Trump officially requests second LCS for the Navy – Washington Examiner

The Trump administration has officially requested that a second littoral combat ship be added to the fiscal 2018 budget request, after officials said they wanted to add the ship the day the White House sent a budget to Congress that requested only one.

Appearing before a House Armed Services subcommittee on May 24, the day after Trump's budget requested just one LCS, acting acquisition chief Allison Stiller said the administration "recognizes the criticality of our industrial base and supports funding a second LCS in FY18." A day earlier, she knew few details about her own department's surprise request for a second ship.

"That was brought to us today, so that's what I know," Stiller told USNI News.

On Thursday, the White House submitted its amendment to the request to House Speaker Paul Ryan, R-Wis., specifically requesting to move $500 million into the Navy shipbuilding account to pay for the second ship. "This amendment is necessary to correctly reflect the policy assumed in the FY 2018 Budget," the amendment said.

The additional ship doesn't add to the overall topline request, and accompanying documents show the money coming from three areas:

The amendment officially brings to nine the number of ships the administration is requesting for fiscal 2018, in a week that has already seen debate over the program and whether it should receive more money.

On Wednesday, during the markup of the authorization bill, program supporters on the House Armed Services Committee fought off a proposal to reduce the number of ships from three to two in its version.

Rep. Seth Moulton, D-Mass., proposed an amendment to move $556 million from the shipbuilding account to pay for munitions instead, citing the ship program's spotty past performance.

"Having these ships, which according to tests literally cannot survive combat, has a lot more to do with parochial congressional district politics than the needs of our sailors and our troops," Moulton said.

Rep. Bradley Byrne, R-Ala., said the ship is on budget, but the two shipyards will not be able to continue unless the Navy orders three hulls per year.

"The three ships not only maintain a healthy industrial base, because without three ships, the skilled workforce will suffer a 10 to 40 percent layoff resulting in an extended production timeline and yielding cost increase of 10 to 15 percent," Byrne said.

Rep. Mike Gallagher, R-Wis., said the Navy is also eager for more of the ships, despite claims by Democrats that it is unwanted.

Both lawmakers represent states where the two variants are produced. The Freedom class by Lockheed Martin is built at Fincantieri Marinette Marine in Wisconsin, while the Independence class is built by Austal USA in Alabama.

Maersk ransomware attack may hit ‘tens of thousands’ of shippers, warns analyst – The Loadstar

The cyber attack on Maersk has the potential to throw global container supply chains into chaos, according to Lars Jensen, chief executive of maritime cyber security firm CyberKeel.

Mr Jensen told delegates at the TOC Europe Container Supply Chain conference in Amsterdam today that the attack was likely to spread well beyond Maersk, its terminal operating arm, APM Terminals, and its customers.

According to his calculations, Maersks shipping lines Maersk Line itself, Safmarine, Seago, MCC Transport and Sealand book 3,300 teu every hour, some $2.7m in revenue.

At the timeof writing, that equates to at least some 82,500 teu and revenue of $67.5m a combination of shipments caught up in ports and on vessels and likely lost bookings.

But there are other shipping lines that have boxes onboard Maersk vessels these will not be able to be unloaded; other lines use APM Terminals facilities; and even unaffectedthird-party terminals may well have piles of boxes theywill be unable to clear, Mr Jensen said.

The number of shippers affected could amount to the tens of thousands, he said.

If this goes on much longer they will be trying to book with other lines. But, guess what, the shippers I spoke to today are being told by other carriers that we have entered the peak season and theres no space on vessels, he added.

One forwarder, however, told The Loadstar that due to the attack he was hopeful of getting space on a Maersk ship next month and at a good rate that might otherwise have been booked. But another believedit was a serious issue.

Mr Jensen said the attack illustrated the inherent digital weakness of the shipping industry.

No way does this imply that Maersk had insufficient security, if someone wants to hack you they will find a way.

What it does mean is that shipping needs to build resilience into its digital products. Its not about building a system and laying a security system over the top, but building security up front when you begin to develop a systemwhich, Im afraid, is likely to cost more, he said.

As America remains busy anticipating the return of Saint Etienne to stateside stages this fall, the English trio have provided a warm look back in their new video for Magpie Eyes. The Tash Tung-directed clip, which you can watch below, shows a trio of youths depicting a fictionalized Sarah Cracknell, Bob Stanley and Pete Wiggs as they spend their days free from cares.

The video was shot in Stevenage with its once fine Ladybird book New Town architecture that was a fleeting vision of suburban utopia, says Wiggs in a press release. The director Tash Tung came up with the idea of an imagined younger us spending a typical day hanging out in record shops and cafes capturing the ennui and bonhomie of those years when you have no idea how your life will pan out.

Sport: Wisil, Dodson win Oceania 100m finals – Radio New Zealand

Olympic duo Toea Wisil and Jeremy Dodson proved themselves quickest in the Pacific after winning the senior 100m finals at the Oceania Area Athletics Championships in Suva last night.

Papua New Guinea's Wisil ran 11.63 to finish more than half a second clear of Australia's Morgan Gaffney.

Samoa's Dodson won a photo finish, clocking 10.86 seconds to pip PNG's Nazmie Lee Marai by two hundreths of a seconds.

In a bizarre scene, there was no winner in the men's 5000m senior race walk, with the only competitors, Fijian duo Rajeshwar Prasad and Pramesh Prasad, both disqualified.

Australia's Murray Goodwin claimed gold in the men's 400m final at ANZ Stadium, running 47.53, with Fiji's Samuela Railoa second.

Jamie Scroop cleared 4.00m to win the women's pole vault for Australia, with New Caledonia's Caihe Caihe the sole competitor in the men's event.

New Caledonia's Linda Selui threw 47.29 to take out the women's javelin, while Fiji's Isireli Bulivorovoro leaped 7.28m to win the men's long jump.

Meanwhile New Zealand continued their success in Para events, with Keegan Pitcher adding another gold medal to his haul in the men's 400m and Tamara Gotty the only competitor in the women's wheelchair javelin.

Keama defends title as Australia and New Zealand dominate Oceania Boxing Championships – Insidethegames.biz

Australia and New Zealand dominated the finals at the Oceania Boxing Confederation Boxing Championships in Gold Coast today, although Papua New Guineas Charles Keama defended his title.

Keama produced a fine performance in the mens flyweight gold medal match as he saw off the challenge of Australias Tyler Blizzard.

However, the host nation was not forced to wait long for success, as Sam Goodman triumphed in the mens bantamweight competition.

Goodman emerged as the victory of his gold medal clash with Vanuatus Boe Warawara, who headed in as the defending champion.

Australian success continued with Alex Winwood winning the mens light-flyweight crown, having seen off the challenge of Maxie Mangea of Papua New Guinea.

Harry Garside and Andrew Hunt added to Australias gold medal haul as they won the lightweight and welterweight titles.

Garside defeated Chad Milnes of New Zealand in the lightweight final, while Hunt beat Fijis Winston Hill in the welterweight division.

Australias Clay Waterman clinched the light-heavyweight title by beating Jarrod Banks of New Zealand, while Joseph Goodall overcame another Kiwi in Patrick Mailata to win the super-heavyweight event.

New Zealand won the remaining gold medals at the Championships, with Richard Hadlow beating Naurus Colan Caleb in the light-welterweight gold medal match.

His success was followed by Ryan Scaife winning the mens middleweight title against Samoas Henry Tyrell.

David Nyika then triumphed in the heavyweight gold medal bout, beating Jason Whateley of Australia to claim the title.

The event was the last of the five Continental Championships that serve as direct qualification routes to the International Boxing Association's World Boxing Championships, due to be held in the German city of Hamburg between August 25 and September 2.

The two finalists in each of the 10 weight categories secured their places in Hamburg.

The port was voted into the finals by customers and industry peers at the Asia Cargo News Asian Freight, Logistics and Supply Chain (AFLAS) Awards; the only New Zealand port to be selected as a finalist amongst three Australian ports (Port of Melbourne, Port of Brisbane and Sydney Ports).

Charlisse Leger-Walker is expected to play a starring role for New Zealand at the FIBA U17 Womens Oceania Championships in Guam.

A relatively young and inexperienced New Zealand under-18 women's basketball team will contest next month'sFIBAunder-17 Oceania championships in Guam.

However, head coachJodyCameron said that the Guam tournament, which runs from July 9-15, was a chance for the players to step upafter the majority of the Junior Tall Ferns hadmoved on to US college scholarships or were past the age of eligibility.

"The current pool of players has worked hard to get to next level. We are really happy with the commitment from them and their families, and every playerwe'venamed thoroughly deserves their spot in this team," Cameronsaid.

New Zealand will compete inpool B alongsideNew Caledonia, home favourites Guam, and Palau. Favourites Australia are in pool A with Tahiti, Samoa and the Marshall Islands.

Despite their youth, one player expected to attract plenty of attention is young Waikato playerCharlisse Leger-Walker who is regarded asone of New Zealand's most exciting youth women's prospects. Leger-Walker played for New Zealand at both theFIBA Oceania under-16 and under-18 women's tournaments over the past two years.

Similar to the Tall Ferns and Tall Blacks, New Zealand age-group teams are also subject to new qualification rules thanks to FIBA's new Asia Zone. Previously New Zealand age-groups teams were required to be number one in Oceania to qualify for a FIBA World Cup. Now, teams are required to be within the top two in Oceania, which qualifies them to play in the FIBA Asia age-group championships.

The team will then have to finish in the top four in that tournament to qualify for the FIBA Under-19 World Cup.
