NATO reports 400 intercepts of Russian aircraft in 2014

NATO said Thursday there have been around 400 intercepts of Russian military flights near its member countries this year, amid heightened tension between Moscow and the West over the Ukraine crisis.

"If you look at the number of intercepts around NATO, we can talk about 400 intercepts, 50 percent more than last year," NATO Secretary General Jens Stoltenberg told reporters in western Estonia.

"Most of these flights are taking place in an international airspace, but they are close to our airspace, and they are interfering with commercial flights.

"It is a pattern that we haven't seen for many years, back to the time of the Cold War."

He spoke from the Amari air base that hosts the Western defence alliance's air policy mission over the Baltic states, following talks with Estonian Prime Minister Taavi Roivas.

It was his first stop on a tour of the three Baltic states that were once ruled from Moscow and which, like fellow newer NATO member Poland, have been deeply concerned by Russia's actions in Ukraine.

The West believes Russia is pulling the strings in the deadly seven-month conflict between pro-Western government forces and pro-Russian separatists in Ukraine's east -- an accusation the Kremlin denies.

Stoltenberg said NATO had seen "more than 100 intercepts, which is three times more than last year" around the Baltic region alone, but reiterated that the alliance would protect its members.

"It is all for one and one for all," he said.

He later travelled to Latvian capital Riga, where he reacted to Russia's Wednesday call for Ukraine to stay out of the NATO alliance.

NSA director: China can damage US power grid – VIDEO: NSA head pushes for offensive strategy

WASHINGTON The head of the NSA issued a blunt warning Thursday to lawmakers: China can shut down the United States.

The grim forecast came from Admiral Michael Rogers, the director of the National Security Agency and commander of the U.S .Cyber Command.

Rogers said he believed China along with one or two other countries had the capability to successfully launch a cyber-attack that could shut down the electric grid in parts of the United States.

Rogers reiterated that if the U.S. remains on the defensive, it would be a losing strategy.

Speaking to the House Intelligence Committee, the NSA director said the cyber threat was so real, and that agreeing to an international code, a sort of laws of law in the cyber realm is urgent.

The possibility of such cyberattacks by U.S. adversaries has been widely known, but never confirmed publicly by the nation's top cyber official.

At a House hearing, Rogers says U.S. adversaries are performing electronic "reconnaissance," on a regular basis so that they can be in a position to attack the industrial control systems that run everything from chemical facilities to water treatment plants.

Outside experts say the U.S. Cyber Command also has that capability, which in theory should amount to mutual deterrence.

Homeschool Parents Pepper Sprayed, Tasered By Missouri Sheriff, Deputy in Front of Children

NEW HAMPTON, Mo. A Christian homeschooling organization has filed a legal challenge against a Missouri sheriff and his deputy after they pepper sprayed and tasered a couple in front of their children when they refused to let them in the house without a warrant.

The situation occurred in September 2011 after a Missouri Child Protective Services (CPS) agent had visited the home of Jason and Laura Hagan of New Hampton following a complaint of a messy home. When the caseworker sought to return a second time for a follow-up, the couple refused. CPS then called the police.

According to the Home School Legal Defense Association (HSLDA),Sheriff Darren White andChief Sheriffs Deputy David Glidden then arrived at the home, seeking to enter. Mr. Hagan told the men that they needed to obtain a warrant from a court.

When Glidden stated that he would enter anyway, Hagan turned to go back in the house, and was consequently pepper sprayed in the back of his head, and then in his face. Mrs. Hagan was then sprayed as well.

As Mr. Hagan was still standing after the ordeal, he was then tasered, which caused him to fall to the floor just inside of the door. Mrs. Hagan then closed the door on the deputy.

But at this point, White joined Glidden on the porch, and together they busted open the Hagans door, forcing their way inside. They found both Mr. and Mrs. Hagan lying on the floor and began pepper spraying them again. They also sprayed a chemical agent on the dog and threatened that they would shoot if he did not stop barking at them.

The Hagans were then handcuffed and charged with child endangerment and resisting arrest, and the children were taken to the hospital for exposure to the pepper spray used by the sheriff and his deputy on their parents. The children at the time were ages 13, 10 and 8.

As the Hagans were then forced to appear in court to answer for the charges, a judge instead found that Glidden and White had violated the couples Fourth Amendment rights by forcing entry into their home without a warrant.

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized, the constitutional amendment reads.

21 states hope to overturn Maryland's gun control law

Led by West Virginia's attorney general, 21 states have joined a legal effort seeking to overturn Maryland's tough new gun control law.

The Maryland statute has no effect on gun laws in their states, but the attorneys general argue in an amicus brief filed this month that Maryland's law was written too broadly and violates the Second Amendment rights of their citizens.

"States must band together in times when they see citizens' rights being diminished or infringed upon," West Virginia Attorney General Patrick Morrisey said in statement released when he filed the brief. "If the courts decide this law passes muster, it would undermine a core part of the Second Amendment."

Morrisey, who declined to be interviewed, said Maryland's ban on the sale of military-style weapons is akin to "trying to impose a content-based ban on speech. It simply cannot be done."

A federal court ruled that Maryland's ban on 45 types of semiautomatic rifles is constitutional. The coalition of gun owners and gun-rights groups that challenged the law is appealing the decision by the U.S. District Court of Maryland. The attorneys general have joined that effort.

Maryland has not yet filed its response, due by the end of the year.

Legal experts say that while it is generally unusual for states to weigh in on laws that do not directly affect them, it is common in divisive issues such as gun control.

"They don't want certain types of regulations to get court-sanctioned because they're afraid it will become a precedent in their states," said Stephen J. Oren, a Rockville lawyer who chairs the Maryland Bar Association's state litigation section. "So they take the pre-emptive step of filing in cases that don't involve them."

Maryland's gun law, proposed by Gov. Martin O'Malley and passed by the General Assembly in 2013, was among the most stringent enacted after the massacre of 20 children and six adults at an elementary school in Newtown, Conn. It is one of three, all passed after Newtown, that gun-rights activists are fighting in federal courts.

Judge Catherine C. Blake upheld Maryland's ban in August, rejecting the argument that military-style weapons are in common use for self-defense and therefore protected by the Second Amendment. Blake wrote that she considered the ban a legitimate way to improve public safety.
