Solution to Japan-China China Senkaku Problem, Future of Bilateral Relations
PANEL DISCUSSION Three experts on Japan-China relations, who have held talks with Chinese intellectuals on various occasions, discussed on Oct. 3 the background to bilateral relations that have soured in the face of the Senkaku Islands issue and ways of resolving the problem. The three agreed that Japan and China still have a long way to go before they can settle the Senkaku issue and now need to work out an agreement to avoid a military clash. They also said that while reasonable and cool-headed attitudes are indispensable for a peaceful solution, not only governmental but also private-sector dialogues between the two countries are necessary. Coordinator:Yasushi Kudo, representative of Genron NPO (editor-in-chief of the editorial board of Discuss Japan--Japan Foreign Policy Forum) Panelist: Yuji Miyamoto, chairman of the Miyamoto Institute of Asian Research and former ambassador of Japan to China. Miyamoto joined the Ministry of Foreign Affairs after graduating from Kyoto University. He held such ministry posts as director of the China Division in the Asian Affairs Bureau, director general for arms control and scientific affairs (ambassadorial level) and ambassador to Myanmar before assuming the post of ambassador to China in 2006. He has held his current post since 2011. Panelist: Akio Takahara, professor at the Graduate Schools for Law and Politics at the University of Tokyo. The total solar eclipse happened at 0638 AEST (2038 GMT) and it cast a shadow over a 90 mile-wide area of Australia. It is the first total solar eclipse in Australia for a decade. A total solar eclipse occurs when the moon completely obscures the sun and it appears dark for about two minutes. Up to 60000 people were reportedly expected to watch the eclipse in Cairns. Eclipse watchers were advised to wear safety glasses or to use cardboard projection devices to sheild the sun #39;s rays from onlookers #39; eyes. The last total eclipse was on July 11, 2010, again over the South Pacific. Nuclear panel to study Tsuruga plant fissures Japan #39;s Nuclear Regulation Authority will examine fissures beneath the Tsuruga nuclear plant in Fukui Prefecture to determine whether they are active faults. Regulation Authority official Kunihiko Shimazaki will visit the plant with 4 experts later this month to assess the area #39;s strata. Experts who surveyed the plant in April this year found that one of the fissures could be linked to an active fault that runs beneath the compound. They also suggested that another fissure directly below the plant #39;s Number 2 reactor could be an active fault. The plant #39;s operator, Japan Atomic Power Company, has been carrying out trenching and boring surveys on 6 fissures. The survey results were to be finalized this month, but the company says the process will be delayed. The Nuclear Regulation Authority has decided to conduct on-site surveys at 6 nuclear plants across Japan to see whether fissures beneath them are active faults. It carried out its first survey at Ohi plant, also in Fukui Prefecture, earlier this month.
