Thai Junta Blocks Discussion of Media Censorship

Thailand's junta has forced a German foundation to cancel a prominent forum on media restrictions imposed since the military toppled an elected government last May.

The move is the latest sign of defensiveness by the army, which installed an interim civilian Cabinet but reserves ultimate power for itself. On Wednesday, a foreign ministry spokesman complained that a visiting U.S. State Department envoy had hurt the country's pride by calling for an end to martial law.

Germany's Friedrich-Ebert-Stiftung, a foundation promoting social democracy worldwide, said on its Facebook page that it would comply with a request from the junta to postpone Friday's presentation of a study on media freedom in Thailand. Requests from the junta are tantamount to orders.

The junta, officially called the National Council for Peace and Order, threatens critics with arrest under martial law. It is seeking to strengthen already harsh laws governing communication on the Internet and comments on the country's monarchy.

Manop Thip-osod, a spokesman for the Thai Journalists Association, said the group was sorry to see Friday's event postponed and was concerned about freedom of expression in the country. The association was a co-sponsor of the event, which was to have included a panel discussion.

"This is the launch of an academic work on the media that the NCPO should think about and check carefully, because to block such an event does not bode well for the country's image, which is being monitored by the international community," Manop said.

Junta spokesman Col. Winthai Suvaree said the event organizers should have provided the authorities with information about the event in advance, but because they didn't they were asked to postpone it because "we are still in a sensitive time."

The German foundation declined to comment beyond its Facebook statement. However, Manop said that according to the foundation, the military authorities said the event could cause damage and be very sensitive. While the junta has indicated that it considers almost any criticism of its actions to be potentially destabilizing, such language usually refers to cases of criticism of the monarchy.

Criticism of the monarchy is punishable by three to 15 years in prison under Thailand's longstanding lese majeste law. After last May's coup, the junta began prosecuting such cases in military courts, with no avenue of appeal. The growing number of such cases, frequently involving Internet postings, has drawn great concern from local and international rights defenders.

In other junta actions Thursday, members of the ousted government who criticized recent actions against former Prime Minister Yingluck Shinawatra barring her from political office for five years and threatening her with criminal prosecution for a rice subsidy policy were told to report to military authorities for an "attitude adjustment." They were not detained.

Rand Paul Wins Support in Cruz, Perry Backyard

Sen. Rand Paul (R., Ky.) is stealing political support from his rivals backyard.

Texas GOP Chairman Steve Munisteri is set to announce Friday that he is resigning his party post in early March and joining Mr. Pauls team of advisers for a possible 2016 presidential campaign.

Mr. Munisteri, in throwing in with Mr. Paul, is giving a cold shoulder to Texas Republicans thinking about presidential bids, Texas Sen. Ted Cruz and former Texas Gov. Rick Perry.

He gives a boost to Mr. Paul in a crowded field of potential GOP candidates in a state that will loom much larger in the GOP nominating process in 2016 than in the past. The state is expected to hold its primary March 1, which could make it one the first big, vote-rich states in the presidential calendar.

The announcement is part of a broader intensification of jockeying for the 2016 campaign as potential candidates are not just amassing staff and cultivating donors, but they are already competing with each other for resources.

Mr. Munisteri said he was backing Mr. Paul because he has known him since he was a young campus activist, and because the senator has made efforts to reach out to new constituencies such as young people and African Americans who have traditionally not been well-represented in the GOP.

Ive known the senator for 33 years and what Im most impressed with about him is his commitment to expand the partys reach, said Mr. Munisteri. Our party cannot be successful, we cannot retake the White House if we do not do a better job of reaching out. Senator Paul has had that message since hes been in office.

Mr. Paul has Texas roots of his own. His father, former Texas Rep. Ron Paul, ran multiple presidential campaigns with strong support from libertarian conservatives. He grew up in Texas and went to college at Baylor University where he was a leader of a campus group, Young Conservatives for Texas, which had been founded in 1980 by Mr. Munisteri.

Mr. Munisteri has wide fundraising connections in Texas, where he has been chairman of the Texas GOP since mid-2010 as well as experience on several national presidential campaigns. He did not, however, back any of Ron Pauls presidential bids. He supported Mr. Perry in 2012.

Were really pleased to have Steve and his experience joining Team Rand, said Doug Stafford, a senior Paul aide. Im sure there are many folks in Texas who would be happy to have his support but he has chosen Sen. Paul because he has the best chance to win nationally.

This morning, Politico's Ken Vogel and Tarini Parti reported that KentuckySenator Rand Paul had underperformed at the past week's Koch brothers showcase. (More officially, it was a gathering of the donors who supported the Koch network of pressure groups, and who finally saw returns in 2014.) Many, including Bloomberg Politics' Michael Bender and Julie Bykowicz, had reported that Florida Senator Marco Rubio did himself the most good. Vogel and Parti reported on a "straw poll" that determined the extent of Paul's problem, conducted by Frank Luntz in a breakout session.

"Kentucky Sen. Rand Paulwho received the least enthusiastic response from donors during a Sunday nightforum of prospective candidatesthat also featured Rubio and Texas Senator Ted Cruzfinished last in Luntzs poll," they reported.

That was how a source recalled it, but Luntz disagreed.

Anybody who thinks they're loyal, faithful Republicans have not talked to them for more than three minutes.

"It wasn't a poll," wrote Luntz over e-mail. "It was a random question. It doesn't deserve any attention. It was only to a few people."

Luntz just asked some donors who showed up to his session who'd impressed them most. Yet the "few" apparently amounted to more than 100 people; in the wake of the event, not many people are following Luntz's distinction between an actual focus group and a quick read of the room. It doesn't change the basic truth that Paul did not blow away the donors, despite a steady campaign to portray himself as the natural choice of libertarians.

Should he be? Like Paul, the Kochs are forever surprising political observers who don't know how to classify libertarians."Anybody who thinks they're loyal, faithful Republicans have not talked to them for more than three minutes," said Joe Scarborough of the Kochs after speaking at the conference. "They have no use for these people who want to go out and have these bloody battles on social issues...they don't want the federal government in your pocketbook. They also don't want them in your bedroom. I think they're like most Americans."

That's exactly the way Paul presents himself. If he failed to impress the Koch summit, there are two reasons. One is that he didn't chew into the questions the way that Rubio or Cruz did. On foreign policy, Paul made a defense of free trade, saying that"opening up China made us less likely to go to war," and that opening up Cuba worked because "we tried isolationism for 50 years." He got into a long dialogue about taxes that was unlikely to excite anybody. He made a pitch for his idea of blocking big government contractors from lobbying, which, according to people like Scarborough, sounded like a hit against the "crony capitalism" the Kochs opposed.
