RICHMOND The Virginia General Assembly has agreed to compensate individuals who were forcibly sterilized under the 20th-century practice of eugenics.
A budget passed by both chambers Thursday, and awaiting the governors signature, sets aside $400,000 or $25,000 for each victim or his or her estate.
The appropriation, championed this year by Del. Benjamin L. Cline (R-Rockbridge), makes Virginia the second state to take such action among more than 30 that forcibly sterilized residents. North Carolina was the first.
Im very pleased weve finally taken this necessary step towards acknowledging the wrongdoing that was done by the state, Cline said. When someone is denied the ability to have a family, thats a tragedy, but when its denied to them by their government, that is a scandal and a wrong that needs to be made right.
Gov. Terry McAuliffes spokesman, Brian Coy, declined to say whether the governor favors compensation. While running for office, McAuliffe (D) said he supported the formal apology offered by Virginia for eugenics, but he did not take a position on payouts.
The Virginia Eugenical Sterilization Act, signed into law on March 20, 1924, declared that heredity plays an important part in the transmission of insanity, idiocy, imbecility, epilepsy, and crime.
The law had the blessing of doctors and scientists at the University of Virginia and elsewhere. Under its provisions, people who were confined to state institutions because of mental illness, mental retardation or epilepsy could be sterilized as a benefit both to themselves and society.
More than 7,000 Virginians were sterilized between 1924 and 1979. Officials know of 11 victims who are still alive.
One of them is E. Lewis Reynolds, a Marine veteran from Lynchburg who was forcibly sterilized at the Central Virginia Training Center.

This might be the biggest showcase weekend for women's MMA ever.
On Friday night, San Diego's Cris "Cyborg" Justino takes on Charmaine Tweet as the headline fight in Invicta 11, at the Shrine Auditorium in Los Angeles.
It's Justino's first fight since July 2013. She was supposed to fight in Invicta 10 last December but had to pull out after an ankle injury. She passed a drug test this week despite recent allegations from Rousey and White accusing her of PED use.
She'll be highly motivated on Friday night because a win could earn her a shot at Rousey, the current UFC women's bantamweight title holder. And after this scathing verbal attack from Rousey in November, you know Cris Cyborg wants to settle this on the mat.
Rousey accuses Cris Cyborg of PED use:
"That girl in my eyes should be charged with attempted negligent homicide... By coming into the cage with performance-enhancing drugs, [it] is the equivalent of walking in there with a weapon. It's not about who hits a ball farther or something like that. The only reason why we're allowed to do MMA is because the human potential of how it is right now, we can say that it's safe. But if you keep putting PEDs [in] people, it's going to become less and less safe."
However, Cyborg's Friday night Invicta fight is really just an appetizer for the long-anticipated Rousey vs. Cat Zingano matchup in UFC 184 on Saturday night at the Staples Center.

GWEN IFILL: Next: Playing video games might seem like childs play.
But, as Tom Clarke of Independent Television News reports, its also at the frontier of artificial intelligence.
TOM CLARKE: It was the late 1970s, and for the first generation of video gamers, Atari was king. By the standards of the day, the graphics were mind-blowing, the sound out of this world.
And the selection of games just went on and on and on.
Ah.
Compared to the video games of today, Atari looks pretty clunky, but the games are still quite difficult to play, especially if you havent picked one up for 30 years, like me. But its that exact combination of simple graphics, but quite challenging game play, that has attracted the cutting edge of artificial intelligence researchers back to the 1970s.
This version of Space Invaders isnt being played by a person, but a system of computer algorithms that is learning how to play it just by looking at the pixels on the screen. It may not sound like it, but its something of a breakthrough, the work of one of the finest young minds in A.I. research, North Londoner Demis Hassabis.
DEMIS HASSABIS, Vice President, DeepMind Technologies: We dont actually give any clues to the system about what it is supposed to do in the game, what its controlling, how it gets a score, whats valuable in the game, what the right strategies are. It has to learn all those things from first principles.
TOM CLARKE: Hassabis shows me his system playing the classic paddle game Breakout.
DEMIS HASSABIS: So now, about two hours in, now it can play the game pretty much as good as any human, professional human player could, even when its coming at very fast angles. And then we thought, well, thats pretty good, but what would happen if we just left it playing for another couple of hours?

SACRAMENTO, Calif. State lawmakers on Thursday demanded that a California man take down poster-size swastikas displayed in front of his house, calling the signs racist and vulgar but acknowledging the person had a right to free speech.
"It's time to remove this disgusting display of racism from our community," said state Sen. Marty Block, D-San Diego, chairman of the Legislative Jewish Caucus.
The symbols desecrate the memory of 6 million Jews who died in concentration camps, he said.
On the front door of the Sacramento house is a depiction of the American flag with a swastika replacing the stars next to the stripes. Two Israeli flags show swastikas in place of the Star of David.
No one answered a knock on the door, where a note asked for privacy.
Police received a call Monday about the house in the middle-class River Park neighborhood, and a welfare check found there were no reportable crimes, Sacramento police spokesman Officer Justin Brown said.
"We haven't received any other complaints," he said.
On Thursday, Block was joined by lawmakers, veterans and labor leaders in calling for the homeowner to voluntarily remove the signs.

Zineb El Rhazoui, a journalist at the French satirical newspaper Charlie Hebdo, discussed free speech in an event Thursday at the Law School. The event, titled Who Is Charlie?, referenced the hashtag #JeSuisCharlie that trended worldwide following the assassination of 12 people at the Charlie Hebdo office in Paris last month, and was organized by the University of Chicago French Club and moderated by Robert Morrissey, a French literature professor at the university.
On January 7 two gunmen stormed the offices of the newspaper and opened fire, killing 12. The gunman claimed to be acting in revenge for satirical cartoons about Islam, including some depicting the image of the Prophet Muhammad, that the newspaper had published.
Before the attack, Charlie Hebdo had 10,000 subscribers; after, it had more than 200,000. All of us, we would have preferred to stay poorinstead of paying the very expensive price that we paid to have 200,000 subscribers, El Rhazoui said. She said that this has made them more committed than ever to following a code of ethics, keeping with the limits of free speech according to French law.
El Rhazoui mourned her coworkers deaths at the event. My colleagues have been killed because of something superfluous. My colleagues were simple people, intelligent people, nice people, humans, and they had lives, she said. They have been killed by stupid men. Incredible stupidity has killed brilliant intelligence.
Despite the attack, and the subsequent public uproar over the newspapers cartoons, El Rhazoui defended Charlie Hebdos right to publish what it did and what it continues to publish. She stated that just because it is a satirical newspaper doesnt mean that it does or publishes whatever it likes; it remains within the bounds of French law. The limits of freedom of expression in France are clear, she said.
In response to anger over the publishing of the Prophet Muhammads image, she said that in her studies she has found that there is only one line in the Koran that states that one should not publish his image. She also pointed out that in Shiite Islam, it has become more acceptable to publish the Prophets image. But most importantly, she said that the law banning his depiction belongs to Islam, not to France.
Keep in mind, we work under the French law. Not under the Shariah law, El Rhazoui said. We mustnt accept the rules of a game that are imposed to us by guns, and by crime.
She said that if people are offended by the paper, and do not support its ideas, they are not obliged to buy it.
