to ensure that project-wise UCs are submitted and bottlenecks if any in the utilisation of funds removed immediately. Chief Secretary observed that the Finance and Planning Departments released 50% funds of the revenue and Capex budget in the month of February, 2017, authorizing expenditure to be made from 1st April, 2017, to enable the departments to take advantage of the early release and ensure early tendering and execution of work on ground. While reviewing the status of expenditure on the developmental front, Chief Secretary asked the Administrative Secretaries to submit expenditure statement as on 30th June, 2017, within a week. Observing that Pradeep Singh has recently joined as Advisor, Infrastructure Development to the Government of Jammu and Kashmir, Chief Secretary urged the Administrative Secretaries to make best use of his experience and knowledge by seeking his advice/guidance on Infrastructure Development and flagship projects/schemes. Chief Secretary also reviewed the status of various works, as part of the Chief Ministers commitments and asked the Administrative Secretaries to ensure that directions given by the Chief Minister during her tours are followed and action taken report submitted to the Planning Development & Monitoring Department on an urgent basis. Chief Secretary also shared with the Administrative Secretaries issues raised in the meeting chaired by the Prime Minister at New Delhi on July 10, 2017, as part of the National Conference of Chief Secretaries on the theme of "States as Drivers for Transforming India including those related to studying Punjab Model for Ease of doing Business, Chandigarh Model for DBT linked Ration Card Holder and Goa/Delhi Model for Solid Waste Management, so that same could be replicated in the state among the best practices, replacement of existing street lights by LED, promoting Solar Power, ensuring regular up-dation of District Gazetteers by DCs and use of GeM Potal for procurement Government products and Services. For enhanced transparency, in procurement, Chief Secretary urged the Administrative Secretaries to study the document of the Central Government regarding a one stop Government eMarketplace (GeM), for online procurement of common use Goods & Services required by various Government Departments/Organizations/ PSUs. Chief Secretary also reviewed the status of disposal of public grievances, settlement of SRO 43-cases, cases relating to adhoc/consolidated/ contractual employees, abolition of interviews for junior level posts, abolition of affidavits, disposal of pending departmental enquires, Aadhaar Based Bio-Metric & Skill Profiling of Casual and other Workers, up-dation of departmental websites, web based file tracking system and pending court cases.

'I've never worked on a show I've been this emotionally invested in' says 37-year-old Tate curator Zoe Whitely.

Originally from Washington, Whitely came to London for her MA before landing a curator job at the V&A. One of her first projects, Uncomfortable Truths, was an exhibition commemorating the bicentenary of the abolition of the slave trade, and the first time contemporary African American art was shown at the V&A.

Now continuing her pioneering work at the Tate, one of this year's most important retrospectives, Soul of a Nation features over 150 works, most of which have never been shown in the UK before. The exhibition asks, 'What did it mean to be a Black artist in the USA during the Civil Rights movement and the birth of black power?'

From the emergence of black feminism, to the way street activism manifested itself in posters and newspapers, to images of iconic figures such as Angela Davis and Muhammad Ali, gives an in-depth look at Black America during 1963-1968.

Here Zoe tells the story behind some of the exhibition's seminal pieces.

'Jarrell was part of Africoba; a group of artists from Chicago who were thinking about how art could serve the black struggle and uplift the community. Incorporating text into the work was an important element, this poster portrait of activist Angela Davis is made out of words like 'beauty' and 'struggle', it's so uplifting, but also politically forward.'

'It's interesting how an image can be read in two different ways. On one side of the sculpture is the black fist of resistance; some would view that and see solidarity, other people would see aggression or something to be afraid of. On the other side of the sculpture you have these faces nestled into it, so there's this defiance but equally this tenderness.'

'The bracketed part of the title is a quote from [Black Panther co-founder] Bobby Seale's trial for conspiracy to incite violence. Because of his outburst in the courtroom, the judge had him bound and gagged, so these shocking images circulated of someone in an American Court of Justice tied to their seat, unable to speak. It's interesting how a statement like that is overlaid with a far more playful approach here. It's a self-portrait, and with that he's painting himself into art history, he becomes the superhero, he's not waiting for anybody else.'

'Amos was part of Spiral Group, a collective of artists that started meeting in 1963 after the March on Washington for Jobs and Freedom. She was the only woman in the group, and with that emphasis on gender, an image like Eva the Babysitter becomes so poignant. Her daughter is in the picture, and she's made the subject of this work the person who make it possible for her to paint, because childcare is an important issue. We try to address the facets around black feminism, and this painting is a very lovely and uplifting example.'

Here’s What This ‘Queer Cripple’ Wants You To Know About His Sex Life – HuffPost

Sex Heroes is an ongoing HuffPost Q&A series byVoices Editorial Director Noah Michelsonthat explores the lives and experiences of individuals who are challenging, and thereby changing, mainstream cultures understanding of sex and sexuality.

Andrew Gurza has dedicated his life to sharing his unique experiences as a queer cripple.

The 33-year-old disability awareness consultant, who has cerebral palsy, is the creator of DisabilityAfterDark, a brand that includes podcasts, blogs and presentations about sex, sexuality and disability. According to his website, DisabilityAfterDark offers a unique glimpse into sex and disability that shines a light on the intersectionality of sex and disability, the fun found in sex and disability, and the vulnerability of sex and disability that we very rarely talk about.

Gurzas unflinching approach to these topics, which are often considered taboo (if theyre discussed at all),makes his work enormously compelling, thoroughly necessary and unlike anything anyone else is currently undertaking. The consultant, who is non-ambulatory and a wheelchair user,recently chatted with HuffPost about why he refers to himself as a queer cripple, the biggest challenges he faces when it comes to sex and what he wants everyone to know about having sex with someone with a disability.

Tell me why youve chosen the terms queer and cripple to describe yourself. Ive seen some people especially upset about your use of cripple. I have chosen the words queer and cripple as my chosen descriptors with very specific intent and purpose. First, I use queer in part because I never really felt like I fit into the gay community as it were. My body and experiences didnt fit that mold at all. I also didnt like how many stereotypical assumptions of MSM [male-seeking-male] sexuality was ascribed to the word gay. Queer encompasses, for me at least, that I dont need to adhere to any of those stereotypes that force so many gay men into these narrow homonormative boxes. Queer says, Fuck your boxes, I am doing this my way.

Cripple is a whole different monster entirely. Id be lying if I said that I didnt enjoy the shock value in that word, but it does go so much deeper than that. Cripple, when I use it, allows me to take ownership of everyones misconceptions of disability; it allows me to preemptively say, I know what you may think about disability. I know that youre scared of me; I know you think Im different from you, and guess what? I am. Im owning that as best as I can when I use that word. It is a term of personal empowerment for me. I wouldnt use it to describe another disabled person without their consent, but for me it helps me navigate the experience of disability with an honesty that I think is really important.

To the people who have been upset, I say this: Until you experience disability the way I do, you have no right to police my language.

The pieces you write and the discussions you have about your sex life are really unlike anything Ive read or heard before. What made you decide to be so open and honest about such personal matters? If I really think about it, I made the choice to be so open because I had never seen anything like that out there. Whenever we talk about sex and disability if we dare it is in this painfully sanitized way that tends to tell you nothing about the person with a disability, their sex or what they actually want it doesnt shed any light on how it really feels, and I wanted to take a stab at that. It has also been a cathartic experience for me, writing about this stuff. It allows me to get it out, to tell someone my true feelings.

Is there anything you consider too personal to write about? When it comes to disability, queerness and intersectionality, I dont think so. This topic is still so shrouded in mystery which is actually just a fuckton of ableism that I think we need those raw, uncomfortable stories to shake things up. People always ask me, What is sex and disability like? That question is precisely why we need this intensely personal narrative.

What kind of responses have you gotten? I have gotten a breadth of responses from people ranging from praise and thanks to strongly worded letters and emails denouncing my work and what I write about. In either case, it means Ive hit a nerve. The fact that I got people talking about it and thinking about it even if they dislike what I am saying means that my goal of bringing a real-life discussion of sex, sexuality, queerness and disability to the forefront of our communitys conscience has worked. Im OK with that.

Why is sex such an important subject for you? Its important because with respect to disability and sex, especially as it intersects with queerness, the subject is all but nonexistent. That sucks. What if LGBTQ+ people had nothing to read that represented them? Thats how so many queer disabled people feel. They want to read about their experiences too, and I want to be one person to provide them that chance. It may also be important to me because I like sex. So, theres that.

What are some of the biggest challenges you face regarding sex? Some of my biggest challenges are: 1) Getting to have sex at all. Finding someone who wants to get naked with the Queer Cripple has been surprisingly difficult. I talk, write, podcast and present a lot on the subject of sex, disability and queerness, but I dont actually get to have that much. Any takers? 2) One of the other biggest challenges I have with sex is finding an emotional connection on the rare occasions that I do have sex. I want sex that means something, and I sometimes feel upset that in my quest to be your No. 1 Queer Cripple, Ill engage in sex that is devoid of feeling because I think to myself, No one else has been here in months, I had better take what I can get. 3) Its challenging to feel sexy, queer and disabled when you constantly have to prove to other people you are sexually viable and worth a good fuck.

You also write about the emotional and psychological side of sex and sexuality as a queer disabled man. My writing on the psychological side of sex, disability and queerness helps me to answer the question How does sex and disability feel? Tapping into the psychological stuff also helps to flesh out the worldview of disabled sex in a way that we dont ever see. I also think when non-disabled people read that stuff, it helps them see sex and disability as more than just two people in chairs getting it on. It shows them that these experiences mean something. And, writing this stuff undoubtedly helps me work through my own shit. Definitely.

What are the biggest misconceptions about sex when it comes to being a queer person with a disability? The biggest misconceptions are: 1. I cant have it wrong. 2. I dont want it Ha! I would say I have a higher sex drive than most. 3. Specifically in terms of queerness, a lot of LGBTQ+ men assume I must be passive, or a boring lay. They have a lot to learn. There are so many more, but those are some highlights.

What do you want someone who doesnt have a disability to know about having sex with a person who does have a disability? I want them to know that it is OK to not have all the answers. Its OK to have questions, and its OK to ask. Its all about how you ask, though. If you wanna get to know me and/or get naked, please dont start with: So, does your dick work? Ugh. Also, dont ask me, How did you end up in a chair? as that assumes that I was once able, and therefore closer to your definition of normal. But, you can ask: Hi. I see you have a disability or You disclosed [you have a disability] for individuals with invisible disabilities I think youre really cute, and I had some questions about your disability. May I ask them as I undress you at your place? That response is totally acceptable. In all seriousness, I want non-disabled people to know that my disability informs a lot of who I am, so please acknowledge it before we have sex. Ive had guys tell me before we met up that my disability was not an issue only to discover that it really was too much for them. That blows and not in the good way.

Throughout his many public lectures that are available online, Jack Ma has emphasised a philosophy of personal change and humility, empowerment of women in public lives, and investing more in youth.

These are also things that we in Kenya have sung about for long, but which remain largely as mere talking points. This is commonly known.

Jack Ma, the Executive Chairman of Alibaba, an e-commerce empire, came to Kenya when all else had stopped because of elections.

One only hopes that his coming will compel us to re-examine our ways as we pursue individual and national development.

To many, he embodies the idea of success.

Throughout his many public lectures that are available online, Jack Ma has emphasised a philosophy of personal change and humility, empowerment of women in public lives, and investing more in youth.

These are also things that we in Kenya have sung about for long, but which remain largely as mere talking points. This is commonly known.

What may be unknown to many, perhaps, is that a hint about how Ma himself came to embrace these values is in the name of his flagship business empire Ali Baba.

The name of Jack Mas empire is also the title of one of the most popular short stories of all time, Ali Baba and the Forty Thieves, widely circulated in The Arabian Nights.

Ali Baba and the Forty Thieves is an allegory of (mis)fortune, showing the possibility of an individual rising from grinding poverty to immeasurable fortune, if they are lucky to be at the right place at the right time.

The fact that the story begins with the poor Ali Baba with his rich brother Cassim shows that material wealth and poverty are flipsides of each other.

The story also shows that our pursuit for material prosperity need not be at the expense of our humanity; that indeed we should be more humane as we scale the ladder of prosperity.

In the story, this lesson is seen in way women, represented by Morgiana, subvert the gender stereotypes as they collaboratively work with men to achieve higher ideals.

Ali Baba and the Forty Thieves, which Jack Mas company nods at, in this way emphasises lessons of social justice, unity, patience, and wisdom.

The story not only influenced Jack Ma the entrepreneur, but also Nuruddin Farah the Somali novelist.

Farah novel, Close Sesame, borrows the title from the phrase open sesame, and the theme from struggles of Ali Baba against the ruthless forty thieves.

In Farahs novel, the old protagonist, quite like Ali Baba, has to struggle against a shadowy and cold enemy in a moral climate where public and private justice have hazy dividing lines.

Hence, the troubling question at the end of Ali Baba and the Forty Thieves relates to the way the thieves are condemned while Ali Baba is admired for doing the very same thing.

Maybe a key redemption is that in the story, there are no heroes or villains among the key characters, unless we look at Morgiana, the former slave girl, as the hero.

Chris Bianco Talks About His New Book, Culinary Empowerment, and Phoenix – Phoenix New Times

It's 10:52 p.m. and Chris Bianco is still working. He's sending emails when most of the country has finished their shifts and are already deep in REM sleep.Bianco has no doubt already spent all day at one of his several restaurants, or maybe even all of them, and an hour short of midnight, he's still at it.Which makes it either all the more remarkable or all the more typical that he's tackled the major project of a cookbook.

"We are the measures of balance," he writes. "Crispy, chewy, thin, thick, spicy how we like things is personal to understanding nuances, and how to get to those places and profiles is the roadmap of a journey." That's the vision for his new book, Bianco: Pizza, Pasta, and Other Foods I Like(Ecco, 2017), which will be released on Tuesday, July 25.

If that sounds like the musings of a man who rarely stops thinking, whose inner narratives are never paused by a comma or period, then you heard right. And his cookbook? It's not really a cookbook. It's more like spending the day with the James Beard-winning, Oprah-hailed, Jimmy Kimmel's fellow fly-fisherman chef who has stopped what he is doing to teach you how to cook something astounding in 15 minutes.

There are recipes for pizza, for meatballs, for focaccia, for Sunday gravy, beets roasted with fig leaves, custard, and lemon cookies. There's also Chris in every recipe; a story, an inspiration, a family tale. The book is more than a book; it's a Chris Bianco omnibus, taking a willing participant through the Candy Land of his restaurants, creations, and motivations.

"I tried my hardest with a limited skill set to one day leave this physical place better than I found it ... maybe just an inch," he says.

The narrative chronicles his career, which started in a small kitchen behind a grocery store in central Phoenix. He then dives into his relationship with sourcing, using the best ingredients possible, and his philosophy that food is a collective experience to be shared, modified, and fit to each individual who tackles a recipe.

"The book is about empowerment of our personal worth as it relates metaphorically through food," he explains. "And it already existed before you turned a page."

The magic potion for his pizza dough has been traversing the internet for about a decade, but those who have tried it knowthat while it's a great recipe, it really can't be replicated unless you have Bianco's oven, his flour, and whatever other magic it takes to make the pizza served at his restaurants. But, combined with entries like gnocchi, lasagna, and risotto, isn't he worried about giving away the store?

"I've always given up recipes or sources, letting transparency, and intention tell the story," he says. "Recipes to me are only notes, to make music is for us to find a genre that fits our person, and to play it with purpose and a whole heart."

And there's no favorite recipe. "I would like to, and do think, that they are all significant in their own way," he says. "Like your kids."

Speaking of kids, paging through Bianco's book, with its very personal narrative and staple recipes from Bianco's close-knit family,it easy to wonder if perhapshe had his children in mind as he compiled the chapters. It reads like a tribute or a legacy, for them and for us.

Bianco writes in his book that it was 30 years ago, when he was just a kid from the Bronx, that he won two free plane tickets to anywhere in the United States. For reasons that are still a mystery to him, Bianco chose Phoenix. Mesmerized by the sky during that first encounter, he returned. He made Phoenix his home and put the city on the culinary map with pizza that was dubbed by many to be the best in the country.

Which begs the question: Whose hometown boy is he? Does he belong to Phoenix, or to the Bronx?

"Finders keepers," he replies. "It's funny about where we are from. You think you know, then you spit in an ancestry.com cup and the dots start to connect. But there is always where you land and end up that has its influence and that gives you your accent. My wife, Mia, goes back three generations here; my kids were born here. Phoenix feels like home to me more than any place I've ever been."

So that settles it. He's ours.

I hope you all had an amazing, safe and fun Independence Day. How many of you did something on that day to help someone who needed it?

Hopefully all of you did in some way, whether it was taking care of a family member who needed it, helping a down-and-out friend or reaching out to someone in your neighborhood or a perfect stranger who was down on their luck.

And hopefully you also realized how incredible it is to live in a nation where the ability and responsibility to love one another is fundamental to its success.

We are blessed to have our freedom in this nation but we are also blessed to have the responsibility that independence brings with it to love and care for our fellow brothers and sisters.

Thats what the beauty and freedom of America is really about.

As Catholics we can and should be especially eager to do our part to embrace that responsibility. Not only because it will save our nation but also because it so crucial to the nourishment of our souls.

In a society where we are free to become selfishly obsessed with material items, with self aggrandizement, with selfish pursuits, with ego and the like, as Catholics we are called and given a special opportunity to make loving and respecting each other a primary goal. Even though freedom is in our hearts, as we are endowed by our Creator with it, the way we use that freedom in a free society is inexorably connected to the preservation of our nation. If that society is to succeed and continue to be free, then we must take it upon ourselves to live virtuously. Otherwise our society will crumble, and order will be foisted upon us beyond our freedom.

If 80 million Catholics in America heed the admonition of the Galatians quote above, we can be a big part of making sure that never happens. And as our legislators and politicians squabble in what sometimes seems like an endless and fruitless fight to decide the future of America, we especially cannot and should not expect the law of the land alone to save us. And we should not expect any branch of government alone to do so either but instead each one of us should fight for human rights and respect in everything we do.

That doesnt mean that we shouldnt stand up for and promote laws and policies that promote the common good and programs that help the needy and provide support for those that fall between the cracks; it is our Catholic duty to do so. But we cannot and must not delegate our responsibility to the society en masse.

That also doesnt mean that non-Catholics and even non-Christians cant and shouldnt also be protectors of this virtue; but we as Catholics more than most understand not just the duty to love but the blessing we receive because of that relationship between ourselves and those in need.

That relationship was understood best by St. Vincent de Paul and Blessed Frdric Ozanam the founder of the Society of St. Vincent de Paul who described the relationship as not just a humanitarian or philanthropic one but a truly supernatural, spiritual experience in which both the giver and the recipient are transformed, developing in their relationship not just with each other but with God.

Imagine a nation where that transformation was not just allowed but depended upon for its preservation. We are living in that nation! And its one that requires us to feed that need and the blessing that comes from helping others. How incredible is that?

That is the true beauty of America. And hopefully we celebrated that this Fourth of July and will continue to for years to come!

Because then not only will our nation stand as a shining city on a hill, but each one of us will rise in spirit to be our own shining beacons illuminated with the love of Christ.

The Script announce new album Freedom Child and tour: ‘We wanted to revamp and reboot the sound’ – Metro

The Script have announced their first album in three years Freedom Child.

The band debuted their new sound with lead single Rain, a dance track that is a step away from the groups usual singalong tracks.

Speaking exclusively to Metro.co.uk, the band discussed their new direction, the intimate tour, and attempt to reassure fans that despite the change, their music is still the same at heart.

Speaking of the new album, Danny said: Its definitely a progression. I think we have afforded ourselves a little bit of leeway. The past four records have been not the same sound but weve been progressing at a slow rate. We took a year off, we all just chilled out for a while to soak in everything thats going on, musically, culturally, politically, and I think that shows in the music.

He added though that though the change in sound might seem dramatic, its actually not: Im sure to a lot of people it might sound quite drastic at first but if they heard the 60 songs weve put out youd hear a slower progression.

But having had three years since their last release they have to keep up with the changing times.

We have to be reactive, Mark added. We wanted to change our sound a push our sound a bit. Its either adapt, change or die in this industry. Its very difficult in this industry.

We wanted to revamp and reboot the sound and at the end of the day were still the same songwriters and thats never going to go away. We just wanted to do that this time. And over the coming months people are going to think we changed the sound quite a lot, and when they have listened to it and lived with it theyll see werestill the same songwriters and thats never going to go away.

But dont fear, The Script fans, there will be a classic ballad on the album for those who dont like change. Just the one, though.

We kind of only put one on this record that feels very traditional heartbeat Script and we purposely did that because in the past we had a a number of them, Danny said. But theyd all suffer because people couldnt focus on just one. The appetite for music is larger but the attention span is shorter. So we just wanted to put one on this record and its called Arms Open.

The lads have also announced a tour, which includes Londons Brixton O2 Academy.

We want to go back to basics and play smaller, club venues, the band said. [We want to] feel a bit more sweaty, get the band element of who we are. We want to play 2,000 seaters and 4,000 seaters. If we feel the love well come back around. But again we just want to be reactive and do this first.

Freedom Child is out September 1, while the tour kicks off August 21 with tickets going on sale July 28.

After losing an early lead, the Florence Freedom, presented by Titan Mechanical Solutions, recovered to win the rubber game of the series over the Schaumburg Boomers, 6-3, with the help of dominant pitching and timely hitting on Thursday night at Boomers Stadium.

Braulio Torres-Perez (1-0) overcame a three-run first inning to turn in a dominant start for the Freedom (36-21), striking out ten batters over seven innings. Jamal Wilson tossed a perfect eighth inning, and Pete Perez earned the save with a flawless ninth.

Andre Mercurio gave Florence a 2-0 lead in the first inning by knocking a double to right field, scoring Taylor Oldham and Jose Brizuela, both of whom had singled.

But the Boomers (37-19) rallied back in the bottom half, as the first five batters reached base safely. Kyle Ruchim doubled and took third on a Josh Gardiner single, and Zack Weigel was hit by a pitch to load the bases. Torres-Perez then walked David Harris to force home a run, and hit Sean Godfrey with a pitch to bring in the tying run. Cosimo Cannella grounded into a double play next, allowing the go-ahead run to score.

The Freedom, however, immediately fought back against Schaumburg starter Michael Wood (1-1). In the top of the second, Andrew Godbold beat out an infield single and advanced to second on an errant snap throw to first base from catcher James Keller. A groundout allowed Godbold to advance to third, and Daniel Fraga legged out another infield single to tie the score at 3-3. Florence took the lead in the third on a Jordan Brower RBI-double.

Brower delivered another run-scoring double in the fifth, and then scored on a base hit by Godbold. Wood was finished after five innings, surrendering six runs (five earned) on 11 hits.

Mercurio and Brower extended their hitting streaks to eight and seven games, respectively. Brizuela and Austin Wobrock also recorded two hits each in the game.

The Freedom will open a three-game series at home against the Lake Erie Crushers on Friday. Cody Gray (7-2) will start for Florence against Lake Erie right-hander Jordan Kurokawa (3-2), with first pitch scheduled for 7:05 p.m. at UC Health Stadium.

Lyft is now building its own self-driving technology, which is a big deal – The Verge

Lyft believes that by 2021, a majority of its rides will be in autonomous vehicles. But up until recently, it has been reluctant to do any of the expensive work of building and installing the technology necessary to power these self-driving cars. Today, the ride-hail company said it would finally go beyond partnering with other companies on autonomous driving, and in a significant shift, it will start building some of the technology itself.

Its a bold move for a company that, to date, has been content to simply partner with more experienced automakers and tech firms that already have huge head starts in designing the complex technology that powers self-driving cars. Lyft said it was motivated by a desire to stay competitive in the rapidly evolving field of transportation and automation. (The announcement was previewed in Fortune earlier this week.)

Theres an open platform, explained Raj Kapoor, chief strategy officer at Lyft, at a briefing with reporters Wednesday. Someone, like our existing partners like NuTonomy, brings a vehicle with their own system, plugs it in to the Lyft network and theyre moving. What were also doing now is creating the software and hardware to enable a car to be autonomous. Were going to be creating that technology, developing that technology, and then working with partners in the auto industry who are going to be creating the vehicles, bringing the two together, and also putting those on the Lyft network.

While Uber stumbles from one crisis to the next, Lyft has sought to capitalize on its main rivals missteps. The ride-hail company teamed up companies like General Motors, Waymo, NuTonomy, and Jaguar Land Rover. The message was that the automakers would provide the cars, the tech firms would build the sensors and mapping equipment, and Lyft would provide the outlet through which these self-driving cars would be deployed and earn money. Now, perhaps enticed by predictions of a $7 trillion autonomous driving industry, Lyft is saying it wants a build its own technology stack so it can operate its own self-driving cars.

To accomplish this, Lyft is opening a new 90,000-square-foot engineering facility in Palo Alto, California, that its calling the Level 5 center in reference to the most advanced level of autonomous driving. Kapoor said the goal is to have hundreds of engineers working out of the facility by the end of 2018.

Lyft describes the fleet of autonomous vehicles that will be operating on its platform in the near future as a hybrid system that will eventually include hundreds of thousands of cars. Lyft wouldnt put an exact number on it, nor would it say how much money it would be willing to spend. The companys executives reasserted their earlier promise to launch a test pilot with NuTonomys self-driving cars in Boston later this year.

For example, Luc Vincent, the companys lead engineer who recently came over from Google, wouldnt commit to building his own LIDAR, despite the fact that light detection and ranging sensors are the most common feature on autonomous vehicles operating today.

Were not going into LIDAR building, Vincent said. But well be packaging that in the best possible way for our needs. In other words, well be doing perception the hardware piece as well as the software piece. Early on, Lyfts self-driving cars will be outfitted with off-the-shelf LIDAR because it is convenient, Vincent said, but could be replaced by something more advance in the long term. Thats TBD, he said.

In terms of why, at this relatively late stage in the game, Lyft was jumping into this expensive and potentially fraught new enterprise, Kapoor said the company had very little choice. We believe its inevitable that this is where the world is going, he said. We need to be playing this role. We cant just look at partners to do it, where you dont know what the timelines are, etc.

Unquestionably, Lyft has a lot of catching up to do

Unquestionably, Lyft has a lot of catching up to do. Google (now Waymo) has operated self-driving cars for over seven years, racking up hundreds of thousands of miles on public roads and millions more in simulation. Ubers self-driving cars have been on the streets in Pittsburgh since summer 2016, and now has vehicles in California and Arizona, too. The major OEMs like GM, Ford, Volvo, and others all have test vehicles on the roads. Lyft clearly saw its competitors moving rapidly forward and decided it didnt want to get left in the lurch.

What this means for Lyfts various partnerships is more up in the air. The companys executives said they were confident they could develop their own self-driving cars without jeopardizing any of their relationships, but it seems doubtful that all of these partnerships will survive as the competition surrounding autonomous driving heats up.

We reached out to GM, Waymo, NuTonomy, and Jaguar for their reaction to Lyfts news. Waymo and Jaguar did not immediately respond, while GM said it will look into the matter and get back. Karl Iagnemma, CEO of NuTonomy, sent us a statement that said, for now, cooperation was key if self-driving cars were to reach a critical mass on the roads.

The AV ecosystem is constantly evolving and no single winner will be crowned, Iagnemma said. Partnerships remain critical to nuTonomy's success, and our aim is to work with groups with whom we share strategic aims and core values. These are partners that are transparent, innovative, and are focused on putting autonomous fleets on the road. We're excited about the work we're doing with Lyft, and remain focused on executing on our aspect of the partnership.
