Freedom of Information measure gasps for breath

The Freedom of Information (FOI) bill, which seeks to promote transparency and accountability in government, is barely breathing in the House of Representatives.

This was how Deputy Speaker Lorenzo Taada 3rd of Quezon, the principal author of the FOI measure, described the FOI bills situation after its hearing has been finally set on November 13 instead of the planned hearing on October.

With a November 13 hearing and only having one hearing to speak off from January to October this year, Congressman Evardone has placed FOI in the ICU, in life support, gasping for breath, Taada said in a text message to reporters, referring to Rep. Ben Evardone of Eastern Samar who chairs the House Committee on Public Information.

The FOI measure mandates the state to disclose information and other transactions on matters of public concern and provides access to information being used for decision making or project management as well as transcripts or minutes of official meetings.

Just last Tuesday, Taada said in a press conference that he has already reserved a room that the House Public Information panel can use either on October 15, 16 or 17 considering that Evardone has always been telling him that the House Public Information panel Committee is having a hard time securing a room for a hearing.

If we pass it [in the Committee level] on November 13 and the Speaker allows it to be discussed immediately at plenary together with RH bill, there is still a chance to beat the December deadline, Taada added, referring to Speaker Feliciano Belmonte, Jr. of Quezon City.

Congress will go on a two week Christmas break before resuming in January 2013. From that point, they will only be in session until first week of February to give way to the campaign period for the 2013 midterm elections.

Speaker Belmonte, for his part, disclosed that he has successfully convinced Taada to hold the FOI hearing on November 13 considering that Congress is scheduled to take a Halloween break starting October 20.

I prevailed on Erin [Taada] to agree to November 13 for FOI. Its a fixed date. We may adjourn Tuesday next week, so people wont be around on a Wednesday, Belmonte said.

One investor sees no going back for Liberty Global, even as shares extend a four-year rally.

optionMONSTER's tracking programs detected the sale of 2,000 November 60 puts for $1.45 against open interest of 1,267 contracts. The trade accounted for almost all the option activity in the cable-television company, which generates more than 90 percent of its revenue in Europe.

The investor is now obligated to buy shares if they close below the strike price on expiration, but including the credit earned their entry price would be $58.55. Above $60, the contracts will expire worthless and they'll keep the $1.45 credit.

LBTYA rose 0.02 percent to $60.28 yesterday. The stock is up 47 percent so far this year and has appreciated more than 500 percent since the broader market bottomed out in March 2009.

Selling puts is a common strategy when traders like a stock but don't want to spend capital to get long. It allows them to set an entry price below current levels and get an opportunity to make some money even if the pullback doesn't occur. The main risk is that shares fall more than expected. Nate Miller arrived at Liberty with thoughts that basketball, or perhaps the gridiron to follow in the footsteps of his two brothers, would highlight his prep career.

Hell leave the northern Colorado Springs high school with quite the athletic legacy all right. But in neither of the aforementioned sports.

Basketball was actually my sport growing up, but I wasnt big enough for football, Miller said. I took up tennis instead. I just loved it. As time progressed, I focused on tennis and started taking it seriously. This year, I was able to take it to another level. This will be one of my last chances to play, so I want to go out as well as I can.

Miller, a senior, became quite possibly Libertys first boys singles regional champion Oct.5 when he recorded a 6-2, 7-5 victory over Lakewoods Ram Vuppaladadiyam in the Region 6 championship match in No. 2 singles at Denver East. Lancers coach Joe Frasca didnt witness the feat during his seven years there, and he doubts anyone previously made it to the top at the school known instead for its high-caliber cross country and soccer programs.

Now, its onto the state tournament, where 373 athletes in 5A and 4A head for Denvers Gates Tennis Center and Pueblo City Park, respectively, to compete in the three-day tournament starting Thursday.

Miller, along with Pine Creek junior Zack Inman, represents the only Pikes Peak-area 5A singles players to make it through regional play and into state play.

For these guys to even make it to state is quite an accomplishment, Frasca said. But I know what kind of competitor Nate is. Hes not just happy getting there. Nate wants to be there on Saturday.

Millers breakthrough at Liberty marked another momentous step for the program, which just last year saw its girls team post a school-best seven victories in dual matches and qualified five players to the state tournament.

This is the best season we have ever had, Frasca said. Like Nate, most of my players didnt start tennis until they were in high school and they have improved tremendously the past four years. There is a renaissance happening at Liberty with our tennis programs.

The war on guns

Most of us remember from high school U.S. history that the Second Amendment protects Americans right to bear arms. Apparently our Congressmen have forgotten that lesson since their time in school. Recently there have been many gun-related deaths around the nation which have brought our Second Amendment right into questioning. How can we be safe with guns everywhere? Surely if we take away everyones right to have a gun wed be much safer, right? Wrong.

Anyone who walks on campus, or into a bank or movie theater sees the signs that say no guns permitted, not even concealed carry. Surely everyday citizens who see these signs will abide by them, but why are those signs up in the first place? Banks have been robbed since they were first established. Schools filled with innocent children are no place for guns, especially after incidents like the 1999 shooting at Columbine. And after James Holmes opened fire in Aurora, Colorado during the premiere of the Batman film, having gun laws in all these places makes is just common sense, right?

Consider why these laws are implemented and who they truly affect. The Crime Control Act of 1990 was passed to create gun-free school zones. When looking at the purpose of these gun laws, they look like great ideas, but what good are they? These laws are put into place to stop crimes right? But who commits crimes? Criminals! Since when did they start following the law? These laws prohibit average citizens from being able to protect themselves in these types of environments.

Many thieves are for gun control because that increases the chance that whomever they are about to rob is unarmed. These laws stop typical citizens from protecting themselves but do not affect criminals at all. They are already planning on breaking the law when they decide to go into these schools, banks and theaters. In fact, this helps them choose their targets. How many times have you heard of someone robbing or shooting up a gun store in the middle of the day?

Keeping citizens prepared for anything is the best form of protection. If anyone in that theater in Aurora had a gun, I believe that Holmes would have gotten fewer shots off and it would have saved lives. There are and will always be bad people in the world and its our right to be able to defend ourselves from them at any given time. The average response time for a high priority emergency call is just over 10 minutes, where a .357 magnum fires at 1400 feet per second. Id rather have my safety in my own hands than in the hands of someone Ive never met who wont be right at my side the second violence erupts. How can we as Americans say we are free when we arent even free to protect ourselves?

Letters: Free speech includes responsibility to be civil

We need to return to civility and respectful disagreement in our national discourse instead of defending all types of rancorous discussions and fallacies under the banner of freedom of speech.

I am a supporter of our nation's freedom of speech. It allows me to preach my beliefs from the pulpit, criticize my own government when need be and push back against bigots, who sow seeds of division under the banner of the First Amendment.

I also strongly believe that with freedom of speech comes responsibility, and that our misuse of it can have serious consequences.

There used to be a time in our socio-political discourse that discussing certain subjects in overly provocative and insulting forms was off-limits. Nowadays, personal attacks against politicians, even insulting the first lady, seem normal.

Let me be clear that I am not an advocate for imposing America's standards of free speech upon other nations, nor do I advocate restricting our freedom of speech in America through legislative means. As a minority who understands well the history of selective enforcement and prosecution of laws in America, my racial and religious groups could be the most adversely affected if such restrictions were set into law.

My call is for people of faith and good conscience to remind fellow Americans of our national values of promoting diversity and inclusion. This includes readjusting our societal mores to vigorously challenge those who misuse freedom of speech to promote hate. As Americans, we are not responsible for policing the world, but we are responsible for the climate of our own society.

Space Station Crew 'Tames' SpaceX Dragon

Astronauts aboard the International Space Station snared themselves a Dragon cargo capsule early Wednesday.

The freighter, launched Sunday evening by manufacturer Space Exploration Technologies, or SpaceX, flew itself to within 10 meters (about 33 feet) from the station, then shut down its rocket thrusters to let the station crew take over.

Working from a control station inside the station's Cupola module, a small room with windows on seven sides, Japanese astronaut Akihiko Hoshide gently steered the station's 58-foot long robotic crane over to the Dragon cargo capsule and latched on to a grapple fixture at 6:56 a.m. EDT. The two spacecraft were flying in tandem at 17,500 mph about 250 miles over the Pacific Ocean, off the coast of Baja California in northwest Mexico, at the time.

"Looks like we tamed the Dragon," station commander Sunita Williams radioed to Mission Control in Houston.

"We're happy she's on board with us. Thanks to everybody at SpaceX and NASA for bringing her here to us. And the ice cream, she said.

ANALYSIS: SpaceX Falcon Rocket Flies

Dragon launched with a freezer to ferry medical research samples to and from the outpost. It was launched with ice cream inside, a rare treat for an orbiting crew.

Once the capsule is attached to the station, astronauts will begin unpacking the food, clothes, science experiments and science gear inside and filling it up with about a ton of cargo and experiments that needs to be returned to Earth.

Dragon is due to remain berthed at the station for 18 days, then parachute down into the Pacific Ocean for recovery. It will be the first large load of items to come back from the station since the space shuttles were retired last year.

SpaceX Arrives at Space Station

A private company successfully delivered a half-ton of supplies to the International Space Station early Wednesday, the first official shipment under a billion-dollar contract with NASA.

The SpaceX cargo ship, called Dragon, eased up to the orbiting lab, and station astronauts reached out with a robot arm and snared it. Then they firmly latched it down.

"Looks like we've tamed the Dragon," reported space station commander Sunita Williams. "We're happy she's on board with us."

Williams thanked SpaceX and NASA for the delivery, especially the chocolate-vanilla swirl ice cream stashed in a freezer.

The linkup occurred 250 miles above the Pacific, just west of Baja California, 2 days after the Dragon's launch from Cape Canaveral, Fla.

"Nice flying," radioed NASA's Mission Control.

It's the first delivery by the California-based SpaceX company under a $1.6 billion contract with NASA. The contract calls for 12 such shipments.

This newest Dragon holds 1,000 pounds of groceries, clothes, science experiments and other gear. Williams and her crew won't get access to all that until Thursday, when the hatch is opened.

The vessel will remain at the space station for nearly three weeks before departing with almost twice that much cargo at the end of the month. Dragon is the only cargo ship capable of bringing back research and other items, filling a void left by NASA's retired shuttles.
