Leaky Liberal Defense Costly in Loss – KSCB News.net

Liberal committed five errors as the Bee Jays reached the low point of their season Saturday night in Great Bend. The Bee Jays allowed one earned run in the 8-3 loss Saturday night at Al Burns Field in Great Bend.

Sam Beattie went five innings with seven strikeouts and no walks. He allowed six runs but only one was earned. Tyler Tognarine tossed two scoreless innings. Derek Craft allowed two unearned runs in the eighth.

Great Bend scored three unearned runs in the first on two hits and three errors. They added two more unearned runs in the second after one error and two hits. Kyle Schmidt launched his third homer of the year to left in the third. Great Bends Peyton Barnes homered in the fourth for the only earned run allowed. That made it 6-1 Bat Cats. Liberal loaded the bases with no outs but only scored two runs. Gage Teer walked with the bases loaded and the other run scored on a double play. Liberal had first and third with one out in the sixth but hit into another double play. The Bat Cats scored two more runs on two errors and one hit. Great Bend out hit the Bee Jays 12-7 and Liberal had five errors compared to Great Bends one.

Derby passes Liberal for first in the Jayhawk League. Derby is 23-9 while Liberal is 22-10. Hays is 21-9 and Dodge City is 20-10. The Bee Jays have lost four of the last five. Great Bend is 16-16. Liberal plays at Great Bend Sunday night at 7 on 1270 and kscbnews.net.

GOP faces critical month for budget – The Hill

When the Republican-controlled Congress returns to Washington thisweek, it will face a political and procedural gordian knot to advance its agenda, the heart of which centers around the budget.

Congress has just three legislative weeks before the August recess and one month after that before an impending government shutdown and debt ceilingbreach notto mention the small matters of healthcare and tax reform, which are all tied in some way to the budget.

There are a lot of moving parts, said Brookings Institution budget expert Molly Reynolds.

The problem is division within the Republican caucus, which is being pulled in opposing directions by defense hawks, deficit hawks and moderates.

The House Budget Committee, which has twice delayed marking up its resolution, had agreed on spending $621 billion on defense and $511 billion onother areas. Bothtotalswere higher than Trumps proposed caps of $603 billion for defense and $462 billion for nondefense.

To pay for some of those higher spending levels, the committee would cut $150 billion in mandatory spending over the next decade.But even as moderate Republicans balk at those cuts, the conservative House Freedom Caucus says they dont go far enough. The Freedom Caucus wants $200 billion in cuts mostly from welfare and anti-poverty programs.

The Republicans just dont quite agree on what they want to do, said Reynolds. They dont agree on how much they want to spend, and they dont agree on what they want the reconciliation instructions to look like, so until they resolves some of those issues they wont get to the part where they start negotiating with the Democrats.

Republicans dont need Democratic support to pass a budget resolution, which can be approved on a majority vote and cannot be filibustered.

But they will need eight Democratic senators to overcome a filibuster when it comes to passing spending bills or a continuing resolution necessary to keep the government from shutting down in October.

Because appropriators dont have a budget, the best they can do right now is to guess at what the spending authority will be for government agencies.

The situation is further complicated by GOP plans to repeal and replace ObamaCare and pass tax reform through special budget reconciliation rules that would allow major legislation to avoid a Senate filibuster.

Republicans are using the 2017 budget reconciliation for ObamaCare repeal, and plan on using the 2018 reconciliation to pass tax reform.

That means that the healthcare debate has to end before the House and Senate finalize their coordinated budget resolutions, which has to happen before the tax reform process can kick off.

I think from the beginning it seemed optimistic that we were going to see regular order pursued this year given the tight schedule and how much of the legislative scheduleisbeing consumed by healthcare and tax reform, said Romina Boccia, a budget expert at the Heritage Foundation.

The Senates continuing struggle to complete work on healthcare threatens to push everything back.

The calendar is the most precious resource Congress has, said Reynolds. The longer they continue to work on healthcare reform, the less time they have to spend on those other things.

IfGOP lawmakers failto pass a healthcare bill and the tax cuts associated with it, they may want to try to pass some of those cuts in tax reform. That would require them to rewrite the reconciliation instructions for 2018.

Adding pressure to the situation are two big, looming deadlines: the potential government shutdown when spending authority runs out at the end of September, and the debt ceiling.

Though the debt ceiling is not technically part of the budget process it is simply a legal limit on how much Congress can borrow to pay the bills it has already authorized voting to raise it is a politically unpopular move in both parties. Failure to do so, however, could result in a catastrophic U.S. debt default.

There, too, conservatives are determined to use the must-pass debt-ceiling vote to institute some sort of spending or regulatory reforms. Democrats have demanded a clean lift, but may use the vote to extract their own concessions from Republicans.

In previous years, the debt ceiling vote was folded into wider, last-minute spending deals. The mid-October estimate for when the debt limit will hit this year seems to augur a similar approach this time around.

The debt limit in particular is a highly unpopular thing when it has to get raised, and lawmakers are aware of that, so the extent to which lawmakers can bury it in some other bill helps when they put out their press releases about why they did what they did, said Boccia.

I predict that were going to see a big budget deal in September as the deadline for a potential government shutdown is looming and the Treasury is screaming bloody murder that the debt ceiling needs to be raised, she added.

Until that point comes and Republicans turn to Democrats to negotiate a bipartisan deal, as they did in May for the 2017 fiscal year, Democrats seem delighted at the GOP infighting.

More than six months into the Congress, Republicans still have no infrastructure bill, no budget, no tax reform, and no jobs agenda of any kind, House Minority Leader Nancy Pelosi (D-Calif.) saidFriday.

In the early 60's, Roy Bates, a Major in the British army, established a radio station, situated offshore on an abandoned ex naval fort named "Knock John". The theory behind this location was an attempt to bypass the draconian broadcasting restrictions of the time, which permitted little more than formal broadcasting by the BBC. Roy's station, "Radio Essex", and others like it, were known affectionately by the media as Pirate radio stations, and were much loved by the British public, as they supplied everything that the BBC did not at the time, Pop music and amusing presenters.

In the years than ensued, Roy fought an unsuccessful legal battle with the UK government, which questioned the legality of his occupation of said fort. It was ruled that "Knock John" fell under UK jurisdiction. Smarting from his setback, Roy weighed his options. Another abandoned fortress, Roughs Tower, identical in construction to the Knock John existed further offshore, and crucially, outside of the three mile limit to which the UK jurisdiction extended. Roy proceeded to occupy Roughs Tower, on Christmas eve 1966, with the intention of revitalising his dormant radio station. This was until he conjured a different plan entirely. After consulting his lawyers, Roy decided to declare this fortress island the independent state of Sealand, Claiming Jus Gentium (Law of Nations") over a part of the globe that was "Terra Nullius (Nobody's Land).

On the 2nd of September 1967, accompanied by his wife Joan on her birthday, his son Michael (14), daughter Penelope (16) and several friends and followers, Roy declared the Principality of Sealand. The founding of this country was marked by the raising a newly designed flag, and in an extremely romantic birthday gesture, the bestowing of a new title on his beloved wife, to be know from that moment on as Princess Joan.

LIMA Employers in the greater West Central Ohio region will collect $33 million in rebates from the Ohio Bureau of Workers Compensation in checks that will be mailed beginning next week.

BWC Administrator/CEO Sarah Morrison, in Lima to present a ceremonial check to local business leaders, said employers are free to spend their rebates as they wish, but she hopes they will consider investing in workplace safety.

We work with employers all over Ohio to prevent injuries and illness in the workplace, and they will tell you that investing in safety is a wise business decision, said Morrison, speaking at a press conference at the Lima/Allen County Chamber of Commerce. Safe workplaces mean fewer injuries, fewer medical claims and a stable workforce, all of which leads to a healthy bottom line for a business.

Morrison was joined by chamber President/CEO Jed Metzger and Tony Daley of Limas Spallinger Millwright Services Inc. Metzger and Daley accepted the check on behalf of employers in the entire region, which includes Allen, Auglaize, Shelby, Hancock, Putnam, and Van Wert counties.

Ohio Gov. John Kasich proposed the rebate in March. Its the third such rebate in the last four years, made possible by an improving safety climate, prudent fiscal management and strong investment returns. The plan to distribute rebates to more than 200,000 Ohio employers during the month of July was approved by BWCs Board of Directors in April. The plan also includes a $44 million investment innew health and safety initiativesto promote a healthy workforce and a culture of safety in every Ohio workplace. This includes a new wellness program for small employers, funding for programs to help firefighters and those who work with children and adults with disabilities, and an education campaign to address common injuries at work and in the home.

A healthy economy depends on a strong and healthy workforce, Morrison continued. And when the economy is healthy, we all benefit.

Rebate checks will be mailed in phases starting July 10.

Canberra’s Isabelle Bourne to make Australian debut at Oceania … – The Canberra Times

In most high schools, the cardinal sin is checking your phone in class. But as up-and-coming basketball star Isabelle Bourne's phone continued to light up with texts from her parents, she finally read the message telling her to check her email.

"I checked it and I was just so shocked. I was in the middle of class and I just started smiling. I had to control myself a bit," she said.

The email informed the 16-year-old Canberra Capitals development player that she had been selected in Australia's under-17's side and was headed to Guam for the Oceania championships, which start on Monday.

After years honing her skills with coaches, her two older sisters and on her own, national selectors had rewarded the rangy wing's abilities and work ethic with her first Australian team selection.

"It's been one of my goals for a long time," she said with a huge smile and a laugh, suggesting both a sense of pride, and relief. "I'm so excited."

At the start of 2017, Bourne moved her belongings to the Australian Institute of Sport, starting a scholarship at Basketball Australia's centre of excellence.

While the move is a huge step for most athletes, Bourne had received some of the best preparation available.

Basketball ACT head of high performance Phil Brown headed the AIS women's team for 24 years, winning coach of the year and a WNBL title in 1999.

Since his start at Basketball ACT in 2014, he has helped ready the tall teenager for the opportunities ahead.

What started with older sister Emma sharing tips with Bourne in the family driveway developed to individual workouts with Brown and a host of other talented coaches around town.

Bourne's height, speed and skillset allowed her to dominate smaller defenders in the post or blow by bigger ones from the perimeter.

"The first thing you see watching Issie play is her length and athleticism," Brown said.

"She is mobile and long, and that alone makes her stand out as a basketball athlete.

"She has been an impact player for ACT representative teams through under-16 and under-18 Australian championships, catching the attention of national selectors in the process."

In February's under-18 national championships, Bourne finished seventh in points per game and second in rebounding, asserting herself against the top talents in the country.

Off the back of that, now she's going to Guam.

Maglione receives support from Africa, Asia and Oceania for FINA Presidential bid – Insidethegames.biz (blog)

Delegates from Africa, Asia and Oceania have been urged to vote for Julio Maglione at this month's International Swimming Federation (FINA) Presidential election after letters were circulated throughout all three continents.

Letters written by the respective Presidents of all three continental bodies repeatedly criticise the Uruguayan incumbent's sole opponent for the top job in the sport, Italy's European Swimming Federation (LEN) head Paolo Barelli.

In what appears to be a coordinated strategy, Maglione himself has also sent a letter throughout the aquatics community in which he outlined achievements enjoyed under his watch before claiming that "nobody is able to damage" the solidarity of the FINA "family".

It comes as campaigning intensifies before an election scheduled for the FINA Congress in Budapest on July 22.

"We are a big family, we respect each other, we are strongly united and nobody is able to damage this solidarity," Maglione, who is standing for a third term in office, wrote in his letter seen byinsidethegames.

"We are quite well, in an excellent position.

"We have done a lot, but there is a lot more to be done, all together, for the progress of our aquatic disciplines.

"We must continue working tirelessly, united in our diversity, to be even better."

He pointed out how aquatics is now the largest sport on the Olympic programme, with 49 medal events, after proposals for a new mixed medley relay, a men's 800 metres freestyle and a women's 1,500m freestyle were approved by the International Olympic Committee (IOC) last month.

He also highlights increased development funding and supposed improvements to the FINA governance, as well as its website and communications, before claiming they remain "at the forefront" of the fight against doping.

Maglione, 81, was only able to stand for a third term after he successfully proposed a motion abolishing age limits and relaxing term restrictions for the FINA Presidency in 2015.

This is among many areas identified by Barelli in his criticisms of the current leadership.

Letters signed by African Swimming Federation (CANA) President Sam Ramsamy of South Africa, Oceania Swimming Association (OSA) head Dennis Miller of Fiji and Asian Swimming Federation (AASF) counterpart Sheikh Khalid Mohammed Al-Bader Al-Sabah of Kuwait all draw upon similar themes in responding to these comments.

Miller outlines how Barelli himself has served as Italian Swimming Federation head since 1987, so it is "hard to understand his criticism of President Maglione and the current FINA rules".

All three letters criticise Barelli's decision to refer FINA vice-presidents Husain Al-Musallam and Dale Neuburger to the Court of Arbitration for Sport (CAS) and then consider appealing the CAS verdict against him to the Swiss Federal Tribunal.

"Mr Barelli has been FINA honorary secretary general since 2009, but has never bothered to contact any of us during the last eight years about his ideas and vision of the way ahead on how to work as a family and drive FINA forward," wrote Sheikh Khalid.

"Unfortunately, Mr Barelli has adopted a negative stance in which he has not only attacked his colleagues in the FINA Bureau but also criticised the entire FINA system, although he is an integral part and advocate of the same system.

"He also criticised our beautiful Asian Aquatic family, and to our astonishment, states that Asians were only interested in the politics and finances of FINA while denying at the same time the fact that Asia is a true partner of FINA and that AASF has always been one of the fundamental pillars of FINA through its significant contribution to the FINA and its events in all aspects."

Ramsamy, a member of the IOC, added: "Mr Paolo Barelli, the FINA honorary secretary, has been circulating several letters to FINA National Federations, seeking support for his candidature for the President of FINA.

"Apparently, he is now circulating messages promising financial contributions in his attempt to woo the Federations.

"Last year, FINA President, Dr Julio Maglione, honoured us with his presence at our CANA Congress held in Bloemfontein.

"We also invited Mr Paolo Barelli to our Congress in Bloemfontein, but he did not even have the courtesy to respond."

These concerns relate from an insidethegames report on a letter sent by Barelli claiming that FINA officials from Africa and Asia are more interested in political and economic power than promoting sport.

Miller also criticises "rumours and allegations" made by the Italian against the current FINA President as well as the "smoke and mirrors" surrounding his election campaign.

He also questions Barelli's promises regarding increasing FINA development funding as he "cannot recall him at any stage advocating any form of financial and logistical support for national and continental federations".

"This has only come up now in his election campaign," he adds.

Barelli had taken FINA to CAS over alleged interference at last year's elections for the European Swimming Federation (LEN) Presidency, where he beat Dutchman Erik van Heijningen by 50 votes to retain his position.

Barelli had alleged that Al-Musallam had tried to get voters to back van Heijningen.

He also claimed that Neuburger, a director of Lausanne-based TSE Consulting, who work for FINA, should not have been involved in van Heijningen's campaign as it was a conflict of interest.

African, Asian and Oceania delegates are all urged to vote for van Heijningen and Russian Swimming Federation President Vladimir Salnikov as European representatives on the FINA Bureau.

LEN and Barelli have instead proposed Royal Spanish Swimming Federation President Fernando Carpena and Christa Thiel, President of the German Swimming Federation President for 16 years until she stepped down in 2016, for the same two positions.

When you need some me-time, simply head back to the Swim-Up Junior Suite, where guests can hop into the Jacuzzi on the terrace before directly swimming out into the main pool.

Located on Bonaire Bay in St. Lucia, this peaceful property has rooms for just 26 lucky parties.

(Clientele are mainly couples, and while families are also welcome, the resorts hushed, romantic atmosphere may not make it an ideal choice for families with young kids.)

Thousands enjoy unique bird experiences throughout the Caribbean – Jamaica Gleaner

Thousands of people throughout the region had fun experiences with birds and nature in June during the Caribbean Endemic Bird Festival. Dozens of festival events took place on different islands to celebrate the birds that live only here.

Activities were held for preschool and primary students and adults and families. Bird talks were held on many islands to help people understand the unique birds that live only on specific islands or only in the region. Guided bird walks brought people of all ages out into nature to see these amazing birds first hand. For many, it was their first chance to get an up-close view of birds through binoculars or a scope.

Other activities were as diverse as the region itself. In the Dominican Republic, Ridgway's Hawk Day celebrated the endangered Ridgway's Hawk, which lives only on Hispaniola. In Trinidad, bird education was brought to the streets with a bird education stand at a local market. In Puerto Rico, a special training workshop gave teachers learning tools about birds to use in classes year-round. On St Martin, festival attendees planted coconut trees and painted bird feeders.

The Caribbean Endemic Bird Festival is one of the Caribbean's only regional events about birds and nature. It is organised by BirdsCaribbean each spring, and dozens of non-profits, schools, parks, and other organisations develop events in their communities.

Endemic birds those that live only on one island or within a small range are at special risk of extinction. The Caribbean is home to many endemic species, and many are already in danger.

Royal Caribbean to Pull Some of its Cruise Ships from Falmouth, Jamaica? – Cruise Law News

Royal Caribbean and sister cruise line Celebrity Cruises are pulling some of their cruise ships from the port of Falmouth, Jamaica, according to the Jamaican Gleaner.

Yesterday, the Gleaner published an article titledMajor Cruiselines Pull Out Of Falmouth Port, Financial Fallout Expected. The article is admittedly confusing. It quotes Falmouths mayor, Colin Gager, referring to three ships, the "Allure of the Seas," and two unnamed ship from Celebrity and Royal Caribbean. It seems thatRoyal Caribbean and Celebrity Cruises changed the itineraries of three cruise ships from Falmouth at sometime in the future.

It does not appear that these cruise lines are pulling all of their ships from this port. The Royal Caribbean websitestill lists the Independence, Liberty, Oasis, Allure, and Harmony of the Seassailing to Falmouth in 2017 and 2018 and the Adventure of the Seas calling on Falmouth in late 2018 and 2019.

The article cites three reason expressed by the Falmouth mayor for the disruption of arrivals at the port: (1) "visitor harassment," (2) the "conduct of tour bus operators," and (3) "craft vendors leaving much to be desired."

Many cruise passengers have complained about being harassed in Falmouth, as well as other ports in Jamaica such as Ocho Rios and Montego Bay, by vendors and hair braiders over the years. There have been many discussions between Royal Caribbean and Jamaican tourism officials about the cruise visitors' complaints of harassment.

Local tour bus operators have been a problem with safely taking cruise passengers from the port to excursions. Last year over a dozen passengers were injured in a crash of a tour bus where the driver was reportedly driving erratically. The accident killed one Royal Caribbean passenger who was aboard the tour bus.

Royal Caribbean invested heavily in developing the historic port, which we have reported on several times. Local newspapers are reporting on promises by Royal Caribbean and the local port authority to complete a large market with over 200 stalls, a transportation center in the middle of town, and an artisan village.

Royal Caribbean and the Port Authority of Jamaica are planning to further dredge the port to make room to permit Falmouth to permit two cruise ships which are the size of the Allure of the Seas (or the Oasis or the Harmony) to be in port at the same time. There have been reports in the local press that there is opposition to the dredging by local citizens of Jamaica. Last month, the Gleaner reported on calls for the local citizens to resist the dredging. It mentioned that a pastor in Trelawny, the Reverend Devere Nugent of the William Knibb Baptist Church, was "calling on the people and churches in the parish to resist the plan to do further dredging of the sea, which is a proposal to bring more cruise ships to the resort town."

Reverend Nugent said "I am calling on the churches and people to establish baskets of resistance. We must resist the further dredging of the sea. Let us no longer sit back and be exploited.Thepeople who are planning to do further dredging are doing so for their own profit, none of which stays in Falmouth. They don't live here, they don't shop here, and they don't join any church or civic organization here. It is broad-based exploitation."

The question arises whether Royal Caribbean is pulling some of its ships from Falmouth to make a point with those resisting the cruise line's plans for the port.

Ironically, the Jamaican minister of tourism, Edmund Bartlett, boasted a couple of months ago in the Jamaican Observer that Falmouth was hosting many of the largest cruise ships in the world and would soon be the regions "number one cruise destination."
