The United States and Israel immediately condemned the vote, which US Secretary of State Hillary Clinton called \"counterproductive.\" The Palestinian Authority #39;s Foreign Minister, Riyad al-Maliki, said that his administration #39;s decision whether to report Israel to the International Criminal Court, one of the international agencies to which the new non-member state now has access, lies in their hands. \"I hope that they will understand that the formula has changed, the reality has changed and we are not really threatening right now to go immediately to anywhere,\" said Mr al-Maliki.
