Bill aims to loosen NH firearms regulations

Gun rights will take center stage at the New Hampshire Statehouse on Thursday when Second Amendment backers push a bill that would loosen firearms regulations.

The state requires a permit for people to carry concealed pistols or revolvers. A bill sponsored by state Senate Majority Leader Jeb Bradley, R-Wolfeboro, would eliminate that requirement.

Supporters called the bill a common-sense change, but opponents said the change would hurt public safety.

The hearing is expected to draw a crowd.

This is actually a very simple change that would allow somebody to be able to carry a concealed weapon without a permit the same way that anybody today can carry openly any weapon theyre legally entitled to own, Bradley said.

Gun rights activists are quick to point out the bill does not alter what the law says about who can own a gun.

We havent changed anything. If youre not qualified to own a gun, you still cant own a gun and you still cant carry it concealed. So we havent changed anything other than to say that we know who you are, youre a good guy, why should you need to ask somebodys permission to do what you need to do to protect yourself and your family, said Bob Clegg, president of Pro-Gun New Hampshire.

Second Amendment backers have complained about the two weeks it can take to get a permit, but opponents of the bill said the process works well and is not overly restrictive.

New Hampshire is very lenient to begin with. For example, we dont have any restrictions on where you can carry a concealed weapon political events, bars, sports events, where tempers may run high, said Zandra Rice Hawkins of Granite State Progress.

Redefining free speech in our hyperlinked world

U.S. Supreme Court justices are not supposed to say anything interesting outside of the court, but in 2010 Justice Stephen Breyer was asked in a rare TV appearance if he thought a Florida pastor had a First Amendment right to burn a Quran.

First, Breyer cited the late Justice Oliver Wendell Holmes old line about not having the right to cry fire in a crowded theater. Then, he asked some interesting questions: What does that proverbial theater look like in our hyperlinked world? And what is our eras equivalent of being trampled to death in that theater? As if remembering himself, he quickly added that the answers to such questions get defined in actual cases before the court, over time (as opposed to on Good Morning America).

At the time, Breyers TV provocation was roundly denounced by all right-minded free speech absolutists (a club I frequent). But I have found myself thinking about his questions in the aftermath of two major events involving the cross-border repercussions of speech: the horrible attack on satirical French magazine Charlie Hebdo, and the hacking of Sony Pictures before the release of the sophomoric comedy The Interview.

The crowded theater is a meme in First Amendment law that is often invoked out of context and has been overtaken by subsequent, more expansive free speech rulings. Another First Amendment meme is the marketplace of ideas: we absolutists like to say that all speech should be permitted so that truths can prevail in that aforementioned ideas market. A third important meme the current constitutional test for whether the state can restrict speech is that of imminent lawless action. In a case involving hateful Ku Klux Klan speech in the 1960s, the court held that the government can only forbid speech that is intended to trigger imminent lawless action, and is likely to do so.

All of this would be easier to judge if speech could be contained within tidy territorial boundaries. But the Paris tragedy and Sony hack beg not only the Breyer question of what constitutes the crowded theater today but also a redefinition of the marketplace of ideas and of imminent lawless action. Should we rethink whats acceptable speech because more lawless action can be more imminent in a more interconnected world?

Whats different today is the immediacy of all speech, no matter where it takes place. Several legal scholars argue that perhaps we should rethink the permissibility of releasing offensive material that is bound to trigger a violent reaction. Its getting harder to draw distinctions between uploading something onto YouTube in the privacy of your home and broadcasting that same content halfway around the world. Its a very large crowded theater we operate in.

Back in my absolutist First Amendment club, this is an unsettling line of reasoning. As Americans we are understandably wary of watering down our liberties (including the liberty to offend one another) to conform to some international norm. If we are all going to coexist in one global market or theater that transcends borders, our traditional attitude has been that others will just have to develop thicker skins and relish the same liberties we enjoy. Deal with it, in other words.

Mozilla puts old hardware to new use, runs Tor relays

Mozilla has dusted off some decommissioned servers and networking gear and used them to set up high-speed relays on the Tor anonymity network.

The plan to run Tor relays was revealed in November, when the software developer announced its Polaris Privacy Initiative, a collaboration with other non-profit organizations to enhance privacy on the Web.

One of those organizations was the Tor Project, which develops the client and server software for the Tor anonymity network. As part of the partnership, Mozilla said that it will make some changes in Firefox to ease the work of Tor Project developers who maintain the Tor Browser, a modified version of Firefox that allows users to access the Web through the Tor network.

The organization also said at the time that it will host its own "high-capacity Tor middle relays to make Tor's network more responsive and allow Tor to serve more users."

On Wednesday, Mozilla announced that its prototype Tor relays are up and running on three HP ProLiant SL170z G6 servers connected to a pair of Juniper EX4200 switches that benefit from two 10Gbps uplinks through one of the organization's transit providers.

"The current design is fully redundant," Mozilla network engineer Arzhel Younsi said in a blog post that contains more details about the project. "This allows us to complete maintenance or have node failure without impacting 100% of traffic. The worst case scenario is a 50% loss of capacity."

The relays currently run outside of Mozilla's production infrastructure, but the organization's security team helped lock them down with strict firewall filtering, operating system hardening, automatic updates, network device management and more.

"We've also implemented a periodic security check to be run on these systems," Younsi said. "All of them are scanned from inside for security updates and outside for opened ports."

The Tor network has three main types of relays, or nodes: middle relays, exit relays and bridges. Internet traffic routed through the Tor network will randomly pass through at least three Tor relays before it exits back onto the Internet to reach its final destination.

Singapore start-up Tembusu Systems gets S$1.2m funding boost

SINGAPORE: Tembusu Systems, which touted Asia's first Bitcoin ATM, on Thursday (Jan 29) announced it secured S$1.2 million in funding to develop its cryptocurrency platform, including S$1 million from a "Singapore-listed company".

The latest capital injection values the company at S$11 million, according to the company's press release.A check on the Accounting and Corporate Regulatory Authority (ACRA) website by Channel NewsAsia showed that OUE Investments is one of the shareholders of the local start-up.

The start-up said its platform, named TRUST, "solves the key challenges of first-generation distributed blockchain technology" and drew from lessons learnt from Bitcoin, the well-known cryptocurrency, such as the issue of complete anonymity of users.

Co-founder and CEO Andras Kristof said: "Our platform introduces proof-of-identity for accounts, which makes for better integration with existing systems and governments. We're also including prepaid wallets and a reputation system to improve the user experience."

Tembusu said TRUST is not a cryptocurrency in itself, but the technology can allow banks, governments and corporations to launch their own asset-backed cryptocurrencies.

"Asset-backed cryptocurrencies will likely be much more stable than Bitcoin, which has seen wild price fluctuations and is worth just 25 per cent of what it was worth 12 months ago," the company stated.
