Rutherford, others sign letter opposing seismic testing offshore – St. Augustine Record

The same day that President Donald Trump touted new energy policies during a speech at the U.S. Department of Energy that he said were part of a golden era of American energy, Rep. John Rutherfords office released a letter signed by him more and than 100 other members of Congress that voiced opposition to the use of a controversial oil and gas exploration technique off the Atlantic Coast.

We are writing in strong opposition to your recent secretarial order to move forward with offshore oil and gas exploration in the Atlantic Ocean, the letter, signed by members of both parties and addressed to Department of Interior Secretary Ryan Zinke, began.

Offshore oil and gas exploration, the first step of which is seismic airgun testing, puts at risk coastal economies based on fishing, tourism, and recreation, it said before asking Zinke not to issue any permits for the surveys.

Rutherford, a Republican, represents Floridas 4th District which includes parts of Nassau, Duval and St. Johns counties. Republican Ron DeSantis, who represents the southern portion of St. Johns County, also signed the letter.

Seismic airgun testing is used to map potential drilling sites, but many say the airguns, which blast intense pulses of compressed air at the ocean floor, are so loud they can disturb or injure endangered right whales and other marine mammals and increase the risk of calves being separated from their mothers.

Rutherford had voiced opposition to the testing earlier this month when the Trump administration, through the National Marine Fisheries Service, made its first move toward oil exploration by requesting permits under the Marine Mammal Protection Act for five companies to use airguns for seismic surveys in the mid-Atlantic, from Delaware to Central Florida.

Rutherfords office released a brief statement at the time saying that he was working to build a coalition in Congress opposed to opening up the Atlantic to drilling activities and share with the administration how offshore oil and gas exploration threatens our coastal economies based on fishing businesses, restaurants, and the visitors that flock to Northeast Florida.

The letter dated June 28, but released Thursday said that those who signed have heard from countless business owners, elected officials and residents along our coasts who recognize and reject the risks of offshore oil and gas development.

The Interior Department, though, is rewriting a five-year drilling plan established by the Obama administration, with an eye toward opening areas in the Arctic and Atlantic oceans that now are off-limits to drilling. Its one of six initiatives that the president unveiled Thursday in hopes of generating more energy exports and jobs.

Trump and other officials say they are confident the country can pave the path toward energy dominance by exporting oil, gas and coal to markets around the world, and promoting nuclear energy and even renewables such as wind and solar power.

Zinke says increased offshore drilling could provide more than enough revenue to offset an $11.5 billion maintenance backlog in national parks.

Theres a consequence when you put 94 percent of our offshore off limits, Zinke said in a speech this week. Theres a consequence of not harvesting trees. Theres a consequence of not using some of our public lands for creation of wealth and jobs.

Oceana, an environmental group that has been at the forefront of the opposition to seismic testing, issued a news release Thursday about the letter.

In it, Oceana campaign director Nancy Pyne praised Rutherford and Democratic Rep. Don Beyer of Virginias 8th District who helped form the coalition of lawmakers that signed the letter.

Reps. Rutherford and Beyer should be applauded for their leadership in working to protect the Atlantic from loud and dangerous seismic airgun blasting, she said.

The groundswell of opposition to these dirty and dangerous activities continues to grow every day, she continued. Currently, 126 East Coast municipalities, more than 1,200 local, state and federal officials, and an alliance representing over 41,000 businesses and 500,200 fishing families from Florida to Maine, publicly oppose seismic airgun blasting and/or offshore drilling. The risk to marine life, coastal communities and economies is just too great.

While all eyes are riveted on how much U.S. shale output is undermining OPECs production cuts and any oil price gains, other non-OPEC producers are also increasing crude production, and most importantlyexports. Rising supply from non-OPEC countries other than the U.S. adds yet another headache to the cartel as it continues to try (with little success so far) to kill the glut and lift the price of oil.

One of those non-OPEC deal producers is Brazil, which is not only growing its production, but is also seeing a surge in crude oil exports.

South Americas biggest economy is trying to emerge from a two-year recessionthe worst in its history. Falling commodity prices and a series of corruption and political scandalsincluding a scandal at state oil firm Petrobrashas crippled the economy and undermined investor confidence in the past few years.

Brazils worst recession on record has led to a slump in domestic oil and fuel demand, and a rise in crude oil exports. Moreover, the country is trying to lure international oil companies to its offshore pre-salt fields with amended legislation, and is launching new projects and tenders. Analysts and international agenciesas well as OPEC itselfsee Brazil as one of the biggest contributors to growing non-OPEC supply this year, albeit at a distant second or third behind U.S. shale.

Brazils oil exports jumped by 94 percent on the year in February this year, beating the previous record from January. In the first quarter of 2017, oil exports jumped by 56 percent compared to the same period last year.

The Q1 2017 surge in Brazils oil exports came after state-controlled Petrobras reported a 6 percent rise in exports and a 30 percent decline in imports for 2016, moving it into net exporter territory. In Q4 2016, Petrobras oil product production in Brazil dropped 3 percent to 1.8 million bpd. Domestic oil product sales decreased 4 percent to 2.0 million bpd, while oil and oil product exports jumped by 13 percent to 634,000 bpd, Petrobras said. In Q1 2017, Petrobras oil and oil product exports soared 72 percent compared to Q1 2016.

Wood Mackenzie has estimated that Brazilian exports this year will rise to almost 1 million bpd, compared to 798,000 bpd last year.

While exports could improve Brazils foreign trade balance, this is bad news for OPEC, which is trying desperately, and so far not very efficiently, to draw down the global oversupply and prop up oil prices.

Brazil becoming a relevant exporter is complicating OPECs efforts to control prices through supply cuts, former oil regulator Helder Queiroz, a scholar at Rio de Janeiro Federal University, told Bloomberg by telephone.

OPECs latest Monthly Oil Market Report estimated that non-OPEC oil supply in the second half of this year will increase by 500,000 bpd compared to the first half, to average 58.4 million bpd. The U.S. is the main driver behind this higher growth, contributing 760,000 bpd, followed by Brazil and Canada with 120,000 bpd and 60,000 bpd, respectively. On a country-by-country basis, the main contributors to growth in 2017 are expected to be the U.S. with 0.80 mb/d, Canada with 0.26 mb/d, Brazil with 0.21 mb/d and Kazakhstan with 0.13 mb/d, OPEC said.

The June Oil Market Report by the IEA said that Non-OPEC output is seen rising by 660 kb/d this year, a slight upward revision from last month's Report. In 2018, growth will accelerate to 1.5 mb/d, driven by strong U.S. crude production and further gains from Brazil and Canada.

In projections for oil supply until 2022, the IEA expects the countries other than the U.S. with significant growth to be Brazil, Canada, and Kazakhstan, which will see their cumulative output rising 2.2 mb/d by 2022, reaping the rewards of investment decisions taken before oil prices declined. Moreover, Brazils pre-salt basin is adding new production, with international oil and gas majors participating in the consortia developing the fields.

The hot oil plays will be U.S. tight oil (the Permian Basin again to the fore) and Brazil pre-salt, both of which have materiality and among the lowest development breakevens globally, Wood Mackenzie said at the beginning of this year in its 2017 global upstream outlook.

Analysts concur that Brazils crude oil production will increase over the next few years. In the short term, Brazilian exports and outputcoupled with U.S. shale and Canada gainsis offsetting a large part of the OPEC cuts.

Like many urban centers in the United States, the Milwaukee region faces large issues that have roots in many causes. Decades ago, the city of Milwaukee The Machine Shop of the World was heralded as one the best places for African Americans in the country. In the decades since, deindustrialization in the American Midwest, the appeal of cheap labor in the union sparse South, the opening of opportunities for businesses to operate on a global scale in places with little if any regulation or standards of living, the retreat of diversity and wealth from the city to surrounding communities to be replaced by the concentration of poverty, disinvestment of schools, and poor transit connectivity have led to a complete reversal of Milwaukees reign as a key place for building a solid middle class life for African Americans.

The perfect storm of these occurrences has resulted in some neighborhoods in American cities, Milwaukee not excluded, to witness an environment where violence particularly gun violence has become all too common. The Milwaukee Homicide Review Commission reports that in 2015, 119 of 145 people slain in Milwaukee were killed by gun and another 633 people suffered non-fatal gunshot injuries. We must be intentional about our efforts to address violence in our community no matter the form in which violence is presented.

I believe that this is important for a number of reasons. Chief among these reasons is that the Office of Violence Prevention is housed within the Milwaukee Health Department. With renewed focused bolstered by the Mayor and Common Council in 2016, this office is playing a critical role in identifying and pursuing meaningful solutions to the root causes of violence in our city from a public health perspective.

Next, too many homicides occur in Milwaukee over arguments, disagreements and minor scuffles that should never result in the loss of life. Then, while we lean on institutions like police for public safety, the department is not and cannot function as the be-all-end-all for each concern that we have in our neighborhoods. While police serve as an essential asset to security in our neighborhoods, no amount of officers alone will reverse the adverse effects of segregation, racial disparities, the educational achievement gap, the income gap between Milwaukees central city and its suburbs, nor the outsized contribution that Milwaukee makes to support other communities around Wisconsin via state shared revenue.

Lastly and again, I think that we should be intentional about not only how we work to solve problems like violence but we should also be intentional in what we call our institutions that are charged with addressing these issues.

In City Hall, the Public Safety Committee served as the Common Councils intersection between police and fire but those entities alone dont represent the totality of the approach needed. Public health is also a critical component to these efforts. The new name of the committee now reflects that fact.

Tri-D Dynamics Aspires to Print Rocket Components for New Space Age – Xconomy

In tech circles, amid the chatter about terrestrial innovations such as artificial intelligence, machine learning, and genomics, theres excitement building around another important emerging sector: private space travel.

Teslas Elon Musk, Amazons Jeff Bezos, Virgins Richard Branson, and Microsoft co-founder Paul Allen all have private space ventures underway. NASA is once again ramping up its efforts, launching a rocket this morning that lit up the pre-dawn sky with colorful tracers. Although were nowhere near 1960s-space-race levels of enthusiasm in the U.S., its clear that our titans of digital industry, at least, see a lot of opportunity in expanding the reach of business beyond the Earth.

Tri-D Dynamics, a startup launched from the Purdue Foundry accelerator earlier this year, is preparing for the coming era of private space flight. The company wants to commercialize low-cost rocket engines that can be fabricated quickly through 3D printing and other additive manufacturing processes.

We want to be contract manufacturers for rocket engine components, says Alex Finch, Tri-Ds co-founder. Finch says the companys process is proprietary, but doesnt have the same constraints on component size or scalability that traditional 3D metal printing methods do. Our technology tries to move past those constraints, he adds.

Finch says his companys timing is perfect, as he sees the aerospace industry transitioning from being the provenance of government entities to being dominated by private companies, where the potential for profits is higher. We anticipate a big spike in demand, he says. There are a lot of rocket and satellite companies that are bringing value to commercial customers, and thats driving more demand.

If private space travel becomes more common, as its predicted to, Finch says an infrastructure will be required, and it will be rockets that ferry the necessary equipment to space. Youve got Branson with Virgin Galactic, Musk with SpaceX, and Bezos with Blue Origin, and then there are a dozen others in the U.S. alone, he points out. Globally, there are even more. We see the industry primed for exponential growth in 10 to 20 years.

In 2015, rocket manufacturing in the U.S. was a $2 billion industry, Finch says. Tri-D has done market research that shows demand for rocket engines will double by 2020.

According to Finch, Tri-D Dynamics was born out of research conducted at Purdue and University of California, San Diego, and has been five years in the making. The four-person company is based in Los Angeles, CA, but hopes to eventually locate its manufacturing operation in Indiana. Purdue is currently in the process of building a new aerospace manufacturing center, Finch says, which could provide a future pipeline of talent.

So far, Tri-D has relied on government grants to support itself as it develops its research from concept to commercialization, but Finch is also in the process of seeking venture backing. While many other companies are innovating in the broad category of 3D printing, Finch says none that hes aware of compete directly with Tri-Ds technology.

Some of the technology were using is already known, but we do have a patent pending, he says.

The startup also signed its first customer in the spring. Tri-D will take its customers engine design and create a full-scale prototype using its 3D printing technology by February. Finch says once the rocket engine printing process has been perfected, the company wants to explore other verticals, such as manufacturing jet engines or large-scale equipment for the oil and gas or nuclear industries.

Why the Future of Stuff Is Having More and Owning Less – Singularity Hub

If youre one of the many people whos embraced the sharing economy, youve probably stayed in someone elses apartment or ridden in someone elses car. Maybe youve also done away with your clutter of DVDs, books, or CDs, since you can watch movies on Netflix, read books on Kindle, and hear music on Pandora.

The concept of having more while owning less sounds paradoxical, but thats exactly the scenario were finding ourselves in. Technology is enabling us to move away from ownership and towards an economy based on sharing and subscriptions. Platforms like Airbnb and Lyft or Uber connect renters and riders to landlords and drivers, and digitization means all kinds of media can be stored, streamed, or downloaded in seconds.

But where does it end? Are there things well always want to own, and if so, what are they?

In a new video from Big Think, author and WIRED founding executive editor Kevin Kelly explores the limits of what he calls the subscription economy and asks, Is this the end of owning stuff?

Kelly points out how easy its become to make things like games or books intangible. These things have gone from being physical products to information on a screen.

If we can deliver these intangibles anytime, anywhere, to anybody, that instant aspect of them means we dont have to own them anymore, Kelly says.

And its not just intangibles we dont need to own. If you can summon a car to pick you up within minutes, why own one, especially when owning means storing, cleaning, maintaining, and insuring? Subscribing, Kelly says, gives you all the benefits of owning without any of the liabilities.

But is there a limit to what people will be willing to rent?

Ownership isnt always just about practicality or convenience. Its also about comfort, familiarity, and status, tooand these arent as easy to digitize or subscribe to.

Kelly uses clothes as an example of something else we may soon subscribe to. Your body would be scanned so youd know the clothes would fit, then theyd get delivered to you, youd wear them once, send them back, and theyd be cleaned and sent to the next person.

On the one hand, it would be nice not to lug a suitcase of clothes and personal items along when you travel, instead receiving whatever you need at your destination (and leaving it there when you depart).

But what about your old gym shoes that are perfect for long days of walking? Or that t-shirt youve washed so many times it feels like wearing a fluffy cloud? And dont forget about the brand-name suit you saved up for months to buy, and the hat that bears your alma maters namehow will you tell the world who you are without these?

Not to mention, wouldnt wearing the same clothes dozens of other people have worn be kind of, well, gross?

Similar points might be made about items like kitchenware, toys, camping equipment, or really anything thats among the piles and stashes of stuff in our homes today.

We own things because its convenient, but also because its sentimentalmaybe it would be nice to rent a turkey roaster once a year instead of having it take up space in your cabinet for 364 days, but its also nice to use the one Aunt Sue gifted you from your wedding registry.

For better or worse, ownership also serves as a status symbol. If you can afford expensive cars and luxury-brand clothing and accessories, you may want to own them even if theyre not practical or convenient.

The answer to Kellys question, then, is a bit more nuanced than yes or no. This is the beginning of being able to significantly reduce what we own while retaining access to more than we had before. Its a phenomenon that will spread to new classes of things with varying speed.

How quickly we shift from owning to subscribing will be influenced by price and convenience, but the personal and cultural aspects of ownership will likely provide a counterbalance. I, for one, will always love my comfy old t-shirts and bulky paper books.

That said, preferences tend to change over time and evolve along with cultural norms. As evidenced by Airbnbs explosive growth in a relatively short period of time, many people have readily gone from thinking of their homes as private space to using them as money-makers. Similarly, though we may not be crazy about the idea of sharing clothes right now, the next generation could be as comfortable with it as we are sleeping in other peoples beds.

Masked burglars armed with guns spotted in Ascension Parish … – WBRZ

DONALDSONVILLE - The Ascension Parish Sheriff's Office is seeking three armed suspects who were recorded attempting to break into vehicles in a Donaldsonvillesubdivision.

The three suspects can be seen in disturbing surveillance video which was captured early Monday morning in the Bun Hood Subdivision. The suspects can be seen wearing dark-colored outfits and carrying firearms as they attempt to enter two locked vehicles parked in a driveway.

The men leave after they trigger a motion-sensitive light in the home's garage.

According to the Ascension Parish Sheriff's Office, investigators also believe the same three suspects broke into a residence on Woodland Drive in Donaldsonvillethat same night. The suspects allegedly threw a brick through a window, stole a purse from the kitchen counter, and also rummaged through a vehicle underneath the carport. Several items were stolen in the burglary.

If anyone sees these suspects, they're advised not to approach, but to dial 911.

Physicists Just Found One of The Forces Holding The World Together Can Also Push It Apart – ScienceAlert

A type of force that makes molecules briefly stick to one another has been shown to have a more repulsive side, even when they aren't being squeezed together.

Since first being described in 1930, van der Waal forces have been regarded as mostly attractive, only pushing back when groups of molecules are under pressure. New research predicts such a reversal can occur in the real world where crowds of molecules jostle freely, an idea that could affect how we approach everything from protein folding to nanotechnology.

By applying a model that mimicked how the charges on particles become polarised under certain conditions and then comparing their findings with experimental results, the researchers showed van der Waal forces can push when they were only expected to pull.

To get a better idea of exactly what this means, it helps to understand that van der Waal forces are like the little brother to the bonds that connect atoms to one another.

While reality is a little more complex, think of electrons as negatively charged particles that move around a positively charged nucleus. As they move, they're often more likely to occupy some areas around the atom more than others, depending on what else happens to be pushing and shoving nearby.

That's referred to as an electron charge density.

Molecules that have atoms of mismatched sizes, such as water with its tiny hydrogen atoms and rotund oxygen, can have an unbalanced game of tug-of-war over their shared electrons, leading to just such a bunching up around the molecule.

Keeping in mind that particles of the same charge have a repulsive effect on one another, electrons that 'bunch up' make that part of a molecule more negative, so they pull towards the zones of other molecules that are left more positive.

This loose bonding is why the molecules of H2O tend to stick more to each another, giving the liquid a high surface tension that makes belly-flops in the swimming pool hurt so much.

Van der Waal forces are like these so-called hydrogen bonds, but happen in molecules that aren't quite so imbalanced. Rather than a tug of war, electrons that randomly bunch up in one area briefly push away electrons on another atom nearby, creating a fleeting connection.

Compared with other forms of chemical bonding, including hydrogen bonds, van der Waal forces aren't exactly all that powerful, and require molecules to be relatively close to one another.

"The textbooks so far assumed that the forces are solely attractive. For us, the interesting question is whether you can also make them repulsive," says researcher Alexandre Tkatchenko from the University of Luxembourg.

Squeezing molecules close together can make their electron charge density shift, causing the molecules to repel one another.

Most models on van der Waal forces are based on pairs of molecules interacting in free space. The researchers wanted to know if the same rearrangements of electrons could sometimes be repulsive under other crowded conditions that weren't under high pressure.

The pair used a model called a Drude oscillator to mimic the fluctuating charge densities around particles in a confined space. approached the interactions as quantum systems based on waves rather than the more traditional many-body dispersion framework that relied on particles.

Their novel quantum-mechanical method fitted what they observed better than previous explanations, demonstrating that the tiny tugs between molecules over short distances can sometimes turn into the occasional shove, even when they're not being squeezed together.

"We could rationalise many previous experimental results that remained unexplained until now. Our new theory allows, for the first time, for an interpretation of many interesting phenomena observed for molecules under confinement," says researcher and developer of the model, Mainak Sadhukhan.

Though fleeting and tiny, van der Waal forces are collectively bonds to be reckoned with, especially in complex chemistry that involves diverse molecules such as those inside our cells.

Not only is it academically interesting that the forces can sometimes push, it could have implications in how we develop new pharmaceuticals, approach desalination technology, or even move molecules around in new forms of nanotech.

This research was published in Physical Review Letters.

Is trance music dead? Once atopicfor discussion, 2016 saw that question finally laid to rest. Trance artists sawincreased bookings, large dedicatedtrance events like Blissin Seattle sprouted out of nowhere, psy-trance became a fad, and more! This year, the genre continues to soar to new heights.Fresh, youngartists are emerging and legends of old, ones who bounced to other genres, have returned home under new aliases. One trance mainstay whos set to have his biggest year yet? Omnia.

Before taking to the Digital Oasis stage last week at Paradiso, the Ukranian DJ/producer shared with us what fans can expect from him this summer, and beyond. Lets just say: trance family, you are definitely in for a treat!

Dont expect from me simple EDM, commercial big room stuff, DJ screaming in the microphone for the whole night, and things like thatits not me.

Contributing to trances resurgence last year, Omnia struck gold with Alien, released that April, and kept the hits coming. His remix of Armin van Buurens Face of Summer, Believe (featuring famed trance vocalist Audrey Gallagher) and All I See Is You (featuring Christian Burns, a legend in his own right), all released toward the end of the year, received massive support and placed on trance charts across the globe. He hasnt stopped since, teaming up with Johnny Rose for Why Do You Run and DRYM for Enigma to kick off 2017.

His Paradiso set saw a slew of new IDs and remixes, somehaving never been played on stage- a funtaste of whats to come.

The whole summer is going to be crazy with the new music from me and Im so happy about that!

Teasing a few more singles to be released in July and August, Omnia adds there are plans for an album to be released next year; in-progress now.

I think we are coming back to the trance roots right now. For some reasons trance music had too much EDM influences afew years ago, but that was just a trend I guess; people get bored of this too fast.

Right now, trance is back.
