Is speech stifled on SIU campus?

CARBONDALE Is SIU Carbondales concern with portraying a positive public image hindering free speech on campus?

That was the question a panel tried to answer Wednesday night during the annual meeting of the Southern Illinois chapter of the American Civil Liberties Union at the law school.

Jane Adams, a Carbondale city council member, retired professor and ACLU member, moderated a discussion by Rod Sievers, spokesman for the university, William Recktenwald, an instructor in the journalism school, and graduate assistant Kyle Cheesewright about specific and broader topics that touch on the question.

Adams said she got the idea to host the panel after hearing about incidents over the past year that call into question how free campus community members are to speak their minds about problems the university faces.

The panel discussed the universitys decision, during 2011 faculty strike, to remove comments from its Facebook page critical of the administration, the universitys response to an August house party that resulted in the arrest of one student, and a teaching assistant in the college of liberal arts who was reportedly chastised for speaking out in class about Chancellor Rita Chengs spending priorities.

SIU Carbondale doesnt appear to be openly hostile toward open speech, Adams said, but leaders are more focused than ever on not disturbing a marketing image during a time when enrollment and funding arent their strongest. That, she added, creates very real tension.

I has seem to me the reason for actions by the administration were not done in the name of stomping popular ideas but rather in concern to the universitys image, Adams said.

Sievers said no one at the administrative level of the university expects bad news to be quashed.

I tell the chancellor, they (the media) are going to cover the news, but she is the chancellor and she, nobody else, is responsible for this campus, he said.

A few SIU employees in the small audience, who declined to fully identify themselves to the group for fear of repercussion, said they get the sense the administrations focus on a positive image is stifling to their ability to speak freely, even among themselves, about problems they see.

Free speech in Britain: Some say it’s under fire after spate of prosecutions

LONDON One teenager made offensive comments about a murdered child on Twitter. Another young man wrote on Facebook that British soldiers should go to hell. A third posted a picture of a burning paper poppy, symbol of remembrance of war dead.

All were arrested, two convicted, and one jailed and theyre not the only ones. In Britain, hundreds of people are prosecuted each year for posts, tweets, texts and emails deemed menacing, indecent, offensive or obscene, and the number is growing as our online lives expand.

Lawyers say the mounting tally shows the problems of a legal system trying to regulate 21st century communications with 20th century laws. Civil libertarians say it is a threat to free speech in an age when the Internet gives everyone the power to be heard around the world.

Fifty years ago someone would have made a really offensive comment in a public space and it would have been heard by relatively few people, said Mike Harris of free-speech group Index on Censorship. Now someone posts a picture of a burning poppy on Facebook and potentially hundreds of thousands of people can see it.

People take it upon themselves to report this offensive material to police, and suddenly youve got the criminalization of offensive speech.

Figures obtained by The Associated Press through a freedom of information request show a steadily rising tally of prosecutions in Britain for electronic communications phone calls, emails and social media posts that are grossly offensive or of an indecent, obscene or menacing character from 1,263 in 2009 to 1,843 in 2011. The number of convictions grew from 873 in 2009 to 1,286 last year.

Behind the figures are people mostly young, many teenagers who find that a glib online remark can have life-altering consequences.

No one knows this better than Paul Chambers, who in January 2010, worried that snow would stop him catching a flight to visit his girlfriend, tweeted: Crap! Robin Hood airport is closed. Youve got a week and a bit to get your (expletive) together otherwise Im blowing the airport sky high.

A week later, anti-terrorist police showed up at the office where he worked as a financial supervisor.

Chambers was arrested, questioned for eight hours, charged, tried, convicted and fined. He lost his job, amassed thousands of dollars in legal costs and was, he says, essentially unemployable because of his criminal record.

The last total solar eclipse until 2015 has begun, with the moon crossing in front of the sun in a celestial event that will ultimately send the moon #39;s shadow on a three-hour trek across Earth #39;s surface, starting in northern Australia. Despite some clouds, the beginning of today #39;s total solar eclipse was clearly visible as the moon edged between the sun and Earth, appearing to take a bite out of our star as seen by thousands of observers in Cairns, Australia, where several webcasts were broadcasting the event. The eclipse will reach totality at 3:35 pm EST (2035 GMT) today mdash; shortly after dawn Wednesday (Nov. 14) local time in Australia mdash; over the Northern Territory #39;s Arnhem Land region. ISS Update commentator Pat Ryan talks to Brion Au, Earth Knowledge Acquired by Middle School Students (EarthKAM) Payload Developer, about the EarthKAM investigation being performed aboard the International Space Station this week. EarthKAM is a NASA education program that enables thousands of students to photograph and examine Earth from a space crew #39;s perspective. Using the Internet, the students control a special digital camera mounted aboard the station. This enables them to photograph the Earth #39;s coastlines, mountain ranges and other geographic items of interest from the unique vantage point of space. The team at EarthKAM then posts these photographs on the Internet for the public and participating classrooms around the world to view. Au says that one of the things that makes EarthKAM so unique is that it is a science payload for students, controlled by students. He says that the students have direct control of the camera aboard the station. The images are not a result of someone else #39;s research; these are images that the students have actually targeted via web page tools provided to them.
