Talking to reporters beforehand, Liang said China #39;s military buildup poses no threat to the world, and also called for closer ties between the two countries #39; militaries. The meeting between the two sides comes amid heightened tension between China and its neighbors Japan, Vietnam and the Philippines over disputed islands in the East and South China Seas. The South China Sea is rich in fish and oil and gas resources, and straddles some of the world #39;s most important shipping lanes. Standoffs in its waters, between Chinese vessels and the Philippine and Vietnamese navies, have become more common as China increases patrols.
