Corbyn’s vision for higher education ushers in a new era – Times Higher Education (THE)

It will not have escaped your notice that the results of the teaching excellence framework are conspicuously absent from the pages ahead.
The postponement of this most controversial of government interventions may seem significant for universities but is, of course, a very minor footnote in the fallout from the general election.
The reality is that TEF is still imminent once the new government gets its house in order (a point reinforced by yet another outing of the pro-TEF arguments in The Times this week, and with Jo Johnson reappointed as universities minister).
Among the many aftershocks of the surprise hung parliament, one of the most jarring was the tight-lipped determination of Theresa May to ignore the fact that a ravine had just opened up beneath her feet, and to carry on regardless.
Announcing her intention to form a government with the DUP, Mays tone-deaf victory speech on the steps of 10 Downing Street offered yet more evidence that the prime minister equates bloody-mindedness with strength of character.
Higher education is all too familiar with this trait, having won all the arguments (and the private backing of most of the Cabinet) for a welcoming stance on international students, yet failing to make any impression on Mays intractability.
Its worth acknowledging that there is a wider trend at play here, with politicians consciously moving away from rationalism in favour of appeals to the lower emotions and prejudices of their electorate. This issue is explored in depth in our features pages this week.
But for all Mays stubbornness, the truth is that everything has changed as a result of the poll seven days ago.
There are many factors at play as far as higher education is concerned. One is Brexit, and the pressure May will come under to adopt a more moderate negotiating position.
The DUPs stance, as set out in its manifesto, makes more than one reference to the importance of universities, stating as a priority that higher education should continue to attract international expertise and collaboration. We analyse what this hastily constructed government may mean for higher education in our news pages this week.
Taking a broader view, its also clear that Labour leader Jeremy Corbyns campaign connected with young voters in a way that will surely force future campaign strategists to take a more inclusive approach to policymaking and look beyond the vested interests of older generations and the newspapers they read.
I wrote a few weeks ago that this was an election that offered two distinct visions for higher education, and that if the great tuition fees repeal promised by Corbyn proved a damp squib at the ballot box, then it could be off the political menu for good.
Although it is impossible to untangle the motivations of the electorate, it seems pretty clear that fees did help to mobilise the young vote, and probably reached beyond that demographic too.
If you will excuse a taxi driver anecdote, a colleague recounted a conversation with a Somali Uber driver, who said he would be voting for the first time because of the tuition fees pledge (his son was at medical school). A 27,000 gift to your child or grandchild isnt a bad single issue to get you out of your Uber and into the polling station.
University leaders may worry about a tuition fee-free future a double whammy of painful Brexit plus the loss of fee income without proper reimbursement from the state would be a disaster.
But to fret excessively about that at this point would be getting ahead of ourselves. Labour lost the election, after all.
Whats clear, though, is that old certainties are no longer certain. And for as long as she lasts, Mays inflexible position on some of higher educations most pressing concerns might have to change.

HBO's Bill Maher's interview with Breitbart editor-in-chief Alex Marlow was expected to be full of fireworks and disagreement, but instead the two bonded over mutual condemnation of recent political rhetoric.
If Obama was Julius Caesar and he got stabbed, I think liberals would be angry about that, Maher remarked.
I disagree with that too, said Maher in agreement. I dont think they should have Trump playing Julius Caesar and getting stabbed, and I hate Trump. So were agreeing that there are some places where free speech does pause."
"It's bad strategy certainly to put that out there because they all look like hysterical lunatics," Marlow added.
Maher and Marlow also agreed that corporations under threat of organized boycotts should not have so much influence on free speech. Marlow pointed to his own publication in Breitbart and various anonymous campaigns of "misinformation" against the conservative publication that has led to many companies pulling ads from the site.
Whats happened is that corporations are now deciding whats free and fair speech, who can make a living, what opinions can make a living saying, Marlow, 31, said. Now youre seeing the right fight fire with fire and want boycotts of when the left takes it too far in their Trump hatred.
Its a very dangerous path were on," he added. "People on the left and the right who are free speech advocates need to come together and say that corporations are not going to define the First Amendment and free speech in this country."
Marlow was applauded by Maher's audience for the statement.
The host also addressed the shooting at a Republican congressional baseball practice this week that wounded four, including House Majority Whip Steve Scalise (R-La.) who remains in critical condition but is improving.
"Do you think Breitbart with the politicization it is involved in, has any responsibility for the kind of violence that we see in our society, including what happened this week?" Maher asked.
The appearance marked the first for Marlow, who also hosts "Breitbart News Saturday" on SiriusXM.

If You Think Campus Free Speech Is No Big Deal, Watch This Shocking Vice News Report From Evergreen State College – Reason (blog)

HBOAre you one of those people who suspects that all the brouhaha over campus free speech outrages, no matter how individually insane the stories, might be exaggerated in the aggregate when it comes to prevalence and effect? It's OKI am one of those people, despite writing about the subject on occasion and reading all the fine work done at Reason by Robby Soave and other colleagues.
Or I should say, I was one of those people, before watching Thursday's Vice News segment from Evergreen State College in Olympia, Washington, where (as Ben Haller has written here previously) things have gone pear-shaped ever since a lone white professor refused to stay home during an activist "Day of Absence" for those with pallid skin pigment. Vice News correspondent (and former Reasoner/current Fifth Columnist) Michael Moynihan visited the embattled campus to query the antagonists in the controversy, and the results are stunning, infuriating, bananas. I have often wondered what it would be like to capture people in the midst of an ideological re-education exercise; now I wonder no more:
As timing would have it, this piece came out concurrently with a big Commentary symposium (to which I contributed) on whether free speech is under threat in the United States. My bottom line: "But in this very strength [of recent Supreme Court protections] lies what might be the First Amendment's most worrying vulnerability. Barry Friedman, in his 2009 book The Will of the People, made the persuasive argument that the Supreme Court typically ratifies, post facto, where public opinion has already shifted. Today's culture of free speech could be tomorrow's legal framework. If so, we're in trouble."

Congress To Hold Hearing On ‘Assault’ Of Campus Free Speech – The Daily Caller

Senate Judiciary Chairman Chuck Grassley announced Friday a witness list for a hearing next week to explore First Amendment restrictions on college campuses.
The hearing includes testimonies from students from Williams College and the University of Cincinnati College of Law, as well as faculty from American University and the UCLA School of Law.
Additionally, witnesses representing the Southern Poverty Law Center, Phi Beta Kappa Society and Senior Counsel Cahill Gordon & Reindel LLP will be in attendance.
Called Free Speech 101: The Assault on the First Amendment on College Campuses, the hearing will likely include issues pertaining to campus speakers disinvited by school administrators over the speakers views as well as student and faculty free speech on campus.
Recent violent incidents on college campuses sparked by leftist protesters gave some lawmakers pause as to how to approach the problem.
Florida Republican Rep. Francis Rooney, a member of the Education and the Workforce Committee,suggestedlast week that congress could consider limiting funds from universities that restrict free speech rights on campus.
Washington Republican state Rep. Jim Walsh introduced a bill in his state legislature this week that would mandate all state-funded colleges and universities establish a set of standards that endorse the free exchange of views.

VIDEO: Antifa thugs attack free speech rally at Evergreen State – Campus Reform

Even police officers in riot gear were not enough to prevent masked antifa thugs from assaulting peaceful demonstrators at a free speech rally at Evergreen State College Thursday night.
The event was organized by a pro-Donald Trump organization called Patriot Prayer in direct response to appeals from students concerned by the recent disturbances on campus, which Campus Reform has documented extensively.
"The leadership needs to take a stand against all this racism and all this hate."
Political Correctness and Hatred has taken over the campus. Several students have reached out to Patriot Prayerthey are upset that professors and students have been spreading lies and threats to try to control the behavior of the students at the school, the group declared on Facebook. [If] no leadership in the school will step up then the civilians will.

Organizer Joey Gibson was a major presence at the rally, explaining his motives in a video statement included on the Facebook event page.
Evergreen State College: you guys need to wake up...You dont understand what the real world is like, he says. And you need to understand how lucky you are. You are at a university, getting an education. You dont have to be running around complaining and screaming and acting like victims.

Patriot Prayer clashed with local counter-protesters and armed, masked antifa members during the event. The Puget Sound Anarchists made an announcement soliciting support for its protest efforts through a post on its website, as did several other Anti-Fascist chapters.
This is a call out to antifascists, radicals, artists, anarchists, anti-racists, queers, feminists, and others to oppose the patriot prayer rally at Evergreen and drown out, embarrass, and expose them as the bigoted pathetic fools that they are.
Police arrived on campus at around 5:30 (Pacific time), fully clad in protective gear and carrying batons as they marched in formation to their positions, a development that the counter-protesters who were already on the scene took as an indication that Patriot Prayers demonstration would soon begin.

Violence ensued shortly thereafter when a member of the Patriot Prayer chapter was attacked by one of the antifa protesters. The attacker was removed by police, but this failed to dissuade another antifa member from assaulting the leader of Patriot Prayer, Joey Gibson, by macing him in the face.
In an interview with Campus Reform immediately after the attack, Gibson described being maced and punched by protesters as he attempted to shake their hands. His face is visibly red and there appears to be a cut above his right eye where he was allegedly punched.
I know there are a lot of students here that are good people, and I don't want them to suffer because of some kids running rampant on this campus, he told Campus Reform. The leadership needs to take a stand against all this racism and all this hate, otherwise we have no choice but to pull the funding.

A student who was present at the rally concurred, describing a feeling of exasperation with the level of hostility on campus.
I think that socially we should come to an understanding of what is and isnt appropriate, but it is not for the government for decide what is or isnt hate speech, the student opined. If the school can be held hostageif the students can take over like they are an insurgency force and hold the president hostage and if they can preach ideologies that promote segregating an entire population of the school because of their ethnicitythen the best way to shut down that kind of stuff is to defund the schools that act that way.
State legislators in Olympia are proposing various ways of doing just that.

Muslims need a tune-up on free speech, and a lot of catching up to do. – HuffPost

As a Muslim I will defend free speech, even if it goes against my traditions and my beliefs, freedom of speech is what defines America, and it is one of the most sacred values of humanity. A few Muslims may not like it, but if they see that Freedom is a God-given, inalienable and inseparable right, they will appreciate it even more.
No bull, but very specific items that require calibrated changes are prescribed in this essay. At this time, I am committed to write three articles. The first one deals with clash of values on free speech, one of the most enduring values of humanity and what does it take to catch up with fellow Americans. The second topic will be about Muslim unwillingness to have a conversation with the ones who are opposed, and finally the deficiency of democratic attitudes in American Muslim Institutions that kills many good ideas and what can be done about it.
Quran -13:11, Verily, God does not change mens condition unless they change their inner selves. Muhammad Asad, the Quranic exegist elaborates, This statement has both a positive and a negative connotation: i.e., God does not withdraw His blessings from men unless their inner selves become depraved (cf. 8:53), just as He does not bestow His blessings upon willful sinneruntil they change their inner disposition and become worthy of His grace. In its wider sense, this is an illustration of the divine law of cause and effect which dominates the lives of both individuals and communities, and makes the rise and fall of civilizations dependent on peoples moral qualities and the changes in their inner selves.
Bhagvad Gita 5:14 shares its wisdom, God does not decide what each person should do, nor he induces people to act, nor does he create fruits of any action. Each person acts according to his/her perceptions of mind.
Neither Bhagvad Gita nor Quran says the message is for Hindus or Muslims, such is the greatness of holy books, all holy books, the universal books of guidance to build cohesive societies.
Indeed there is no compulsion in what one believes (Quran 2:256); even God does not induce one to do things one way or the other, HE has uploaded Free-will and Free-speech into every humans DNA. Didnt he give a choice to Adam as to what would happen if he were to eat the fruit or not? Adam made the choice, God could have stopped him, but he did not, God meant business he gave Adam a choice and honored his own word. Watch this 3 minutes humorous video about it.
Quran 55:5-11 brings clarity to ones role in life. HE has spread the earth for all living beings. HE has created everything in balance all things in the universe run per a program Humans were given a free will to find their own balance and equilibrium. Elsewhere in Quran, he called the human race by the title Ashraful-Mukhlooqat the honored species. A term to describe the species that did not wash away in floods, blown apart in storms, melted down in heat, crashed under falling meteoroids, died of hunger. but survived! HE expects this species to preserve and sustain harmony and balance with which he has created the world. That balance is environmental, cultural, religious, physical, social and mental including the human body.
There is plenty of wisdom in Quran with which Muslims can fine tune their future. What is good for Muslims has got to be good for all to sustain. No one can live in peace unless people around him are in peace, no one will live securely unless others around him/ her are secure. It behooves everyone to work for common goodness. Security and peace are pluralistic in nature.
Free Speech and disappointment with Muslim Organizations
After leafing through nearly 50 articles in various News outlets, I am disappointed in Muslim organizations in how they reacted towards the nasty Perfect Man bill boards that went up in Indiana, Texas and elsewhere in the nation.
One of the most cherished values of America is free speech; indeed, it is an Islamic value as well. If Muslims need to build bridges on common grounds, it would be on free speech. All of us need be on the same page. Muslims are far behind on the topic.
Muslim responses were that of anger, fear, begging for sympathies and seeking support from others. Cant Muslims tolerate that nasty Perfect Man bill board? Are Muslims so thin skinned? Is their faith so weak that they think Prophet Muhammad(pbuh)will disappear by such bill boards? Is it easy to provoke them? Isnt it? As long as you get irritated, they will do more of it.
Isnt it the responsibility of Muslim organizations to understand and communicate the meaning of free speech to Muslims? Every American should fight for his or her right, but without attacking free speech. The intent is to mitigate conflicts and nurture goodwill a formula of Prophet Muhammad, peace be upon him.

Science and Scientists on the Vineyard: Genes at play with CRISPR – Martha’s Vineyard Times

Paul Levine, a resident of West Tisbury, former professor at Harvard, and visiting professor at Stanford University, writes occasionally about scientific research taking place today, along with profiles of the Islands scientists and their work and facts of scientific note on the Island. This week, he follows up on his gene-editing column from six weeks ago, which described the genetics research that has led to CRISPR, which stands for clustered regularly interspaced short palindromic repeats. If youre wondering what that is, read on.
In this, the second column on the subject of gene editing, imagine a world in which many human genetic disorders have been eliminated, no children are born with cystic fibrosis, Tay-Sachs disease, sickle cell anemia, or other genetic disorders. Welcome to the world of CRISPR, an acronym for clustered regularly interspaced short palindromic repeats of the DNA of a gene. CRISPR can locate a defective gene and, along with an enzyme called Cas9, can, like a pair of scissors, snip out the unwanted gene and suture a desirable gene in its place. It is a technique of genetic editing that is more precise, efficient, and affordable than anything that has come before. What I describe below is specific to the Vineyard (the elimination of Lyme disease) and relevant to society as a whole for the potential for great good, but also for possible misuse use of the technology, which has raised questions of ethics and safety.
CRISPR-Cas9 as a tool for genetic editing has a history that goes back to a 2011 scientific conference at which microbiologist Emmanuelle Charpentier, now the director of the Max Planck Institute for Infection Biology in Berlin, met Jennifer Doudna, professor of chemistry and molecular and cell biology at the University of California, Berkeley. They talked about CRISPR-Cas9, and what follows is the story of one of the most significant achievements in genetics since the discovery of the structure and function of DNA. It is a story that involves brilliant scientists, competition, big egos, patent disputes, and the possibility of a Nobel Prize, not to mention the immense financial gain by biotech, agribusiness, and pharmaceutical companies.
Prior to todays application of CRISPR to edit genes, it was known that it was a means by which bacteria protected themselves from infection by viruses by recognizing and binding to viral DNA and destroying it with enzymes. Charpentier and Doudna wondered whether the technique could be applied to other things than the detection and destruction of viral DNA. If it could, it might lead to a way to snip out bad genes and possibly replace them with good ones. They began a collaborative research project with bacteria, and developed a technique for cutting out and replacing bacterial genes with CRISPR and an enzyme, Cas9. In other words, it was now possible to edit the bacterial genome by cutting and pasting genes. Doudna and Charpentier published their research in the journal Science in 2012. Aware of the great potential that the ability to edit genomes presented, the University of California patented their discovery.
At about the same time, Feng Zhang at the Broad Institute of MIT and Harvard was working with Cas9, and discovered that CRISPR-Cas9 could also be applied to edit the genes of animals and plants. His discovery was published a few months after the publication of the work of Doudna and Charpentier.
The Broad Institute applied for and received a patent based on the results of Zhangs research. However, prior to their filing, the University of California, Berkeley, had filed for and received a patent based on Doudnas and Charpentiers research.
In a patent dispute, it was ruled that the Broad Institutes patent took precedent over the University of California patent because it applies to animal and plant cells. The University of California, Berkeley, has asserted that although their patent involves bacteria, it includes all forms of life.
Unfortunately, a consequence of the dispute is the enmity that has developed between some of the parties involved.
It was not long before life scientists throughout the world began to develop the technique in order to advance progress in human genetic engineering to cure some of the 6,000 human genetic disorders.
With respect to applications of CRISPR-Cas9 to edit human genes, research is underway to use it to control insect- and spider-borne disease; for example, mosquitoes that carry the malaria parasite and the viruses that cause dengue, West Nile, and Zika fever. The object of the research is to produce sterile female mosquitoes by using CRISPR-Cas9 to edit out the genes required for their fertility, and distribute the sterile females in areas around the world where mosquito-borne diseases occur. This approach has been met with some success at the laboratory level.
Another research effort which might be familiar to you is to eliminate Lyme disease by distributing white-footed mice that have been manipulated with gene-editing techniques to effectively be immune to the bacteria which causes Lyme, all using CRISPR-Cas9. This would break the transmission cycle of the bacteria (see MV Times, Scientist proposes genetic attack on M.V. ticks, July 20, 2016).
I havent mentioned possible commercial applications of CRISPR-Cas9, and the great profits to be made by Monsanto and other agribusiness companies by the production of genetically modified plants and domestic animals. The technology is also appealing to Big Pharma. Its worth looking at the highly controversial and ethical questions that accompany the use of CRISPR-Cas9. In contrast with noninheritable somatic cell human gene editing described above, there is another technique called germ line gene editing, which makes gene changes at the level of human eggs, sperm, and embryos that would be heritable. Experiments on human embryos have been carried out by scientists in China and the U.K. that have raised concern that CRISPR-Cas9 could lead to the production of designer babies parents choosing the traits they want their children to have. Designer babies are a vast topic, too vast to bring up here, but there is an excellent discussion of the subject in Roger Gosdens The Brave New World of Reproductive Technology.
Jennifer Doudna, at U.C. Berkeley, and Feng Zhang at MIT, the principal developers and promoters of gene editing, appear to be at odds over the ethical questions surrounding the technology. Doudna is concerned with the ethics and the publics perception of CRISPR-Cas9, but Zhang appears less so, and prefers to drive the research to cure genetic disorders, putting aside the possibility of the production of designer babies.

General Petr Pavel, Chairman of the NATO Military Committee visited Wellington and Auckland, New Zealand, on 14-17 June 2017. During his stay, the Chairman met with Secretary of Defence, Ms Helene Quilter; the Minister of Defence, the Honourable Mark Mitchell; Chief of Defence of the New Zealand Armed Forces, Lieutenant General Tim Keating; Commander of Royal New Zealand Air Force (RNZAF) Base Auckland, Air Commodore Darryn Webb; the Chiefs of the Army, Navy and Air Force, Deputy Chief of the Army, Brigadier Christopher Parsons; and Special Operations Component Commander, Colonel Rob Gillard. General Pavel also attended a Defence meeting chaired by Lieutenant General Keating and delivered a speech at the New Zealand Institute for International Affairs at Victoria University.
Arriving in Wellington, General Pavel was greeted with a traditional Welcome Ceremony, a Pwhiri, and Honour Guard at the Pukeahu National War Memorial. While at the War Memorial, the Chairman paid his respects and laid a wreath at the Tomb of the Unknown Warrior. It is a privilege to be able to pay my respects and honour those men and women who have lost their lives serving their country, said General Pavel.
Discussions with Ms Helene Quilter and the Hon. Mark Mitchell centered on New Zealand and NATOs increased dialogue and cooperation, the NATO-led Resolute Support Mission in Afghanistan to train, advise and assist the Afghan Security Forces and institutions, as well as regional and global threats and challenges. The Chairman thanked New Zealand for its enduring engagement in Afghanistan and the need to continue to work together to counter terrorism. Geography and distance no longer protect us. By ensuring our regional security and working together on common threats and challenges we can increase global peace and security, remarked General Pavel.
Attending a Defence meeting with Lieutenant General Keating, General Pavel was briefed on the current Operations and Missions the New Zealand Armed Forces are undertaking and their view on national, regional and global security challenges. He thanked Lt Gen Keating for New Zealands continued commitment to NATO-led Operations, Missions and Activities as both Generals agreed to look for further ways to enhance military-to-military cooperation which is of benefit to both NATO and New Zealand. New Zealand may not have a large defence force but it consistently contributes what it can to defend our shared values of democracy and protect rule of law. Your contribution is always highly regarded and valued by the Alliance, stressed the Chairman.
Meeting with the Air Component Commander of the RNZAF Base, Group Captain Tim Walshe, the General was briefed on the the Air Bases' capabilities and activities and visited a P-3K2 Airbourne Surveillance Plane. Visiting the SAS base at Papakura, the Chairman met Colonel Rob Gillard, Special Operations Component Commander. He received a briefing on their training capabilities and activities, and toured the recently completed multi-purpose training camp. Commenting on these visits, the General noted, I am continually impressed with how the New Zealand Armed Forces are committed to ensuring their capabilities are of a high quality, make the best use of their resources, and maintain interoperability with all partners to provide real added value.
Speaking with academics and government representatives at the New Zealand Institute for International Affairs, the Chairman highlighted the main challenges facing the Alliance, its current adaptation and its continued unity and solidarity in the face of threats from both state and non-state actors. The representatives in turn shared with the General their perspectives on regional and world affairs.

On May 25, President Trump, during his visit to the headquarters of NATO in Brussels, Belgium, sharply criticized our European allies for, in effect, freeloading off the military dominance, and the military spending, of the United States. This is an accurate analysis, since only four of the 26 European countries in NATO currently spend the minimum level of GDP, 2 percent, judged by the organization itself to be sufficient to meet their obligations. (The U.S., by contrast, spends 3.5 percent of GDP on defense, and its defense budget roughly triples the spending of all other NATO countries combined.)
Moreover, the U.S. faces most of its military challenges in the Middle East, and European countries consistently lack either the will or the capability to contribute meaningfully to those missions. Ergo, Europe continues to rely on the United States to provide for its collective defense, but it fails to spend adequately to supplement and support U.S. forces, and it fails also to support U.S. operations elsewhere in the world, even when those missions are clearly relevant to European security (e.g., the struggle against ISIS). In a nutshell, the U.S. pays to defend Europe, and gets little or nothing in return.
Those who favor a continuation of this ruinous policy do so largely because they are stuck in a Cold War mentality, and, indeed, during the Cold War NATO made excellent sense to all of its member states. NATOs core mission was and is collective defense, achieved by Article 5 of the North Atlantic Treaty, penned in 1948-49 at the start of the Cold War. Article 5 states that if a single NATO country is attacked, all NATO countries will respond as if they were themselves attacked, and consequently rush to the rescue. During the Cold War, this meant that if the Soviet Union attacked any country in Western Europe, all of Western Europe, plus the United States and Canada, would go to war with the Soviet Union.
Whether this pledge was genuine or merely a bluff, it succeeded in preventing Soviet aggression. And, in the tense atmosphere of the Cold War, although the United States bore the primary burden of defending Europe against Soviet assault, most NATO members took their defense obligations seriously and maintained militaries that could credibly have assisted U.S. forces. They also sometimes contributed substantially to anti-communist military operations around the world during the Korean War, for example. In short, during the Cold War, NATO imposed great burdens and risks on its members, but those burdens and risks were shared, and no one disputed the seriousness of the challenge posed by communist aggression.
Today, though, the Soviet Union no longer exists. For those panicked by the latest upsurge of Russophobia, this may seem like a hollow declaration, since Russia still possesses powerful military forces, and has proved willing to use them against several of its neighbors. The fact, though, is that no country, including Russia, poses a threat to Europe in any way analogous to that of the Soviet Union. European countries have the human, technological, industrial and economic resources to defend themselves, with ease, from any credible enemy. Yet, unsurprisingly, they choose not to do so, because the United States continues to provide Europe with a blank check in the form of a security guarantee.
Europes position is understandable, as is American resentment of European freeloading. But what is different about the administrations position is that Trump is pointedly insisting that European countries boost their defense spending, and Trump has not explicitly endorsed Article 5 and the concept of collective defense. In other words, he is being cagey about whether, if a European country was attacked, the U.S. would uphold its treaty obligations and use armed force to assist it. He has not disavowed the treaty, but he seems to regard its obligations as reciprocal and therefore contingent on European nations paying their fair share. They seem to be minimally receptive to this demand.
One can naturally criticize the message this policy sends to potential aggressors, since it calls into question NATOs reliability, but the only alternative is for the U.S. to fund Europes defense indefinitely and without conditions. Surely, this is unacceptable. Something has to give.
For diplomatic reasons, Trump has backed off the claim he made during the campaign that NATO is obsolete, but in many ways he was right. NATO was founded based on two presuppositions: that Europes freedom was in imminent jeopardy, and that Europeans were incapable of defending that freedom by themselves. Neither of these assumptions holds water today. Thus, we should applaud Trump for pushing NATO members to rethink their roles and obligations. His message may not have been a popular one, but it is ultimately in the best interests of Americans and Europeans to heed it.

Although the loss of the R1 fleet may be a sad pill to swallow for the Royal Air Force, and the MoD as a whole, it represents a real opportunity for the US that could be aggressively explored in the near term. Sadly, the powers that be within the Pentagon and in the US defense industry will likely fight any sort of second hand acquisition of the Sentinel fleet because it will, even if to a relatively small degree, put in jeopardy the scope of lucrative E-8 JSTARS replacement contract. With careers being bet on this procurement initiative both inside the DoD and in the ranks of its biggest vendors, the retired R1s, which are needed today and can fit right into the USAF's inventory and order of battle, will likely be passed over. We can only hope this won't be the case as America's warfighters can seriously benefit from having these aircraft overhead in hotspots around the globe.
Alternatively, NATO could acquire these aircraft for the alliance's collective use under a similar scheme as their E-3 AWACS fleet, but they are already receiving GMTI and SAR capability via their five aircraft, Global Hawk-based "Alliance Ground Surveillance" initiative. But NATO will likely want more capacity and in a more flexible manner than the unmanned Global Hawks can provide. Instead of buying more Global Hawk derivatives, they could diversify their capabilities and likely save large sums of money by taking on the R1 fleet.
Such a transfer of capability would also make losing the aircraft more palatable for the UK. But where exactly the funding for operating and maintaining the Sentinels will come from is unclear. The Trump Administration could tell the alliance pitch in to adopt the fleet, as making demands of NATO partners has been part of the White House's core foreign policy agenda, but it could take time for making such an arrangement a reality. Like any weapon system, the longer the R1s sit in limbo the more expensive it will be to return them to service.
Either way, these aircraft need a home. Hopefully the US will step ineither with money or leadershipand see that they find one that is beneficial to the US and its allies.
