Space Programme Can Improve Health Care: Ex-ISRO Chief

India's versatile space programme has potential to significantly improve health care through tele-medicine and gene therapy which will go a long way in providing affordable treatment to large section of people, former ISRO chairman K Kasturirangan said today.

Delivering the 13th Dharma Vira Oration organised by Sir Ganga Ram Hospital, the eminent scientist, who had steered ISRO's space programme as its head from 1994 to 2003, said spin offs from satellite technology can be used extensively to enhance the health care sector in a big way.

"The experience from human space flight has led to several interesting ground based application such as artificial heart, kidney dialysis, invisible braces, sun glasses as well as other bio-medical instruments," Kasturirangan said while explaining possible applications of space technology in the health care sector.

Noting that tele-medicine could be a potential tool for improving the health care facilities across the country, he said it will cut the cost of medical treatment and at the same time ensure quality services, particularly to people in rural areas.

Kasturirangan, who is a member of the Planning Commission, said ISRO has provided connectivity to nearly 400 rural hospitals with 60 super specialty hospitals in the country so far.

Elaborating on the use of various satellite-related innovations in health sector, Kasturirangan said space imaging techniques can be helpful for early detection of cancer, cardiovascular disease and heart surgery.

He said continuous monitoring of astronaut's heart in space can be of great help to similar needs on the ground.

Ashok Chandra, Chairman of Sir Ganga Ram Trust Society paid tributes to Dharma Vira, saying his vision of involving doctors in the day to day running of the hospital have paid rich dividends.

"We are trying to fulfil his dream by providing quality, affordable health care to all sections of our society," said D S Rana, Chairman of Board of Management of the hospital said.

In his address titled 'Space: An Innovative Tool for Serving Human Kind' Kasturirangan also outlined some futuristic developments involving the 'bio-capsules' to reduce the effect of high radiation levels, treating diabetes and brain cancer as well as their use in gene therapy.

Wust takes gold at 3rd straight Winter Olympics

SOCHI, Russia (AP) - Ireen Wust held up three fingers.

One nail was painted red. The others were white and blue.

Gold would've worked, too.

Wust claimed a speedskating gold medal at her third straight Winter Olympics, knocking off defending champion Martina Sablikova in the 3,000 meters Sunday. That made the Netherlands 2-for-2 at Adler Arena, the world's dominant speedskating nation living up to his billing through the first weekend in Sochi.

"Seventeen million Dutch wanted me to win," said Wust, who painted her nails in the colors of the Dutch flag. "Now the extreme pressure is off, and I can win more."

Skating in the next-to-last pairing on sea-level ice that wore down some other top contenders, including Germany's Claudia Pechstein, the winner looked strong all the way through. She won with a time of 4 minutes, 0.34 seconds, easily beating the number Sablikova had just put up in the previous pairing.

"The relief is immense," Wust said, "and the satisfaction even greater."

Sablikova, of the Czech Republic, settled for the silver in 4:01.95, clapping for her rival after Wust crossed the line.

The bronze went to Olga Graf, who gave host Russia its first medal of the Winter Games in 4:03.47. That sent the crowd into a frenzy - and even brought kudos from Russian President Vladimir Putin.

Coetzee comes from 4 back to claim 1st Euro title

JOHANNESBURG (AP) - George Coetzee came from four shots back to win the Joburg Open, his first European Tour title, and a place at the British Open on a profitable Sunday for the South African.

Coetzee's final-round 6-under 66, with six birdies and no bogeys, took him to 19-under 268 overall and past compatriots Thomas Aiken and Justin Walters, the overnight co-leaders.

The 27-year-old Coetzee was flawless on the East Course at Royal Johannesburg and Kensington Golf Club to clinch his maiden title in his 107th tour event, a sequence that included 24 top-10 finishes.

"I don't know what I'm feeling," he said. "I'm lost for words. I've been waiting a while and I started doubting so I'm very happy."

Coetzee won by three shots from England's Tyrrell Hatton (66), South Korea's Jin Jeong (71) and Walters (73), who needed an eagle on the last to take Coetzee to a playoff and made bogey instead. Jeong and Walters claimed the other two British Open places on offer at Royal Joburg, with Hatton missing out because his world ranking was lower than the two he tied with for second, the European Tour said.

Aiken struggled to a 74 and was tied for fifth on 15 under with Englishmen Andy Sullivan and Matthew Baldwin and Spaniard Alvaro Quiros.

Charl Schwartzel, No. 4 in the Race to Dubai and the highest-placed player on Europe's money list competing in Johannesburg, was tied for 59th after a second straight 72.

Coetzee was smooth through his final round to set the target at 19 under and birdied all three of the par 5s in his front nine. He enjoyed a lucky break on No. 15 when his wayward tee shot bounced off a tree and back into the fairway and he went on to sink a 20-foot putt for birdie.

Hatton and Jeong couldn't catch him and, two shots back with two to play, Walters left a birdie putt just short on No. 17 to leave himself a tough task on the last. He could only manage bogey, with Coetzee, from nearby Pretoria, confirmed as the champion while he was signing autographs for fans.

"I got to share this with my family and my friends," the first-time winner said. "It was my mum's birthday yesterday and I wanted to do it for her as I forgot to buy her a present."

Swiss TV: Voters back limit on immigration

GENEVA (AP) - Voters in Switzerland narrowly backed a proposal to limit immigration Sunday, in a blow for the government after it had warned that the measure could harm the Swiss economy and relations with the European Union.

The decision follows a successful last-minute campaign by nationalist groups that stoked fears of overpopulation and rising numbers of Muslims in the Alpine nation.

Opinion polls before the vote put opponents of the plan in the lead, but as ballot day neared the gap began to close.

Swiss public television SRF reported that some 50.3 percent of voters eventually backed the proposal to introduce quotas for all types of immigrants. About 49.7 percent voted against it, a difference of fewer than 30,000 votes. Support was particularly strong in rural areas, while cities such as Basel, Geneva and Zurich rejected the proposal.

"This has far-reaching consequences for Switzerland...and our relations with the European Union," Justice Minister Simonetta Sommaruga said after the vote. "It's a shift away from the current system of free movement of people."

Although Switzerland isn't a member of the EU it enjoys close ties to the 28-nation bloc. Bern has painstakingly negotiated a series of bilateral agreements with Brussels, including one that allowed most of the EU's 500 million citizens to live and work in Switzerland with little formality. Swiss citizens, in turn, could do the same in the European Union.

Under Swiss law the government now has to renegotiate its treaty on the free movement of people, though it is still unclear what kind of caps will be placed on immigration, and when. Switzerland already introduced quotas for immigrants from eight central and eastern European nations two years ago.

The latest decision is likely to have much more far-reaching consequences though, as hundreds of thousands of well-educated foreigners from Germany, France, Italy and other EU countries work in Switzerland. Ahead of Sunday's referendum business groups warned that many of the 80,000 people who moved to Switzerland last year are vital for the country's economy, and curtailing immigration further could cost Swiss citizens' jobs too.

The Swiss Bankers Association expressed disappointment at the vote. "We urgently need to hold constructive talks with the EU to explain our position," it said.

Danish zoo kills giraffe to prevent inbreeding

COPENHAGEN, Denmark (AP) - Saying it needed to prevent inbreeding, the Copenhagen Zoo killed a 2-year-old giraffe and fed its remains to lions as visitors watched, ignoring a petition signed by thousands and offers from other zoos and a private individual to save the animal.

Marius, a healthy male, was put down Sunday using a bolt pistol, said zoo spokesman Tobias Stenbaek Bro. Visitors, including children, were invited to watch while the giraffe was then skinned and fed to the lions.

Marius' plight triggered a wave of online protests and renewed debate about the conditions of zoo animals. Before the giraffe was killed, an online petition to save it had received more than 20,000 signatures.

But the public feeding of Marius' remains to the lions was popular at Copenhagen Zoo. Stenbaek Bro said it allowed parents to decide whether their children should watch what the zoo regards as an important display of scientific knowledge about animals.

"I'm actually proud because I think we have given children a huge understanding of the anatomy of a giraffe that they wouldn't have had from watching a giraffe in a photo," Stenbaek Bro said in a telephone interview with The Associated Press.

He said the zoo, which now has seven giraffes left, followed the recommendation of the European Association of Zoos and Aquaria to put down Marius by because there already were a lot of giraffes with similar genes in the organization's breeding program.

The Amsterdam-based EAZA has 347 members, including many large zoos in European capitals, and works to conserve global biodiversity and achieve the highest standards of care and breeding for animals.

Stenbaek Bro said EAZA membership isn't mandatory, but most responsible zoos are members of the organization.

He said his zoo had turned down offers from other ones to take Marius and an offer from a private individual who wanted to buy the giraffe for 500,000 euros ($680,000).

Plushenko extends Russia's lead in team event

SOCHI, Russia (AP) - A master showman and four-time Olympic medalist, Evgeni Plushenko knows brilliance on the ice.

He saw it Sunday night inside the Iceberg at Sochi's Olympic Park from a countrywoman half his age. And he is certain Russia's figure skating future is secure in the skates of Julia Lipnitskaia.

"She is a genius," Plushenko said.

Along with eight teammates, the 31-year-old veteran and 15-year-old Olympic rookie won the new event of team figure skating and lifted the host nation to its first gold medal of the Sochi Olympics. Together, they put Russia back atop a sport it once dominated.

"My main motivation today," Lipnitskaia said, "was not to let the team down."

There was no chance of that in an arena packed with her exulting countrymen, including President Vladimir Putin. The Russians skated away from Canada and the United States to win the gold before the final free dance even started.

In no discipline did Russia finish worse than third, compiling 75 points to Canada's 65 that won silver and the 60 that gave bronze to the Americans.

It was a rout built on the experience of Plushenko, the consummate entertainer who now has two golds and two silvers - a record for modern-era figure skaters.

It was victory capped by the freshness of Lipnitskaia, who donned a Russia baseball cap when she was done with her sublime tour of the ice, sat with her triumphant teammates and grinned like the school kid she is.
