{"id":1063350,"date":"2012-09-09T15:52:37","date_gmt":"2012-09-09T15:52:37","guid":{"rendered":"http:\/\/www.longevitymedicine.tv\/arm-twisting-and-emotion-stem-cell-directors-move-to-reform-appeals-on-multimillon-dollar-grants\/"},"modified":"2024-08-17T20:28:54","modified_gmt":"2024-08-18T00:28:54","slug":"arm-twisting-and-emotion-stem-cell-directors-move-to-reform-appeals-on-multimillon-dollar-grants-2","status":"publish","type":"post","link":"https:\/\/www.euvolution.com\/futurist-transhuman-news-blog\/stem-cell-therapy\/arm-twisting-and-emotion-stem-cell-directors-move-to-reform-appeals-on-multimillon-dollar-grants-2.php","title":{"rendered":"Arm-twisting and Emotion: Stem Cell Directors Move to Reform Appeals on Multimillon Dollar Grants"},"content":{"rendered":"<p><a href=\"http:\/\/feedads.g.doubleclick.net\/~a\/IN3pXQgE3mTtpjFoO8YjMEs0dnE\/0\/da\"><img decoding=\"async\" src=\"http:\/\/www.longevitymedicine.tv\/wp-content\/plugins\/wp-o-matic\/cache\/2dfef_di\" border=\"0\" style=\"padding-left:10px; padding-right: 10px;\"><\/a><br><a href=\"http:\/\/feedads.g.doubleclick.net\/~a\/IN3pXQgE3mTtpjFoO8YjMEs0dnE\/1\/da\"><img decoding=\"async\" src=\"http:\/\/www.longevitymedicine.tv\/wp-content\/plugins\/wp-o-matic\/cache\/2dfef_di\" border=\"0\" style=\"padding-left:10px; padding-right: 10px;\"><\/a><\/p><p>Frustrated with politicking,<br>&ldquo;arm-twisting,&rdquo; lobbying and &ldquo;emotionally charged<br>presentations,&rdquo; the governing board of the $3 billion California<br>stem cell agency today approved short-term changes in its grant<br>appeal process and ordered up a study to prepare long-term reforms.<\/p><div><\/div><div>The moves followed <a href=\"http:\/\/californiastemcellreport.blogspot.com\/2012\/09\/appeals-in-243-million-stem-cell-round.html\">a prolonged series of appeals<\/a> on grant applications that began in July and continued through today,<br>setting records for the number of appeals and generating hours of<br>sometimes tearful and emotion-laden presentations from members of the<br>public.<\/div><div><\/div><div>The board adopted <a href=\"http:\/\/californiastemcellreport.blogspot.com\/2012\/08\/stem-cell-agency-moving-to-curb-free.html\">changes in the appeal process<\/a> for its next few meetings that are aimed at curbing its<br>free-wheeling nature and making it more understandable to the public<br>and applicants. The board also directed creation of a panel to make<br>recommendations by the end of the year for more wide-ranging reforms.<\/div><div><\/div><div>Directors of the agency were clearly<br>not happy with the appeal process this summer. However, it has been a<br>problem since 2008 when <b>Bert Lubin<\/b>, now a director of the stem cell<br>agency and CEO of <b>Childrens Hospital<\/b> of Oakland, Ca., was <a href=\"http:\/\/californiastemcellreport.blogspot.com\/2008\/01\/childrens-hospital-loses-bid-for-lab.html\">the first applicant to make a public pitch<\/a> before the board to overturn<br>reviewer rejection of his application.<\/div><div><\/div><div>One director, <b>UCLA<\/b> medical school dean,<br><b>Gerald Levey<\/b>, said at the time,<\/div><blockquote><p>\"I don't think we can run a board<br>this way. If we do, it would be chaos.\"&nbsp;<\/p><\/blockquote><div>Today, CIRM Director <b>Carmen Puliafito<\/b>,<br>dean of the <b>USC School of Medicine<\/b>, said that &ldquo;lots of lobbying&rdquo;<br>was going over the last couple of months. He predicted there will<br>more lobbying and &ldquo;more politicking.&rdquo; Puliafito said,<\/div><blockquote><p>&ldquo;On big money grants, people will be<br>calling their friends.&rdquo;<\/p><\/blockquote><div>The name of former board chairman,<br><b>Robert Klein<\/b>, was not mentioned during this afternoon's discussion.<br>But Klein vigorously and successfully backed an appeal (see <a href=\"http:\/\/californiastemcellreport.blogspot.com\/2012\/08\/an-unseemly-performance-former-chair-of.html\">here<\/a>,<br><a href=\"http:\/\/californiastemcellreport.blogspot.com\/2012\/08\/bob-klein-lobbying-and-reader-reaction.html\">here<\/a> and <a href=\"http:\/\/californiastemcellreport.blogspot.com\/2012\/09\/stemcells-inc-wins-another-20-million.html\">here<\/a>) by <b>StemCells, Inc<\/b>., of Newark, Ca., for a $20 million<br>application that had been rejected twice by reviewers. Last night the<br>board approved the award on a 7-5 vote.  It was the first time the<br>board has approved an award that was rejected twice by its reviewers.<\/div><div><\/div><div>Director <b>Jeff Sheehy<\/b>, co-vice chairman<br>of the review group and a communications manager at <b>UC San Francisco<\/b>,<br>said the agency is dealing with &ldquo;big money grants&rdquo; that are<br>&ldquo;incredibly complex.&rdquo; He also referred to &ldquo;certain arm-twisting<br>by certain individuals.&rdquo;<\/div><div><\/div><div>Several board members made references<br>to appearances by persons who have diseases or conditions that might<br>be affected by CIRM-financed research.
